More than eight months have passed since the death Albrecht V and the throne still remained empty, yet the empire still moved forward.

It wasn’t really surprising though, and while it may look strange to a foreigner to have an empty throne, for the people of Valendia it was a normal situation: the Crown, the monarchy, is an institution that fulfills the role of a great arbiter of the empire, a balance between all the organizations that competed for power within the empire, and that role doesn’t stop just because an emperor dies.

Instead, with the death of an emperor, the person that assumes all the faculties and responsibilities of the Crown is the Grandmaster of the Valendia’s Knights of Peace, who acted as Regent of the Empire until a new emperor was elected.

All in all, it was an “arrangement” that everybody liked or at least accepted, to the point that some of the far left saw this opportunity to begin the first steps to turn Valendia into a republic, while some of the far right saw this as another symbol of the superiority of the Valendian Empire over the other countries of the world.

Except for one Theodor von Liebknecht, Grandmaster of the Valendia’s Knights of Peace and, until the election of a new monarch, Regent of the Empire;

Until today that’s it, for after months of deliberations a new sovereign was elected.

Better yet, it was the one he supported.

“With the 21 votes of the electors tallied, and with 13 votes on his favor, it is the will of this august body that the 33th Emperor of the Realm of Valendia will be Herr Ludwig Friedrich Maximilian von Werner-Lohengramm, Margrave of Baden, Knight Grand Cross, Judge Magistrate of The Most Honorable Order of the Knights of Peace of Valendia, by virtue of his abilities, character and ties of blood with the 31th Emperor Wilhelm III. Domine salvam fac Imperator.”

The words said by the elector chosen as the College’s secretary were far more longer and elaborate than needed to announce the results of an election, but they were important, for it signalled the end of the entire electionary process. Now, the only thing left to do was inform to elected person of his victory, a duty that fell of Theodor’s shoulders as regent of the empire; a duty he would be glad to do personally.

“As Regent of the Empire and president of his body, I will personally inform his majesty of the results of this votation” said the grandmaster to the other electors, who all nodded to the announcement “Please convey the decision of the College Prince Erich, Princess Alexandra and Duke Friedrich”

With the orders given, the electors stood up and began to leave the hall used for the deliberations for the last months, with Theodor leading them.




THE NAVAL ARSENAL
Brest, Brittany, Valendia


When Frederick von Lohengramm, Vice-Admiral of the Imperial Navy, was informed of the results of the imperial election, he was, as he has been doing in the last few months since the election began, silently brooding on his office in the military port of Brest; since he confirmed his candidacy to the throne he was forbidden by his superiors to participate in any kind of mission because “it wouldn’t do any good if you were elected and an accident happened”.

It was something that really irritated him, but as a dutiful soldier he merely accepted the order of his superiors and gritted his teeth.

However, after the call of one of the electors informing him the decision of the college, he couldn’t help but feel relieved, not that his face and posture betrayed his thoughts, because his face still looked like made out of granite.

Truthfully, Frederick accepted to compete for the throne out of a sense of duty, with the belief that only he was truly prepared to shoulder the burden of the crown. He was also prepared to accept any result though, so the fact he wasn’t elected didn’t affect him overtly much, beyond feeling a slight disappointment.

He also felt a slight wariness for the person chosen to become emperor, for he knew that Ludwig von Werner wasn’t a person who would follow the steps of Albrecht V and allow the Imperial Chancellor handle all of his responsibilities.

Feeling calm for the first time in many months, Frederick stood up and left his office, his mind already making plans to return to the sea as soon as possible.




LE MAURICE
Paris, France, Valendia


The other grand loser of the election, Prince Erich of Valendia, was having lunch with his most recent fling when he was informed of the decision of the electors through a call to his phone.

After being informed that he was, in fact, not elected, the prince hanged up, put his phone on his pocket, looked to his food and, with his ever present charming smile, said two words that pretty much summed up his current feelings:

“Well fuck”

“Erich?”

“Sorry babe, but not now. Waiter! scotch on the rocks please!”

A nearby waiter, who was there specifically to serve the prince, and their best client, immediately complied with the order and returned with a glass half-filled with an amber liquid and a cube of ice and placed it in front of the prince, who took the glass, gave it a swirl and drank it in one go while his beau looked on concerned.

“Erich, you’re scaring me. What’s going on?”

“The electors voted, and I … lost”

At the somewhat cryptic answer, Erich’s companion looked at the prince with surprise; it wasn’t exactly a secret that Erich wasn’t a strong contender for the throne, so to see him so despondent really threw her on a loop.

“Wait, I thought you weren’t interested-”

“While winning would have been nice, the throne wasn’t my main interest” replied Erich, while signaling the waiter for another scotch. “The problem is who they elected. And I lobbied for little Alexandra so much ….”

And so spend prince Erich of Valendia the rest of his afternoon: drinking expensive scotch to drown out his current tribulations, while his current girlfriend looked on worried.




TANNHAUSER TOR
Germanic District, Valkyr Imperial Capital, Valendia


Ludwig von Werner was on his office, preparing to leave after a day of work, when the Grandmaster of the Knights of Peace came, escorted by a mixed group of Valkyries and Einherjar, with one holding a sheathed sword and another one holding a small velvet cushion with an engraved metal ring with a mounted blue gem resting over it.

When he saw his superior, or more specifically what he was holding, along an escort in full ceremonial regalia, he knew the reason of their presence. Standing up, Ludwig approached the group who, with the exception of the grandmaster and the two escorts holding the sword and ring, bowed.

“By the will of the Electoral College you, Friedrich Maximilian von Werner-Lohengramm, by the virtue of your abilities, character and ties of blood with the 31th Emperor Wilhelm III, have been chosen as the 33th Emperor of Valendia. Congratulations, and please …… don’t fuck things up”

It was a crass thing to say for someone like the grandmaster, but Ludwig knew him personally, and the escort was too well trained to react to such behavior.

At the signal of Theodor, the Einherjar holding the ring approached Ludwig and offered it to him, who took it with a small nod, and placed it on the index finger of his right hand; it wasn’t an exact fit, but that could be solved in the future.

Immediately after, the Valkyrie holding the sword approached Ludwig, who like before accepted the offered item with a small nod. Unsheathing the blade halfway, the emperor-elect observed that, while old, the steel was well kept.

“There’s one last issue” said Theodor “Will you use Ludwig as your actual name?”

“No. The last thing I want is to be associated with the last emperor that used the name. “The Amorous” historians like to call him, but I like to think that “The Whoremaster” is more fitting” said Ludwig before turning around and looking through the windows to Valkyr’s skyline, reminiscing about the times he was thinking about the name he would use if he was ever elected.

“No. My name ….. my regnal name will be Frederick, Frederick the Fourth”

“We have a problem”

With those words the Imperial Chancellor of the Valendian Empire, Maximilian von Einzbern, began the impromptu meeting with his inner circle, which he called after the imperial election was concluded. However, for the 4 people invited to this meeting, there was one slight problem….

“Shouldn’t we wait for Charlotte first?” asked Louis van Éclair, the empire’s minister of defense and Maximilian closest ally.

“She will not come. We had an …. argument” Maximilian tersely replied, causing some of the people present to grimace and Louis to laugh. By virtue of being the minister of foreign affairs, Charlotte von Eisling was always invited to these little meetings, unless she disagreed with the matter to be discussed, like now.

“Then if she’s not here, why we’re meeting in the first place? she’s the one who usually deals with the imperial household, and without her input there’s no reason to talk about the new emperor beyond the ceremonial homage you must give as Chancellor” said one of the guests invited, a member of the Landsraad for the Kingdom of Wessia.

“You ought to remember that since the Dawn War my office has been progressively handling the responsibilities of the Crown. Now with a new emperor on the throne-”

“And with all of these Auditors snooping around the Landsraad, we are heading straight to a very shitty political situation.” finished for the Chancellor the minister of defense with a rueful chuckle. The main political problem of the moment were the investigations “the auditors”, a especial division within the Knights of Peace tasked with accountability, were carrying out on the Landsraad for a supposed case of misused funds.

A new emperor, an unknown quantity by all intents and purposes, simply made things much more complicated.

“The main question here is to know if Frederick IV will follow the steps of Albrecht V, no? then let’s make a little “test”: the imperial ambassador to Marimaia recently retired, so the post is vacant. Present him your candidate, and if he accepts it without issue then problem solved. But if he objects…” suggested a third person, this one a diplomat who worked at the ministry of foreign affairs, yet one whose loyalties were to the Chancellor than his direct superior.

The Chancellor made no comment about the suggestion, though for the people present it was a sign that Maximilian was seriously considering the proposal.

“Be careful around him Max” warned Louis, his entire posture serious for the first time “I’ve been able to meet our new emperor a couple of times, and if you expect him to bow backwards like Albrecht, you’ll regret it soon or later…”

“Well, let us hope His Majesty Frederick IV follows his uncle’s legacy then?” said the last guest, who had remained silent until now.






KAISERPFALZ

Regrettably for the little cabal meeting in the Schloss Palatinus, Frederick IV had no intention to follow the legacy of his uncle, the emperor Albrecht V.

“... while your services to the empire in the last 30 years as Chief of Staff of the Imperial Household have been invaluable, it is our desire to begin our reign with a blank slate, so to speak. Therefore, we must request you to hand out your resignation.”

The moment Frederick IV entered the imperial palace he began to immediately institute changes, beginning with the personnel of the Imperial Household, replacing them with people he could trust, or at least people he knew could be trusted; belonging to the Knights of Peace gave him a lot of resources he could now readily use as emperor.

It was for this reason that he was on the office that belonged to the emperor (“his office now”), with his sister Jeanne sitting to the side with a laptop of her lap, acting as his ad-hoc Chief of Staff/secretary until a suitable person is found, though he wouldn’t be surprised if she decides to take the office for herself, considering her eclectic nature.

The person across the emperor, on the other side of the large oak desk, was the perfect image of professionalism (straight back, immaculate 3-piece suit and perfectly groomed moustache), but marred by the resignation that could be clearly seen on his face, like he was awaiting for this moment.

“Understood Your Majesty. May I suggest possible replacement for my position?”

“Of course, we will expect a list with candidates for the position. We have to comment though, that you do not seem surprised with our decision, Mr. Meyer” said the emperor, prompting Jeanne to look up from the laptop’s screen due her interest of the now former Chief of Staff.

“When the Electoral college convened, I had little else to do beyond pack up the belongings of his late Majesty, because my duties were taken by the staff of Grandmaster Liebknecht, so I looked up to the candidates. And when I looked for information about His Majesty, I knew then that you wouldn’t accept how things were done under His Majesty the emperor Albrecht” replied Meyer as honestly as possible, knowing that the time to play politics was over.

“I see. Then, if there’s no further business, you may feel free to leave Mr. Meyer”

Nodding at the dismissal, the former chief of staff stood up, bowed towards the emperor and left the room.

“Quite interesting fellow, isn’t it?” asked Jeanne after Meyer left.

“And one that has more than one master; for the information that I found he was given the position on the recommendation of Alise Leveilleur. Another mark I suppose, to the long list of rumors that surround that woman and Albrecht V” said Frederick with annoyance while reading a document from the pile set on a corner of his desk.

Making changes to the Imperial Household would take some time.

“Then, are you going to name one of the people he suggests as Chief of Staff?”

“No, I just asked out of courtesy’s sake. I’ll just ask mom for some recommendations, or ask some of my former subordinates with administrative skills to take the post. So until then, I hope you don’t mind holding the position, unless you’re interested to become my Chief of Staff on a more permanent basis?” asked Frederick, while placing his signature on the document he was reading.

For her part, Jeanne answered with a coy smile and continued with her work.

Even before the black sedan that was transporting him crossed through the main gates of the Kaiserpfalz, Maximilian von Einzbern was getting the idea that things with the new emperor were going to be very different: for one, all the media posted outside the gate awaiting to take an image of the first meeting of emperor Frederick IV and the Imperial Chancellor of Valendia, which meant that this would be a private reunion.

The second hint of the changes was a less obvious one, but one that had a deep significance for the people who knew its symbolism: from the flagpoles placed on the upper story of the palace’s main facade not only the flags of the empire and the royal household were waving in the wind, but also a flag bearing the crest of the Knights of Peace, which was a signal of how thing would play out during Frederick's reign.

His entrance to the palace’s foyer, used for more private visits, pretty much cemented the feeling that things were changing; it were small changes though, the type that someone who rarely visited the palace wouldn’t notice, but he noticed, by virtue of his weekly visits to the palace during the reign of Albrecht V.

There was one undeniable change though: the heightened security. Valkyries and Einherjar were everywhere, either standing at guard with their ceremonial uniforms or moving back and fro fulfilling this or that task.

It didn’t bode well for his pretensions though.

And the person who came to greet him made things worse.

“How do you do Chancellor”

“Ugh”

The woman that stood across him was one of the last people he wanted to meet on this day, for the simple reason that she was too much of a wild card to predict and make plans around. However, her presence here in the palace was to be expected….

After all this woman, Jeanne Josseline von Werner, was the sister of the emperor of Valendia.

“Hmmm? are you alright, Chancellor?”

“*cough* yes, don’t worry. May I inquire what are you doing here, Lady Jeanne?”

“Oh, didn’t you know? I’m the temporary Chief of Staff of the Imperial Household, until a more suitable person is found”

Maximilian had to hold back a grimace when he heard the answer to his question; even though he had people loyal to him within the palace, none of them told him that there was a new Chief of Staff, which means that they either weren’t loyal to him anymore …. or something worse.

“Follow me please. His Majesty is waiting on his private study”

The path they took was well known by Maximilian, yet he still followed Jeanne’s lead. The scene he saw on the foyer repeated itself on the hallways they walked through, with Valkyries and Einherjar moving around and little changes that definitively indicated that the palace had a new inhabitant.

When they arrived to the emperor’s private study, the Chancellor observed that the place remained almost the same, except for a pair of bookshelves filled with books on history and law. Frederick IV was standing before the oak desk, waiting for him.

“Your Majesty” said Maximilian after bowing, as custom dictated, while the door closed behind him.

“We thank you for coming Chancellor. Please, take a seat”

Maximilian awaited for the emperor to take his own seat behind the desk, before taking the seat offered. As Head of Government he was bound to show deference to the emperor, even if he was loathe to show respect to what amounted to an unknown to him.

“We were awaiting you visit for some time Chancellor. It is our understanding that you held weekly meetings with our antecesor, and there’s issues that have been awaiting for our Imperial Assent for some time”

For the second time since he entered the Kaiserpfalz, Maximilian had to hold back a grimace; he couldn’t tell the emperor that his visit was delayed for so long because he was busy in the Landsraad staving off all the investigations going around.

The solution?: politely lie through his teeth.

“My apologies for the delay Your Majesty. The interregnum period has been a trying time for us, and we are still reeling from its after-effects”

If the emperor believed the excuse or not, he didn’t commented on it. Instead, he decided to ignore the issue and go straight to work.

“We have received the dossier you have sent us …. and we have to say that we have some issues with it, starting with this”

The emperor placed a single file in front of Maximilian: it was a curriculum of an imperial diplomat, which according to a post-it placed on one of its corners, which says ”To Marimaia”, it was the person picked to be the next imperial ambassador to Marimaia, at least according to the Imperial Chancellor’s wishes.

“As His Majesty knows, the ambassador to Marimaia retired a couple of months ago. As such, we have selected a capable replacement-”

Frederick IV didn’t agree with the choice though: he grabbed the file, made a quick scan of its contents and tore it in half, cutting the chancellor mid-sentence.

Herr von Einzbern, you have been Imperial Chancellor for 13 years, so you should be familiar, at the very least, with the legal system of the empire. Therefore, we shall ask this only once: who has the power to assign and dismiss ambassadors?”

“You have such faculty, Your Majesty”

“Then why the fuck did you thought I would accept this lying down!? Your job is to give me a list of potential candidates for the ambassadorship, not to be your rubber stamp!”

If there was any doubts on Maximilian’s mind that he committed a mistake, the open outburst of the emperor pretty much cleared any of them. What he didn’t expect though, was the strength behind his answer; has he misjudged this new emperor so egregiously?

“I will leave something very clear now, Imperial Chancellor: I am not Albrecht V. I know very well what are my prerogatives and responsibilities, and I will fulfill the duty that was given to me when I was elected, not you, like you and your antecessors have been doing since the Dawn War. Now get out. And next time send Charlotte; this is her job after all.”

Wordlessly, the Chancellor stood up, bowed and left the private study, deeply humiliated and with his mind swirling with thoughts of retribution.

The last time Princess Wilhelmine visited the Imperial City Palace at Valkyr, her brother Albrecht was the reigning Emperor; around that time the palace was used only for ceremonial purposes, like receptions of visiting foreign Heads of State and the weekly meetings with the Imperial Chancellor.

Now however the palace was a beehive of activity, with people of different ranks and organizations moving from one place to another either with documents or a tablet on hand, while rooms that once stood empty or closed were now offices, with patrols of Valkyries or Einherjar standing at guard in key positions.

“I have to say, this place has really changed” said the princess to the person that came to greet her at the main gate, who was none other than the emperor himself.

“Here is all the personnel that is supposed to support The Crown in its duties, but instead was disseminated through all the ministries and the office of the Chancellor. They weren’t happy when I took them, but as things stand right now the opinion of Maximilian and his people are not my main concern” said the emperor while waving to the people that stopped by to salute their sovereign and the visiting princess.

After crossing a couple of corridors and one flight of stairs, the pair arrived to a sitting room located within the emperor’s apartments, right besides Frederick’s personal study. It was a simple yet elegant place, decorated with soft colors to convey warmth and coziness and illuminated by the light coming through the large windows that showed the palace gardens; the place was dominated by a pair of chairs and a sofa surrounding a rectangular table, all of them made in the empire style, and a fireplace with a fire roaring on it.

Wilhelmine took notice that there was a complete tea set and a couple of folders bearing the Imperial Crest on the center table, but no steward on sight, which told her that Frederick wanted this meeting to be as reserved as possible.

“Please mother, take a seat. Tea?” said Frederick while taking a seat on one of the available chairs, while the princess sat on the sofa and accepted the offering made by her son.

“You really need to amend your relationship with Maximilian. Your power will be curtailed as long the Imperial Cabinet remains uncooperative, and while both of you will see your credibility slowly erode, Maximilian stands to gain more from this situation because, like it or not, he’s the one who oversees the day-to-day affairs of the empire” said Wilhelmine after taking a sip of her tea.

The emperor merely sighed, knowing that her mother would say something about the rather “glacial” relations between The Crown and the Palatinus. He has plans to solve that situation however, plans that he would not divulge until they came to fruition.

“Don’t worry about it; my problems with Maximilian will be solved soon enough.”

Wilhelmine made no comments about her son’s reassurances, preferring to take another sip of tea instead.

“By the way, how goes the hiring of new staff for the Imperial Household?”

“I just finished it a few days ago. It took some screen all the people, both new and old, but with the help of Jeanne, Amelie and my old colleagues at the Knights I was able to cut a lot of time. Also, thank you for the recommenation for the post of Chief of Staff. He has proven to be quite ….. competent and trustworthy” said Frederick after taking a dip of his cup of tea.

“I’m glad for that; Alois is diligent and loyal, so I’m certain that he’ll not disappoint you ….. Now! I have to ask, why did you ask me to come here, that you didn’t even told me through the phone what’s this all about?”

“I asked you to come for this”

The emperor took one of the folders and offered it to the princess, who took it and began to check its contents, expecting to find official documents and the like, only to be once again surprised, because the binder’s contents were handwritten letters, all addressed to her brother Albrecht.

It was when she began to skim through each letter that she began to understand the seriousness of this entire situation; while the letters seemed like the usual correspondence between two friends, the romantic undertones were very clear to her.

“What is this? and where did you find it?”

“Letters, addressed to uncle Albrecht from the former Imperial Chancellor Alise Leveilleur. I found them at the emperor’s study at Sanssouci, on the safe behind Rossweisse’s portrait.”

The princess left the folder on the table and took her cup with very slow and deliberate movements, while her mind was thinking about the political implications of these letters and how they fit in all the events of the last 35 years ….

“The implications are eerie, isn’t it? if it is found out that the “Great Arbiter of the Empire” wasn’t as impartial as he was supposed to be not only the Crown’s legitimacy would come into question, but also the peace reached after the Dawn War and every action made by the “Grand Coalition” government that currently dominates the Landsraad. And let’s not forget uncle Albrecht’s reputation”

The princess placed the cup on its saucer, and brought her hand to massage her forehead in an attempt to stave off a headache she knew was it coming, for she had reached that very same conclusion, and while she doesn’t give a fuck about the Landsraad she does care about the reputation of Albrecht V and The Crown, because the late emperor was her brother, and the current one is her son.

“You have a plan I trust?”

“For now we must gather more information, see if someone else knows, or has an inkling of the truth. This is where you come in mom: you have the resources and contacts to investigate this discreetly, and you are not constrained by your titles and current position, like I am. I’ll be looking through the Imperial Archives, comparing the dates of the letters with official documents; maybe a pattern will show up”

Wilhelmine mulled up her son’s plan in her mind, but quickly concluded it was the best course of action they could take up for now; it was for the best to act cautiously and gather information for now, because if they acted too rashly there would be a real danger that this entire situation ended exposed to the public.

“When there’s enough information gathered, I will go to “talk” with Leveilleur herself; she’s the only one who will give us the whole picture ” said the emperor while grabbing his teacup and taking a sip of its contents.

“Talking with Leveilleur wouldn’t defeat the whole point of being discreet?” asked the princess

“That’s why I’ll talk with her after we have gathered all the information. The letters with the more recent dates mention a protege of Leveilleur’s and some kind of plan, which leads me to believe that this might be bigger than a mere romantic affair” concluded the emperor with a grimace.
