Membership information

The Esquarian Community is Esquarium's premier supranational organization for liberal democracies.

There are five principal Institutions of the Esquarian Community:

  • The Esquarian Parliament, based in Huimont, Ainin, a directly elected assembly of delegates from Member States.
  • The Council of Esquarium, based in Huimont, Ainin, a meeting of Member States' heads of government or designated representatives.
  • The Esquarian Court of Justice, based in Montecara, which hears disputes concerning Esquarian Community law.
  • The Esquarian Court of Human Rights, based in Montecara, which hears cases concerning the Esquarian Charter of Human Rights.
  • The Esquarian Secretariat, jointly based in Huimont and Montecara, which carries out organizational mandates.

Each Member State has a single delegate on the Council of Esquarium. Members of Parliament are directly elected using a proportional system, with the number of delegates per nation calculated according to a formula that is degressively proportional by population. The EC has a body of law that is binding on all Member States as well as non-Member State participants in the Common Market.

Membership in the Community comes with many rights and responsibilities. Member States enjoy access to the Esquarian Common Market, a free-trade area that provides for the free movement of goods, people, and services. Citizens of Member States have the status of Esquarian citizens, and have the right to vote and run for the Esquarian Parliament, be provided with consular protection by any Member State when outside the Community, and have their fundamental human rights protected by the Community's judicial system. Member States relinquish their ability to enter into bilateral free-trade agreements, impose unilateral sanctions, and set their own tariffs, and must respect and enforce Community legislation.

It is also possible to apply for membership in the Esquarian Common Market without full membership in the Esquarian Community. In this case, the state has access to the tariff-free Common Market. The state must still respect EC law, but has no vote in any Institution.



Requirements

To be considered for membership in the Esquarian Community, your nation should be a liberal democracy with a market economy. More specifically, it should respect the rights enumerated in the Esquarian Charter of Human Rights and be prepared to ratify it, along with the Treaty of the Esquarian Community.

According to the Comprehensive Common Market Act 2017, a non-Community member of the Common Market must:

  1. agree to abide by all applicable present and future Community legislation made in respect to the Common Market,
  2. meet all statutory requirements, especially those in regards to overlapping membership in customs unions or free trade areas,
  3. be substantially democratic, or make real and consistent inroads towards reaching such a goal.

Once the Secretariat determines that your application is in good order and that your nation meets the basic requirements, the existing Member States will vote on your application; a two-thirds vote is required for full membership, while Common Market membership and observer status require a simple majority.

Section II: Political information

Political system: Officially Champenia is a unitary parliamentary constitutional monarchy. The powers vested in the three branches of government are outlined in the Constitution of Champenia, which was ratified in 1920.

Executive powers are vested in the Prince of Champenia, who is the principality's head of state. The Prince retains standard powers such as vetoes over legislation passed by the Estates General as well as dismiss the legislature. Officially the Prince appoints the Prime Minister and can refuse to appoint the leader of the party with the largest share of seats or the leader of a political coalition. However, in practice, the Prince almost always appoints leaders who have been chosen democratically. In addition, the Prince appoints all cabinet members (usually from a list presented by the Prime Minister), and represents the Principality on most official business, including state visits and the signing of some non-political treaties, having delegated political roles internationally to the Prime Minister or relevant cabinet minister. The Prince can issue edicts which have the same status as legislation passed by the Estates General and has full authority in courts that render justice in their name. For example, the Prince can intervene in or overturn a ruling of a court of law if petitioned.

The Prime Minister of Champenia serves as the head of government and enacts government policy and performs the role of de facto had of state in aspects of international relations which the Prince has delegated to the Prime Minister. Theoretically the Prime Minister can serve indefinite terms but is often subject to election cycles. Most of the Prime Minister's responsibilities are around the daily administration of Champenia as well as acting as an advisor to the Prince on some issues.

The Estates General is the unicameral legislature of Champenia. It's role is the debate, amendment and passing of legislation. In addition, members can impeach the Prime Minister and vote for the removal of cabinet ministers as well as launch inquiries into serious incidents and issues requiring immediate attention. The Estates General is composed of 140 members.

The Crown Council is a separate body from the Estates General in that it is one that primarily exists as an advisory council to the Prince, where they are advised on proposed legislation and government policies. It is composed of the reigning monarch, the Prime Minister, relevant cabinet ministers and the elected presidents of Champenia's 16 regions. In addition to it's advisory role, the Crown Council acts as a way for regional presidents to petition the Prince and the Prime Minister regarding regional issues as well as a court of last resort for administrative justice.
Ruling party: People's National Party (PNP), in coalition with the Champenian National Party (PNC) and the Alliance of Agrarians (AA)
Composition of legislature: The governing coalition has a one-seat majority in the Estates General with 73 seats. The People's National Party has 58 seats, the Champenian National Party 9 seats and the Alliance of Agrarians have 6 seats.

Opposing them is the official opposition, which have a total of 63 seats. The Democratic Liberal Party (PDL) have the most with 47 seats. Their coalition partners are the Reform Party (PR), who have 12 seats, and the Ecology Movement (ME), who have 4 seats.

Two parties exist outside coalitions: the Party of Regions (PDR) who have an informal agreement with the governing coalition regarding votes on specific issues and can add three seats to the governing coalition's majority if need be. The final party is the United Left Front (FEU) who have a single seat and almost always vote in opposition to the governign coalition.
