League of Imperial Nations Alliance Summit

Tregar Niitoa greeted the delegations of nations that had arrived to the Fascist Empire of Torek capital of Warrag. Niitoa wore a tuxedo that consisted of a dark red shirt, black bow tie, black slacks, and a black blazer. On his lapel was a pin with the flag of the Empire. Niitoa led the delegations of the nations that were participating in the first League of Imperial Nations Alliance Summit, LINAS, to a large hallway in the palace. On either side of the group were large pillars made of marble supporting the ceiling that had a large mural of the many gods of Torek. Jupiter was on his throne with Mars and Minerva standing on either side of him. In front of the pillars were statues of emperors past.

“This is the Hall of Emperors.” Niitoa informed the group. The company stopped at a large set of stairs that led to an empty throne. The throne was made of granite and had gold plated arms. A small unit of about ten soldiers that were brilliantly decorated stood in front of the steps.

“Wad tur tele Imperator Griaeusne?” Niitoa asked the unit commander in the Torexian Creed, the official language of the Empire.

“ Ubi sum.” A voice said behind them. They turned around to see a young man in his twenties. He wore a black and white military dress uniform decorated with medals and numerous rank insignia.

“Emperor Griaeus, here is the delegation of nations.” Niitoa informed is emperor.

“Welcome to the Fascist Empire of Torek. I am Marcus Griaeus, Emperor of this land. I hope that this Summit will be beneficial to all nations.” Griaeus said.

Griaeus led the group to a balcony and saw that thousand of people were cheering and dancing. “My people have not been this happy since the Fascist Revolution.”

Suddenly thousands of troops filled the square. There was a banner in front of the procession that had Legio XXI on it. The soldiers marched in perfect unison. After the demonstration, the National Anthem of Torek was played by a military band. They watched as the flag of the Empire was hoisted on a flag pole in front of the balcony. Then the national anthem of all the delegations present was played as its flag was hoisted on flag poles on either side of the Torek flag. Then the Torexian emperor led the group to a room filled with chairs surrounding a long oval table. The delegates sat and then Emperor Griaeus began to make a speech.

“My friends, allies, and noble leaders, we are gathered here today to discuss matters of importance to the well being of the Alliance. I suggest that we start with Alliance security. I propose that we create an army that is made up of soldiers of every nation represented here. The army can establish bases in every nation here for easy mobility. The army would be headed by a Supreme Commander that we appoint in a unanimous vote of full member nations only. The Commander will be responsible for recruiting in the various nations, and be in charge of battle field strategy in the alliance. Each nation will be required to supply 500 million dollars a year for maintenance and wages. The treaty would create the Army of the League of Imperial Nations, ALINA. This army would be made up of 6 legions and consist of 500,000 international troops. ALINA would be able to respond to international incidents as they appear. The Supreme Commander will give a report every 6 months to the League at the new League Summit Meetings, LSM. The Commander will report on the status of the present war, the financial status of ALINA and give a list of needed material to the LSM. The LSM will then approve/ disapprove of ALINAs plans and needs. The LSM will need to unanimously vote on these issues.
Also friends, I suggest that we build a LSM complex in a neutral part of Manchia Haruspex, since he is the founder to the League, I deem this appropriate. The complex will be designed by the founding nation, while all full member nations supply needed supplies and labor to the construction of this complex. I think that the Fascist Empire of Torek can supply a temporary LSM complex at the old Imperial Palace, which is near the Embassies on Glory Road in our capital, Warrag.”

0400 Haruspex Territory

The weather as usual was dismal within the Haru mainlands, rain and smog mixed as one, the hellish orange light of the rising sun met the polluted sky and transformed it into red lit heavens. One merely had to look upwards to see Themnzji's anger, the Haru god of war skirted his wrath above them all.

With every crackle of lightening, it was said to be the war gods mighty axe sweeping across the battles beyond mortality. Every thunder fall, a warrior had fallen. What the western idealists would term angels, slewn in great warfare neverending. Every Haru believed when they died they to would join this battle, and forever would war stain their hearts and face.

Peering out of the slitted window of an armored staff car, Katsuya Valk Zun reflected upon the outside world and the problems of the here and now. With twin flags fluttering at the front of the vehicle, each held a triangle emblem and a dark black circle of which it stood outwards upon.

The flag of the Haruspex is to portray what has happened and what will happen. The red shows the blood of the Haru that died protecting the Imperium. The black arrows and outline mean death of enemies that will spread like a plague. And the white outlines show the Haru spirit and honor. Another meaning for the white colors outlining the black arrows mean that the Haru are responsible for their enemies's death. This of course was often the contention of the Renor Vlos versus the creators of the banner, under direction of the late Emperor Hak'Arn of House Renor Elemmiire.

Ahead of the Vice-Lord's vehicle, her destination became apparent. The airfields of Ust Vlos, near the city of Hades. A waiting transport, a Ka-60 helicopter just begining it's preflight. About it, his escorts. A total of four consisting of Mil-24 Mk4 Superhinds, and a pair of Mil-28 Havok gunships. It was standard procedure in this day and age, another Ka-60 would also be following, carrying an honour guard with. Until the word was given to go, the yellow light would not come. Yellow in Haru is equivelent to green for anyone else. Waiting for the diplomatic responses of two very important entities.

It had been some time since last she had travelled beyond the Fatherlands, and into foreign territory. A member of the Foreign Services Ministry, it had been her who had organized the wards and districts into proper order to host other national embassy's so that the Fatherlands would come into international play. As such, she'd been rewarded with the placement of Vice-Lord and Director of the Foreign Services Ministry.

1600 Hours, Torek Aerospace

With a slow patrol about the exterior of the airbase, with gunships hovering, the two Ka-60 transports landed upon tarmac. Gunships then did likewise, foming a phalax about their protected transports. The honour guard from the secondary Ka-60 emerged and took up positions about the first, lead, by rank of Prata-Khan opened the transport helicopters rear right door and out stepped first the House Vlos Zun commandos marked by the Horus 2nd Legion patch, followed by Katsuya.

The air was still mixed with ash and charr, much like the first time many of them present could remember. Taking the cue to be bold, Katsuya motioned to second, a Prince of the Emperor's bloodline, Fas'ri Valk Zun, and they strode forward, towards a waiting automobile that would take them and a few of the bodyguards to the summit meeting.

The landscape reminded her somewhat of the Fatherlands, though not as clustered together. The population difference was already apparent, and they'd been on the road without stopping. The native tongue of the Haruspex was gutteral and somewhat off putting, it made one's tongue slither about the pronounciations. His comment was reflected towards the landscape, The Fatherlands had been through three industrial revolutions to get where it was current, each taking a further toll upon the lands, to transform their home nation into the " Black Lands " as it was sometimes referred to by their neighbors.

1700 Hours Summit Area

Katsuya grumped, she'd hoped for clandestine, but with every passing moment in life, a curve ball came and struck her out before she got to used to everything around her. A glance towards her second, Fas'riwho merely took the nod for what it was worth and he to stepped forward. Together they observed the military parade alongside others of their respective nations. Their bodyguards who had come as well, were actually high ranking military officials from two main houses within the Fatherland's, and as such were also watching.

The masks and airtubed Haru looking across what distance there was to those of the spit and polished marching guard of the Monarch, When they didnt wear their devices, the Haru tribal tattooing could be seen. They refered to others as " Hu Ehg ", quite literally meaning No Ink. They had a reputation in their own region, and one that was growing beyond it. The Haru were of an Imperial government, but one that kept alive mythology and mysticism, routing it through their customs and people into a strong weave of society and culture. They were a non-english speaking people, and over all came across as very odd to most.

The call for a military force taken in stride. Katsuya commented on such as settling down uponst a seat, taking a moment to get comfortable before proceeding.This is an interesting setup, and we will support such an endeavor. We have several elite House legions that could be dispersed towards this arrangement, as well as multiple areas that could be considered neutral, such as our Kaldana territory. There is however a cautionary note, while the League Summit Meetings can dictate a bit of the issues at hand, it cannot exclude the Advisory Council. I propose that ideas during the LSM be directed towards the Advisory Council and thus approved from there.

A small, black jet touched down in Warrag. It was notably not a military aircraft, and its only markings were three barbed fangs, encircled by a dragon biting its own tail, the clan emblem of the Batorys and therefore the symbol of their empire. Though it was common for important national figures to disembark aircraft the old way, right onto the tarmac, the imperial jet taxied to a gate instead, its passenger apparently declining the photo-op moment to avoid the bright sunlight.

Thin, elegant fingers with black lacquered nails smoothed a green dress while their owner contemplated the meeting ahead of her. Empress Vereba had dressed formally... in imperial styles... so she was unsure of what other heads of state would make of her appearance. But then, a Batory, and especially the matriarch of the clan, should always dress as she pleased, and hence she had selected the near black green garment that bared much of her left leg, all of her shoulders and both arms, and even her right breast, exposing myriad ritual tattoos, one of which snaked all the way up to her neck, and a piercing. She had not worn makeup, but then, even at her age, she needed none. Her ears contained more rings, and a silver chain that snaked down from one ring to below the fabric. Her long, raven black hair that matched her eyes (which were also black) and contrasted with her ghostly skin was done in the very tall ponytail typical of the imperial house. An odd juxtaposition with her overall elegant look was the scabbard strapped to her back, holding a single edged sword with a worn leather grid. It was a reminder that Batorys were warriors, and that she was fully capable of and had no qualms with killing.

Some said the Batorys were arrogant, and Vereba contemplated this. She didn't want to come off that way, but it was true that she wasn't impressed by much. Of course, the vampiress hadn't seen much of Torek, so at this point it was still unfair to compare it to the Empire. It was important to her never to take her homeland for granted. Usually she sent emissaries so that she herself wouldn't need to leave it, as she missed the western mountains and the eastern plains, and even the northern tundra. Often, even today, traveling around the Batory Empire felt more like visiting several different nations than one. Heads of state had been specified in the invitation, and it wouldn't do to give allies reason for insult.

It didn't take as long as she'd expected to reach the palace. Vereba found it somewhat impressive, considering how new it was (the Palace in Sarkanotthon was over a thousand years old, and the fortress in Istengrad that the Batorys had ruled from previously was far older still).

With the group, finally, Vereba introduced herself, in husky silken tones, her notable accent proving no obstacle to clarity, instead merely ornamentation on the sinful sound of her voice. This was all she said for quite a long time, as the summit's hosts seemed to have much to say. Vereba usually didn't care for Fascists, as in her experience they tended to be prudes and frown on the Batorys' matriarchal political system as well as their polyandry, but the Torex certainly seemed polite. The crowds made her a bit uncomfortable, as while she was pleased that they seemed to be happy, rather than angry, were they really so gleeful over the alliance? Most of the Empress' discomfort was probably due to the fact that she'd never actually been that comfortable around huge gatherings of people, despite having the fabled Batory charisma. She didn't let it show much, not wanting to be seen as weak.

It appeared that Torek was quite a bit more militaristic than the Batory Empire, but that was to be expected, as the Batorys were not what one would usually call Fascist. The Empress was relieved when they retired to a conference room, and gracefully sat down. Hearing Griaeus' proposal to create an alliance-wide military force, she thought for a moment, first listening to what Vice-Lord Katsuya Valk Zun of the Haruspex had to say on the matter, though distracting and licentious thoughts sometimes threatened to intrude into her mind, normally welcome but at the moment not productive.

After waiting for her to finish, Vereba finally spoke up. "It is an interesting proposal, and one that has merit. However, we would agree with our Haru colleague that it should probably be brought before the Advisory Council." She paused before continuing. "There are a number of complexities that would need sorting out. For example, what would the force's command structure be? We rule different states and our militaries doubtless have a variety of different organizational and rank structures that may or may not directly correspond with each other. Overall command also might be something that proves troublesome, as many governments might be reluctant to place their troops under the command of foreigners, though I'm sure some agreement could be reached eventually. Or at least I should hope so."

It was a calm day and the sun's light beat down on earth like water bouncing off rocks. It was simply majestic as it seemed to purife the waters soul and make it holy. A imperal steam airship was nearing its destination, the summit. Its motor roared with the might of a great lion, and the diplomat on the ship, one Edgar Fifmen, head of international relations, was sitting nervously as he usally did. While he was briliant in diplomacy he was quite like his king, timid and quite. He lent over to the other passenger, a private, to protect the pilot. Then he asked,

"When did the pilot say we would be arriving agian, im quite nervous about this, so many nations and diplomats, perhaps I should just try and be quite." He said fidgeting in his seat, finally the pilot said,

"Ok well it looks like we are entering our final approch, hang on for all your worth." he said as the plane started to down to the runway.

The emperor's own jet touchs down on the summit meeting area, The emperor himself steps out of the jet. He is wearing a tradtional suit of orcoan armor that his father and grandfather before wore to things like this. His face filled with scars of past battles and wars, his eyes grey and wise he looks around to see where his seat is

"An alliance of empires with a security force,” Rey(king or emperor) John IV of the Land of Ithany thought to himself. “It's an idea desired by the a large portion of the reyal family. With a group of nations to protect each other, the burden of protecting Ithany would be lessened on the citizens and would develop the military into a small, full-time and elite force. Well, elite-r.”

Rey John IV was newly elected after his great uncle, Rey John III, passed on just months before this meeting. This was the first international gathering he attended as the Rey. He had been brought up as a possible heir, so he was not new to international politics. His short, brown hair was militarily cropped like the good soldier he was and he wore his jet-black military uniform with it's shined brass. It lacked the voluminous number of medals he had earned in the mobile infantry. He stopped wearing them when he started wearing the rey's gold star & crest on his shoulders. His hazel eyes with their rainbow of colors caught observers' eyes over the spit shine. He was strong, attractive and enterprising. Most of all, bold and valiant youth was in him and that's was why he was elected.

The citizens wanted more from their leader than security. They wanted campaign—to conquer strange and new lands and enrich the republic. What they didn't want was to be entangled with foreign powers. Having fought over and kept their freedom for 234 years, the citizens would keep it for the rest of his life, he guaranteed it.

When Rey John signaled that he wished to speak and Emperor Griaeus acknowledged him, he rose to speak.

“Greetings, nations, I am John the Fourth and, by the Grace of Jesus Christ, the Rey of Ithany.

Emperor Gritaeus, your progressive proposal is way ahead of the ideas I thought this summit would bring up. I must, for the sake of Ithany, decline. Ithany's military is one where recruitment into an allied army would be contradictory. As a former soldier in the National Service, I can say for any of its members that dieing for any other reason than the advancement of Ithany would be vain and repulsive, as they have always held an imperial mindset. They will always continue such traditions. I can also say the structure of the army could be changed for better coordination of our forces in a possible joint venture with the ALINA, as the most cherished of all traditions is to follow the Rey's orders. So, Ithany will not join this security force, but I do desire it to have associate member status in the League.

Instead of an international army that takes away from national reserves, I suggest cooperating as partners in mutual support. I propose that all League members first standardize military terminology, procedures and technology before acting together as a single, unified force. Meanwhile, they can still defend each other as separate but allied. I have personally taken part in the unification of the Sertaxan military with Ithany's National Service when Sertaxas joined the federation as a state. It was an arduous process, but it was not prolonged. If given the choice, soldiers would choose enhanced command structure to ensue the future of their nation."

The Imperator had listened to all of this, before standing and signalling his desire to speak. After he received permission, he began to talk. 'My fellow leaders, I must state my support of the reason that the good Rey pointed out. Right now, there are no common grounds in tactics, experience or even organisation between the militaries of our nations. Equipment may be a exception but only a small one, given that I believe that some of our nations have indulged in arms sales.' His head drooped and his voice quieted, only for a moment, before he carried on. 'Futhermore, no Vetokite would ever join a military force that existed for any purpose but the freeing of our human brethren across the world.' He sat down, his ageing bones protesting briefly.

Field Marshall Reinhart stepped into the antroom and clicked jackbooted heels together smartly. The man was just under forty years of age and slim of figure in an athletic sense. He bore numerous medals, most of them from the days when D'haron had been seen briefly in the Eastern Bloc Wars. With formality out of the way, he handed a data-pad to a seated individual before him. " Herr Chanecellor, we have recieved invitation to a summit of the League."

The data-pad was from an old friend. A brief moment spent considering before a glance paid the man ever so rigid in stance before his desk. " Very well, arrange transport, we are headed to the lands of the Torek people. " Slow rise from the chair, tucking in the sharply fitting uniform, of the same hue and colouring as that of his counterpart Reinhart. An aide stepped up, assisting in the placement of a heavy fur lined jacket over shoulders before he himself buttoned it up, fetching his gloves from atop the desk as doing so. It was another balmy thirty degrees within The Republic of Ser Di Haruk.

Allowing the decorated officer a dip of head and to lead the way. Great oak doors trimmed with silver opened outwards and lining the walls, soldiers of the Republic stood stock still, weapons in arched salute as the heads of the Republic passed by. They would head to the aerodome of the Imperial Fortress and enter into one of the small lobby areas as their destination was that of the zepplin Tipitiz. From there, would begin the voyage to the The Fascist Empire of Torek and the summit meeting. Of course there were other, faster ways to get there, but with the meeting known well in advance, a more civilized mode of transportation could be afforded.

As the war machine of the nation hummed, it could be seen everywhere out the windows of the zepplin. While Reinhart spoke of details for this and that, Von Jagher only half listened. Below and upon the by ways and high ways, the military arm of the Republic was moving towards a serious rise in mobilization and general output of services as a consequence.

The land sped by below, patched by seas and clouds. Eventually the great girth of the zepplin Tipitiz came upon the lands of the Torek people. It's great dull silver hued cigar shape stretched across the sky, even as the great craft began to lower. Powerful motors pushing the air through ducts to further facilitate the lowering, as well as being assisted by the great tethers. With aid of the bridge crew's navigational skills, soon enough the Chancellor Von Jagher and Field Marshall Reinhart were upon the ground. A few aides had followed, all of which were military officers of high rank.

Entering into the conference room, Von Jagher commented lightly before offering a polite nod of acknowledgement to many within the room, prior to taking a seat. " Pardon our late arrival. I just caught the tail wind of the conversation, and I must confess that the Republic is against the idea of forming a League military. " Pausing as he was settling into seat, then continued. " It's much to early for us to think this far ahead, although the ground work for such could be arranged. However such is still a long ways off, as many of us do not know the other. A basis of trust thus must be first established."

“I cannot but agree with the Chancellor von Jagher,” said the Tagmatine delegate, Vice-Chancellor Philip Commenus. “I feel that our nations have not known each other long enough to really commit to such an act at the moment, although the idea of a joint military force is something that I don’t imagine Tagmatium will entirely reject.”

Unlike most of those in the room, the Vice-Chancellor wasn’t wearing a military uniform or even an archaic suit of armour, but a plain, if expensive, business suit. He did come from one of the military aristocratic families of the Greater Holy Empire, but he had not served in the armed forces himself. The displays of medals and the swaggering military manner of many of the delegates was something that the Vice-Chancellor regarded with a hint of scorn. After all, these were barbarian nations compared to the Greater Holy Empire. The delegates, like most barbarians, prided themselves on their boasts and their love of medals. It would wait to be seen whether they had earned these medals, or like many tin pot dictators out there, just awarded them to themselves.

“I must respectfully disagree with both Rey John and the Imperator of Vetok – such a sweeping change to our nations’ militaries at this time is not something that I would ever be able to agree to and, in all likelihood, ever agree to. At this point in time, the Imperial Government is too unsure about the abilities of every other nation here, bar Machina Haruspex, as we have had political contact before. Even then, the Imperator of Vetok makes it sounds as if it is nothing more than a business venture. One that can only benefit those within this League who produce armaments.”

If nothing else, the High Command of the Tagmatine armed forces would be apoplectic with rage if they ever heard of such a thing. The idea of changing the military traditions and structure to that of some semi-civilised nation would never go down that well. Any such sweeping changes would be resisted, and considering the Greater Holy Empire’s history of military coups, it could even result in a confrontation. It had been remarked that before cricket was introduced, the national sport of Tagmatium was coup and civil war.

“On top of that, any large re-structuring would undoubtedly have an impact on the morale and fighting ability of the Greater Holy Empire’s armed forces. I’m afraid I shall have to, on behalf of the Imperial Government, entirely reject any proposals that try to change the nature of Tagmatium as a gross breach of sovereignty.”

The Vice-Chancellor shuffled a sheaf of papers before him, organising his thoughts. At the moment, Commenus feared that he’d sounded too much like a nay-sayer, shooting down anything that had been put before this meeting of the League. However, at the moment, most of the proposals went much further than the Greater Holy Empire would be comfortable with going at this time.

Vetok looked at the Vice-Chancellor, 'Forgive me sir, but you appear to labouring under a misapprehension. I was stating my own opposition to the idea, and merely commentating that some of our nations may have some compatibility in equipment, which I did point out as a minor exception.' He turned back to his papers and reached for the water carafe in front of him as one of his confessional aides passed him a tablet for his heart condition.

Vereba paid special attention to the man, who like herself, was not dressed in a military uniform. The Batory liked that he appeared to share her conviction that this was a political meeting, not the war room, and so dress accordingly, and snappily. She'd have to speak with him privately later... perhaps very late. Stop getting distracted, this trip is for state reasons, not for a vacation! she thought to herself, turning her attention back to the matters before them.

"As I said earlier, and to which I'm sure my colleague Commenus from Tagmatium would agree," the Empress said, the moroii hiss giving her husky voice a bit of an edge, "The formation of an alliance-wide, unified military force is an interesting idea, but one that can't be decided upon as if we're merely deciding what kind of stationary to use for official business. Many of the nations we represent have their own distinct military traditions that go back a long time, centuries or in the case of nations like my own, millenia. Often this means that we have vastly different ways of doing things, which, while often perfectly effective on their own, are incompatible with each other. Then there is the problem of differences in training and organization, as well as rank. Imperial soldiers are probably trained differently in some ways than many others, who in turn have their own differences. This could cause problems when trying to form them all into one cohesive military force. Our organization of forces is also probably somewhat different. Many of our nations' ranking systems don't necessarily correlate at all with each other. Some of us might have ranks in our military for which there are no real equivalents in allied militaries." Some might find the Batorys' ranks and organization rather archaic, she knew, but it worked, and had worked for a long time. "The formation of a large international military force might require the complete reorganization of many of our armed services, something individual nations might resent. And then of course, there is another question. On what lines would the reorganization be? Nations who had to make the most changes might feel resentful towards nations who had to make the fewest or no changes. It wouldn't be good for morale."

Pausing, she then continued. "I don't mean to suggest that we shouldn't be promoting increased military cooperation between our nations. Quite the contrary, I'm sure there are many ways in which we can encourage greater cohesion. However, this step is much too drastic for at least the Batory Empire, and it would appear for Tagmatium as well." The imposing woman nodded, indicating she was finished speaking for now.

She had nodded her head in acknowledgement to the Tagmatium representative upon his arrival, having dealt with the man before. Katsuya like more then a few here, wore a uniform as well, but it was muted. She had enough soldiers with her, they could wear the medals and campaign tiles. Her attire was of a business suit and trousers. As with all Haru of prestige and tradition, the markings upon right side of face, down neck, collarbone, and further proclaimed a life story of herself and honour to House.

Black hair straight with no curls, shoulder length, cupping a slightly tanned face, sharp nose to go with predator gaze. Long fingers formed a steeple for a moment. We support the endeavor, whenever it arises, when The League on the whole is ready for such. That will be our future stance, pardon my earlier words. I have been contacted by the Council of Nine and at this time, feels that a joint military is to soon. A pause, to let words sink in. The unified military would not be achievable, but someday, someday indeed. For this summit meeting, The Sovereign Imperium seeks defined routes and trade partners within that of The League. Such can bring our comrade nations closer, and aid in forging a bond of trust.

With her eyes upon those at this table, she briefly made a wave of hand to the Tagmatium representative Vice-Chancellor Philip Commenus. We have much history, sordid as some of it may be, but this League Summit shall enhance our dealings, which gives a postive note to the Imperium upon the workings of the League. If we can improve or better relations with a nation we knew as formerly a would be enemy, then dealings with the League should be more then possible. She of course left out the sweeping of the western half of the Occident by Haruspex military forces at the time, gobbling up large portions of land to further increase their territory, but so far they'd not crossed into Tagmatium. It would be an international upset if such occurred now. It was time for a bond to be built so as to stave of aggression.

We should not concern ourselves with war from the outside just yet, but a means to create wealth for our respective empires, new or old as they may be. A glance towards the emissary of Torek with a faint dip of head.I do not mean to supplant your voice in this affair, but perhaps the honorable Empire of Torek could benefit more at the moment by trade growth? As many others in here could as well. She slithered like a viper about the politics of the meeting, easy enough guess as to why the Imperium sent her.

Standing for the first time he spoke quitely, "Um good day to you all, however I must say that the kingdom could never accept a joint military, unless a suprem commander was elected to lead it. For an example I suggest that The King's Sole Right over the Militia Act of 1661 be considered and modifed. I also must recomend that all nations here begin to use more millita based units, as it will lighten the strain on our man power and on our budget. Finally I must recomend that a system of nobles, from each nation, the amount depending on nation population, be given places in a league parlment that we create. Leaving the subject of millitary forces to encourage trade I must recommend that we lighten tarrifs on each other and open harbours to traders and merchants of each other, for petty acts I will decline to add modifications. I must that our Machina Haruspexen friend for her suggestion and while I do not think we can disreagard outside threats, we can focus on trade. Again thank you." He finished and sat back murmering, "Women in the govenment, simply foolish."

At this the Empress could not help but laugh. It was a cruel sound. "Militia? Nobles?" Vereba remained seated, as standing might make it seem like she was trying to use her height to intimidate, but spoke anyway. "Why would we take apart our competent military to use instead ineffectual militia forces? And nobles?" She laughed, remembering what had been done to the noble leaders of the last major attempted coup. Her clan, and the Darvuls, had killed them, flaying them alive in some cases, and then eaten them. "Our standard policy when annexing new territory is to cull their nobles, and seize their property, unless we have reason to believe they can be useful."

This was true. Though the Batory Empire hadn't expanded much recently, nobles in captured areas tended to be either enslaved or killed outright. The only ones left besides the imperial house itself were various quasi-noble military families and families which ran useful industries. The bureaucracy was meritocratic. "We make appointments to government positions based on who we think can get the job done. We certainly are not going to create a whole new slew of nobles for no reason." The Grandtarian apparently didn't know that moroii had very good hearing, for Vereba sneered at him and then admonished him for his murmured comment. "You may not like women much, but you don't seem to be in much place to call anyone foolish right now. What did we join, a league or a Renaissance Faire?" She sighed.

Pausing, the Empress softened her tone somewhat. "But perhaps I am too harsh. While your proposal that we make more nobles I find ridiculous, the idea of establishing a permanent deliberative body to represent the various nations in the league does have merit. Additionally, while we would be against any mandatory or one-size-fits-all tariff reduction, we would be open to in general favoring other league nations in our trade regulations, reducing barriers where we see fit."

Commenus returned Katsuya’s wave with a slight nod of the head. Current Tagmatine policy, where the territorial expansion of Machina Haruspex was concerned, was to ignore it, at least for the moment. If nothing else, it was good to have a nation whose actions could be predicted, if not entirely trusted. Still, if she wanted to focus more on trade, then that could only benefit the Greater Holy Empire. At least it was less likely to rub people the wrong way like the subject of militaries were.

As a life-long diplomat and representative, Commenus’ poker-face was near perfect. At the moment, it was carefully blank, even though the Vice-Chancellor himself felt like breaching diplomatic decorum and knocking at least two of the other delegates’ heads together. Rarely had he seen relations take such a nose-dive within such a short time. He wondered whether this could have been due to the fact that there were few members of the diplomatic corps here, but rather the monarchs and sovereigns of several nations, and not modern monarchs, either. These people appeared to Commenus to belong more to the 19th Century than the modern era, with their swaggering ways and apparent wish to serve in the military themselves. It was… unprofessional, although the one who was currently wearing the crown for most disorderly conduct was the representative of Grandtaria, apparently a professional diplomat. A few others closely followed, but the diplomat from Grandtaria really shouldn’t have let his prejudices come to the fore in such a way. The Emperor of Orcoa, whilst apparently a man of few words, appeared to have his head screwed on properly, displaying this as he tried to calm the other envoys down.

“I must, like his majesty from Orcoa, request calm. Our nations have had little contact with each other before this day. I’d rather not have them spoiled before they have become truly established.” There was a touch of reproach in the Vice-Chancellor’s voice. “Especially since we all ought to know better than to resort to personal insults and needless criticisms. It provides a useful point, however, serving to highlight the issues we will have to face as an organisation before we could even consider founding a unified force.

“His Excellency, the head of international relations from Grandtaria, demonstrates another issue, as does her majesty, the Empress of the Batorys. Our nations all do things differently. For example, the Holy Emperor of Tagmatium would probably be considered more of a president than a true monarch by other nations, but this isn’t the case within the Greater Holy Empire, where the Holy Emperor is regarded as above all other kings and sovereigns within the region,” said Commenus. He felt slightly patronising having to speak in such simple terms, as he suspected he might well be underestimating the intelligence of those present. He reminded himself, however, that it seemed that it would have to be done, chiefly after the unseemly display between the Empress of the Batorys and the envoy of Grandtaria. He pushed on regardless.

“Similarly, it appears that Grandtaria favours hereditary positions within its government, mainly those from noble families. Other nations prefer more of a meritocratic style or, indeed, do not recognise a noble class, as apparently in the case of the Batorys and certainly in Tagmatium. In these instances, a parliament based upon nobility couldn’t be done, as we do not possess such things, or would truly wish to recognise them.

“We are here to strengthen bonds of friendship between imperial nations, not indulge in varying degrees of cultural imperialism over each other. For the moment, I think it would probably be best for us to focus on strengthening diplomatic bonds between our nations, as well as the potential for trade. At least in this manner, our nations can get a feel for each other without the suggestion of sweeping change, which has shown itself to be a very raw subject.”

"I also apologize to those I have disrupted, diplomacy is not a skill of our nation, as we have been knocking heads with sol-kar for the past several years. It is hard to develope such skills with a musket in your hand. I gained my positon through combat, at the battle of impesium ridge." He said. "However, to say I did not enjoy that war would be a lie..." He broke his tone and began simply staring off into space, his eyes glazed over.
