An NSRA rep stands up. "We would be willing to agree to these terms but have one only one term of our own. Most of our refugees have been coming from Northern HNA territory on this region in the map we have provided. Not only that but HNA attacks are increasing in frequency there but we have been pushing them. We would request that we are allowed to absorb that land into our terrority. In exchange for this as well we will allow CSN forces to gain that foothold within the Kanji National Park as our borders meet up with it. This would allow the CSN to pincer the forest, push the HNA into a retreat and leave only the ICN to deal with. The bright purple border is our suggested territory asborbtion"

"Good day too all in attendace.

With the arrival of our troops from Australia last Oct 20, the total troop count of our forces in the Forcados Perimeter has reached 16,000 soldiers and 5,000 additional support personnel. We are expecting about 9,000 more soldiers and 3,000 support crew to arrive by November. This will undoubtedly increase the need for more logistics to the already packed perimeter which also houses CSN contingents from various nations as well as numerous Nigerian residents and refugees.

From a recent report of our men, the CSN Forcados perimeter is having a hard time bringing in needed basic services to the perimeter as more and more people arrive every day. The CSN has had problems providing adequate sanitation, proper housing and supplying food,water, medicine as well as other services. We are not saying that the perimeter is a failure. Since its establishment the perimeter has served as a beacon of security and light of hope to the Nigerian people living under the tyranny of the Holy Nigerian Army. The perimeter has helped numerous refugees gain access to modern medicine and be able to enjoy their rights as human beings. However with that being said, the perimeter is very overcrowded, from estimations, the CSN alone has about 250,000 to 300,000 personnel in Forcados, and if you add those people to those living within 4km from the center of Forcados, the total number of people living here grows to almost a million people. And with news of food, aid and security reaching areas all across the area, more and more people will come, putting a huge strain on the perimeter: our medical camps are working 24/7 and even with that in place there are long queues of people waiting to get treated, posing a huge health risk for the rest of the perimeter, housing and food supplies are rapidly decreasing leading to many people living in the streets or even abandoning the perimeter to go get supplies and food in enemy controlled territory to sell back o the perimeter's market at exorbitant prices, this practice have led to many reported cases of crime as the levels of squalor increases exponentially. These are tough times, but there may be a solution.

For several weeks already, our troops have trained, patrolled the neighborhoods and have kept up to date about the news in Nigeria. One thing more mentioning is that our commanders there have come up with a planned offensive operation, an operation that will plan to take the city of Warri about 55km (33 mi) away to the northeast. Our soldiers have already been briefed of undertaking such dangerous mission, and that they have shown nothing but determination in finally going up to the fight. Now we just have one thing left to do, and that is to ask for the CSN's approval in giving this operation the green light.And if possible, request for assistance from other CSN nation contingents to help us undertake this task under Australian command under the CSN's banner.

The operation is of importance since it will be able to relieve the Forcados perimeter from all the added refugees. The increase in controlled CSN territory will allow more refugees to have ample room to live safely under the confines of CSN patrols and soldiers. Not only will this help alleviate the overcrowding in Forcados, but also serve a devastating blow to the Holy Nigerian Army since Warri is an important political center in its southern territories. Might we also add that Warri is close to the town of Sapele, which was recently exposed to a chemical attack, and that if we are able to capture Warri, we might have the ability to have access into the town and allow our CSN members to further investigate about the attacks and know the perpetrators.

Once again, this mission will help push the CSN mission of bringing peace and stability to the Nigerian people and further spread the news that the CSN is here for the Nigerian people. In the short term, the offensive will help extend the CSN's frontlines and relieve the Forcados perimeter from overcrowding. However, additional medical volunteers are yet to be needed to provide for the need for health services. Lastly, this offensive will undoubtedly isolate the HNA's southern territories and help speed up the process of reestablishing a democratic government in Nigeria.

To aid in this relief, the JSDF will be launching an operation code named Operation Pickett Fence to extend the front line an additional 12 miles to allow for more space to build housing and facilities for refugees, bases for the CSN forces, and actual buildings such as hospitals, an MP station, and a town council so we can directly hear from the locals as to what needs improvement within the walls of the city as the town has now become one. As such a new sanitation and power plant are needed too. We have been in contact with PentaOcean and Mitsubishi to try and get concrete and machines for this purpose, however, with the population boom we cannot secure enough resources and would welcome help."

"The JSDF has been preparing for the operation against Warri for some time in a four pronged assault, we would like to have direct correspondence with Australia about the full plan as it has not been made public yet. However, in light of the possible chemical warfare use by the CSN the JSDF has suspended all offensive operations as we do not wish to support an organization that uses chemical weapons nor do we want to put our people in harms way. However, with an investigation now underway and with the Warri operation also being able to shed light on the cause of the attack the JSDF and Orbanis Government have agreed to resume operation."

Description

Understanding that several members of the CSN have considerable fleets of submarines used for both technical, civil and military means

Observing that some members are developing submarines that have the ability to quickly neutralize and disable conventional surface fleets due to the use of advanced technology and with no present resolutions prohibiting the development of such military hardware.

Further observing that such vessels are able to house large amounts of smaller submarines for unknown amount of time and capable of hosting nuclear weapons ;

Noting that these developed submarines can be further developed to even more powerful and dangerous weapons and be able to field next-generation underwater weaponry;

Further noting that these submarines are of immense size and can potentially harm the ocean's ecosystem ;

Defining, for the purposes of this resolution, "submarines" as any vessel which is capable of submerging for long periods of time;

The proposal hereby
Prohibits

a)future submarines from going over the 25,000 ton mark;
b)submarines over the 25,000 ton mark on operating outside 300 km from their recognized national coastlines.
c)the development and construction of military 'undersea fighters' or any armed undersea vehicle capable of reaching over 40 knots

Acknowledging

a)that these regulations do NOT apply to civillian submarine vessels, but to armed submarines and those under a national military's agenda
b)that breaking this regulations will result to the destruction of such submarines and military hardware
c)that these regulations applies to all CSN members
d)that present owners and holders of such submarines shall be allowed to continue operation so long as allowing CSN officials to monitor the activities of the said submarines until their scrapping

Voting on the Underseas Arms Limitation Treaty & Agreement

In response to the recent developments and proposition,
Ambassador Marcus Ryer addresses the council.

Ladies and gentlemen, respectable representatives of honourable nations,

First and foremost, the Republic of Highlock would like to sincerely commend and congratulate any and all efforts made by respective nations in order to limit international intervention into what is fundamentally a civil dispute that must be internationally observed however not interfered with; independent nations deserve and have a right to claim sovereignty in all matters contained within its borders as long as it respects international regulation. If not, then a coordinated, unanimous, international response should be made in good measure and in the best interest of innocent civilians, such a response should also be confined within legal, moral and humanitarian constraints.

Secondly, the Republic of Highlock irrevocably and unequivocally condemns any and all nations that interfere in Nigeria's Civil War. Foreign military intervention in this region has proven to only increase the instability and loss of life in this delicate confrontation; the role of any government is to serve its people to its best extent, not to be the instigator of violence and casualties on foreign soil. This Council has, as purpose, the preservation of freedom and peace, the mediation for diplomacy and discussion on an international level; we must aid it in its purpose and promote peace and stability at each proposition, each occasion and in each decree. In this respect, we commend the honourable Bendicion for their initiative in proposing this article and recognize their intentions of disarming the seas surrounding this conflict. This being said, we believe, with all due respect, that this proposition can be amended or rewritten in order to better precise details of the rules and regulations consequent to the hypothetical adoption of it, such as the possible abuse of the terms "civilian submarine" and "military agenda". In this respect, we, all whilst still commending the honourable Bendicion for their efforts;

Abstain from voting on the Undersea Arms Limitation Treaty Agreement.

The Republic of Highlock firmly believes that, with necessary effort and dedication, this Council will resolve this conflict in humanitarian measures; we have the firmest belief and trust that this Council was designed to resolve world conflicts and push all Councilmembers to fulfil this objective. We also wish all Speaker candidates the best of luck in their campaigns and hope that they will echo this Councils true aim, the aim of peacekeeping and diplomatic fulfilment.

The French Confederation Speaker, Mr Dupont, chairs the CSN Assembly


"This organization has a turbulent history. The nation I represent was one of the first nations to join it, as a Great Power in the European Federation. It was created during the American-Soviet War, and this very room was the location in which we negotiated with the Soviet Union in order to guarantee that the bloodshed would not spread to Continental Europe itself, or elsewhere such as South America, Africa, and any further into Asia-Pacific beyond the Soviet and North American campaigns there. The CSN was born during a major war, and was successful in containing it. It is with this in mind that I now seek to fulfill my campaign pledge as Speaker of this body - I seek to contain the Nigerian War, and look to bring it to a swift and successful conclusion within a timely manner. This may be ambitious, but I know that if the nations of the world cooperate we may achieve this."

Dupont then turned briefly towards each of the Roman, Japanese, and various North and South American representatives.

"The Americas have been politically challenging and changeable continents in modern history. North and South both. The recent secession of the Magellan Republic from the Federation of Socialist Republics is merely a more recent example. The safety, security, and sovereignty of democratic nation states under international law is in my view paramount to the emergence of stability in the Americas. As such, I commend the North American Federation for hosting the Conference of Silicon, and I hope that positive results may emerge from the talks there. However, the reported strikes on Il Desirido and Galapagos by Puertollano and Roman forces respectively are concerning. These it would seem are a spillover of the Eastern European War. I trust that the involved powers may find a path to peace, and of course remind them that this Assembly is willing to act as a mediator for their dispute. Until then, I ask that they act with restraint, and measured calculation."

"In Europe however, the war appears to be nearing an end with the resignation of President Kraszanka. I wish the new Calin Republic well, and hope that their institutions may emerge as successful bodies in order to show that the nation is ready to move past the shadow of the Great European War which has so greatly distorted Eastern European affairs since then."

Dupont gave a discreet signal to the French Confederation staff who were waiting for his address to finish, while continuing to speak to the Assembly. They began to pass out sheets of paper to the various delegations.

"Many challenges face us, the international community. However, with cooperation, dialogue, and resolve, we will settle each of these topics. I thank all of the nations who encouraged my candidacy, and say to those who I competed against that I hope we may all work as colleagues to achieve what will be the milestones of this term. The various factions on the ground still control vast swathes of territory despite CSN efforts, and the humanitarian efforts on the ground are being delayed due to safety concerns. The French Confederation has acted to prevent any spillover outside of Nigeria, however that has merely prevented strategic infection. The wound remains, and continues to bleed. Now, we must work as a community to build a bridge between rivaling interests and conflicting ideals. However, we can achieve this. Here is the plan proposed by the French Confederation to accelerate a resolution to the Nigerian Crisis;

1. Facilitate the creation of a new constitution for a post-war state that will allow for greater local autonomy at the state level in order to reduce ethnic or religious conflict, and federal republic which will be tasked with guaranteeing safety of citizens, as well as their civil rights, and political freedoms. Corporate, national, and private sources of corruption would be banned and a social welfare net would be included. All of the political figures who were safely evacuated will be able to participate, as will the citizenry of the country.
2. Increases the personnel limit of the CSN Coalition to 90,000.
3. Officially bans the involvement of personnel of the Roman state who serve the Second Italian Republic from participating while the war crime investigation is carried out against them.
4. Allows for any groups to break away from the enemy factions in the country should they accept the new constitution post-war, give up any war criminals to face CSN justice, hand in their weaponry, and allow for the movement of CSN forces through their territory. In exchange they will be extended CSN protection, increased humanitarian assistance, and amnesty for the uprising against the previous government.
5. Makes all CSN military activity records available to the public at most three weeks after they take place.
