WHEREAS mankind is intrinsically united by a common heritage and a desire to shape its own development through knowledge, understanding and exploration,
WHEREAS the maintenance of an atmosphere of international peace and cooperation is necessary for humanity to advance and break new barriers in the arts, sciences and technology,
WHEREAS previous international organisations, as laudable as their aims were, have failed in the goal of preserving global peace and security, and these failings must never be permitted to occur again,
WHEREAS these hereby gathered members of the international community seek to restitute historic violence and injustices and establish a new world order rooted in the spirit of human dignity, international co-operation and universal brotherhood,
HEREBY ORDAIN the establishment of the INTERNATIONAL LEAGUE.
At the 58th annual plenary session of the OEN General Assembly, in April 2017, delegates voted to approve a timeline for the dissolution of the Organisation and its replacement by a new alliance of all nations rooted in the spirit of human solidarity and global prosperity. The International League is the heir to this vision of a better world.
Signed at the end of the plenary session, the Charter of the International League came into effect in October of the same year.
Primary Organs
- Secretariat: Bureaucracy responsible for implementing the decisions of the League's three legislative organs and administering the daily business of the League.
- General Assembly: Legislative organ with one representative from each member-state responsible for formulating goals and policy regarding issues of global significance.
- Special Rapporteurs: Technical experts who report on global issues in specific fields to the Assembly.
- Security Council: Legislative organ made up of six permanent and six elected members responsible for maintaining global peace and security.
- Peacemaking Command: Military command of the League responsible for overseeing police operations authorised by the Council.
- Social Development Council: Legislative organ with one representative from each member-state responsible for reporting on the status of global development, socioeconomic equality and human rights across the world.
- International Court: Court made up of ten elected jurists hailing from member-states responsible for arbitrating disputes between member-states.
Various independent agencies responsible for regulating certain aspects of international devolved by the Assembly were established by the IL Charter. They are collectively known as the League Agencies.
- International Youth Agency: Responsible for the promotion of youth education, rights and empowerment.
- International Labour Agency: Responsible for promoting labour rights and ensuring workplace safety.
- International Transport Agency: Responsible for the safe regulation of aerial, maritime and transnational transportation.
- Esquarian Internet Registrar: Responsible for the proper functioning of the World Wide Web and the management of the Domain Name System.
- International Aid Agency: Responsible for the management of food, medical and other League aid to disaster-, poverty- and crisis-stricken areas.
- International Refugee Agency: Responsible for the management and administration of aid, housing and relief measures for displaced and stateless persons.
- Esquarian Police Agency: Responsible for liaisoning between national justice departments and police agencies, prevent transnational organised and financial crimes, and communicating outstanding arrest warrants between high contracting parties.
- Esquarian Development Bank: Responsible for issuing financial grants to developing nations, promoting sustainable development and offering financial assistance for economic and financial restructuring.
- International Agency for Women: Responsible for promoting the rights of women, empowering their participation in public, economic and civil life, and advocating for measures sheltering women from domestic and sexual violence.
- International Agency of Weights & Measures: Responsible for determining the official definitions of metric units and setting international guidelines for units of measurement, protocols, standards and assessments.

The League does not have a single observer membership status, but non-governmental and intergovernmental organisations may request accreditation from the Presidents of the General Assembly and Social Development Council as observers of their respective organs.
