The Ministry of State was located in two adjacent buildings in the administrative center of Citadel Excalbia, just blocks away from the domed Senate building, the massive Imperial Palace and the imposing Ministry of Defence. The older of the two buildings, known as Old State, was an Art Nouveau confection with a facade full of figures, busts and intricate reliefs. It was here that foreign diplomats were received and were the state reception rooms and the Minister’s offices were maintained. Most diplomats, however, were ushered through the Old State lobby to numerous meeting rooms in the adjacent glass and steel New State building.
So it was that when Ambassador Šarrukitni arrived for his meeting, he was received at the main entrance to Old State, where uniformed guards saluted and a junior diplomat led him through the main hall with its towering figures of Commerce, Justice, Peace and Knowledge. They continue down a long two-story hallway with a display of flags representing the nations having diplomatic relations with the Holy Empire and, finally, into New State. A short elevator ride delivered them to the spacious office of Ambassador Shannon Hunt, the recently appointed Director of Snefaldian Affairs in the Ministry.
Ambassador Hunt was tall - by international standards, if not by Excalbian - and slender with shoulder-length brown hair. She wore a well-tailored pale red suit and square-framed, steel-rimmed glasses. “Ambassador Šarrukitni,” she said making a slight bow before extending her hand. “Please, have a seat.” She gestured to a sofa at one end of her office. She took a seat opposite the sofa in low armchair.
After an assistant delivered refreshments, Hunt leaned back and crossed her legs. “It’s a pleasure to finally meet you, Your Excellency. I remember reports of your efforts during the Epheron Crisis. Snefaldia’s assistance was greatly appreciated at that time; your country has long been respected as bastion of order and stability.” She let out a small sigh. “Now, it seems that Snefaldia is back in the limelight under somewhat different circumstances.”

We also regret that basic freedoms seem to be rather limited.” The Ambassador paused to see if the Minister would correct him in any of his basic summary of recent history. “And, most recently, I understand that several Caldan journalists were detained and a Caldan diplomat subject to some rough handling.”

'As for Snefaldia,' Clarke said, 'the situation has calmed somewhat. Our government is still dedicated to engaging with the Snefaldians. It is a major Western Atlantic country and not one we can simply ignore or ostracise. Still...still, it is troubling.'

Hunt examined the neatly typed document on Ministry letterhead, then handed it to Ambassador Šarrukitni. “And,” she began, “speaking of diplomatic visits, the Emperor, on the advice of the Chancellor and Minister of State, has named a new Ambassador to Sargedain: Sir Derek Kunle.”
“Sir Derek,” she continued, leaning back into her chair, “is a former Lord Admiral, Chief of Imperial Naval Operations, Chief of the General Staff and Minister of Defence. We hope that your government will find him a man they work with. It might be possible to dispatch him to his post in conjunction with a high-level visit. We are working, as you know, to restore old relationships. Perhaps, the Minister of State might be suitable visitor. We have also discussed the possibility of sending our current Chief of Imperial Naval Operations, Lord Admiral Ricards Turlais, as part of any delegation to discuss the prospect of an exchange of officers; in the past we’ve found that such exchanges have been… illuminating for both parties.”

Snefaldia is a bulwark against the spread of communist and anarchist ideologies to the rest of the region; indeed, we share a border with two of the most consequential socialist powers in the entire Western Atlantic. The importance of Excalbia in ensuring the continuation of peaceful, democratic government in the region cannot be understated."

‘What?’ Élisabeth texted back. She brushed aside the strands of brown hair which were caught on her cheek and on her lip.
‘What if he murders you? Or rapes you? We hardly know anything about him, after all.’
Élisabeth stifled a yawn, and rolled her eyes. ‘He’s not going to murder me. He’s the prince’s cousin.’ Pénélope was the kind of girl who thought she was going to get murdered every time she went on a date. Besides, she had looked him up on the internet while they drove to the airport. ‘But if something does happen, I want you to show this to the police as evidence. I did not consent.’
‘That’s not funny, Élisabeth!’
She locked her phone and stuffed it into her purse, with her brush, wallet, credit cards, makeup, then shifted, leaned forward and slid it back under her airline seat. Her very palely freckled and vacation-browned breasts went white farther within the bodice of her dress; her hair showed it had gone dark-honey colour in the cabin light.
‘Huh?’ This time Élisabeth yawned in full with a shiver of all her frame. ‘Yes, please,’ she replied, nodding vigorously. ‘Champagne would be nice.’ She flashed one of her exquisite smiles for Tariq and the stewardess.

On behalf of the Snefaldian government allow me to express my pleasure at the appoint of Sir Derek Kunle as Excalbian Ambassador to Snefaldia. Although his predecessor was much admired, we look forward to working with Sir Derek and await the presentation of his credentials.
I am also pleased to inform you of the recent decision of the Snefaldian Supreme Council to pursue further discussions with your government regarding the visit proposed by Ambassador Hunt, which she indicated might be composed of yourself as Minister of State, Lord Admiral Richard Turlais, and other individuals not yet named. Ambassador Hunt directly mentioned the concept of an officer exchange between Snefaldia and Excalbia; while the Supreme Council has not yet taken up formal discussion of this topic, the prospect is not unwanted, and we would propose that any such programme be discussed during the aforementioned visit. It is also our intention, should it be amenable, to begin preparatory discussions for future trade and cultural agreements between our two powers at the time of said visit, owing of course to the acquiescence of your government and time permitting.
You may find enclosed a draft calendar, proposed dates, and a statement of principle for the topics my government hopes will be discussed for the aforementioned visit. It is my fervent hope that with this trip we will begin a new period in the relationship between the States-Federation and the Holy Empire, deepening the connections between our nations on a win-win basis, and initiating a new era of great-power relations in the Western Atlantic.
