Reading of the minutes of the last meeting
The minutes of the last meeting were read and accepted as being both correct and accurate by a unanimous vote.

Standing Items
Ministerial Reports
Each Crown Minister presented a brief summary of items relevant.

The Minister of State presented an update relating to the implementation of the Administrative Arrangements Orders; the Minister noted that progress is less than satisfactory, indicating a minor remediation is needed. This can be dealt with through a Letter From The Premier. The Minister of State also noted that the Social Model Commission had no business to report at this meeting. The Minister of State advised there will be no update regarding the State Visit of the Vasilevitch at this meeting.

The Castellan noted several items of concern, including the ongoing war (standing item), the matter of the Vrii engagement (out of session), the Phoenix Domain (two items – business carried forward and new business), the Tezekian Remnant (new business), Martian Diplomatic Concerns (business carried forward) and Menelmacari Engagement (business carried forward). The Castellan’s summary noted a considerable amount of reading material was involved, and the Castellan suggested a short recess for anyone who has not yet had time to digest this material.

The suggestion was accepted; a short recess followed.

The Minister of the Interior advised that there are no items of significance in his sphere.

The Minister of Justice advised that there are no items of significance in his sphere.

The Minister of Science noted a consolidated report on multiple projects and their deliverables will be reported on, as advised in the previous meeting. The Minister presented the high-level summary, noting that the Grand Council will be called upon to approve the deployment of three projects on the readiness list.

The Minister of General Affairs advised that both the Trust Territories of Maja and the Trust Territories of Aker seem to finally be moving towards a settled resolution; a brief written summary was provided.

Report on the War in MCG-06-07-001
The Vice-Minister for the Imperial Defence presented this report.

The Military Staff Committee has endorsed a grinding assault in MCG-06-07-001. This move was endorsed by the Praetorian Council. The assault will commence ρ1 Februarch 4A4C.

Admiral of the Red, Georgina Sakir, has indicated that she may require additional command assistance, and suggests that once operations against FORAD-MCG-06-07-001-A have passed the critical juncture indicated in Part B of the report, a second command be activated. The Vice-Minister noted that this is an operational matter.

Combat operations with FORAD-MCG-06-07-001-A have escalated significantly as pressure has been increased in Grids 2-12, 15-23, and 22-5. FORAD-MCG-06-07-001-A is seeking to contain or break through in this area; analysis indicates an attempt will be made to open additional assaults in Grids 7-6 and 22-22. The ISS has also prepared counter strategies anticipating an attempt to bypass the front in the void.

Hostile Galactic Entities Update
The Vice-Minister for the Imperial Defence presented this item.

The Vice-Minister informed the Grand Council that intruder attempts and HGE activity in Claí Mór na Réalta remains in line with probability engine predictions.

Numbers are unchanged since the last meeting, with entities resurging as fast as they are contained. At present there are four (4) major entities at large and 6 (six) minor entities at large, with five (5) (2/3) entities presently undergoing neutralisation by the ISS. There remain seven (7) significant pathogenic agents constituting the same number of outbreaks. There remain three (3) emergent agents and five (5) emergent entities, including the one presently engaged by a broken coalition of potentiate powers led by the Galactic Republic of Arkasia (GRA). That emergent entity appears to be breaking.

The Vice-Minister reminded the Grand Council that the current level of activity is entirely within the bounds indicated by the probability engines for this octrum.

Business carried forward from the last meeting
Withdrawal of the Phoenix Domain from Mars
(related item follows; two related items under New Business)
The Vice-Minister for External Affairs presented this item, and accompanying report by the Vice-Minister for the Imperial Defence.

As per the briefing at the emergency meeting on ∂D Yanuar, the Phoenix Domain has violated the arrangement with the Martian Forum and unilaterally withdrawn from Mars outside of the agreed-upon timeframes.

In accordance with the decision of the Forum 03/2022, the Mobile Surface Service, in conjunction with the military forces of the Great Civilisation of the C’Tan, the United Species of the Eridani Imperium, and the Eternal Ascendancy of Menelmacar, with observers from the Federated Imperium of Kajal, has secured the Terra Sabaea Territory (Martian Forum Administrative Zone) and is now conducting a comprehensive survey of the region ahead of its transference back to the jurisdiction of the Forum.

The Vice-Minister noted that this is the third significant display of faithlessness on the part of the Domain.

Martian Diplomatic Concerns
The Vice-Minister for Foreign Affairs presented this item.

The Vice-Minister advised that the Council for Foreign Affairs reclassified of certain polities in the Visa Allowance System; upgrading some and downgrading others.

The Vice-Minister also advised that a DO NOT TRAVEL alert has been issued for the Heldania Quadrangle, anticipating the imminent outbreak of hostilities.

Science Minister’s Report
The Minister of Science presented this report.

The Minister reported on the status of eighteen major projects. Five are at readiness level, ten are progressing satisfactorily, and three are ready to commence. No projects are behind schedule or imperilled. The Minister seeks the Grand Council’s agreement to greenlight all three ready to commence, as well as an additional eight that are being brought forward outside of the regular status report.

The Grand Council agreed all project greenlights.

Menelmacari Engagement
The Vice-Minister for External Affairs presented this item.

The Vice-Minister informed the Council that the Eternal Ascendancy of Menelmacar remains engaged in tense negotiations with the Heldania Quadrangle. The deadline is looming; multiple polities have issued travel warnings. The Vice-Minister feels it prudent that the Serene Government prepare for the outbreak of hostilities.

The Grand Council agreed the suggestion.

Exchequer’s Report
The Chancellor of the Exchequer presented a general update on the accounts of the Realm.

All trends remain within tolerances and trend agreeably.

The Grand Council has accepted the update; the update is at Attachment K.

New Business
Severance of Relations with the Phoenix Domain
(related item follows)
The Minister for Foreign and Defence Affairs presented this report.

Following the implementation of PC.R 8 Ayi. XII 02, all diplomatic relations with the Phoenix Domain have been terminated. The multiple instances of breach of obligation and faithlessness on the part of the Domain left the Serene Government with no choice but to terminate the relationship.

The Minister is pleased to inform the Grand Council that there were no instances of militarised or violent confrontation during the termination, including during the departure of the Domain from their rented accommodations. As such, no military recourse is necessary.

The Minister informed the Council that the matter ought to be considered closed.

The Grand Council accepted the report; the report is at Attachment L.

Reorganisation and Reclassification of Tezekian Remnant
The Vice-Minister for the External Associated Polities presented this report.

The legal arrangements relating to the soft condominium between the Phoenix Domain and the UIK over the Tezekian Remnant, whereby the Remnant would inhabit sovereign territory of the UIK under a perpetual leasing agreement while the Domain would handle the Remnant’s foreign and defence affairs have been terminated without incident. All Phoenixi personnel and assets have now departed Remnant territories. A number of Tezekians departed with them, and others left for destinations unknown, though significant numbers remain.

The Remnant is now being reorganised as a normal External Associated Polity; the Vice-Minister noted that the Remnant will have the lightest treaty legally available, and be free to organise its own affairs. The Remnant will remain a Princely State, with the Crown residing with our own sovereign. As a part of this arrangement, the territories inhabited by the Remnant will be legally ceded to them in perpetuity.

Science Minister’s Report
The Minister of Science presented this report.

The Minister is pleased to inform the Grand Council that at the next meeting reports regarding a number of projects will be ready for consideration. Preliminary reading and summary lists are provided. The Minister thanks the Grand Council for their indulgence, noting that his Ministry has been very quiet of late.

General Affairs Ministry’s Update on the Trust Territories of the UIK upon Maja, and the Trust Territories of Aker
The Minister for General Affairs presented this update as a verbal item.

The Minister for General Affairs updated the Council on the matters of governance for the Trust Territories. The Minister is pleased and relieved to inform the Grand Council that all Trust Territories are making significant progress, following breakthrough negotiations after public consultations.

The Minister is confident that within the next decycle the governance arrangements will be settled.

Non-Agenda Items
Current Location of the Agent Herumor (Agent formerly under allegiance to Polity 4647-54 (CTE))
The Vice-Minister for Imperial Security raised this item and presented a report.

The Vice-Minister is in possession of advice from ACSS that, contrary to the assurances of other polities, it cannot accept the notion that the agent Herumor presents no danger to Imperial security. The Vice-Minister agrees with this assessment, as the agent was able to arrange and execute the deaths of several hundred million people on the homeworld of an equivalent-level polity. It is not possible or feasible to execute such actions without significant lead times and preparation work, and that this was able to be planned, implemented, and executed successfully without any external visibility until after the fact is, by itself, indicative of a clear and present danger. The Vice-Minister requested Grand Council endorsement to remain on alert with regards to this HGE, as its location and intentions remain unknown.

The Grand Council endorsed the Vice-Minister’s request.

Premier’s Remarks
The Premier has noted that there remains significant confusion as to the correct titles and terms used for offices and ministries. A clarification to the Administrative Arrangements Orders will be progressed out of session to remedy this.

The Premier expressed relief that the Phoenix Domain departed without further acrimony or armed confrontation. The Premier considers all matters relating to the Domain to be dispensed with. The Premier observed, to general agreement, that given the Domain’s perfidy, it cannot be trusted ever again.

The Premier therefore moved that the Domain be Shunned by the UIK, to be retained and maintained at His Undying Majesty’s Pleasure; the Grand Council endorsed the decision unanimously.

As of this moment, we do not hear you; we do not see you. Your words are the stifling breeze. Your presence is empty air. We turn our faces away.

The Premier stated that now he considers that matter closed permanently.

The Premier congratulated the Ministry of Science for their progress and hard work. The Premier noted a special session of this body will convene in a few days to consider their work further, and accord special projects the time and care they require.

The Premier commended the Castellan, her ministers, her Vice-Ministers, and their Council bodies for their hard work and perseverance; the Premier observed that this has been a taxing time.

Foreign and Defence Announcements
The Secretary of State for Immigration, Tourism, and Citizenship has announced that the Empire of Taraskovya will be granted the Extended Tourism bonus in the visa allocations. The following nations continue to receive the Extended Tourism bonus; the Galactic Republic of Arkasia, the United Species of the Eridani Imperium, the Federated Imperium of Kajal, the Eternal Ascendancy of Menelmacar, and the Republic of Sunset.

The Secretary of State for Immigration, Tourism, and Citizenship has announced that the status of all visa-receiving countries is under a review, and recategorization will result for several polities. The result will be announced no later than ρ8 Februarch 4A4C.

Other
The Secretary of State for Immigration, Tourism, and Citizenship has changed the formal travel warning for the Heldania Quadrangle. The Heldania Quadrangle Spatial territories (except Sol), are now under the advisory of Avoid non-essential travel. Reconsider your need to travel; do your research and check that your insurer will cover you. If you do travel, take extra precautions to protect yourself from security and health risks. At this level, the Serene Government believes there are serious and potentially life-threatening risks. This can make the destination unsafe for tourism and unsuitable for most travellers. The remainder of the Heldania Quadrangle (including Sol) remains at DO NOT TRAVEL. This advice is for all foreign citizens except ethnic Kadrians. For ethnic Kadrians the entirety of the Heldania Quadrangle (including Sol) remains at DO NOT TRAVEL.This advice will next be considered on ρ6 Februarch 4A4C.

I tender my report on the first Sedectet of Operation LORIN in MCG-06-07-001; detailed reports are contained within each attachment.

Current Situation
As per the directive from the Government, we have begun executing Operation LORIN. To that end, combat forces have commenced a grinding assault against FORAD-MCG-06-07-001-A in line with our operational plans. I am pleased to report there were no troubles with the theatre reconstructions.

Theatre A remains under the complete control of the Imperial Royal Armed Forces, despite several surgical strikes by FORAD-MCG-06-07-001-A attempting to disrupt operations. As detailed in Attachment A, we have based local resourcing mechanisms in Theatre A, as well as the terminus points for reinforcement from Claí Mór na Réalta.

The cleansing of Theatre B (detailed in Attachment B) is anticipated to be complete in late Justar of this cycle; these operations primarily consist of final eradication works and security deployments. A number of indigenous polities have required neutralisation in the securing of Theatre B.

I am pleased to report the destruction of combat-effective forces of FORAD-MCG-06-07-001-A in Theatre C (Attachment C refers); we are now addressing those indigenous polities who had been co-opted into supporting FORAD-MCG-06-07-001-A. In line with the Mandate, a firm line is being taken in this matter.

Theatre D continues to see the heaviest combat operations, with the grindstone face presently moving through this theatre, and with significant enemy forces – both of FORAD-MCG-06-07-001-A and suborned indigenous powers – present. The grindstone face has begun to advance through Theatre D, and we expect it to interface with significant enemy assets no later than Justar of this cycle. Intelligence reports confirm that no less than three mobile planetary bases of FORAD-MCG-06-07-001-A are present in Theatre D. These matters, together with a timetable, are detailed in Attachment D.

The Benignity of the Compassionate Hand remains active in Theatre E, causing disruptions to suborned local polities, as well as conducting destructive operations. I have detailed a full Fleet formation to conduct disruptive strikes and feints, both to assist with operations in Theatre D, and to form bases for deep strikes into Theatre F (Attachments E, F, refer). Given the breadth and depth of subornation in Theatre E, I have given the Admiral the clearance for weapons-free. The Benignity advises that Theatre F should be treated with similar intensity.

In Attachment G, I have outlined the general state and disposition of the Imperial Royal Armed Forces, and our anticipated logistics and personnel needs for the remainder of this cycle.

Next Steps
My Operational Command Committee has conceived four potential plans for advancement. These plans are at Attachment H. I request the Military Staff Committee’s permission to subject these to peer-review and analysis.

Projection
We anticipate that Operation LORIN will take around a sedecycle to complete.

I tender my report on the Pan-Maja Maglev Remediation and Reconnection Programme. I am pleased to advise that we are on schedule for reconnection of the joint holdings of the UIK upon Mars to the Martian Global Maglev Network (MGMN).

Exarchy of Maja Proper
The old MGMN had one link passing through the Exarchy of Maja Proper from the Republic of Sunset (ROS) to what is now the Trust Territory of Tsaraine. This link to the ROS has now been fully restored and a branch line connecting the Exarchy’s Conurbation has been completed.

Trust Territory of Tsaraine
The interlinks connecting the Trust Territory of Tsaraine to the MGMN were primarily to the Exarchy of Maja Proper, the ROS, and territories now a part of the Empire of Taraskovya. At present, the link crossing into the Exarchy has been fully restored. In addition, one direct link to the ROS has been restored, and the Argyre Seaboard coastal maglev links to Taraskovya have been restored. The hinterland link that borders the Planum Australe Quarantine Sector (PAQS) is yet to be restored. Internal links currently connect all but three conurbations, with those links expected to be completed this cycle.

Trust Territory of Wazzu Elysium
This region has no external borders and thus no direct links to the MGMN. However, the internal maglev network is fully operational and connects all conurbations. Due to the central positioning of this Trust Territory, full restoration of the Wazzu cross-links is necessary to complete restoration of MGMN integration.

Trust Territory of Pelagic Maja
Pelagic Maja has exactly two subsea interlinks running west to the Federated Imperium of Kajal (FIK) and one running east to the Hold of Farshore in the United Species of the Eridani Imperium (USEI). The eastern link has been restored, as has the western link that lies closest to the coast. The western link in deeper waters has not yet been restored due to ongoing Pilonese remediation operations; there is as yet no end date anticipated.

Trust Territory of Midlonia
The Trust Territory of Midlonia has two overland connections to the USEI, and one unfinished connection into Terra Sabaea Territory (Martian Forum Administrative Zone). The two overland connections to the USEI have been restored to full operational status. The link to Terra Sabaea Territory has, at present, nowhere to link to; it could be restored to full operational status, but there is no cross-linkage out of Terra Sabaea Territory. We are liaising with the USEI, Eternal Ascendancy of Menelmacar, and Great Civilisation of the C’tan (GC) to determine the appropriate action here.

Trust Territory of Terra Noachis
There is one link from the Trust Territory of Terra Noachis that runs into New Bijon (GC), and one link that terminates shortly before the border with the PAQS. The link to New Bijon has been restored to operational status. As per policy directive, no work has been undertaken to extend the south-running link into the PAQS.

Cross-linking
The original lines of the MGMN that crossed the Trust Territories and Exarchy have been determined unfit for purpose due to decades of neglect. They have, in accordance with policy directives, been dismantled in full and replaced. Currently there are three fully operational variable-gauge cross-links that allow MGMN carriages to traverse these regions.

Future Steps
We are currently moving towards completion of the internal connections and restoration of the unfinished interlinks. Full and complete integration into the MGMN will require finalisation of a standard for transport with the polities that we share the planet of Mars with. At present, all work will be completed by late Yanuar 4A4D.

Whereas, Our Assent is required under Chapter XVIII to give effect and operation to amendments to IG. 4 Ayiv. XII 2 – The Instrument of Government, provided those proposed amendments have met the requirements contained therein to be lawful amendments and alterations;

And whereas, We are satisfied that the provisions of Chapter XVIII are met in relation to the proposed alteration as contained in the law An Act to amend the Constitution with relation to the Judiciary, and for related purposes (The Constitution Alteration (Judicial Sources and Terms) Act 4A4C, S. 8 Ayiv. XII 103);

And whereas, We are satisfied that the provisions of Chapter XVIII are met in relation to the proposed alteration as contained in the law An Act to amend the Constitution with relation to the name of the Armed Forces, and for related purposes (The Constitution Alteration (Harmonisation of the name of the Armed Forces) Act 4A4C, S. 8 Ayiv. XII 108);

Therefore, We do hereby, by and with the advice of Our High Council, proclaim, direct and ordain as follows:

1. We are satisfied that the two alterations proposed in the aforementioned law An Act to amend the Constitution with relation to the Judiciary, and for related purposes (The Constitution Alteration (Judicial Sources and Terms) Act 4A4C, S. 8 Ayiv. XII 103) have both attained the approval of a majority of electors in a majority of Kingdoms and of a majority of all the electors of the United Imperial Kingdoms, and thus We are satisfied that these alterations meet the requirements of Chapter XVIII s.1(a) to be valid alterations to the Instrument of Government.

2. We are satisfied that the alteration proposed in the aforementioned law An Act to amend the Constitution with relation to the name of the Armed Forces, and for related purposes (The Constitution Alteration (Harmonisation of the name of the Armed Forces) Act 4A4C, S. 8 Ayiv. XII 108) has been approved by a two-thirds majority of the Dáil in two separate votes, and that an election thereof has taken place between those two votes, and, having been advised by our Representatives that a two-thirds majority of the Parliaments of the Kingdoms have likewise provided their assent, we are satisfied that this alteration meets the requirements of Chapter XVIII s.1(b) to be valid alterations to the Instrument of Government.

3. We do, by and with this Our Proclamation announce that We have provided Our Assent to the two aforementioned laws, and We declare that both those proposed laws shall enter into effect as from ρ3 Justar 4A4C, and order that the alterations be codified and promulgated without delay.

“From the Nimatojin, you say,” Lord Tamlen certainly sounded surprised. “I didn’t think they had it in them to be that cold-blooded.”

“Director Silaco,” the Minister’s ever-present Permanent Secretary murmured, as if it answered everything.

There was the briefest moment where Lord Tamlen’s face passed through several expressions, before settling on wry amusement.

“So, Director Lynim,” he said to the Project Lead. “To make sure I follow you; you took that research and results, dispatched it to Admiral of the Red Sakir, and asked if she could… ‘pretty please sample FORAD-001-A for us’ – that about right?”

“Yes, Minister. I wanted to test it on an actual opponent and not, well, a…” the drow seemed to be searching for the right words.

“Drivelling parcel of ludicrous galoots, is how Castellan Thakur put it,” Lord Tamlen supplied dryly.

“Indeed, Minister. So yes. We passed it to the Admiral of the Red, and she checked with the Praetorian Council, and they approved, and she tested it.”

The Minister exchanged a glance with his ever-present PermSec. Sometimes the Leads really did love keeping everyone in suspense.

“…it worked better than we anticipated,” Lynim said, grinning. “Everything. Down to the dust motes. And over the top of 001’s blockers too.”

Now the Minister and PermSec looked impressed. The Fornax Monster was deploying a level of nasty that was to the other testbed as the top tiers of professional sports were to a pair of toddlers rolling a ball at each other.

“The works; the craft, the data on the craft, and the biomatter, both living and not. We swept the last lot out, of course; no-one would thank us for bringing any arm of that thing home, but otherwise… yes. What was theirs, is now ours. We could, if we wanted to, reproduce them.” There was something in the tone there…

“We don’t want to, do we,” the Minister’s voice was flat.

“No. 001’s got some very nasty things going on – some of which make me wonder if it didn’t eat a Krâng at some point. Quite similar fail-deadlies in it. But we do have other insights – insights that the IRAF is going to be ecstatic about…”

There is, as yet, no estimated time to completion given the size of the region under FORAD-MCG-06-07-001-A’s control.

Hostile Galactic Entities Update
The Vice-Minister for the Imperial Defence presented this item.

The Vice-Minister informed the Grand Council that intruder attempts and HGE activity in Claí Mór na Réalta remains in line with probability engine predictions.

Numbers of HGEs remain static since the last meeting, as eliminations and manifestations remain balanced. At present there are five (5) major entities at large and four (4) minor entities at large, with six (5) (3/2) entities presently undergoing neutralisation by the Imperial Royal Armed Forces. There remain six (6) significant pathogenic agents constituting the same number of outbreaks. There remain three (3) emergent agents and five (5) emergent entities.

The Minister for Foreign and Defence Affairs presented this report.

The Minister is pleased to report that, in conjunction with the Secretariat of State for Significant and Special Infrastructure (General Affairs) and the Secretariat of State for Public Works (Interior), Project Greenscale is nearing completion well ahead of schedule.

The Premier asked the Minister to convey his congratulations to all concerned.

Science Minister’s Report
The Minister of Science presented two reports – a general report, and a specific report.

The Minister reported on the status of fifteen current major projects. Six are at readiness level, eight are progressing satisfactorily, and the remainder are ready to commence. No projects are behind schedule or imperilled. The Minister seeks the Grand Council’s agreement to greenlight all projects ready to commence, as well as an additional nine that are being brought forward outside of the regular status report.

The Grand Council agreed all project greenlight requests.

The Minister reported on a special project, code name Beryllium Green Spaniel, conducted in conjunction with the Nimatojin and informed by data collected by the Republic. The outcomes of Beryllium Green Spaniel are now ready for active use.

The Vice-Minister for Imperial Security presented this report.

The Vice-Minister reports that the Benignity has penetrated a smuggling ring that has been trafficking in Krâng artefacts. Most of these are fabrications or frauds, but three genuine pieces have been identified. The Benignity has acted to secure the genuine pieces, and is now seeking to secure any others, as well as identify the source of the artefacts.

The Grand Council accepted the report; the report is at Attachment H.

Skyriver Operations
The Vice-Minister for Imperial Security presented this report.

The Vice-Minister advises that the Benignity has identified sufficient points in Skyriver to commence IRAF incursion. In addition, the Benignity has been able to secure – with surprising and concerning ease – a great many samples of military and civilian technology that would, in a sensible scenario, be heavily restricted.

The Vice-Minister contends that this is an example of the anarchy that has plagued Skyriver these past few cycles.

Premier’s Remarks
The Premier welcomed the near-completion of Project Greenscale, and requested that the Extension Option be implemented at the earliest convenience.

He titled his head back and inhaled the crisp winter air, holding it for a moment before letting it out.

Repeat. In. And out.

He opened his eyes to the glory of the heavens. It was a clear night – not a cloud in the sky – and thus, a cold night.

And the stars were beautiful. The brilliant band of the heart of Claí Mór na Réalta stretched from the horizon before him up and over his head, flanked by the sparser starfields, until it vanished behind the bulk of the Palace behind him.

Pity it’s not real.

The thought stole into what was otherwise a clear mind. An irritating thought, but true. You couldn’t see the stars from Agrela’s High Garden. No-one could. Not in over a thousand years. The swarm was just too thick, had been too thick, since at least… Akti. One of the Aktis. The tenth? No, it was earlier than that… the ninth?

An awareness stole over him; the answer was there if he wanted it. He conceded defeat.

Close, Majesty. Right Dynasty, wrong gender. No human has been able to see a star from the surface of the Throneworld since the reign of Aktia IV.

Oh. No wonder. He clasped his hands behind his back and started to wander.

Mind you, no-one’s actually seen the sun here for centuries either. Not since the Enclosure.

His eye caught the thinnest cat’s claw of white hanging in the sky. He snorted softly.

That’s fake too. It’s green and blue. Not white.

But, some animals needed the illusion. The turtles making their way down the beaches in the tropics every year, for example. And, it turns out, you couldn’t just undo millions of years of evolutionary programming so easily; the ape in the human brain expected to see certain things at night. Certainly not the rippling carpet of the swarm – which sounded pretty until you realised you needed to brick up the window.

There was a reason he preferred the Anvil. Well, many reasons, but honestly? He knew when he looked up, no matter the time of day, that the sky on the Anvil was real. It was a toxic mix of sulphurous death and hostility towards all things living, but it was real.

For a certain definition of real. The solipsistics would argue the sky in the Continuum is just as real, he mused pausing in front of a plant that was already showing the budding that heralded spring. The annoying thing is, they’re right – it’s real enough.

He regarded the sleeping flora a moment longer.

Of course, you don’t care, do you? As far as you’re concerned, what graces the surface with warmth and light every day is no different from the actual sun. The engineers did a good job on that one.

They really had; the machine that provided light and warmth to the surface of the world did so in a way totally indistinguishable from the planet’s sun…

…even if we still had one, he snorted softly again.

Everything; every planet, every asteroid, every comet, every Kuiper belt object, every Nine-Damned mote of dust was put to use. The stars themselves were no exception.

“You’re wool-gathering again,” the accusation came in a soft lilting tone, which made him chuckle softly.

“Guilty,” he confessed.

“Well, enough of that,” fingers intertwined with his. “Your mother is about to serve the dessert, and she’s sent me to fetch you. Now come on, or I’m going to exploit the fact that I know this body of yours is ticklish.”

They laughed as they went inside.

Above them, the fake stars twinkled merrily.

The authentication gate opened, admitting the pair.

“Thank you for coming so quickly, Sir Hefere,” the Rechtaire, Hao Xu, would, if she stood in high heels, barely came up to the Regent’s shoulder. Maybe. If she stood on a stool. She’d been waiting for them.

“Well, your message warranted my personal attention,” the Regent of the Imperial Sociobiological Research Organisation replied.

“Oh?”

“Interesting. Intriguing. Puzzling. Strange. And every synonym for those four words - those are words I associate with the reports from your agency, Rechtaire,” Sir Hefere’s smile was wry. “Important is not. Important is new. Important is… outside the expected parameters.”

“Ah,” the diminutive woman chuckled. “And that makes you nervous,” she said.

“Not just me,” he titled his head back, where a young nondescript man who looked like he’d just come from auditioning as an extra in a cyberpunk movie was peering quizzically at the little rows of glass spheres.

She chuckled again. “Of course, I am not surprised that an Agent has come with you. We frequently get visits from them,” she looked at the youth again. “Although, usually it’s just Contingency Planning, and she’s already here. Which means he’s from somewhere else.”

The young man had straightened and was looking at her with lazy, dangerous, eyes.

“You’re not Metaphysics,” she ploughed on completely unperturbed. “They don’t leave. You’re not anal enough to be Internal Affairs. You’re not mousy enough to be Reporting, not geeky enough for Tech, not social enough for People, nor socially awkward enough for Signals,” she counted off on her fingers. “External has a specific channel they come through, which leaves two groups and one special division. Am I getting close?”

The young man didn’t move; the Rechtaire laughed.

“Don’t worry, dear,” she said. “I’m not stupid enough to carry this deduction to the end. And if something nasty had been planned, you wouldn’t be here with the Regent. I’d be found floating facedown in the nearest river instead. Now, dear boy, do you know what this place is? What we do here?”

He nodded, once.

“Good. Gentlemen, follow me,” she turned on her heel. Honestly, it was an affection. The whole thing was – the information could have just been put right into their minds. But doing it this way helped with those whose minds were still grounded in the material world, like her guests.

“On our left, the ghosts of Christmas Past,” she waved an arm; rack after rack of shelves with a myriad of little glass globes stretched into the darkness. “On our right, the ghosts of Christmas Yet-To-Come,” a wave of the other arm; more racks with globes.

Each globe represented a universe where the pebble had rolled a different way, where the snowflake had melted a second earlier - or later. Where pasts were different from what had transpired. And where what might-be was examined.

Only the stable ones were kept here, of course. Mostly they were just of interest to academics; what would Khemet be like if the leaders of several thousand years prior had heeded the warnings? What would the UIK be like if Marcus VI had managed to sire even one legitimate child?

Some were darker.

All of them were meticulously catalogued, recorded, and stored by number.

“And here, in front of us-” atop a plinth, clutched in a claw of black metal, was another such globe, “-is our destination.”

Sir Hefere stepped up to the plinth and waved a hand. Information sprang into existence in front of him. He was vaguely aware of the Agent doing the same thing.

“Huh,” he said after a bit. “How about that. How many times did this particular ghost rise?”

“About forty times,” came the prompt answer.

“So this particular one…?”

“Is the closest this particular bunch of FORADs ever came to success,” Xu sounded faintly smug.

Sir Hefere smothered a laugh.

“Success…” he said with a smile.

“Yes,” the Rechtaire said cheerfully. “They actually managed to land a blow on our pointy-eared friends,” then, less cheerfully; “two thousand, one hundred, and two souls dispatched one-way to the Halls.”

“That explains the viciousness of the rebuke,” Sir Hefere said with a sigh. “I don’t think I’ve seen them be quite that… messily thorough… since… well…”

“The Dark Enemy Of The World,” she replied. “I checked.”

The Agent’s face was admiring. Given who he worked for, that was unsettling.

“So, in,” Sir Hefere glanced at the top of the report, “forty-one stable outcomes, the best they managed was just over two thousand corpses… in return for which they lost… literally everything. Not one survivor. Not even a tissue sample left over. Architecture, history, all of it, turned to ash.”

“That’s right,” Xu’s voice was cheerful again. “These are the only stable outcomes. In no universe are adverse outcomes even possible; in a minority there was a negotiated settlement. Most of the time, our metal-born friends ripped their flesh from their bones. But,” she raised a finger, “in this case the FORADs inflicted the largest number of casualties on the Golodhrim in a very long time. This might warrant warning them on the tactics employed, given exactly what they did. Funny that we mentioned The Spiky One.”

There was a moment of silence as the Agent and the Regent examined a highlighted line. Then the former shook his head, muttering something about room-temperature IQs.

“Oh, the mind reels,” Sir Hefere sighed. “Talk about new depths of stupidity. I’ll arrange a visit from Defence and External Affairs to take care of the details,” he added, casting his eye over the Hall. The “ghosts of Christmas Past” burned steadily in their racks. The events they depicted were already done. Finished. Over. They only occasionally flickered when some bright spark did something very even more stupid than what was noted in the highlight. Otherwise? They were static; read-only.

The racks of the ghosts of Christmas-Yet-To-Come… they flickered and danced. Globes brightening and darkening as the futures they depicted waxed and waned. Sometimes a globe turned red and vanished from the hall. The future was always in motion. Sir Hefere kept the frown off his face. What Xu’s people did here was dangerous. No other word for it. They weren’t doing what the Probability Engines did; analysing vast data matrices examining sociological and economic trends, political movements, psychological and personality profiles, even genetics, and calculating the likely outcomes… no. What they did here was uncomfortably metaphysical.

And had a much greater potential to kill the people involved. If said people were lucky.

Which was why they only kept the stable outcomes here. The unstable ones… those were genuinely, seriously, dangerous, in a “just looking at it could get your soul eaten if you’re lucky” way.

He came back from his reverie to hear Xu answering a question from the Agent.

“…which would trigger a complete destabilisation of the space-time matrix; it would be the end of everything,” she was saying. “That’s how we can be sure. Primarily, it comes back to that; catastrophic existence failure. But, occasionally, it rents a hole in the fabric of creation and uninvited guests join in.”

“Charmin’,” the Agent’s voice was rough. Scratchy. Like everything else here, it was a conscious choice.

“Anyway,” Xu said. “This is just the entree. Something to tempt the palate. I’ve got a much more appetising main course prepared for you both!” the ball on the plinth shimmered away and was replaced.

The Regent and the Agent exchanged a glance.

“Gentlemen, I’d like to present a Ghost of Christmas Past. Allow me to set the scene; the world we call Maja, also known as Carnil, or, more commonly, Mars, and He-Who-Arises-In-Might is unchained, living fast, living large…”

Briefing Note 3: Tezekian Refugee Influx

Prepared by the Department of the High Rechtaire for Refugees and Resettlement
TO BE CONSIDERED IN CONJUNCTION WITH BRIEFING NOTES 1, 2

Issue:
As noted in Briefing Notes 1 and 2, the number of safe harbours for Tezekian Refugees has declined markedly since the United Imperial Kingdoms took sole custody of the Remnant in Februarch 4A4C.

2. The High Rechtaire’s Department has seen a marked increase in the number of Tezekian Refugees seeking entry to the Remnant as the most direct and apparent consequence of this decline in safe harbours; these refugees include persons who departed during the grace period outlined in PC.R 8 Ayi. XII 02 (§5), which forbids return by those persons.

3. As the Tezekian Remnant/UIK Chapter XV Treaty passes responsibility for border control to the Serene Government, all Tezekians seeking migration to the Remnant, including those who departed during the aforementioned grace period, are claiming refugee status under the Treaty of Gathol.

4. Such claim is predicated upon Division 2, Section 6, of the First Optional Protocol to the Treaty of Gathol, to which the UIK is a party; the UIK has a treaty obligation to provide for the resettlement of all such persons as per the provisions of the Treaty of Gathol.

5. The Tezekians seeking migration to the Remnant have been divided into two classes; those who departed during the grace period noted at 2 (Class I), and those who did not (Class II)

6. Both Class I and Class II migration seekers have been screened by the External Security Service and the Benignity of the Compassionate Hand to for security risks; a small number have required remediation.

7. All remediations have been completed fully and successfully without adverse outcome.

8. Class II migration seekers have been thereafter admitted to the Remnant if citizenship has been granted by the Remnant (Class II-A), while those denied citizenship (Class II-B) have been temporarily transferred to an interim housing facility pending permanent settlement in an alternative location by the Department.

9. Class I migration seekers are presently housed in a separate interim housing facility pending a decision by the Praetorian Council with regards to whether PC.R 8 Ayi. XII 02 (§5) will continue to impede their migration to the Remnant.

10. The Department is in possession of advice from the Solicitor-General that the provision of PC.R 8 Ayi. XII 02 (§5) causing said impediment to be incompatible with the obligations of the UIK and the Remnant under the Treaty of Gathol (refer Attachment A to this Briefing Note).

Background:
11. The UIK has sole custody of the Tezekian Remnant following events in Februarch 4A4C (refer Attachment B).

12. His Undying Majesty, during said events, assume the Crown of the Tezekian Remnant, and is now Imperator of the Tezekian Remnant; all citizens thereof are Subjects of the Serene Majesty at law.

13. The Praetorian Council, in effecting the Tezekian Remnant (Sole Custodian) Act 4A4C, under PC.R 8 Ayi. XII 02, forbade the return of any Tezekians who emigrated from the Remnant under that Resolution (refer Attachment C).

14. The Remnant was formed following the destruction of the Tezekian Imperium, from the colony the Imperium had settled in the habitats leased from the UIK to the Imperium (refer Attachment D); following the events of Februarch 4A4C, the UIK ceded the territory in question to the Remnant as a Sovereign Transfer (refer Attachment E).

15. In the formalisation of relations between the UIK and the Remnant, a Chapter XV Treaty of External Association was ratified by both parties in accordance with their respective constitutional provisions (refer Attachment F):
a. This Treaty transferred control of the Remnant’s foreign affairs to the Serene Government, but left the Remnant in control of their own laws relating to citizenship and residency; and
b. The Tezekian Remnant’s citizenship law does not allow persons who are not Subjects of the Serene Majesty to settle or otherwise remain legally resident in its territory (refer Attachment G).

16. If all Class I-A and Class II migration seekers are settled in the Remnant, the population thereof will increase markedly (refer Attachment H for demographic projections, and Attachment I for possible impacts).

Impact:
17. Imperial Interests:
a.- Imperial interests are affected in that our compliance with the Treaty of Gathol is threatened;
b.- Imperial security is not threatened by this matter; and
c.- Imperial allies may become involved if the UIK is derelict in its compliance with the Treaty of Gathol.

18. This matter is of concern to the Serene Government, due to the aforementioned impacts.

Proposed Action:
19. The Department recommends that the Grand Council:
a.- Direct the Praetorian Council to repeal the provision of PC.R 8 Ayi. XII 02 (§5) that forbids return to the Remnant by Class II migration seekers;
b.- Authorise the Vice-Ministry for the External Associated Polities to constitute a new External Associated Polity for all Class I-B migration seekers, as well as any Class II migration seekers denied citizenship by the Remnant, where no alternative arrangements can be made with other External Associated Polities;
c.- Advises the Grand Council that undue pressure should not be exerted upon His Undying Majesty’s Government of the Tezekian Remnant to accept any Class I-B migration seekers, or any Class II migration seekers denied citizenship by the Remnant, due to the understanding between the Serene Government and His Undying Majesty’s Government of the Tezekian Remnant relating to the latter’s policy independence.

Recommendations:
20.That the Grand Council:
i.Agree the proposed actions (a) and (b).

ii.Note the advice (c).

SUMMATION PAPER

Abstract
The authors of this paper represent the leads on various teams tackling the Heisenberg Conflict and the Godwinson Objection in relation to matter transmission processes. We have combined here to expound upon our Resolutions to the former, and Solutions for the latter.

Initially we begin with the work of Boro and Archeh, who articulate the Conflict [1, 2], and the Objection [3, 4, 5] respectively. We then move onto the work of Calah [6, 7], Larsa [8, 9, 10, 11], and Mashka [12] who have brought forward the most concrete Resolutions in the second part. In the third part, we present the work of Uciah [13, 14, 15], Dimar [16, 17], Uciah and Dimar together [18], and Emin [19, 20], who have brought forward the most concrete Solutions.

In Part Four, we present the experimental work of Azash [21], Azash and Uciah [22], Azash, Calah, and Dimar [23], and Azash, Archeh, Mashka, Emin, and Larsa [24, 25, 26, 27, 28, 29] which synthesise these Resolutions and Solutions into concrete formulations with practical applications.

In Part Five, we present the work of Tsi [30, 32, 33, 34], which conducted the first pass of the independent confirmations and analyses of the prior works, including those not mentioned above, and the work of Kino [35, 36, 37, 38, 39, 40, 41, 42, 43, 44], which conducted the second pass of independent confirmations and analyses.

Penultimately, we present the joint research tests analyses [45, 46, 47, 48, 49, 50, 51], and their first- and second-pass confirmations [52, 53, 54, 55, 56, 57, 58, 59 ,60, 61, 62, 63, 64, 65, 66, 67] before presenting our final consensus and the Oracle Confirmation [68].

Conclusions
We have identified stable methods of matter transmission that satisfactorily resolve the Heisenberg Conflict and answer the Godwinson Objection

These methods are now ready for active deployment.

PC.R 8 Ayi. XII 19: A resolution to give effect to S. 8 Ayiv. XII 322 – the Security of the Realm (Metropole Approach) Act 4A4C, now that the prerequisite clauses have been fulfilled in full

In the name of His Undying Majesty:
The Praetorian Council of the United Imperial Kingdoms of Macisikan:

Noting recent security-related concerns and events impacting upon Imperial Allies and other friendly polities;

Noting prior events involving such concerns and impacts;

Noting the turbulent and fractious nature of the galaxy in the modern age;

Recalling its duty to these United Imperial Kingdoms;

Determined to fortify and defend the Metropole;

Acting under the provisions of S. 8 Ayiv. XII 322 – the Security of the Realm (Metropole Approach) Act 4A4C;

Noting that the requirements specified in S. 8 Ayiv. XII 322 have been met in full;

Defines the Metropole Approach as a zone extending from the edge of the Metropole as declared in Part 2 §4 of S. 7 Ayi. XII 153 – the Boundaries and Borders Act 4A4B (as amended) to a distance equal to that of the total diameter of the Metropole as provided for in the same section;

Clarifies that the Metropole Approach is not a territorial claim under the Treaty of Shalbatana or T. 4 Ayi. XII 7 (the Treaty of Shalbatana Ratification Act 4A48), as per the provisions of S.8 Ayiv. XII 322;

Accepts the referral of all holdings of the Serene Government, or under the control or jurisdiction thereof, within the Metropole Approach into the keeping of the Praetorian Council as per the provision of S. 8 Ayiv. XII 322;

Consolidates all holdings of the Serene Government, or under the control or jurisdiction thereof, within the Metropole Approach, into the Martial Provinces of the Metropole Approach;

Delineates the boundaries of each one of the Martial Provinces of the Metropole Approach as per the outline in Appendix A to this Resolution;

Declares, in accordance with the previous provision, that the United Imperial Kingdoms takes possession of the maximum territorial claims permitted under the Treaty of Shalbatana for each component of the Martial Provinces of the Metropole Approach, and instructs the Crown Registrar of Claims to notify the States Party of the Treaty of Shalbatana accordingly;

Declares the Martial Provinces of the Metropole Approach to be Chapter XIV Polities of the United Imperial Kingdoms;

Refers, in accordance with the previous provision, the civil governance of the Martial Provinces of the Metropole Approach to the Secretariat of State for the Collectivities, Sui Generis Territories, and Royal Particulars in the Ministry of General Affairs;

Directs the Vice-Ministry for Imperial Security to continuously and intensively survey the Metropole Approach;

Advises that the Metropole Approach is a restricted region, and that unauthorised entry may result in forcible removal, with extreme prejudice, of unauthorised entrants;

Authorises, pre-emptively, all voidcraft of allied states, including but not limited to those of the Full Members of the Triumvirate of Yut, entry into the Metropole Approach, without affecting the question of entry into the Metropole;

Requests that all such pre-emptively authorised voidcraft advise the Imperial Royal Armed Forces prior to their entry into the Metropole Approach; and

Orders the Imperial Royal Armed Forces and all relevant civil departments of the Ministry of Foreign and Defence Affairs to give immediate effect to this Resolution.

Position of the Praetorian Council
The Praetorian Council, having considered the question posed by your government, has enacted PC.R 8 Ayi. XII 24 (A resolution relating to specific weapons of the Great Civilisation of the C'tan), pursuant to C. 4 Ayi. XII 3 (the Defence of the Realm Code).

Under this resolution, voidships of the Great Civilisation’s military forces, on authorised missions in territory of the United Imperial Kingdoms, or subject to our jurisdiction, may deploy the weapons noted in Appendix A of the resolution, subject to the rules of engagement and the needs of operational necessity. This is a pre-emptive authorisation, and therefore no additional permission to employ these weapons will be required beyond the authorisation of the mission itself.

Naturally, this includes the Sol System as defined by the Treaty of Shalbatana, and approaches thereunto.

The Military Staff Committee of the UIK agrees to this measure, and has undertaken to take the necessary steps to inform local and regional commands.

The Ministry of Science is requesting a meeting, between representatives of the Military Research Division and their counterparts at-level in your government, relating to opportunities for cooperation in the refinement, enhancement, and further development of these devices.

Reciprocal Authorisation
The Vice-Ministry of the Imperial Defence requests that the Great Civilisation of the C’tan reciprocally pre-authorise the Imperial Royal Armed Forces to deploy like munitions under like conditions. Although we understand this to not require a specific agreement, given our mutual bilateral arrangements and our respective memberships in the Triumvirate of Yut, the VMID holds that it would be best to ensure that there is no chance of confusion or ambiguity in this area.

All we ever do is clean up other peoples’ messes, the thought was an exasperated one, and had been bouncing around the Knight-Captain Commander’s mind for the past four hours.

Four hours, eight minutes, and twenty point eight- he strangled that thought before it could complete.

The precision was annoying; the transcended organics had to try for it if they wanted it, or set it up. For him, this was a package deal.

On the other hand, parallel thinking comes naturally. So give-and-take-on-children’s-playground-equipment, I guess.

And what a gift that was. It let him idly ruminate on things like this even as other parts of his mind coordinated the complex operation taking place in this sector of space. He wondered if that core race at the heart of the Great Civilisation ever considered this.

Probably, he decided. They had a xenophilic fascination that was, frankly, unhealthy in his estimation. Despite that, they were good value – which was why they were taking the lead on cleaning up another mess someone had left behind.

This mess, the mess his command was dealing with, had a different origin, coming neither from the brain-munchers or the overconfident children who had moved into the abandoned haunted house at the top of the hill.

This mess was the result of some idiocy generations ago, left untended and uncorrected for far, far, far too long, and now in dire need of being gotten rid of…

He signalled permission, delegated monitoring the process back to that part of his mind, and returned to the mystery that had been occupying him earlier.

What, precisely, did the organics find so fascinating about coffee that they would consume it even in virchspace?

I suspect I’m going to have to fabricate a tongue one day, and “taste” the stuff.

Ministerial Reports
Each Crown Minister presented a brief summary of items relevant.

The Minister of State has brought forward two (2) matters for consideration, one (1) under Business Carried Forward (Governance of Maja), and one (1) under New Business (Concerning the Potenciel and Immaterial Kingdoms).

The Chancellor advised that the accounts for the Realm for the Octrum of Septober 4A4C are now ready for consideration.

Governance of Maja
The Minister of State presented this update.

The Minister of State advised that the model structures of governance relating to the territories of the UIK on Maja are now in the consultation stage. So far reception from the relevant areas has been positive. The Minister anticipates that a bill to formalise the arrangements will be able to be brought to the Dáil in 4A4D.

The Grand Council has accepted the update; the update is at Attachment E.

Hostile Galactic Entities
The Vice-Minister for the Imperial Defence presented this update.

The Vice-Minister noted that HGE activity in Claí Mór na Réalta remains in line with probability engine predictions.

Numbers are on the decline since the last meeting, with entities being contained faster than they emerge. At present there are three (3) major entities at large and four (4) minor entities at large, with six (5) (3/3) entities presently undergoing neutralisation by the IRAF. There are three (3) significant pathogenic agents constituting the same number of outbreaks. There are two (2) emergent agents and two (2) emergent entities.

The Castellan noted that there is cause to restore this item to a Standing Item. The Grand Council agreed.

Report on the War in MCG-06-07-001 and intrusion into Claí Mór na Réalta
The Minister for Foreign and Defence Affairs presented this report.

The Minister advised the Council that the grinding assault in MCG-06-07-001 continues according to schedule and plan; the Imperial Military Intelligence Agency projects that it may take a full Chron before the operation is completed. Opposition remains within expected parameters.

Of more significant concern is the intrusion detected at sÿst {FD6194C8-B345-4185-A026-0F1D5B10D77B}. Admiral of the Yellow Abu Mani Ad'ha al-Shahai has reported that the intrusion detected at 4:A:4:C:D:0/22:27:01.100162670 was correctly attributed to FORAD-MCG-06-07-001-A. IRAF scouts confirmed the presence of an enemy traversal vessel. Admiral al-Shahai has commenced combat operations. The Military Staff Committee expects a successful remediation no later than ρ3 Octember.

There followed a discussion on the implications of this intrusion. The Vice-Minister for International Security confirmed that three similar signatures have been detected in Claí Mór na Réalta since the one in sÿst {FD6194C8-B345-4185-A026-0F1D5B10D77B}; the Vice-Minister for the Imperial Defence confirmed that the IRAF has initiated remediation action.

The Castellan proposed that the Praetorian Council investigate the establishment of Roaming Fleets to deal with this matter in a more lasting matter, and if the investigation determines this to be of use, that the Praetorian Council execute this as a matter of urgency.

The proposal was endorsed unanimously.

Skyriver Expedition
The Vice-Minister for the Imperial Defence presented this update.

The Vice-Minister is pleased to inform the Grand Council that a Beachhead has been successfully established in Skyriver. Stage A Deployment is now complete, and the IRAF has commenced Stage B, which is expected to complete in mid 4A4D.

Indigenous polities remain unaware of the presence of the IRAF; the Benignity has begun operations in order of physical proximity.

The Grand Council has accepted the update; the update is at Attachment H.

Foreign Intellectual Property Rights Timetable Bill
The Minister of Justice presented this Item.

The Minister presented the Council with the final text of the proposed bill. If adopted, then the status of intellectual property owned by foreigners that is present in the UIK will be stepped twice every cycle – on the first day of Februarch and the first day of Augtember, with the stepping rounded forward (e.g., a patent due to expire in Justar will instead expire on the first day of Augtember).

This reform will be applied to a randomly selected group of copyrights, patents, and other such properties, and will remain in effect for three cycles; after which, there will be an evaluation against those properties not so effected, to determine if the intended outcome of simplifying the process has been achieved.

The Grand Council has accepted the text of the Bill; the text is at Attachment I. This text will be sent to the Leader of the Government in the Dáil to bring forward in the next session.

Trust Territories of Maja – Third Repartition
The Vice-Minister of the Territories presented this update.

The Vice-Minister is pleased to inform the Council that the repartition of the Trust Territories is now complete, and completed successfully. The Vice-Minister will liaise with the Ministry of State to determine the next steps in this matter.

The Grand Council has accepted the update; the update is at Attachment J.

Exchequer’s Report
The Chancellor of the Exchequer presented the accounts of the Realm.

The Chancellor of the Exchequer presented the accounts of the Realm for the Octrum of Septober. All metrics remain very satisfactory, and the Chancellor is well pleased with the realisation of the Serene Government’s Economic Agenda for 4A4C.

The Grand Council has accepted the Accounts; the Accounts is at Attachment K.

New Business
Nine (9) items.

Concerning the Immaterial Kingdoms
The Minister of State presented this report.

The Minister provided the Council with a complete update on the matter of emanated minds. The Minister informed that Council that, as per probability engine expectations, and in line with the briefing note on this matter circulated out of session, minds have begun to emanate within the Continuum. The full emanation of the first such mind is expected to complete no later than ∂0 Octember 4A4C.

The Leader of the Government in the Dáil has introduced a bill to amend Part 2 Section 5 of S. 7 Ayi. XII 154 to provide absolute clarity that this section applies to such emanated persons.

The Ministry has advised the Palace that further amendment of the Sectors Proclamation will likely be required this cycle.

The Minister sought, and received, the endorsement of the Council for this course of action.

Vargold Structure Expedition
The Vice-Minister for Imperial Security presented this item.

The Vice Minister for Imperial Security brought forward a proposal, referred from the Praetorian Council, to begin Stage 2 of the Expedition to the Vargold Structure. As yet, the IRAF expeditionary force remains uncontacted by any entities unknown to the UIK, be they from what is now the Structure or elsewhere. Therefore, the Praetorian Council considers the time to be right to begin the next stage of the approach.

Full findings of Stage 1 of the Approach are included in Appendix A of the Proposal.

The Grand Council has accepted and agreed the Proposal; the Proposal (with appendices) is at Attachment M.

Ant Windome Poppy Remediation
The Vice-Minister for the Imperial Defence presented this update.

The expedition to the former home system of Polity UID {0:962F0/14DE85} is presently on hold, pending advice from Polity UID {217:54} relating to issues of approach outlined in the Briefing Note circulated on ∂D Augtember.

The IRAF is pleased to report that the HMVS Forty Days and its taskforce have successfully completed the amputation of the afflicted space as authorised and ordered under PC.R 8 Ayi. XII 21. The intrusion into the prime temporality has been completely contained and looped successfully, and the matter can now be considered closed.

Sol Intrusion Attempts
The Vice-Minister for the Imperial Defence presented this update.

The Vice-Minister informed the Council that yet another band of primitives (UID {4D3946:195557}) has attempted an assault on sÿst {A9619DF9-300F-47BC-8978-ED0336FB3161} (commonly referred to as Sol (Prime)). It has been determined that taking prisoners would be a waste of the mass and energy required to feed them, and that it would be more efficient to simply initiate a psionic drain. That said, the voidships of polities {217:54}, {162D7:5A}, {40F5:1E7C}, and {1D0:314} are in closer physical proximity, and it is likely that the matter will be concluded before the IRAF is in range.

A Request from the Eridani Imperium
The Vice-Minister for External Affairs presented this item.

The Ambassador for polity UID {20D872:F4691} (the USEI) has asked if the Serene Government would be willing to assist financially and materially with any fiscal injection operations undertaken by the USEI with regards to other polities that are within their sphere of influence. The Ambassador has stressed that this is a hypothetical matter, as the USEI is looking to put in place a formal arrangement in this area.

The Vice-Minister sought the Grand Council’s agreement to begin negotiations to that end, noting that the Council for External Affairs considers doing so in the national interest; the Grand Council agreed.

Tengat Remediation
The Minister of the Interior presented this report.

The Minister of the Interior is pleased to inform the Council that the issues relating to Tengat, the primary of sÿst {09E9A57E-1E78-4344-A0B9-13C510EEC8D9} have been resolved successfully. The Minister praised the officials of the Ministry of General Affairs for their work; although this was a Ministry-of-the-Interior-led project, the actual work was undertaken by the Secretariat of State for Significant and Special Infrastructure.

The Minister of the Interior proposed that the Grand Council formally cite those persons who undertook the work, and suggested their names be included in the New Year’s Honours List.

The Grand Council agreed to formally cite those persons who undertook the work on the Remediation of Tengat.

The Grand Council agreed to include those persons in the New Year’s Honours List.

The Premier formally congratulated the Minister of General Affairs as the representative of the Ministry for the hard work thereof, and congratulated the Ministry of the Interior for their cooperative spirit.

Cultural Initiatives in Maja
The Minister of Education presented this report.

The Minister informed the Council that the Secretariat of State for Culture has catalogued over fifty languages, not counting patois, spoken in the Trust Territories of Maja. Every single language is classified as in a state of potential endangerment at least, with a dozen already having entered endangerment. The Secretariat of State for Culture has begun work to fully document these languages, and is consulting with community groups and leaders as to other response measures that may be appropriate.

Domestic Animal Companions (Transcendence)
The Vice-Minister for Transcendence, Health, and Ageing presented this report.

The Dáil Committee to Consider the Question of Uplifting Species (the Committee) has presented its final report to the Vice-Minister, who now tenders it the Grand Council.

Of particular note is that the Committee has agreed the proposed actions in §18-19 of Briefing Note 4 of Attachment A15 of the Serene Government’s submission, and included them as recommendations 2 and 3.

The Vice-Minister therefore has, in consultation with the Office of Legislative Drafting, prepared a bill to be presented to the Dáil in 4A4D that will give effect to these measures. The Vice-Minister is seeking the Grand Council’s agreement to this action.

The Grand Council agreed the action.

The Vice-Minister has indicated that the other recommendations of the Committee are being addressed in a submission that will be circulated out of session, to be considered at the next meeting.

The Grand Council has accepted the report; the report is at Attachment Q.

Proposed Project Funding Table for 4A4D
The Minister for Science presented this item.

The Minister for Science brought forward the proposed project funding table for 4A4D; the Minister will be seeking endorsements, additions, removals, and alterations at a special meeting of the Grand Council to be held on ρA Octember.

The Grand Council has accepted the Timetable for consideration; the Timetable is at Attachment R.

Imperial Space Service Fleet Overhaul
The Castellan presented this item.

The Castellan advised the Grand Council that at the next regular meeting she would be seeking endorsement for the Praetorian Council to authorise the next round of upgrades, refits, and retrofits of the Imperial Space Service.

The Castellan expects this round to take place in Februarch 4A4D, barring any exceptional circumstances.

This was a verbal item without any attachments.

Premier’s Remarks
The Premier noted that there has been much business conducted in this meeting. The Premier noted that he is pleased with the matters pertaining to Maja and how they have been handled by all bodies.

The Premier also again congratulated those involved in Tengat Remediation; a matter of grave concern to the UIK has been dealt with permanently.

The Premier stated that while he is content with the matter of Hostile Galactic Entities, he is deeply concerned relating to the intrusion by FORAD-MCG-06-07-001-A, and noted that all such intrusions must be terminated with extreme prejudice. The Premier noted that the Benignity has reported that this particular foreign adversary shows signs of being Summoned, and ordered that all references to FORAD-MCG-06-07-001-A that employ either its own name or the names given to it by the peoples of MCG-06-07-001 must be repressed by any means necessary.

On a happier note, the Premier welcomed the developments in Skyriver, and is pleased by the matter of the foreign intellectual property rights. The Premier thanked the Chancellor for his work.

The Premier observed that he is looking forward to the first emanations, but that he would prefer if the identity of the very first such individual is anonymised, to protect their privacy. The Grand Council agreed this would be most preferred.

The Premier was less pleased with the matter of Polity UID {0:962F0/14DE85}, noting that, once again, that polity has left a mess for more capable and mature civilisations to clean up.

Relating to the other matters, the Premier noted he is looking forward to the Science timetable for the coming cycle.

The Premier also noted that he believes there will be great rejoicing across the entire nation when people receive the good news that their beloved pets can join them in eternity.

The Premier closed by engaging in levity relating to those nations so lacking in intelligence that they wilfully attack Sol, to general mirth.

To my esteemed colleagues of the Grand Council, honours to your houses;

I am writing to you in relation to the Imperial Space Service Fleet Overhaul.

Context
At our meeting yesterday, I informed the Council that I would be seeking endorsement for the Praetorian Council to authorise the next round of upgrades, refits, and retrofits of the Imperial Space Service, and that we expected this round to take place in Februarch 4A4D barring exceptional circumstances.

This morning the Minister of Science wrote to me informing me of that Project Olive Bronze Spitz (refer Attachment A) has completed successfully, according to the criteria laid out by the Grand Council in the meeting of on ∂8 Aprimay 4A4C (refer Attachment B); it is the view of the Paretorian Council that this constitutes the above-mentioned exceptional circumstances.

I therefore seek the Grand Council’s endorsement, out-of-session, to for the Praetorian Council to authorise a special round of upgrades, refits, and retrofits of the Imperial Space Service, to commence as per the proposal at Attachment C.

Action Items
I request all members to write back to me by the close of business on ρ4 Octember 4A4C advising of your decision in this matter.

I will report the outcome, and actions undertaken, to the next meeting of the Grand Council of ρ8 Octember 4A4C.

Next Steps
If the Grand Council provides the necessary authorisations, the Praetorian Council will direct the Military Staff Committee to execute Project Iron Iris Eel, realising the benefits of Project Olive Bronze Spitz.

The timetable for this Project is outlined in Attachment D-1, and a cost/benefit analysis is provided at Attachment D-2. The countervailing analysis is at Attachment D-3. In line with this timetable the Council will be appraised of progress at our meetings of ρ9 Octember 4A4C, ∂1 Octember 4A4C, ∂9 Octember 4A4C, and ∂E Octember 4A4C.

“Run 100 is complete,” the diminutive second-in-command of the project announced. “Transmitting data.”

The Project Director showed no sign she had heard him. It was, frankly, unneeded; she was, like him, perfectly aware of their status, the Sibyl assigned to them was whispering constantly, directly into their consciousnesses. The information-dense syllables of the archai stealing across their minds, much faster than quaint verbal communications could handle – and imparting far more with each muttering.

It would have been disconcerting, if they were new to it. As it was, it was the only means that was efficient and precise enough to do what they needed to do – holographic boundary technology was hideously complicated after all. And it had a nasty habit of tripping up the unwary who had no idea what they were handling in ways that made fluorine chemistry look like a children’s picnic.

The feeling of the data being received stole over her before the felid's mouth opened. They waited. Long seconds ticked past.

Two familiar faces had graced Rechtaire Xu’s workplace today, and two new ones. Sir Hefere, Regent of the ISRO. The Nameless Agent. Sir Nefankhy, Regent of the Imperial Joint Sciences Research Organisation. And last, but by no means least, Minister Sabariel himself – having literally just cleared the authentication gate.

Frankly, Sir Hefere was the only one who had been waiting for any length of time, which explained his impatient body language. The man was chronically early, and there really was no excuse, she reflected, not in the Continuum. Time was, here, a personal construct. Extendable. Compressible. Malleable.

Which is why the Sir Nefankhy was both perfectly still, and still wore a smile of greeting.

There was a chime from the archai; analysis ready. There was a blur as time became a social construct instead of an individual one

“Well, gentlemen, let us see what the Ghosts of Christmas Present have to tell us,” she said cheerfully as a single black orb, flecked with bright green, came into being before them. The designer had a particular aesthetic.

Practically in unison, the five of them waved a hand and stared into the present, the raw data crackling into their minds.

Several subjective hours later, and both Regents looked very thoughtful. The Agent had a look on his face not much like that of a little boy on Christmas morning. Halfway through a sixth person, from the Imperial Military Research Division, had joined them, and was now staring into the middle distance, deep in contemplation.

Minister Sabariel... from boots to pointed ears, the El’vhen was happy. Openly happy.

“Yes,” he said with a smile. “This is going to be useful. My congratulations to all of you for transmuting arsenic into gold.”

The ticking ended with yet another chime. The Director raised an eyebrow; whole minutes had passed. This meant that the findings – when cross-checked – were very interesting indeed...

There was a shimmer, and a wave of warmth, and a tall, well-built humanoid with skin the colour of jet had joined them.

“Director Aktia, I presume?” he asked, his smile showing long, sharp, teeth.

“Indeed,” she replied, smiling back.

“I am Kyra Dovasson, Imperial Military Research Division; I look forward to working with you.”

“Welcome,” she nodded as introductions were made; he wasn’t the first IMRD member here, but... “An interdiction specialist?” she was surprised; that was a novel feeling.

“Indeed,” Dovasson replied, his expression gaining more teeth. “There’s an indication that my research and yours intersect in a very fun way…”

Several data-laden seconds later, and she understood his reason for the dental display; she had one of her own.
