After the final preparation were made, the lights in the chambers dimmed except for the region where Vince would shortly be entering the room and speaking his opening.
No explicit instruction to be quiet was given, but the dimming of the lights was a fairly overt signal and all the talking and conversations turned to hushing and the total silence in the room as they waited for their host to appear.
Then, on a raised area of seating the shadow of a person could be seen, taking a slow-paced walk towards the area that was lit up. When they arrived, it was revealed to be Regent Vince, the formal host of the conference and the NMK's
de facto head of state and government. He had prepared a short opening speech about the world and his intent for the meeting - this was shown on the cards he had for help and reading from if needed. Vince looked at the first one quickly, and the opened his mouth loudly towards all those present.
"On behalf of the Emperor and myself as the NMK's regent and your host, I welcome and greet you not only to this meeting but the New Mushroom Kingdom as a whole. No matter how you arrived here, I hope that you have a positively enjoyable journey and have even seen a tiny slice of what this city, and country is like as a whole. Among all those here, there are many differences but also many similarities. Meanwhile, time continues to pass and the world, especially in politics. Alliances and the power blocs they form ebb and flow, as do the nations within them. However, even the largest power blocs do not fully encompass the world's great variety of nations. There are always those who take the third path, be it because they want to because the alliances of the day have strong disagreements with national policy and goals. Going it comparatively alone is not an easy path, but it's one we've all taken. But the lack of alliances does not mean lack of relationships - in fact, it means the opposite. It is my hope that we use today and any future events as a platform to learn about each other, and together we build relationships and knowledge between and of each other. Even if you, I, or we have no formal results, we can use the understanding and friendliness to aim for a better, peaceful world without the need for expansive power blocs."
He left a pause between the speech and him getting down to business. Then he concluded his talk by saying "Now, I officially declare this meeting to be open. While I am willing to talk to anyone, I'd prefer you leave any formal business for my soon-to-arrive foreign affairs minister so I can focus on being your host." and then walking away from the lit up spot, which soon dimmed as he left the room. Then all the lights turned back on, and Vince was walking back into the area where everyone else was, ready to talk.
