The EAC would like to put forward the first in a series of motions to better regulate and protect the space within the Earth's Gravity Well/Sphere of Influence and ensure safe and beneficial use of the region in the coming years.

The Wayward Star Agreement


This Agreement recognizes the inherit dangers and issues posed by space missions and operations and as such provides all astronauts with Temporary Diplomatic Immunity once they have entered Low Earth Orbit. This Agreement allows for any astronauts who have had missions compromised and are unable to return to their country of origin to land at any facility within any nation without fear of imprisonment or criminal charges. In addition, should any space based facility or station suffer mechanical failure and must be evacuated, crew members may be evacuated to neighboring facilities or stations should it be safe to do so. This will only occur if evacuation to Earth should prove to be impossible. This is to ensure minimal loss of life due to unforeseen situations and mission failures. Astronauts who land on foreign soil must depart the nation in question within a 48 hour window of landing if told to do so by local authorities. Astronauts who occupy a foreign station or facility will have 30 days for their national space programs to send up a relief vessel to return them to earth. Once the deadline for both these restrictions expire this Agreement will be nullified and the astronauts in question will be under the authority of local governments.



Amendment 1:
Should it be revealed following an independent international investigation that the resulting mission failure or equipment failure was a result of actions taken by the astronauts and that the astronauts were aware of the effects their actions would cause, this agreement will no longer apply and thw astronauts will be subject to both international and national criminal charges. Should it be also found that the national government be involved with this action the nation involved will face international consequences as well which will be determined by the international community.

Amendment 2:
Should any astronaut conduct any criminal act during the time where they reside within a foreign nation this Agreement will no longer grant them diplomatic immunity and they will be held accountable for their actions by both national and international law.

After due deliberation of the East African proposal of providing safe passage and accomodation for returning astronauts on territory, be it space or on Earth, which is not of origin of said astronauts.

The Commonwealth of Australia REJECTS the East African proposal.

The Australian delegation sees that the aforementioned proposal, particularly the clause stating, that "any astronauts who have had missions compromised and are unable to return to their country of origin to land at any facility within any nation without fear of imprisonment or criminal charges" has loopholes which could lead to unnecessary situations.

It should be suggested that astronauts must be legally indicted if they are, in one way or another, be able to cause severe damage and loss of property or of life in the territory which they may have caused aforementioned damages.

This delegation sees that it is of the utmost importance for the nations concerned to save and protect lives and that particular situations must be seen objectively

This new amendment to the proposed resolution justifies action in holding the aforementioned astronaut/s liable based on their actions within the bounds of operational failure. However it fails to include the taking of legal action, such as detainment, of said astronauts in the event of damage to property or life within the confines of national territories.

We wish to note that said astronauts, excluding the situation wherein the astronauts may be incapacitated, that land within a confines of another nation's territory still have a 48 hour free reign within that nation's territory to avoid detainment even with the highest form of criminal action.

We advise the East African delegation to duly address this, but yet Australia votes to reject the proposal

This delegation announces that Australia now changes its vote IN FAVOUR of the proposed resolution.

We however advise that nations with such undertakings in the Earth's atmosphere and beyond must take extreme measures and precautions to avoid these unnecessary events.

The Treaty on the Demilitarization of Space and Celestial Bodies

Article 1 - Definitions
  • Satellite Weapons - Any weapons system that is integrated into a satellite from small arms to weapons of mass destruction
  • Small Arms - Any ballistic weapon capable of being carried by a single individual for the purposes of lethal combat
  • Weapons Testing - Experiments carried out to confirm the validity of a weapon concept. This includes both conventional and/or weapons of mass destruction
  • Weapon Emplacement - Any sort of stationary or vehicle based weapon system with the intent of either defense or aggression action. This includes both conventional weapons and ballistics with warheads containing weapons of mass destruction.
Article 2 - Earth Orbit
  • All nations shall agree that no satellite based weapons are allowed to be in orbit of Earth
  • All nations shall agree that no space station based weapons are allowed to be in orbit of Earth
  • All nations shall agree that no lethal small arms are allowed to be in orbit of Earth
  • All nations shall agree that no weapons testing is allowed to be in orbit of Earth
Article 3 - Space-faring Vessels
  • All nations shall agree that no space faring ship will be allowed to carry small arms aboard at any time
  • All nations shall agree that no space faring ship will be allowed to mount large caliber armaments and/or missile systems at any time
  • All nations shall agree that no space faring ship will be designed as a vessel of combat
  • All nations shall agree that no space faring ship will be allowed to be converted into a vessel of combat
  • All nations shall agree that no Earth based craft capable of entering Low Earth Orbit is allowed to carry any sort of weapon systems aboard
Article 4 - Asteroids
  • All nations shall agree that no weapons emplacement of any sort is allowed on asteroids
  • All nations shall agree that no arms manufacturing is to be conducted on asteroids
  • All nations shall agree that no weapons of any sort be placed in orbit of an asteroids
  • All nations shall agree the use of Asteroids themselves as weapons is strictly prohibited
  • All nations shall agree that no weapons testing is allowed in orbit of Asteroids
Article 5 - The Moon
  • All nations shall agree that no weapons emplacement of any sort is allowed on the moon
  • All nations shall agree that no arms manufacturing is to be conducted on the moon
  • All nations shall agree that no weapons of any sort be placed in Lunar orbit
  • All nations shall agree that no weapons testing is allowed in Lunar Orbit
Article 6 - Conflicts on Earth
  • All nations shall agree that should a conflict arise on Earth that all conflict be kept below Low Earth Orbit. This is to ensure Low Earth Orbit and High Earth Orbit are not rendered useless by orbital debris fields caused by missile strikes on satellite systems which would destroy space stations and telecommunications systems for all nations.
  • All nations shall agree that should a conflict arise on Earth that cyber strikes on satellites are the only accepted form of combat on space based assets.
  • All nations shall agree that should a conflict arise on Earth that the Wayward Star Act shall still be upheld
Article 7 - The Abuser Clause
  • Should any of part of this Treaty be broken by any nation during either a period of conflict or peace this clause will become active and all other member nations will conduct diplomatic actions.
  • These actions include (but are not limited to) condemnation, international criminal charges, embargoes, and reparations
  • Should a member nation fail to evoke the Abuser Clause within a 30 day period then that member nation will have the Abuser Clause enacted upon them as well for failure to uphold international law.

All of the proposals we have and will be putting forward will be open to amendment. In terms of threats from beyond our reach, while we recognize the possibility that there is life beyond our solar system we do not think it necessitates weapons in space. This is due to the fact that if a hostile force comes from across the stars we will likely have anything in orbit destroyed in mere moments of arrival, the technological advantage would likely be immense. If this forces comes in peace, I think the last thing we would was as a first impression is humanity's shoot first ask questions later mentality when dealing with something unknown. Removing weapons takes away that possibility entirely.

The Nordic Delegation questions the interaction between Article 2 and Article 6. While Article 6 seems to suggest that all conflict should be kept below Low Earth Orbit, the second article only covers weapons used in geostationary orbit. This seems to allow for a loophole whereby a nation could put a weapons platform in Low Earth Orbit as long as it was not used within an Earth-based conflict.

Whether by amendment or further clarification, the Nordic delegation sees the need for more details on this matter, and so currently abstains from voting on the resolution, reserving the right to change their vote after clarification.

While voting on this resolution has passed, the EAC will adjust the verbiage to address this concern. We appreciate the input.

The EAC would like to put forward the third in a series of motions to better regulate and protect the space within the Earth's Gravity Well/Sphere of Influence and ensure safe and beneficial use of the region in the coming years.

The Treaty on Territorial Claims of Space and Celestial Bodies

Article 1 - Earth Orbit
  • All nations shall agree that national airspace ends at the 100 kilometer mark from sea level and that anything above this height is considered to be Low Earth Orbit
  • All nations shall agree that no nation may claim to any part of Earth's Orbit or the space within it
  • All nations shall agree that Space Stations are owned by national entities and as such entering them signified that an individual has accepted they are now subject to national law and international laws while they reside within that station
Article 2 - Asteroids
  • All nations shall agree that any asteroid captured in a mission and brought within Earth's Gravity Well is now considered a part of Earth's Sphere of Influence.
  • All nations shall agree that whichever nation(s) conducted the capture mission have claim on the asteroid and all of its materials.
  • All nations shall agree that should parts of an asteroid or the entire asteroid be sold or transferred to another nation through legal means that this transfer/sale is valid under international law.
Article 3 - The Moon
  • All nations shall agree that the Lunar Surface and Lunar Orbit cannot be claimed as territory by any nation
  • All nations shall agree that any mining operations will fall under international law
  • All nations shall agree that any lunar bases will fall under international law
  • All nations shall agree that should the establishment of a colony on the surface of the moon be conducted the colony will be under national administration but abide by international law.
Article 4 - Celestial Bodies Beyond Earth's Gravity Well
  • All nations shall agree that any celestial bodies beyond Earth cannot be claimed as territory by any nation
Article 5 - The Abuser Clause
  • Should any of part of this Treaty be broken by any nation this clause will become active and all other member nations will conduct diplomatic actions.

The Federation of Socialist Republics calls for a meeting of the CSN Assembly.

The developing political crisis in Zackaroth threatens an unprecedented international crisis. While acknowledging the historically strained relations between the FSR and Zackaroth, the FSR proposes to the CSN to implement the following measures:

1) To call for new elections in Zackaroth. Should both parties accept the proposal, the election is to be monitored by the CSN. The election monitoring task force is to be comprised of multiple countries and should be screened to ensure impartiality.

2) Given the potential for a future refugee crisis, the CSN should coordinate with neutral Zackarothian Jordan to help prepare for such a scenario. As such, the CSN should be prepared to quickly assist Zackarothian Jordan in sending humanitarian aid or building and maintaining refugee camps should the need arise.

3) The CSN should promptly organize an international operation to evacuate foreign nationals from Zackaroth.
