What about the North Korean sort of Immigration? I of course mean defectors, refugees, criminals, basically or illegal immigrants?

Typically caught by the Kaiserliche Marine and riddled full of 12.7mms or 20mms.
Those that do make it out are few and far between.
Of course if you immigrate to, say, Prospero or Lillo, ,renounce your citizenship, and then to a Communist nation, the PPC can't do much.

But if Irene and others get their way, Ana will also get citizenship in their nations. When Luis gets home without Ana, he'll be questioned why. And HE will be the one in trouble, for failing to prevent a defection at his hands. But I'm sure Irene could bribe the Portuguese authorities to let him go (or leave him to take his punishment for selling out Ana).

And no, Luis won't defect. He's a model citizen and the government treats him quite well.

The italics mean we're speaking German, yes (we use normal formatting when speaking English). So Hiroko will need to be almost fluent at German and needs to be either very close, or have a very sharp ear - following an entire whispered (!) conversation in a language you only know 'some' of from a certain distance should be considered close to impossible ^^
