Welcome back (again and again and agaaaaaaaain) to Izmedu
As one broadcaster noted, there is a very real possibility that the World Hit Festival could well find a home in Izmedu in ways that no one, much less even the host broadcaster, could expect. With last edition's win at hand, the contest once more returns to Izmedu for a record-breaking seventh hosting, this time staging it in the city of Polumisec (the only one of Izmedu's three major seafront cities that has yet to host a contest). Izmedu itself is a small, primarily sea-front based nation of south slavic origin with more prominent romantic influences particularly in its language. It is home to to 2,138,000 people, consisting of a majority of Izmeduans but has of late seen a surge of expatriates from other countries as well as an increased rate of tourism.

This contest will also see the full transition of the overseership from Izmedu to Britonisea, with the formal handing of powers due to take place at the very end of the 41st World Hit Festival itself. As noted in past booklets, Izmedu is the current and now outgoing overseer of the World Hit Festival, as well as being one of its most successful participants. Izmedu has had a long history in the festival itself, debuting all the way back in the 15th edition in Rowland, Titaniumland. While its first few entries to the World Hit Festival were initially rocky, the country has grown to be one of the most successful countries in the World Hit Festival, having just recently won the 40th edition of the WHF.

What is Polumisec?
Polumisec (population: 179,000) is one of the major three Izmeduan seafront cities (the other two being Vodiznad and Mousiki) and is also the largest city of Izmedu's northernmost regions. It is the district seat of Morska-Obala, one of the largest districts of the historical Izmeduan region of Ozraren. Additionally, Polumisec is also the largest city of Ozraren, serving as the informal 'capital' of Northern Izmedu. Polumisec stands at the crossroads of the county of Palatocka and Morska-Obala, being built upon the Izmeduan crescent that shapes the littoral it is built upon. The city itself is named after that crescent. While originally built as a base of operations for Izmedu's northern side. Historically, the city itself has largely evaded the violent history that its much larger cousin, Vodiznad, has faced. It is well known in Izmeduan history to be a city for war refugees and guests that wanted to avoid the political squabbles in Vodiznad and further down south.

In more recent history, Polumisec has now been known to be of Izmedu's most popular and yet still underrated tourist spots. While the tourism sector has been mostly dominated by Vodiznad and Mousiki as of late, Polumisec has seen a very recent resurgence in its efforts to become a much more tourist friendly city through the re-emergence of its status as a 'city of romance' for especially younger domestic tourists. Due to the rivers that dot the local downtown area as well as Polumisec's focus on water recreation (especially tours around the crescent or gondola rides in the rivers), the city is known for being one of the prime spots to have an Izmeduan honeymoon. These kinds of recreations (sailing, gondola riding, and water-based tours of the city) are what led Polumisec to face a greater resurgence in recent years.

What's so special about it?
Being more up north, the architectural style is much more cosmopolitan with sky-rise hotels that often dot the city center/downtown areas as well as benefiting from being one of the first Izmeduan cities to quickly modernize. This modernization also stems from Polumisec's popularity as one of Izmedu's only cities (outside of Rajvosa) to also focus parts of its tourism packages and attractions on the sporting side of Polumisec. While this side of Izmedu has not seen much international exposure, Polumisec is known internally to be the water polo and aquatics capital of Izmedu. A fun fact about most of Izmedu's Olympics delegation to the X Olympiad, most of the water polo teams (both the men and women's side) hail from the city of Polumisec, having been informally trained here and playing informal leagues prior their olympic re-training. Additionally, the city's primary music concert venue (which shall be revealed in a later section) is also a popular venue for Izmedu's basketball fanatics.

However, perhaps the crown jewel that Polumisec holds as its primary attraction is the sight-seeing within the city itself. The city holds a legendary distinction for being built upon the Izmeduan 'crescent,' and designers of the city took this into consideration when the city was entering its phase of modernization that was able to weather the Izmeduan revolution with minimal damage. One of the most popular sights in Polumisec is El frutraj toranj, (literally: The Brothers' Tower or The Tower of the Brothers). This tower is a yellow clock tower hidden well-within Polumisec's main street and is not visible in its skyline, yet is one of its most prominent sights on the ground. This tower is intimately connected to the La bazilika od sv. Marija (Saint Mary's Basilica) and is also the most prominent bell tower around Polumisec. It is known for ringing at exactly every hour, playing a 20 minute melody every noon.

Where can I stay?
Additionally, Polumisec also plays host to being Izmedu's biggest vacation town in the Northern reaches, with an expansive array of hotels both high-end, modest, and a combination of all of those configurations in-between to suit your travel needs. Polumisec's skyline (consisting of a series of modest skyrises) houses one of Izmedu's most luxurious hotels, offering an array of suites and is being currently fitted as a high-end option for World Hit Festival visitors and delegations. For those seeking much more modest options, Polumisec has taken notes from Mousiki's past offerings and is also notifying the various bed and breakfast motels as well as the two and three star options to increase their bookings and offerings in time for the 41st World Hit Festival. These offerings are placed in various locations in Polumisec, some being adjacent to the more higher-end options while some are a little bit more out of the way.

What is written here is only a taste of what Polumisec has to offer its new guests. Polumisec hopes to live up to the legacies left behind by Vodiznad and Mousiki's hosting. In the lead up to the 41st World Hit Festival, Polumisec will turn its focus towards a music centered style of entertainment. Local music groups will be much more active as events such as the World Hit Fair and the World Hit Club will be held in Polumisec's marinas.

As this is Izmedu's seventh hosting of the World Hit Festival, a much more different direction was desired when contemplating the theme of the upcoming festival. As Polumisec lacked a specific musical identity in comparison to its hosting predecessors (Vodiznad, Mousiki, and Gralicna), the creative imperative was to therefore help establish and lay the foundations of a musical identity. What limited musical history Polumisec did have was tied to the establishment of Izmedu's earliest symphonic and orchestral houses that were bookended by Polumisec and Mousiki. Additionally, the RTI team's returning of an orchestra was also deemed a success internally by the channel. Thus, it was decided that the channel would theme the up and coming World Hit Festival around it.

“Beautiful Symphonies” represents not just the orchestras that are bought into the festival from time to time, but also the full scope of the World Hit Festival itself. For RTI, each festival is part of a larger patchwork of music that represents the beauty of the World Hit Festival's soundscape. Every song is part of a larger symphony and movement that aims to showcase to the world the best of what each country's music has to offer. Of course, however, the theme also represents RTI's vested interest in re-introducing the live orchestra as a regular fixture in World Hit Festivals.

The Naida Arena (capacity: 13,800) is the official venue of the 41st World Hit Festival. Initially built in Polumisec's early history as a multi-purpose hall (for conferences, music concerts, and championship games), the name of the structure is actually derived from its early history from looking like a 'nest' (of which the name of the arena translates to: The Nest Arena). However, the once multi-purpose hall has gone through a series of renovations that transformed it to the arena it now is today. The arena is currently the only major concert venue in Izmedu's northern districts and is largely popular amongst musicians that are based around Polumisec or the surrounding districts (it is especially popular with musicians from Palatocka). The arena is being expanded from an original capacity of 9,500 to an extended and much larger capacity of almost 14,000 people for the World Hit Festival.

As the arena faces a renovation and expansion in the lead up to the World Hit Festival, festival goers can definitely be reassured that the arena will maintain the architectural standards and practices that were set by the recent hosting in Mousiki. What makes the arena unique for this festival only are the interior design practices that are being utilized to suit the theme. While the Arena Naida will of course carry forth the green practices used in past Izmeduan arenas, the whole philosophy of the interior design is to emulate a concert hall for a much larger setting. The arena, for its World Hit Festival configuration, is designed to emulate a symphonic, old school hall, with features such as balcony seats and ornate designs dotting the interior.

With the classic symphonic design in mind, the stage for the Arena Naida itself is also kept very simple. The layout is simple and classic, with the stage being a basic portrusion against an audience with no satellite stages or islands. The performer is free to interact with the audience utilizing a set of stairs to move to the frontal audience section (if delegations wish to keep their performer safe, the stairs can also be hidden through folding the stairs within the stage itself). This simple design is to accommodate what RTI intends to bring back in full force, the orchestra. Below, we will then describe what the stage is capable of.

The Main Stage

The largest and only part of the stage the performers can interact upon, the main stage is where your performer can see the action. The main stage can be interacted and configured in multiple ways to any delegation's needs. Without the orchestra, the performers have a wide berth to which to move around and bring in dancers, instrumentalists, etc. The orchestra-less configuration brings with it the stage's capacity to protrude a set of stairs at the back end to create a pseudo-satellite stage. Additionally, all parts of the stage can also act as a screen.

If you wish to bring in an orchestra (with a maximum of about 25 to 35-piece at the maximum, give or take. A more realistic set can be seen in this sample video), special installations and platforms will be installed to make sure that your orchestra can all fit on the stage. Where you place your orchestra is entirely up to how your delegation sees fit. The orchestra can either be sitting or standing, directly interacting with your performer, or just remaining in their sections. Additionally, if you want to take a bit more of a risk, there is a big-enough protrusion near the large LED screen where you can also insert orchestra members.

Effects Available
The usual bevy of Izmeduan stage effects are present. Hologram technology is present as are pyrotechnics (it is recommended you bring this out if there is no orchestra). Additionally, aquatechincs are also possible through attached conduits at the ceiling. Dry ice and smoke are also available, as are lighting effects ranging from basic lighting changes to more advanced lighting effects (such as a light and smoke mix, etc.)

This is where things are going to differ a bit from Mousiki and will hark back to the system that Vodiznad used in its hostings of the World Hit Festival. 2-phase voting is returning, and it will be the same system utilized in World Hit Festivals 29, 30, and 34. The system will be described below in further detail.

Phase 1: The Lower Points
The World Hit Festival utilizes a 1 through 5 points allocation, with 5 points going to your favorite and 1 point going towards your fifth. For the first phase of this system, the host will go through the lower votes of each participating country. What this means is that we will reveal who you gave your 1 through 4 first before revealing who gets your five. By the end of phase 1, roughly 66% of the vote will be revealed to you.

Phase 2: The 5 Points
The last third of the votes are revealed in this phase. We will go through every nation once more to reveal who they have their 5 points to. Of course, 33% of the vote may seem like a small number, but a couple sets of 5 points (especially if awarded to one country) can and has made a considerable difference in the results. For example, if one finds themselves not getting a lot of points in phase 1, a user may find themselves with a case where a few users love their song enough to gift a few sets of five points. While this is a somewhat extreme example, fortunes have been known to change from phase 1 to phase 2.

Phase 3: The Tiebreaker
In the event of a tie, we will enact a phase three in the voting. The tiebreaker procedure is as follows. We will start with the amount of nations that voted for the countries involved in the tiebreaker (the nation with the highest amount of voters wins), then the amount of 5 points, 4 points, and all the way down to 1 point. In the event that a World Hit Festival 26 occurs (where two or more nations in the lead have the exact same points breakdown), the draft thread edit time will not be used if there are semi-finals. Instead, what will happen is that the host will begin to look at the amount of sixth places between both nation (seventh places and beyond if necessary) and if the nation is found to have more of that specific ranking, the tie is then broken.

That (roughly) complete the details for now. As always, opening acts and hosts to be revealed at the opening of the IC thread.

Jasmine Ōkubo will represent Britonisea at the 41st World Hit Festival in Polumisec, Izmedu with the song "Buntars Ahgehar" which has just been released today. The release was after Britonisea's participation in the contest was announced two weeks ago, where Jasmine was also confirmed to represent Britonisea at the contest. Following the nation's recent result at the 40th World Hit Festival, Brityunik Vefecosoin Cairkovoin went through a similar process to that of the 40th World Hit Festival and they picked Jasmine, who from Arconne, a city which is located in the North of Britonisea. This will be the first time that someone from Arconne is representing somebody at a large international music festival like the World Hit Festival.

Rebels Together: Would you like to join Jasmine and be rebels together in Polumisec?


Jasmine has been waiting for a few weeks for a song to be released, but knew what the final product sounded like for a few weeks before that. Over the past week, she has been rehearsing the song, adding something new every time she performs it. While her going to Polumisec is not due to happen for a couple of weeks yet, she has managed to start deciding what she wants on the stage. Similarly to recent performances, she wants the performance to be rather abstract (which would fit the theme of the song), with a rebellious edge to it which will set it apart from any other stages that Britonisea has done in past World Hit Festivals. Practising at the studio space at BVC's headquarters in Junterapten has allowed her to pin point everything she wants on the stage, and BVC can't wait to see it put into fruition in Polumisec...

"Buntars Ahgehar" has now both been released internationally and nationally. The highly anticipated song is expected to make tens of thousands of listens on Spotify within the first few minutes of it's release. Both BVC and Jasmine are very positive going in to the World Hit Festival and will hope to repeat the success of the previous World Hit Festival for the second time in a row, back in Izmedu. BVC have reaffirmed their position regarding their participation in the festival, stating that this is an "integral" television production and that BVC will always take the contest seriously - even more so after the reintroduction of the Semi Finals and the competitive field, which has grown significantly in the recent World Hit Festivals. Hi all :)

This is a bump to the OOC thread as well as a reminder that sign-ups for the 41st World Hit Festival are closing in approximately 22 hours.

If you are still interested in sending an entry to this contest, you are absolutely more than welcome to sign-up!

Additionally, we are just a bit over 7-8 days until the draft thread deadline is upon us. I've seen some lovely work pass through the draft thread, but we have so many nations signed-up. I would love to be able to push at least 20 nations this edition, or at least, 30. Remember, if we hit 30 completed entries on the draft thread, we will have semi-finals!


UPDATE ON THE 5TH JUNIOR WORLD HIT FESTIVAL

This is definitely still on the cards! I bring this up now as I plan on beginning to coalesce and create more info on the 5th edition of the junior contest around mid-September, which we are quickly approaching. A schedule is currently being knocked around my head in regards to how this will happen, but rest assured it is.

When the information is ready, I will release it to the new overseer first to have us both vet it, and then I will release more of my intentions here and of course, the OOC thread itself.

And, It's so Sunny Today there, The Fatiman Imagination Fair aka Kids' Fair was Starting on Mid-September. Which Starts Today until January 21. Because The JWHF 5 is Planned, More Busy Weeks and I'm Working on Dispatch.

I love seeing OOC chatter, but please make sure to keep the OOC talk in this thread or in the discord server, not in the draft thread itself.

If you wanted additional time to refine your entries or just wanted a breathing room, don't worry, I've got you covered.

I announced this first in the discord server, but I'll notify the community through here as well :) There has been a deadline extension to September 19, 9:00PM PDT, giving you a 96 hour deadline extension.

An additional reminder TG will be sent later on.

World, I am proud to announce that...


The Junior World Hit Festival is a companion contest to the WHF in which singers aged 5 to 15 are the primary competitors on the stage. The JWHF matches most closely with the Junior Eurovision Song Contest, in which their regulations are adapted into the contest. Four editions of the Junior World Hit Festival have been held through the WHF's history, with the ideal pattern in that it is held at least every 5 editions.

Participation in this contest is of course, optional. But I highly encourage you all to send a song :)
