There he stood, the young Emperor of Korea. Covered in white and blue - the national colors of his Domain - while his guards made their way to The Room. he begins by greeting his counterparts in puertollano and Zackaroth.
Seeking possible allies for the people of Korea, he took a long gaze around him.

It was then that the most senior member of the Austrian-Danubian government arrived to the conjugation in Saigon — it was Emperor Martin von Habsburg-Lorraine, late as he typically was in this sort of affair. He wore the simple dark gray military trench coat that has served as his trademark attire, and his black hair was longer than usual — he had even grown out a beard and mustache that would serve as a blanket across his face. He was flanked by two prominent officers of the Austrian-Danubian Directory. Nicolae Dmitru of the national populist Romanian Iron Guard was to the Emperor’s left, brandishing a forest green sash that displayed party emblems and identifications. Jonathon Müller, the old popular figurehead of Austrian Unification, Supreme Commander of the Metropolitan Austrian Military Protection Organization, and Governor of the Province of Metropolitan Austria, came in on the Emperor’s right, limping slowly in his old age. Like Dmitru, he wore a sash that displayed a red and white Austrian tricolour.

The three individuals marched, almost in formation, as they entered the room. Emperor Martin sat himself next to President Castillo of Puertollano and Prime Mimister Lamar of the French Confederation. He has made it a point to position himself directly adjacent to his good friend and ally, Chancellor Fleuchaim of the Fregantes Empire. The Emperor’s compatriots remained standing behind where he had seated himself. Müller, in his old age however, rested against his mahogany cane.

Martin addressed those around who could hear him in a nonchalant tone of voice. “Apologies for my lateness. It’s quite uncivilized really.” He nodded in the direction of Chancellor Fleuchaim. I also apologize for the absence of my compatriots from Italy. Good morning anyhow. You may have heard of the gentlemen I have brought with me since my Proconsuls are attending to dealings with the Canadians at the moment? Jonathon and Dmitru have both garnered quite a bit of public attention in their years as politicians.”

“You could take some advice from us as to how to defeat Conservatives in elections,” Castillo said, half jokingly. There was a bit of truth behind it, in the upcoming Presidential election, Castillo is predicted to receive half or more than half of the votes. Leaving the main Conservstive party with a little more than a quarter of the vote. “I’m glad the French public views us positively and as long as we keep out of each other’s interests, our relationship will continue to be steady.” With that, Castillo concluded giving Lamar a small handshake in courtesy, and a nod to the representatives from French South East Asia. As he was giving Lamar a hearty pat on the shoulder, he said: “I’ll probably see you again during this Conference, but I won’t let you get caught up with me, you need to be around the Germanic Union to make it look like they have friends here.” The President chuckled and moved over towards the FSR delegation.

While approaching the FSR Andean delegation, more specifically Vivian Sanarov, Castillo grew a grin. He went to shake his hand, and after that would give him a courteous socialist fraternal kiss (reserved only for the closest allies of Castillo). The kiss involved an embrace, and then a kiss on the cheeks three times, on alternate cheeks. Once concluding formalities, that the cameras of the summit would catch, the President said: “It’s wonderful to see you, Sanarov. By deep congratulations go to you in your election. Just try not to rip the spine out of the back of the Magellan delegate,” Castillo joked. “Oh wait, don’t worry. They don’t have a spine to begin with.” He cracked up in laughter at his own joke, hopefully the FSR delegates would too. The Magella delegates wouldn’t hear a thing from the conversation, saving an all out war in the conference room.

Really, Europe isn’t a friend on the international south, that’s why I believe we can find strength in ourselves to create our own paths in the future, paths not dictated by places like Germany or Italy. Zackaroth has been an important member in the community of the independent-minded countries, that’s why I respect you and your nation. While I’m here, I was thinking as to whether Zackaroth could secure any investments with the Federation? We’re in need for re-construction, and any amount would help.”

As the Puertollanoan walked away, Lamar instructed an aide to send details of the informal agreement which had been struck to Paris immediately. With that done, he decided to walk over to the Magellans.

"Welcome to Saigon, I hope that your trip was pleasant? Are you staying at one of our prearranged hotels, or will you be making your own accommodation arrangements due to the nature of your security requirements?"

No need to humble yourself. Also, her Majesty the Empress sends her kind regards. She is unable to attend the conference by herself, because of a little medical problem."

He looked at the Zackaroth and FNI delegates and continued: "Zackaroth and FNI, an unexpected sight. I dare say that you are in agreement, your Majesty. Anyhow, the conference seems to be peaceful for now. The South Americans made no attempt to start a dispute. The only "problem" may be the paranoid attitude of the Magellan delegation, but that is completely natural, as we all know".

Fleuchaim then turned to the Magellan delegation, and said: "I would like to offer my condolences, and of the Fregantese state. We are absolutely shocked and disgusted by the attacks and we understand your situation, as we too suffered from terror attacks in the past. I hope President Salamanca will recover without any problems. I hope our relations will grow in sympathy and empathy".

Higashi walked into the room, late. He'd been delayed back home by the activities of being handed power and starting his own programs. Fortunately, he'd arrived just in time. After greeting the delegates, he went to take his seat.A moment after he'd sat down at the table and set himself up, the German delegate suggested they begin the summit. Adjusting the microphone, Higashi said a few words.

"Yes, let's start the summit. I hope, and the Federation of Socialist Republics hopes, that this will be a most... productive summit."

He glanced at the Magellans.

The French Confederation representatives signal for those who haven't already to take their seats.

"While there are many issues that I'm sure we all wish to discus in terms of security and economics, we would like to begin with an equally significant but also previously neglected topic - Climate Change. The Triple Entente forged the Moscow Green Treaty years ago, with the pledge to prevent a shift in global climate by two degrees from existing levels globally, with the methods of achieving this goal being the responsibility of each member of the Entente. Past Presidents of my nation have made calls for this to become a global goal, but to date all of their efforts have failed. While we have so many world leaders in this room, we must take this chance to push for action. If we submit the Moscow Green Treaty into the CSN for an attempt at ratification into international law, would it have support?"

Ramirez stood as he noticed French Prime Minister Lamar approaching, greeting him with a smile and an outstretched hand.

"Ah, yes, the trip was quite nice," he responded. "Saigon truly is beautiful, as I'm sure are the reserved hotels. However, we're going to have to unfortunately decline the invitation to stay there. Airtight security has become a necessity, and, well, you never know how far terrorists will go, especially with backing."

Meanwhile, Ybarra and Medina greeted Chancellor Fleuchaim, thanking them for their condolences and affirming their desire for greater cooperation.

Upon noticing the official beginning of the summit, all three sat down again after bidding their conversational partners goodbye.

Medina nodded as the Germanic delegate spoke. "Magella follows similar standards as well, and we agree that the Moscow Green Treaty should become international law. Nations must work together to combat such climate change."

"The NAF remains neutral until we see what the Moscow Green Treaty implies, however I must make it abundantly clear that the NAF wishes not to utilize the CSN beyond peace enforcing, humanitarian and preserving basic human rights." Stated the Minister.

The crown prince, who up until now had been silent during the summit, cleared his throat and stood up, "The Japanese Empire is currently re-evaluating our involvement with the CSN, including its regulations. However, we will not support or deny the motion currently in place as it matches the current policy of Japan in environmental affairs. I must also state that the Empire supports the NAF's statement about the CSN should be used for humanitarian and peacekeeping only. Should regulations be introduced it should not be through this organization." With that the prince sits back down.

"Climate Change is a threat to us all, regardless or race, religion, or ideology. It requires international cooperation of some kind. If the CSN is not the place to have it, then I challenge you to commit to it here and now during this summit. Agree to the goal in principle today, and then ratify it within two months (OOC: IC months not IRL). As for your view of the CSN, Minister Constantinus, I respectfully disagree; however understand your sentiment behind it completely seeing as your nation and ours are bleeding in the sands of Nigeria because of its incompetence."

"We have already made specific concern to Climate Change, and we are happy to see even more steps are being taken internationally. We are in full support of this proposal and have no concern whether the proposal will be implemented through the CSN or some other body. The only important thing is that it must be implemented, and fast. Climate Change is more dangerous than our international conflicts of interest, and we believe every nation is mature enough to recognize and act upon this"

President Castillo replied first, “I’m glad you’re in favour of a democratic method to solve the question of the Caribbean. Castillo replied, "I'm not doubting that the CSN is controlled by the European super-majority, and hence they can command anything from South America. I still have respect for the last remaining independent organs of the CSN, one of which is the body that oversees free and fair elections."
