The Minister of State presented this update.
The Minister of State informed the Council that foreign partners and connected nations have been forwarding congratulations in private for the Engagement of His Undying Majesty and the Rí Ruirech Leto. The public announcement will be made at 10:00hrs today. The Palace will announced the precise location of the materium ceremony on 12F040. The Royal Family indicates that a private ceremony remains preferred.

Disposition of the Fenevarian Embassy
The Vice-Minister for External Affairs presented this update; one related item follows
The Vice-Ministry for External Affairs has safely rendered the Fenevarian diplomatic mission over to the Phoenix Domain. In line with standing policy regarding polities that have undergoing an almost complete retroactive overwrite event, the diplomatic relationship between the UIK and the Fenevarian Republic has not been inherited by the replacing polity. The Vice-Ministry has transferred custody of the material concerns to the Security Council for final disposition.

Preservation Offers
The Vice-Minister for External Affairs presented this report.
The Vice-Minister advised that the Council for External Affairs has completed the re-evaluation of the preservation programme and endorsed several changes to the scoring methodology. The CEA shall recommence the programme on 12F040 suspended extending offers of preservation. In the last cycle, no polities scored highly enough in the prioritisation of preservation process to warrant an offer being extended. The Council is re-evaluating the value of the programme and the methodology employed.

Fleet Actions in MCG-06-07-001
The Chair of the Security Council presented the report on this ongoing concern; one related item follows.
The Vice-Admiral of the Colours, the Lady Georgiana Sakir, advises that despite the unleashing of three additional hostile galactic entities in by FORAD-MCG-06-07-001-A, progress remains within tolerances in the execution of the campaign. Two of the HGEs so released have been completely neutralised, and the third is in the process of being brought down. The Imperial Military Intelligence Agency has assessed that FORAD-MCG-06-07-001-A will continue to unleash HGEs in a bid to disrupt the operations of HMAF.
Causalities and losses to HMAF are have risen to 2%(±0.5%) below estimates provided in the previous report. Damage to the indigenous inhabitants of MCG-06-07-001 is approaching the high end of acceptable parameters for an operation of this kind, owing to a policy adopted by FORAD-MCG-06-07-001-A to deliberately inflict damage upon them. The IMIA considers this an attempt to divert military resources from combat operations to damage containment operations.
The Chair of the Security Council has instructed the Military Staff Committee that no such diversion is to take place.
Reinforcements continue to be dispatched to MCG-06-07-001 in accordance with the agreed schedule of 12EF80; there remains no need to diverge from that schedule to date.

Hostile Galactic Entities Update
The Vice-Minister for the Imperial Defence presented this item.
The Vice-Minister informed the Grand Council that there has been the resurgence in intruder attempts and HGE activity in Claí Mór na Réalta reported at the last meeting continues. While this resurgence is in line with probability engine predictions, it is now in the upper quintiles.
The situation remains almost unchanged from the last report. At present there are two (2) major entities at large and three (3) minor entities at large. There remain eight (8) significant pathogenic agents constituting fifteen (15) outbreaks; one agent is responsible for four of these outbreaks. The Vice-Ministry suspects the existence of at least one other, and that it is rising in power and severity.
The Vice-Minister is pleased to report that containment operations are proceeding successfully; during the delivery of this report, the Lord-Marshal confirmed neutralisation of one major entity and two minor entities. A casualty report has been appended.
The Vice-Minister informed the Grand Council that the probability engines continue to predict this series of outbreaks will abate no later than 12F040. There is an insignificant probability of any more entities not already present attempting incursion, but detection may raise the numbers again.

The Trust Territories of the UIK upon Maja: Governance
The Vice-Minister for the External Associated Polities in capacity as Vice-Minister for the Trust Territories of the United Imperial Kingdoms presented this report.
The Vice-Minister informed the Council that a special committee of the Dáil proposed finalised arrangements in camera in anticipation of the situation failing to resolve. This item is for information, with discussion to come forward at the next meeting of the Grand Council.

Exchequer’s Report
The Chancellor of the Exchequer presented the accounts of the Realm for the period concluding 12F030. The current account surplus continues to grow in line with projections presented on 12F020, taking into account yields of Lime Lead Partridge.
The Chancellor presented a report detailing the progress of the ninety-two special projects selected by the Exchequer for employment reported at the last meeting. Of these, seventeen are now complete. The special projects list has been expanded again, raising the active total to one hundred and four.

New Business
Project Wallflower Silver Crow: Update
The Minister of Science presented this update.
The Minister informed the Council that, following on from the successful Matte Silver Crow device testing reported out of session on 120107, Wallflower Silver Crow device testing was undertaken by the Military Research Division.
The Minister is pleased to inform the Grand Council that the testing was successful. The Minister seeks the approval of the Grand Council to refer the project to the Security Council for HMAF training and implementation.
The Grand Council voted unanimously to endorse the course of action proposed by the Minister of Science.
The Grand Council voted unanimously to convey, by message delivered from the Chair, that the Security Council proceed with haste to roll out the full realisation and implementation of Silver Crow.

Refugees, Protectorate Requests, &c. in MCG+05-04-069
The Vice-Minister for External Affairs presented this report.
A subliminal non-hostile polity in MCG+05-04-069 has filed a request for diplomatic representation and protectorate status with the ISS; these have been referred to the CEA.
The CEA is seeking guidance.
Discussion followed on what should be done with regards to this matter.
It was agreed that the Vice-Minister should initiate discussions with the Nimatojin with regards to this matter. If the Nimatojin do not object, the CEA is empowered to offer External Associated Polity status.

Scutum-Centaurus Joint Relief Mission
The Vice-Minister for External Affairs presented this update.
The Vice-Minister informed the Council that medical, food, economic, and construction aid has been provided to the Galactic Republic of Arkasia. The GRA is utilising and distributing this aid in accordance with arrangements discussed bilaterally.
No request for military aid has, has yet, been filed with HMG.

Non-Agenda Items
Premier’s Remarks
The Premier congratulated the several presenting Ministers and Officers for their work.
The Premier spoke to several items directly.
First, the Premier spoke to the memorandum with the Great Civilisation. The Premier considers reaching a closer understanding with that parity power to be of great benefit to the UIK, and welcomes this development.
Secondly, the Premier spoke on the situation in MCG-06-07-001. The Premier determined that only the elimination of FORAD-MCG-06-07-001-A would properly secure the other inhabitants of MCG-06-07-001. The focus of HMAF in that effort must remain resolutely focused on that objective.
In third, the Premier spoke to Silver Crow. The Premier made several remarks that have been sealed under the 100-year-rule.
In fourth, the Premier spoke to the Military Research Division’s latest efforts, as per out-of-session reports. The Premier asked that his congratulations to the MRD be conveyed; and urged continued efforts. The Premier welcomes the deployment of additional mechanisms to combat-ready status.
The Premier addressed the matter of refugees and such in MCG+05-04-069. The Premier noted there is no real appetite in the Dáil or in any Council of State to expand the territorial remit of the UIK into MCG+05-04-069, beyond that which is necessary to support ongoing operations against FORAD-MCG+05-04-069-A. The Premier urged caution on this front.
The Premier spoke to the situation in MCG+05-04-096. The Premier noted that although the information possessed by IMIA has been conveyed to the Phoenixi, they do not seem to have commenced an inspection of Anchorpoint for structural triggers. The Premier asked the Vice-Minister for External Affairs to approach the Phoenixi on this matter with urgency.

Subject: Vrii Discussions
Sir Ardri,
I am writing to you with regards to the discussions you have instructed me to initiate with the Vrii in MCG+05-04-069.
Pre-eminence in MCG+05-04-069
The Vrii regard themselves as the pre-eminent indigenous power of MCG+05-04-069, an assessment we have no grounds to dispute. They also regard the expedition from Claí Mór na Réalta to be an unwelcome intervention in the internal galactic affairs of MCG+05-04-069.
The Vrii have made it clear that, at no point, were they threatened by the Krȃng, regarding that intrusion to be unworthy of remedial action. They regard the i'Halalaentariel with similar disdain. Based on their capabilities demonstrated, I consider this optimistic in the long term, but not unrealistic.
Of greater concern for us, is that the Vrii have the industrial capacity and technological proficiency to cause significant issues for the Nimatojin-led Allied Expeditionary Force (NAEF). As per previous briefing notes, the Vrii have sent approximately 20bn ships (approximately twice as what is presently at the command of a Vice-Admiral of the Colours) as what I consider to be a show of strength. It is extremely unlikely that this is their full strength, and I would consider it probable that their total force capacity to be between ten and twenty times this (see Attachment A for force estimations).
Implications for Claí Mór na Réalta
In order to forestall Vrii interventions in Claí Mór na Réalta, it is imperative that we establish a productive working relationship with the Vrii. This can take any form from mutual assistance and cooperation, to a simple recognition of respective areas of influence and an agreement to respect these – to “stay out of each other’s way” so to speak.
A military confrontation with the Vrii is considered unacceptable; the probability engines universally coalesce in a War in Heaven scenario as the ultimate conclusion. This outcome is to be avoided.
Position and Stance
Fortunately, the Vrii are, at present, willing to continue negotiations and discussions. Although they want every single entity from Claí Mór na Réalta to leave, and to leave as soon as possible, they have indicated that they accept that “as soon as possible” is not going to be this octet.
The Vrii have slightly softened their initial stance following assurances that the NAEF is not positioning against them. I believe I can secure additional time for us to complete operations, but following completion there is an open question.
The Vrii have also indicated that they are not fond of separate negotiations between the components of the NAEF and themselves; they would prefer we engage in join negotiations.
Recommendations
I am making the following recommendations to the Council for External Affairs:
1. All NAEF polities cease separate negotiations with the Vrii and commence joint negotiations between the NAEF and the Vrii;
2. HSMG provides assurances to the Vrii that we will withdraw our forces from MCG+05-04-069, and provide them with a timetable for this withdrawal (a suggested timetable is at Attachment B – note the Vrii have indicated they will accept us removing compensatory materials);
3. We turn over the responsibility for those territories and peoples secured thus far to other elements of the NAEF, as per the discussion paper (Attachment C) on that subject; and
4. We recommend that other elements of the NAEF provide their own timetables for complete withdrawal.
Regarding the disposal of the Espru; it remains the position of HSMG that this is an extraneous affair, and thus I recommend we defer that matter to other elements of the NAEF.

Hostile Galactic Entities Update

At present there is one (1) major entity at large and four (4) minor entities at large. New Business
Changes to the Social Model
The Premier presented this item.
With the new composition of the Dáil, there now exists confidence that the trends identified in academic literature are firmly emplaced and are indicative of long-term and permanent changes in the disposition of the UIK.
The Premier therefore moves that a Commission be formed under the Vice-Ministry of Governance to begin examining the implications of this matter to the Social Model, and to recommend what alterations are necessary to be made in a policy context.
The motion was endorsed by unanimous vote.

Alterations to the Administrative Arrangements Orders
The Minister of State presented this item.
The Minister presented altered Administrative Arrangements Orders to the Council for endorsement. The altered AAOs would see the following changes:
- the Vice-Ministry of the Trust Territories of the Realm have its remit altered to include all territories where the government is placed into the Trust of the Serene Government as a matter of rule not covered by an External Associated Polity agreement; and
- the Vice-Ministry of Colonial Affairs to take custody of all territories in the process of transitioning to Kingdom status, in addition to existing responsibilities.
The Grand Council accepted the proposed alteration; the documentation is at Attachment I.
Project Borath
The Minister of Science presented this item for consideration.
Project Borath would emplace a special dedicated corps of Protocol Officers and Attachés, to better assist foreign polities engaging with the Serene Government. This dedicated corps would serve as a pilot programme and test case ahead of Project Eris (circulated out of session).

Distance Ablation and Collection Project: Active Test Phase

It is with pleasure that I tender to you the results of the active test phase for the Distance Ablation and Collection Project (DACP: Codename Orange Superdrive Polish). The active test phase was a qualified success.
Detail
As detailed in the previous report, approximately seven cycles ago an ablative beam was deployed at
spöb {09D64080-AA86-46AB-BA02-65CC03D37EF6} in sÿst {84D14A0D-809C-4AD3-B748-91F03EC814E0} from the Rehre-3 Anchorage, traversing almost five standard lights to the destination.
The beam was deployed for a period of two sedectets, and (due to diffusion and other impacting factors, as noted in Appendix III) reached its destination with a 2.3% loss in cohesion and strength (within the 5% tolerance limit set by the Commission).
The target spöb ablated within the parameters of the DACP simulations conducted prior to deployment. Catchment nets deployed prior to effect arrival were able to net 102% of the anticipated catchment (heavy gases in the target spöb atmosphere that were anticipated to be lost were collected by the inclusion of a close proximity catchment net).
A full accounting of the collected resources is in Appendix I of the report, while Appendix II details the outlay in energy necessary for this exercise.
Unfortunately, as noted in the main report’s conclusion, while effective, cross-spatial deployment has long been rendered obsolete by the undertakings in the Closing Ablation and Collection Project (Codename Green Card Driver), as well as advances in spatial drawing and gravitics. Although the project could prove to be of benefit to the External Associated Polities, or to potentiate civilisations, it is sadly of only limited applicability to the activities of these United Imperial Kingdoms.

FORAD-MCG-06-07-001-A has launched a series of assaults in Grid 2-12 at depth K, successfully repulsing the ISS forces. FORAD-MCG-06-07-001-A is now poised to strike throughout the surrounding grids and to push into depth J.
Adm Sakir has ordered a retreat in Depth J, while preparing a counterblow in line with Operational Plan Peregrin; this will commence on 12F0D2.

Hostile Galactic Entities Update

The Vice-Minister informed the Grand Council that intruder attempts and HGE activity in Claí Mór na Réalta reported at the last meeting has ceased. This cessation is not in line with probability engine predictions as CMnR is not predicted to enter a low-activity phase until the next quarter. Local fleets and related assets are on heightened alert.
At present there are no major entities at large and no minor entities at large, with one (1) minor entity presently undergoing neutralisation by the ISS. There remain five (5) significant pathogenic agents constituting six (6) outbreaks; one agent is responsible for two of these outbreaks. There are no emergent agents and one emergent entity, presently engaged by a coalition of potentiate powers led by the Galactic Republic of Arkasia.
The Vice-Minister reports that containment operations continue to proceed successfully.
The Vice-Minister informed the Grand Council that the probability engines continue to predict this quarter a medium-level incursion quarter, and the lack of attempts is causing concern.

Changes to the Social Model
The Premier presented this item.
As slated in the first meeting of this Grand Council, a Commission has been established under the Vice-Ministry of Governance to begin examining the implications of this matter to the Social Model, and to recommend what alterations are necessary to be made in a policy context.
The first report of the Commission is now available to the Grand Council; the Premier tables the report.
The Premier requests that all members, including the Outer Ministry, take the time until the next meeting to digest this report. The Premier would like to hear the thoughts of all members of the Central Government on the content of the report.

Alterations to the Administrative Arrangements Orders
The Minister of State presented this item.
The Minister presented a suggestion to alter the Administrative Arrangements Orders to the Council for consideration and discussion at the next meeting. The altered AAOs would see the following changes:
- Changes to the naming conventions applied to the Chair of the Security Council, and the Minister of Justice;
- Changes to the naming conventions employed by the Security Council;
- The permanency of the Commission relating to the Social Model;
- The creation of a new Secretariat of State for Public Works in the Ministry of the Interior, and the transfer of planning and building functions from the Secretariat of State for Infrastructure &c. to the new body;
- The Secretariat of State for Infrastructure &c. to be renamed the Secretariat of State for Infrastructure Services and Maintenance
The Minister requested feedback at the next meeting; the documentation is at Attachment G.
Incident on Arda
The Vice-Minister for Imperial Security presented this report.
On 12F0CE, a psionic drain event took place on Arda, throneworld of the Eternal Ascendancy of Menelmacar. ACSS has confirmed that this drain event incurred the deaths of approximately 120m (+/-5m) sophonts in a period less than three hours, with a large number of non-sophont organic organisms. Despite the obvious risk such an event entails, no incursion into this universe was recorded. Instead, it appears that a hostile entity, under allegiance to Polity 4647-54 (CTE) employed the psionic energy to transport themselves to a location outside of the Sol System, presently unknown.
Ambassador, the Lord, Asen deRenci alerted the Martian Forum on the orders of the Vice-Minister for External Affairs. The first-person recording of this event was reviewed by the Grand Council.
The Vice-Minister for Imperial Security and Vice-Minister for External Affairs have consulted with the intelligence services and other experts, and agree that this entity presents a clear and present danger to the United Imperial Kingdoms. This assessment is rejected by the majority of the Martian nations.
Due to the number of casualties and the amount of psionic energy released and harnessed, and the potential for a repeat occurrence and the danger this poses to the future light cone of the United Imperial Kingdoms, the Vice-Minister for Imperial Security requests that the Grand Council refer this matter to the Security Council as a plausible threat to the Pax Imperia, to be acted upon the instant it directly endangers the Pax Imperia. The Vice-Minister, as part of this request, also advised the Grand Council that only the Federated Imperium of Kajal, the United Species of the Eridani Imperium (USEI), and the Galactic Republic of Arkasia (GRA) are considered reliable in this matter by ACSS combined assessments, and that operations proceeding should continue on this assumption until ACSS determines otherwise.
The Grand Council agreed the request unanimously and without alteration.

USEI-Heldania Conflict
The Vice-Minister for the Imperial Defence presented this report.
On 12FCF areas of the Heldania Quadrangle (HQ) in the Dexter Quadrant (the “Delta”) were assaulted by forces that appeared visually to be from the USEI. As per the attached report, hostilities have now broken out between the two, although a temporary and unreliable cease-fire (brokered by the GRA) is now in effect.
The Vice-Minister for Imperial Security is adamant that ACSS assessments have determined that the alleged assault could not have happened as described, and that a third party is responsible. The Vice-Minister for Imperial Security invites the Grand Council to draw their own conclusions.
The Vice-Minister for External Affairs noted that the Heldanians have removed their leadership, claiming “ill-health”.

Project Eris
The Minister of Science presented this item for consideration.
Following the success of Project Borath, as reported in the previous meeting, the Minister of Science seeks endorsement for Project Eris as per the papers circulated out of session.

Non-Agenda Items
Premier’s Remarks
The Premier stated that he is disturbed by the drawdown in HGE activity, and that he wants this to be considered suspect in the highest degree.
The Premier stated that he agrees with the VMIS assessments; the agent formerly under allegiance to Polity 4647-54 (CTE) poses a threat. The Premier is displeased with the cavalier attitude adopted by polities whose experience and expertise ought to direct them to be more proactive in this matter, and does not believe those polities can be relied on to deal with this agent appropriately. The Premier directed that this agent be added to the list of HGEs at large, but added that, given certain polities believe that they can handle this agent with ease, he would be most interested in seeing them do so.
On the matter of the USEI/HC conflict, the Premier indicated that the two nations are capable of resolving this matter without the UIK; the UIK does not have an interest in this conflict.
The Premier stated that the claim of ill-health is often made to offer a plausible resignation for heads of government who resign in crises for other reasons.
The Premier closed by advising the meeting that he considers the war in MCG-06-07-001 to be of paramount importance.

Briefing Note 4: Domestic Animal Companions

TO BE CONSIDERED IN CONJUNCTION WITH BRIEFING NOTES 3, 5, 6
Issue:
The immortality enjoyed by the Transcendi of the United Imperial Kingdoms has brought into sharp relief the short lifespans of our domestic animal companions. Sixteen petitions have been received by the Palace with large numbers of signatures from citizens who seek to have their animal companions join them in immortality.
2. The Imperial Sociobiological Research Organisation has found that a necessary impact of increased lifespan in sub-sophont beings is, if neurological senescence and death is to be held at bay, a gradual accumulation in memories by those beings, which in turn necessitates increased cognitive processing ability.
3. This inevitably, given enough time, will result in so-called “uplift to sentience” with sub-sophont beings approaching and then reaching the thresholds of sophonce as their capacity for memory, cognitive ability, and cognitive capacities, expand.
4. As such beings approach the threshold of sophonce, it is inevitable that a mechanism to communicate with them will be developed, even outside of the auspices of the Ministry of Science. Once this happens, the probability engines predict with absolute confidence that it is inevitable that a being will invoke Part II Section 8 of Chapter XIV of the Constitution.
5. Such invocation will trigger the provisions of Part II of Chapter XIV, unless successfully contested in the Courts; we cannot anticipate that a ruling would be made in the negative, nor that such a ruling would permanently settle the issue. It is the position of the Serene Government that such a ruling would have uncomfortable parallels with court decisions made Before The Fall, wherein human beings were declared legal animals, justifying slavery. It is the position of the Serene Government that such rulings would invite intervention from the Crown.
6. The Serene Government has conducted risk profile assessments, and considers the two following risks to be a certainty and in dire need of mitigation:
a. It is a certainty that, should uplift remain prohibited within the United Imperial Kingdoms, a person with the means and the will to expand an animal companion’s cognition in the manner so noted above will do so, resulting in an uplift to sophonce; and
b. Unregulated and uncontrolled enhancement would inflict incredible suffering on those beings.
7. Therefore the Serene Government’s official position on the matter (refer Attachment A for detail) is to support amending the laws relating to the matter of uplift, to ensure that such uplift is implemented with due care and consideration for the health, happiness, and well-being of our animal companions as they ascend to sophonce.
8. A necessary consequence of an ascent to sophonce by an animal companion is that they cannot be considered the “property” of their former owners, but will instead become Subjects of the Serene Majesty, and eligible for the path to citizenship.
9. Therefore this matter will need careful attention and management, as well as widespread education.
Background:
10. Uplift of non-sophont species to sophonce is presently illegal in the United Imperial Kingdoms. As far as the Serene Government is aware, no polity engages uplift in this manner as a regular practice; therefore the opportunities to study precedent are limited outside of speculative fiction.
11. Domesticated animal companions predate the existence not only of the United Imperial Kingdoms, but of civilisation (refer attachments B and C). Most people with animal companions declare that they see those companions as a part of their family, on par with their sophont members.
12. Detailed background material is in Attachment D, including a long series of briefs.
13. The Dissoi logoi are contained in Attachment E.
14. A list of the species assessed by the Imperial Sociobiological Research Organisation is at Attachment F; this is a complete list of all animal companions in the United Imperial Kingdoms, and details their suitability for ascent as assessed under simulation.
15. No animals were harmed in the research undertaken to inform this paper.
Impact:
16. Imperial Interests:
a.- Imperial interests are not threatened by this manner;
b.- Imperial security is not threatened by this matter beyond any threats normally encountered in the process of incorporating a new species into the United Imperial Kingdoms; and
c.- Imperial allies are not involved.
17. This matter is of concern to the Serene Government, especially with regards to the impact it will have on the Social Model. The Serene Government, having consulted the Oracle to determine the animal companion population, anticipates that the population of the United Imperial Kingdoms may increase by 50%.
Proposed Action:
18. The Serene Government suggests that the laws prohibiting uplift to sophonce be amended by means of a special specific act that:
a.- Exempts uplifting of animal companions;
b.- Declares that such animal companions shall, upon crossing the threshold of sophonce, become Subjects of the Serene Majesty in accordance with ancient practice and law;
c.- Affirms the rights of such subjects to walk the pathway to citizenship;
d.- Restricts the uplifting process such that it may only take place under the auspices of a special agency in the Serene Government for that purpose;
e.- Takes other measures as are necessary to ensure that all parties involved suffer minimal distress; and
f.- Criminalises to the strongest possible extent the export of animal companions who are engaged or who have completed this process.
19. The Serene Government will establish a special commission relating to the matter of cruelty to animals to ensure that animal companions not uplifted are treated humanely.

An Act relating to the arrangements of governance in the New Aker circlet and environs, and for related purposes.[12F0DC]
Be it enacted by the Sovereign’s most Serene Majesty, by and with the advice and consent of the Dáil of the Union, and the Legislative Review Council, in this present Parliament assembled, and by the authority of the same under the Instrument of Government, as follows:—
S 7 Ayv XII 152 – the Trust Territories of the United Imperial Kingdoms in Aker Act
Part 1 – Preliminary
Division 1 – Introduction
Short Title
1. This Act may be cited as the Trust Territories of the United Imperial Kingdoms in Aker Act and shall enter the Crown Legislative Index as S 7 Ayv XII 152.
Commencement
2. This Act shall enter into effect from the time it receives the Royal Assent.
Notes
3. A note included in this Act is explanatory and is not part of this Act.
Division 2 – Object
1. The objects of this Act are to amend the in accordance with the provisions of Part 2 of this Act, with the intent that the purposes of that Charter and that Chamber shall be more effectively and properly fulfilled.
Division 3 – Interpretation
1. I 6 C/Aug. VI 1 as it presently stands applies to this Act.
2. S 1 Ayv. XII 14 as it presently stands applies to this Act.
3. The Trust Territories in this Act shall be those regions on the construct called Aker, and listed and delineated in the Annex to this Act.
Division 4 — Application
Act binds the Realm
1. This Act binds the Crown, but does not make the Crown liable to be prosecuted for an offence.
2. This Act extends to the external territories of the Realm insofar as such extension is relevant.
3. This Act does not bind the other Realms under the Crown or appended to the Throne.
4. This Act does not expire.
5. Nothing in this Act requires or permits a person to take any action, or to refrain from taking any action, that would be, or could reasonably be expected to be, prejudicial to defence of the Realm, or the national security thereof.
6. The provisions of IG 4 Ayv. XII 2 Ch. XVI apply to this Act.
Part 2 — Substance
1. Upon the commencement of this Act, the Wer-Gessian Reefs, the Bodenian Cities, the Hudrean Nations, the Millontian Polities, the Samaastan Flocks, the Klujuss Forest, the United Sinurid Segment, and the Jahrid Territory, and the polities under those regions, as delineated in the Annex to this Act, are legally classified according to the table in Appendix I of this Act, and shall collectively be termed The Trust Territories of the United Imperial Kingdoms in Aker.
2. The Premier-in-Council is authorised to issue a determination designating these areas as alternate jurisdictions in accordance with S 1 Ayv. XII 14.
3. A Governance Commission is established for each of The Trust Territories of the United Imperial Kingdoms in Aker, each of which shall have the task and remit of determining the appropriate arrangements of government going forward in their respective Trust Territories.
4. Those Trust Territories of the United Imperial Kingdoms in Aker designated as Chapter XIV Territories of the United Imperial Kingdoms may commence the Chapter XIV Transition Process at such a time as the Governance Commissions referred to in the previous section determine that such transition is proper, consecutively or concurrently or in combination thereof, and upon the completion of that process, pursuant to S 2 Ayv XII 23, they shall be integrated into the Exarchy of Aker and their disposition shall be remanded to the keeping of the Diet and Government thereof.
5. Further consideration and action relating to these affairs shall be undertaken as per the timetable established in Appendix II of this Act.

The Premier agreed, and instructed the Vice-Minister for External Affairs to inform the Menelmacari as soon as the meeting was concluded.

Affected Parties
All persons and parties employing the RKI timekeeping format.
Foreigners visiting the UIK.
Issue
The Dáil has passed An Act To Provide For Revision and Correction to the Calendar, and For Related Purposes (Calendars Act, S. 7 Ayi XII 203), and this Act received the Royal Assent. It becomes active tomorrow.
As a result, the RKI format will depreciated as the primary timekeeping format and will be replaced by the DxΛCDMt.175 (ʧ) format, as outlined in Central Standard 3210.8601.45 (at Attachment A).
This change will resolve ambiguities around the 0 date (origin point) of the RKI format. Additional organic-friendly format options are available. Please refer to customisation instructions (at Attachment B) for further details.
The international chronological datafeed will be activated.
Do I need to do anything?
Organic, synthetic, and transcended citizens will have their chrono reference inputs and augmented reality systems updated automatically by the Oracle. Individuals will need to consent to the update patching. Please be advised that a sleep period of at least two hours will be required to ensure proper synchronisation and activation. The change will be noticeable and apparent at midnight in your local timezone.
Persons wishing to retain the RKI timekeeping format should refer to customisation instructions (at Attachment B).
All corporations, companies, institutions, etc., will need to take note of the new date formats when ordering stationary &c.
Universities and educational institutions will need to alter instructional materials as per attached directives at Attachment C.
Note that the Crown Legislative Index is derived from the regnal years of His Undying Majesty and will not alter.
Foreign citizens present in the UIK will need to refer to the information bulletin provided by the Secretariat of State for Immigration, Tourism, and Citizenship for further information.
Foreign governments, institutions, and entities wishing to access the international chronological datafeed will need to liaise with the Secretariat of State for International Telecommunications, Postal, and Information Services for further information.

The alteration to the Administrative Arrangements Orders, including nomenclature, has come into effect. The amendment of signage and other information will commence shortly.
The Minister of State advised this matter is now considered concluded as a Grand Council item.

Report on the War in MCG-06-07-001
(one related item follows under new business)
The Vice-Minister for the Imperial Defence presented this report.
FORAD-MCG-06-07-001-A has launched a series of aggressive assaults, beginning with another attack in Grid 2-12; this, and multiple subsequent attacks, was part of a diversionary effort in order to achieve a breakthrough in Grid 15-23.
Admiral of the Red, Georgina Sakir, advises that FORAD-MCG-06-07-001-A underestimated the deployment of ISS in the front; while a numerically lesser opponent would have failed to contain the repulses, the ISS was able to contain them and launch a counter-offensive of their own at Grid 22-5. The response of FORAD-MCG-06-07-001-A indicates that this counter-offensive was unexpected.
Adm Sakir has proposed to the Military Staff Committee a grinding assault in MCG-06-07-001. The matter is presently before them for consideration, but the Lord Grand Admiral felt that the political apparatus should be made aware of this proposal prior to consideration.

Hostile Galactic Entities Update
The Vice-Minister for the Imperial Defence presented this item.
The Vice-Minister informed the Grand Council that intruder attempts and HGE activity in Claí Mór na Réalta has surged, and is now back in line with probability engine predictions.
At present there are four (4) major entities at large and 6 (six) minor entities at large, with five (5) (1/4) entities presently undergoing neutralisation by the ISS. There are now seven (7) significant pathogenic agents constituting the same number of outbreaks. There are three (3) emergent agents and five (5) emergent entities, including the one presently engaged by a degrading coalition of potentiate powers led by the Galactic Republic of Arkasia (GRA).
The Vice-Minister informed the Grand Council that the current level of activity is entirely within the bounds indicated by the probability engines for this octrum.

Martian Diplomatic Concerns

The Minister informed the Grand Council that the Social Model Commission is preparing to bring forth its first recommendations. A draft list is provided for consideration.
The Grand Council discussed the draft list, but noted that this is a first-pass attempt and thus there is no need to come to a decision relating to it.

The Chancellor of the Exchequer presented the accounts of the Realm, as finalised, for Cycle 4A4B.
All trends remain within tolerances and trend agreeably.
The Chancellor presented the annual Report on the current status of special projects in the surplus account, and made the customary invitation for applications for additional special projects to be added to the list. The Chancellor noted that in future these reports will be presented in the Rho Sedecet of Yanuar.

New Business
Impending State Visit of the Vasilevitch of the Empire of Taraskovya
The Vice-Minister for Foreign Affairs presented this item.
The Vasilevitch of the Empire of Taraskovya has confirmed his provisional itinerary for the forthcoming tour; all Yut Full Member nations, followed by the Associate Nations, including the UIK. The Court of Light has proposed a draft agenda for the Vasilevitch’s visit to the Grand Council for consideration.
The Vice-Minister noted that the current draft agenda is light on State functions; featuring a Reception, a State Dinner, and a Royal Ball. The Court has advised that the reason for the open nature of the agenda is to allow the Serene Government to provide possible actions.
The Vice-Minister advised the Grand Council that the Council for Foreign Affairs advises that the conclusion of a Memorandum of Understanding between the UIK and the EoT should be proposed in this engagement. An ideal outcome would be the signing of such a Memorandum.
The Grand Council endorsed the proposal.

Withdrawal of the Phoenix Domain from Mars
The Vice-Minister for Foreign Affairs presented this item.
The Vice-Minister informed the Grand Council that the Phoenix Domain has withdrawn from Mars, without first informing most of their treaty partners ahead of time of this matter of mutual concern. The first advice that the UIK had relating to this move was the declaration of intent with withdraw as provided to the Forum (attached).
The Macisikani Ambassador to the Triumvirate of Yut has begun soundings to require that the Domain explain itself. The Vice-Minister has also indicated that the Phoenixi Ambassador may be summoned to explain the actions of the Conclave if the Domain refuses to explain itself to the Triumvirate of Yut, or if that explanation is inadequate.
The Vice-Minister explained that these actions are required; the delegation from the Kingdom of Aulan is demanding that the Domain be censured in the Council for Foreign Affairs, and a proper accounting by the Domain before those it claims are its allies is the only thing that will satisfy them.
The Minister for the Interior asked if the Aulan delegates have enough support to pass such a motion; the Vice-Minister informed the Council that the Aulan delegation has enough support to override his veto as head of the body.
The Premier instructed the Vice-Minister to keep the treaty partners of the UIK appraised of all relevant developments in this matter as soon as practicable.

Location of the Agent Herumor (Agent formerly under allegiance to Polity 4647-54 (CTE))
The Vice-Minister for Imperial Security presented this item.
The Vice-Minister reports that the location of the agent Herumor, responsible for a terror attack on Arda that killed hundreds of millions of people, is currently unknown. No friendly polity has been able to ascertain the agent's current whereabouts or likely destination.
The Vice-Minister is troubled by a Benignity Report that there may have been Krâng involvement in Herumor’s activities, and has initiated an investigation into this possibility.

Menelmacari Engagement

The Vice-Minister informed the Council that the Eternal Ascendancy of Menelmacar is engaged in tense negotiations with the Heldania Quadrangle. In keeping with their obligations, the Menelmacari are keeping the Serene Government engaged and informed.

The Minister of Science presented this report.
The Minister is pleased to inform the Grand Council that at the next meeting reports regarding a number of projects will be ready for consideration. Preliminary reading and summary lists are provided. The Minister thanks the Grand Council for their indulgence, noting that his Ministry has been very quiet of late.

General Affairs Ministry’s Update on the Trust Territories of the UIK upon Maja, and the Trust Territories of Aker
The Minister for General Affairs presented this update.
The Minister for General Affairs updated the Council on the matters of governance for the Trust Territories.
Discussion followed as to the finalisation of these arrangements, with no firm decision.

Update on the Manufactory Situation in MCG-06-07-001
The Vice-Minister of Resources presented this update.
Local production in MCG-06-07-001 has reached levels as requested by the Military Staff Committee in their request of ∂B Octember 4A4B, in the section noted as “Extended Targets”. This is approximately a semicycle ahead of schedule. Further improvements will continue.
The Vice-Minister announced that the infrastructure on-site in MCG-06-07-001 will soon be able to support an Admiral of the Yellow.

Non-Agenda Items
Premier’s Remarks
The Premier expressed relief that HGE activity in Claí Mór na Réalta has resumed normalcy. The Premier then observed how bad that remark could look out of context. The Premier made a number of jocular remarks, to general mirth.
The news of potentially closer ties to the Empire of Taraskovya was welcomed. The Premier noted that our two polities are neighbours, and thus it behoves us both to act like good neighbours. The Premier indicated that the arrangements being suggested have his support.
The Premier wished to go on record that he harbours doubts as to the dependability and integrity of the Phoenix Domain. There was general agreement to this sentiment. He confirmed that if the Phoenixi explanation to Yut is not satisfactory, the Phoenixi Ambassador is to be summoned by the Serene Government and reprimanded for their borderline failure to adhere to their treaty obligations to the UIK. The Premier added that he no longer considers the Domain to be a reliable polity, and does not believe that they would fulfil their obligations under our mutual defensive arrangement. The Premier contrasted the behaviour of the Domain with that of the Great Civilisation and the Eternal Ascendancy.
With regards to Menelemacari engagement, the Premier observed that without Menelmacari benefaction, the Heldania Quadrangle would be a rogue state, to be treated accordingly.
The Premier eagerly anticipates the next meeting with the reports of the Ministry of Science.
The Premier congratulated the Resources Commission for their work in MCG-06-07-001.

PC.R 8 Ayi. XII 02: A resolution relating to the Effects of CEA.R 8 Ayi. XII 05, and the Matter of the Tezekian Remnant (Sole Custodian) Act, and for related matters
In the name of His Undying Majesty:
The Security Council of the United Imperial Kingdoms of Macisikan:
Noting that An Act relating to the governance of the polity known as the Tezekian Remnant, agreements made in relation thereunto, and for related matters (The Tezekian Remnant (Sole Custody) Act) has received the Royal Assent;
Noting the passage of CEA.R 8 Ayi.XII 05;
Noting related agreements, resolutions, motions, and matters in international bodies to which our country is a State Party;
Noting the duplicity and perfidy of the Meritocracy of the Phoenix Domain (the Phoenix Domain);
Noting that the Phoenix Domain has been expelled from the Triumvirate of Yut for its breach of the Charter of the Triumvirate of Yut;
Acknowledging that it has the Authority and the Imperative under a Mandate of the Parliament;
Reaffirming the commitment of the Serene Government to the Charter of the Triumvirate of Yut;
1. Declares that the Phoenix Domain no longer has any part, role, or contribution with regards to the Habitats leased to the Tezekian Remnant, or to the Tezekian Remnant, under our mutual treaty;
2. Mandates that the Imperial Armed Forces immediately secure the aforementioned, in line with rules of engagement and under a plan determined by the Military Staff Committee;
3. Remands the Tezekian Remnant and its peoples to the sole protection of our Undying Sovereign, and thereby terminates all dual citizen or subject or like arrangements that involve the Phoenix Domain;
4. Assents to the establishment of a Treaty of External Association with the Tezekian Remnant, the ratification of which nullifies all previous arrangements and agreements relating unto that polity;
5. Permits any citizen of the Tezekian Remnant who wishes to migrate to the Phoenix Domain a period of sixteen days’ grace to initiate their migration, and to depart the Remnant, never to return;
6. Orders the departure of all Phoenixi citizens, nationals, and subjects, including officials, officers, and personnel, from the lands of the Tezekian Remnant forthwith;
7. Agrees CEA.R 8 Ayi.XII 05 without amendment, thereby terminating all diplomatic relations with the Phoenix Domain;
8. Terminates the Memorandum of Understanding with the Phoenix Domain;
9. Terminates the Habitat Leasing Agreement with the Phoenix Domain;
10. Terminates the Non-Aggression Pact with the Phoenix Domain;
11. Nullifies any obligations the United Imperial Kingdoms has toward the Phoenix Domain forthwith;
12. Severs Diplomatic Relations with the Phoenix Domain forthwith;
13. Declares all Phoenixi citizens, nationals, and subjects, including diplomats, persona non grata;
14. Orders all of the aforementioned citizens, nationals, and subjects to depart the United Imperial Kingdoms and all of its domains forthwith;
15. Grants unto all Phoenixi citizens, nationals, and subjects, including officials, officers, and personnel, including diplomats, a period of grace of two months to effect their departure; and
16. Mandates that the aforementioned two months be of the same nature and under the same effect as the two months taken by the Phoenix Domain to depart Mars.
