Colonial Empires are welcome but if they simply are cruel, tyrannical, and genocide the people in the lands they colonized, or are unnecessary harsh or brutal in quelling rebellions, then they can be punished with sanctions, reduced privileges, or even threats of being kicked out or of military invasion by the alliance. Yes! and members must be approved by the President, Deputy President, Prime Minister, or Deputy Prime Minister.
Deian, I know you well and am a Monarchy, can I ask you to join?
Yes, but only if we were on good terms last we met, and I believe we were. My friends are welcome to ask to join. Friends of friends are also welcome to ask, but I'll check with those friends first and ask for credentials. Afterwards, I'll provide the application which will be put up and enforced as of tomorrow, so if I let you join, unless I say otherwise, you'll need to wait until tomorrow to apply and join.
So is this the EU, NATO, or what?
This is NATO and the EU if the EU had individual sister alliances you could join and leave at any time and if you had full fiscal control, full diplomatic and economic independence, no forced migration, or no laws forcing you to comply. Instead everything is optional even if you join the health community for example, if there is a law you dislike, you can negotiate or trigger article 66 to leave the health community specifically. Also the Minister of Healthcare is responsible for innovations on both public and private healthcare, therefore you do not need public healthcare to be represented if you so wish. However if a nation has a health crisis, the Healthcare Minister can declare it a major healthcare crisis and encourage-but not force-member nations of the community to donate. He cannot pressure them politically though through taking away other stuff. Everything is their choice.
All nations do have equal representation but no nation is expected to take care of them economically unless they wish to do so, and everything is optional to join or do.
The only official requirement is to follow article 50, if a member nation is threatened by a nation attacking it through military force, all member states are to declare war on the attacker, if the nation triggers article 51. This cannot be used for proxy conflicts, or for offensive wars, only defensive ones.
Article 69 allows you to leave the Alliance at any given time.
Can we run for multiple positions in elections?
For now, yes!
However after gaining more than 15 members, we will be unable to, and the Prime Minister will appoint people to those posts. Deputies don't need to be filled, and are actually appointed by the acting Official.

And here's a request for support in a conflict if you are not a member. You need not be a monarchy but grant us concessions or give us good reason to join the conflict.
Examples:
Join the BTO after the conflict, grant us a large favorable trade deal, buy weapons from us exclusively, pay us tribute in exchange, give us access to specific resources in large quantities, propose an extensive partnership, be fighting an ideological foe(I.E.
