The minutes of the last meeting were read and accepted as being both correct and accurate by a unanimous vote.
Standing Items
Ministerial Reports
Each Crown Minister presented a brief summary of items relevant.
The Minister of State has brought forwards two (2) matters for consideration; one (1) under Business Carried Forward (Concerning the Potenciel and Immaterial Kingdoms), and one (1) related item under New Business (Sectors Proclamation, No. 1 of 4A4D).
The Chancellor advised no outstanding matters, but will present the regular update.
The Castellan has brought forward six (6) items; one (1) standing item (Hostile Galactic Entities), two (2) under Business Carried Forward (Report on the War in MCG-06-07-001 and continuing intrusions into Claí Mór na Réalta, Skyriver Expedition - Update), and three (3) under New Business (Potential Extradimensional Intrusion Event, Sol Intrusion Attempts – Fallout, and Project Aluminium White Geranium.
The Minister of the Interior brought forward two (2) items for consideration under Business Carried Forward (Tengat Remediation, Domestic Animal Companions (Transcendence)).
The Minister of Justice advised no outstanding matters for this meeting.
The Minister of Science brought forward one (1) item for consideration under New Business (Research Grants Proposal: External Associated Polities).
The Minister of General Affairs has brought forward one (1) item under New Business (Project Giraffe Silver Mercury: Cabinet Approval).

Hostile Galactic Entities – Standing Report
The Vice-Minister for the Imperial Defence presented this update.
The Vice-Minister informed the Grand Council that intruder attempts and HGE activity in Claí Mór na Réalta remains in line with probability engine predictions.
Numbers of HGEs remain static since the last meeting, as eliminations and manifestations remain balanced. At present there are three (3) major entities at large and five (5) minor entities at large, with four (4) (2/2) entities presently undergoing neutralisation by the Imperial Royal Armed Forces. There remain four (4) significant pathogenic agents constituting four (4) outbreaks. There are an estimated two (2) emergent agents and three (3) emergent entities.

Concerning the Potenciel and Immaterial Kingdoms
The Minister of State presented this item.
Following the confirmed full and complete emanation of a mind within the Continuum, the provisions of the relevant constitutional instruments have begun to take effect; the Palace has formally issued R. 9 Ayi. XII 1 (The Sectors Proclamation, No. 1 of 4A4D), noting this eventuality.
The Ministry estimates that within the next twenty cycles the aforementioned provisions will come into operation (with a minimum timeframe of one cycle).
The Minister seeks leave from the Council to consult with the Office of Legislative Drafting to consider a hard cap on the rate at which citizens may disassociate themselves from the temporal pace of the material universe. The Grand Council agreed to this request.

Report on the War in MCG-06-07-001 and continuing intrusions into Claí Mór na Réalta
The Vice-Minister for the Imperial Defence presented this report.
The Vice-Minister is pleased to report that the Imperial Royal Armed Forces has attained a complete victory in sÿst {FD6194C8-B345-4185-A026-0F1D5B10D77B}, and has now successfully warded the sÿst against future intrusion attempts.
An investigation is underway by the Imperial Military Research Division as to why sÿst {FD6194C8-B345-4185-A026-0F1D5B10D77B} in particular was so seriously contended by FORAD-MCG-06-07-001-A, and to cross reference this against other breach locations. The IMRD hypothesises that there are only a limited number of locations in CMnR that are conducive to FORAD-MCG-06-07-001-A’s intergalactic superluminal traversal capabilities; if this is correct, then it is possible that the IRAF may be able to secure CMnR against future intrusions.
The Minister advised the Council that there is no change with regards to the status of the grinding assault in MCG-06-07-001; the Imperial Military Intelligence Agency’s projections remain steady and stable. Opposition remains within expected parameters.

Skyriver Expedition – Update
The Vice-Minister for the Imperial Defence presented this update.
The Vice-Minister advised the Grand Council that prior intelligence reports were accurate; Skyriver is sparsely populated, poorly connected, and even less politically unified than CMnR. There exists no indigenous counterpart to the Triumvirate of Yut, and no indigenous peer-level power. As per the meeting of ρ9 Yanuar 4A4D, the IMIA is concerned at reports gleaned from indigenous computer networks relating to beings with genocidal and omnicidal ambitions, and has requested that the Benignity of the Compassionate Hand commence operations in Skyriver.
With authorisation from the Praetorian Council, the Benignity has acceded to the request, and begun extensive information gathering activities. All intelligence gathered to date indicates that, while the abilities of some of these beings have been exaggerated, they have a tendency to appear and reappear with disturbing regularity and frequency. The Benignity has also confirmed that Skyriver has been in a multi-millennia-long period of technological and societal stagnancy, which it shows little sign of breaching.
Stage B of the Deployment continues according to schedule, and will be completed by early Justar.
Indigenous polities remain unaware of and uncontacted by the Serene Government. The Vice-Minister requests that the Vice-Minister for External Affairs begin to explore the feasibility of local contacts. The Vice-Minister for External Affairs informs the Grand Council that his department has anticipated the request, and holds that the best avenue for such an approach would be via the Great Civilisation of the C’tan, or via the Eternal Ascendancy of Menelmacar, or both.

Tengat Remediation
The Deputy Minister of the Interior presented this update.
The Deputy Minister is pleased to advise the Council that the situation with Tengat is now fully and completely resolved. The excess mass/energy has been siphoned off for further use, and the star no longer poses a risk to the Metropole.

Domestic Animal Companions (Transcendence)
The Vice-Minister for Transcendence, Health, and Ageing presented this update.
The Minister of the Interior is pleased to inform the Grand Council that the bill noted in the previous meeting now incorporates the language from the Ministry of Justice and is ready to be introduced to the Dáil. The Parliamentary Secretaries have been liaising with party chairs, and the Minister is confident that the Dáil will have agreed the Bill no later than the end of the next Sedectet, to take effect by the end of Februarch.

Exchequer’s Report
The Chancellor of the Exchequer presented this update on the accounts of the Realm.
The Chancellor advised that there is no deviation from the projections presented at the start of the octet. The Chancellor notes that at the next meeting the accounts of the Realm for Yanuar will be presented, but anticipates that all outcomes will be within expected parameters.

Sectors Proclamation, No. 1 of 4A4D
The Minister of State presented this update.
The Minister of State advised the Grand Council that the Sectors Proclamation, No. 1 of 4A4D is now in effect, as per the attached text.

Potential Extradimensional Intrusion Event
The Vice-Minister for the Imperial Defence presented this report.
There has been a potential extradimensional intrusion even in CMnR. The primary locus is near territories held by polity UID {20D872:F4691}; that polity has been informed with utmost urgency. While confirmation is still underway, all indications are at present that the intrusion was incomplete and incoherent; evidence of it being accidental rather than deliberate.
The IRAF has dispatched a scouting force to the locus of the intrusion closest to territories of the UIK.

Sol Intrusion Attempts – Fallout
The Vice-Minister for Imperial Security presented this report.
The Vice-Minister for Imperial Security presented advice to the Grand Council indicating that the recent assaults on Sol have exposed weaknesses in the political and military coherence of the system’s defence. These include fractures within the Yut alliance, and ongoing animosity between the various powers. The Vice-Minister recommends that a multi-lateral summit be held amongst the key polities to remedy these matters as soon as possible, and that the IRAF and other aligned military forces of Sol cooperate on developing contingency plans to ensure a comprehensive and coherent defence of Sol, and to avoid a repeat of any untoward aspect of this incident.
The Vice-Minister stressed the importance of avoiding any assignation of blame, as such would be highly counterproductive.
The advice of the VM (Imperial Security) was agreed by the VM (External Affairs).
The Grand Council agreed the advice, and authorised the VM (External Affairs) to initiate such actions as are necessary to address this matter.

Aluminium White Geranium
The Vice-Minister for the Imperial Defence presented this report.
The Vice-Minister is pleased to inform the Council that the successful completion of work at Site Svedberg Green has yielded a number of potential applications, as detailed in the report. The Vice-Minister seeks leave from the Council to put a Project, codename Aluminium White Geranium, to the Praetorian Council and seek resources and funding from the Chancellery.
Expected completion is no later than Aprimay, 4A4D.

Research Grants Proposal: External Associated Polities
The Minister for Science presented this item.
The Minister presented a report from Ministry regarding the level of technological development in the External Associated Polities. The Minister drew the Council’s attention to Appendix A, an assessment by the Benignity that the technological attainment of a number of External Associated Polities is deeply unsatisfactory in the areas of health, sanitation, food production, transport, and power generation, and that these External Associated Polities remain dependent on the Serene Government.
The Minister tendered advice from the Benignity that this is an unacceptable risk to the general security of the External Associated Polities. The Minister proposed that his Ministry draw up a programme to provide extensive research grants and assistance to those External Associated Polities deemed most at risk, with progressive rollout to the entirety.
There followed some debate, but the Grand Council agreed to the proposal.

Project Giraffe Silver Mercury
The Minister of General Affairs presented this item.
The Minister of General Affairs tendered a proposal for the construction of a structure outlined in Attachment F of the meeting of the Grand Council of ∂1 Yanuar 4A4D, as per the decision under the relevant item. The Minister is seeking the Grand Council’s endorsement for the proposal under the codename Giraffe Silver Mercury, noting that completion could take up to a full cycle.
There followed a series of questions and discussion.

Premier’s Remarks
The Premier spoke to several items. First, the Premier noted that it was imperative that the fallout from the assaults on Sol be remediated as soon as possible, calling attention to the urgency of maintaining coherence and concordance among the bloc.
The Premier expressed concern relating to the continued efforts by FORAD- MCG-06-07-001-A to penetrate CMnR, and indicated that putting an end to these efforts was to be considered the top priority in defence matters.
The Premier informed the Grand Council that the Palace has informed him that the Serene Majesty is bowing to pressure to hold the Third Ceremony, and advised the VM (External Affairs) that it is likely that the Fourth will follow shortly; preparations will need to be made as soon as possible.
On a final note, the Premier noted with wry amusement how many non-sophont animal companions have been committed to cyrostasis over the years, and observed that everyone will likely appreciate a most speedy realisation of Project Giraffe Silver Mercury sooner rather than later.
