Second Australian Delegation to the CSN Assembly


After due deliberation the new Singapore Proposal regarding international events, the 2nd Australian delegation will be giving the decision the of Commonwealth of Australia.

The Commonwealth of Australia votes in FAVOUR to the proposal of the Singaporean delegation .

The Australian delegation sees that the aforementioned proposal is necessary in order to help create a framework for the CSN in its future dilemmas such as interventions in developing nations.

However the questions remains whether or not our fellow CSN representatives will vote in favour of it, and if does indeed pass, we will scrutinize whether or not the CSN has the power and the cooperation among its members to properly enforce such resolution.

Unless further issues arise, Magella votes aye to the Singaporean proposal. While we do note French concerns, we do not think such campaigns started prior to this bill would be illegal, and if they were then Article IV, Section 5 would come into play. Additionally, even if domestic laws allow foreign political donations, there would be no reason to protest Article IV, Section 2 because such laws would allow for influencing elections, possibly against the will of the people.

Article I - Definition of Terms
  • Sanction - commercial and financial penalties applied by one or more countries against a targeted self-governing state, group, or individual. Economic sanctions may include various forms of trade barriers, tariffs, restrictions on financial transactions, Boycotts, and Embargo.
  • Trade Barrier - Government-induced restrictions on international trade. Most trade barriers work on the same principle: the imposition of some sort of cost (money, time, bureaucracy, quota) on trade that raises the price or availability of the traded products. Barriers take the form of tariffs (which impose a financial burden on imports) and non-tariff barriers to trade (which uses other overt and covert means to restrict imports and occasionally exports).
  • Financial Transactions - An agreement, or communication, carried out between a buyer and a seller to exchange an asset for payment. These agreements can include either physical goods or forms of currency (Digital and Physical).
  • Embargo - The partial or complete prohibition of commerce and trade with a particular country.
  • Boycott - Act of voluntary and intentional abstention from using, buying, or dealing with a person, organization, or country as an expression of protest, usually for moral, social, political, or environmental reasons.
  • Non-Tariff Trade Barrier - Sometimes called "Non-Tariff Measures (NTMs)" are trade barriers that restrict imports or exports of goods or services through mechanisms other than the simple imposition of tariffs. Examples of this include: International subsidies, industry bailouts, Licensing/packaging/labeling requirements, sanitary and phytosanitary (SPS) rules, food/plant/animal inspections, and import bans based on objectionable fishing or harvesting methods.
  • Tariff - A tax on imports or exports between sovereign states. It is a form of regulation of foreign trade.

Article II - Extent of Economic Enforcement
  • Section 1 - The CSN is able to use its economic influence on a global scale and as such the effects of any economic action will include all nations.
  • Section 2 - All nations is defined as both Player Controlled Nations (PCN) and Non-Player Controlled nations (NPCs) as since the CSN is an international body it has the authority to pass economic rulings on any nation.
  • Section 3 - The CSN does not have the authority or ability to control domestic trade matters within a nation via economic actions. The CSN has no say on the internal economic ideology and inner workings of a national economy. Exceptions to this would fall under Article IV.
  • Section 4 - The CSN does have the authority over the international economics of the region and is the only internationally recognized organization that has the power to conduct economic sanctions on a nation.

Article III - Types of Economic Enforcement
  • Section 1 - Any sort of economic action conducted by the CSN will be publicly known as a Sanction, however, each sanction can vary based on what economic action it seeks to enforce.
  • Section 2 - Trade barriers can be established by either using Tariffs or NTBs to target the general economic ability of a nation without directly impeding the flow of goods into the country and is to be used as a moderate form of sanction. Tariffs are not to exceed 40%. NTBs can also be used as a form of encouragement to nations to enforce international law via subsidies.
  • Section 3 - Boycotting or seizure of international financial transactions is the second form of sanctions that are used in more severe circumstances. Boycotts can be on specific goods of a nation or any products made within the nation, including products sold by a 3rd party.
  • Section 4 - The most severe form of sanctions is a full Embargo of all national goods and financial transactions.
  • Section 5 - Should a nation not abide by the Sanctions by the CSN and continue trade relations with the nation in question they will become subject to sanctions as well either of the same degree or a lesser degree.

Article IV - Use of Economic Powers
  • Section 1 - In order for the powers stated in Article III to be implemented on a nation, the a nation must submit a reason for the use of Sanctions to the CSN and the organization will conduct a vote. A simple majority will see the Sanction passed and put into effect.
  • Section 2 - Acceptable reasons for the implementation of sanctions include human rights violations, a government endangering the population of a nation, a nation conducting affairs beyond its borders that are illegal under international law such as the Sovereign Charter, warmongering, Environmental abuse, and use of any nuclear, chemical, or biological weapons.
  • Section 3 - Unacceptable reasons for the implementation of CSN Sanctions include difference in political ideologies, diplomatic quarrels between nations, and national prerogatives.
  • Section 4 - If a majority vote decides sanctions be put into place, any one of the following nations has the ability to veto that vote. These nations are the North American Federation, New Metropolitan France, China (Depending on Activity), Australia, Zackaroth, the Federation of Socialist States, and one neutral nation nominated by the CSN. However, if any three of the other nations listed vote to overturn the veto, the sanctions will be considered approved.
  • Section 5 - Should one or more of the nations stated in Article IV Section 4 be the nation that sanctions are being imposed on then they will have their vote omitted

The Peacekeeping Act


Article I - Defining Peacekeeping
  • Section 1 - This Act deals with the Peacekeeping abilities of the CSN and not its ability to interfere in major conflicts between states and as such Military Intervention [Defined as the act of intervening in the affairs of a state violating the Sovereign Charter or between two states or Geo-political organizations in a state of war] and humanitarian intervention [defined as a state's use of military force against another state, with publicly stating its goal is to end human rights violations in that state.] will not be addressed in this Act.
  • Section 2 - Peacekeeping is defined as activities intended to create conditions that favor lasting peace through the use of a militarized police force or regulated CSN-Sponsored Militia.
  • Section 3 - Emergence Response is defined as CSN forces and international aid provided free of charge to the disaster-affected country, and deployed upon the request of the affected Government.

Article II - Peacekeeping Operations
  • Section 1 - The CSN Sanctions four different types of armed and enforced peacekeeping missions with the overall goal of providing security in the region that forces are deployed in.
  • Section 2 - Observation Missions which consist of small contingents of military or civilian observers tasked with monitoring cease-fires, troop withdrawals, or other conditions outlined in a ceasefire agreement. They are typically unarmed and are primarily tasked with observing and reporting on what is taking place. Thus, they do not possess the capability or mandate to intervene should either side renege on the agreement.
  • Section 3 - Interpositional Missions, also known as traditional peacekeeping, are larger contingents of lightly armed troops meant to serve as a buffer between belligerent factions in the aftermath of a conflict. Thus, they serve as a buffer zone between the two sides and can monitor and report on the compliance of either side with regard to parameters established in a given ceasefire agreement.
  • Section 4 - Multidimensional missions are carried out by military and police personnel in which they attempt to implement robust and comprehensive settlements. Not only do they act as observers, or in an interpositional role, but they also participate in more multidimensional tasks—such as electoral supervision, police and security forces reform, institution building, economic development and more.
  • Section 5 - Peace enforcement Missions are missions that are the prelude to a CSN Military Intervention, they do not require the consent of the belligerent parties. These are multidimensional operations comprising both civilian and military personnel. The military force is substantial in size and fairly well-equipped by CSN Peacekeeping standards. They are mandated to use force for purposes beyond just self-defense.
  • Section 6 - All Peacekeeping Missions will consist of defensive measures taken to ensure the safety of the population of the region the force is deployed in. At no point will this force conduct offensive actions beyond the set operational territory of the Peacekeeping Mission. Missions Specified in Sections 2, 3, and 4 do not have the ability to carry out any offensive actions altogether unless the local population itself is under immediate threat. Missions specified in Section 5 are allowed to conduct offensive actions and are the only Peacekeeping group allowed to do so.
  • Section 7 - All Peacekeeping Missions will be deployed in a set operational area that they are not to leave without CSN Approval. This area is usually limited to domestic borders such as a county, territory, state, providence, or a metropolitan area.

Article III - Emergency Operations
  • Section 1 - Should an event occur that causes a large amount of displacement or loss of life, the CSN will deploy Peacekeeping forces to assist with any rescue and aid operations within that nation.
  • Section 2 - This force may not be deployed under any of the missions specified in Article II and instead will be labeled as a Disaster Relief Mission
  • Section 3 - This force must be deployed within 24-48 hours within the initial approval of deployment from the CSN Assembly (Discussed in Article IV)

Article IV - Deployment of Peacekeepers
  • Section 1 - In order for Peacekeeping forces to be deployed for any missions under Article II a vote by the CSN Assembly must be made. A majority vote decides if Peacekeeping Operations will occur, any one of the following nations has the ability to veto that vote. These nations are the North American Federation, New Metropolitan France, China (Depending on Activity), Australia, Zackaroth, the Federation of Socialist States, and one neutral nation nominated by the CSN. However, if any three of the other nations listed vote to overturn the veto, the Mission will be considered approved.
  • Section 2 - In order for Peacekeeping Forces to be deployed under Article III a proposal to the CSN must be made, however, it does not have to be a vote. Any nations that are in support of the proposal will contribute directly to the mission via food, water, and medical aid as well as monetary aid. A full Peacekeeper Mission will be deployed should the proposal receive more then 5 nations supporting it, otherwise a force of no more then 300 Peacekeepers will be deployed to aid with the delivery and security of materials and supplies. Nations may send their own military assets in during these operations to bolster Peacekeeper numbers.
  • Section 3 - In order for Peacekeepers to be deployed the nation which the forces are being deployed to must either request them or the nation has been proven without a doubt to be unable to properly care for its citizens.
  • Section 4 - Should the country where the peacekeeping will be taking place be a nation where member states were recently in conflict, their votes will be omitted.

Article V - Peacekeeper Forces
  • Section 1 - The Peacekeepers are to be the official arm of the CSN that is in charge of any and all Peacekeeping missions of the CSN. No single nation may act as a peacekeeping force.
  • Section 2 - The Peacekeepers will be formed of international volunteers from the armed forces of member states. This is a volunteer only service and is not compulsory, but it is encouraged that at least 5,000 soldiers be at least trained as Peacekeepers for use in missions under Article III. At no point will a single nation contribute more then 20% of the total forces within the Peacekeepers to prevent the force from becoming skewed toward the views and ideas of a single nation.
  • Section 3 - The Peacekeepers will be using a single standardized set of weapons, vehicles, ships, aircraft, and communications systems augmented with former Japanese Translator systems. These weapons and platforms will be designed and operated exclusively by CSN forces.
  • Section 4 - At no point will the total number of Peacekeepers exceed 500,000 and at no point will there be more then 50,000 autonomous vehicles in operations
  • Section 5 - Any nation that contributes Peacekeepers will be given subsidies and funding by the CSN to produce the materials needed to maintain Peacekeeper force.

Article VI - International Basing
  • Section 1 - In order to have a rapid response network in the case of the activation of a mission under Article III, basing must be available around the world for CSN forces to mobilize from. These bases will be volunteered by member nations and are not compulsory.
  • Section 2 - For bases needed under Article II, CSN forces will be supplied with the materials needed to construct a Forward Base of Operations, a series of outposts, and at least one major supply center in order to properly supply Peacekeeping forces. Should the Peacekeepers be deployed in a nation where the government requested assistance then they must abide by the mandate of that government for where they are allowed to base. If the Peacekeepers are deployed within a nation where the government has collapsed, basing will be constructed based upon the preference of the CSN Assembly.

We fundamentally disagree with the elements of veto powers which they will use to entrench inaction in times of crisis, just like in Nigeria. However, we unashamedly recognize our position as a veto-holding power under these proposals and hence will not seek to vote them down as if they were to pass it would be vital in our national interest to maintain such a position."

The Republic of Turkey votes AGAINST the Peackeeping charter and ABSTAINS from the Economica charter.

The representatives from Turkey have declared militarizing the CSN under the guise of a peacekeeping force is detrimental to world security. Considering the CSN’s controversial past of being a tool of the European Union one might believe this would only benefit European interests and do nothing to stop real conflicts.

Turkey also finds the notion of designing and procuring unique CSN equipment to be an optimistic point. This woult cost hundreds of billions of dollars in procurement funds and no government would invest into such a project without some type of operational control.

The Representatives of Turkey would insist that any peacekeeping force of the CSN be lightly armed and have limited offensive capabilities to truly be a peacekeeping force, not a police force.

Noting the many unexpected controversies over the highly polarizing Singaporean passed proposals of The Sovereign Charter, The Economica, and The Peacekeeping Act, the San Martinian delegation offers the following proposal in an attempt to enhance the productivity and effectiveness of these passed bills. While this delegation notes its advisory status in the inclusion of this controversy in the Sovereign Charter, and, as a result, the subsequent two proposals, it also makes clear that the intention was to provide a better representation of regional interests rather than the effective roadblock of any CSN action, which is most likely to occur. This delegation also notes that majority voting, while certainly not the most perfect method through which proposals and other mandates of this assembly be determined, is the best option until a future solution can be determined.

Removal of Veto Powers


  • Hereby defines, for the purposes of this proposal, veto powers as the ability afforded (by any bill, act, or other passed proposal in this Council of Sovereign Nations) to delegations of certain nations in this assembly to unilaterally null or otherwise strike down a proposal or other mandate of this assembly
  • Bans the granting of such ability to any delegation, grouping of members, or singular member of this assembly in the future
  • Nulls Article V, Section 3 of the already-passed Sovereign Charter, which states:
    Singapore City wrote:Should the deployment of a military force be considered, a vote must take place among all members of the Council of Sovereign Nations. If a majority vote decides military action under the CSN banner must be undertaken, any one of the following nations has the ability to veto that vote. These nations are the North American Federation, New Metropolitan France, China (Depending on Activity), Australia, Zackaroth, the Federation of Socialist States, and one neutral nation nominated by the CSN. However, if any three of the other nations listed vote to overturn the veto, the military action will be considered approved. This is to ensure the entire world has a say on the deployment of a CSN flagged force to ensure the organization is not following the ideology of a region with a large number of voting nations

    • Proposes that the deployment of a military force as outlined by the Sovereign Charter instead be solely and finally determined, barring any future vote of the assembly that overturns such a deployment, by a majority vote in the CSN chamber
  • Nulls Article IV, Section 4 of the already-passed Economica, which states:

After due deliberation the new Singapore Proposal regarding international events, the 2nd Australian delegation will be giving the decision the of Commonwealth of Australia.

The Commonwealth of Australia votes AGAINST the proposal of the San Martinian delegation .

The Australian government concludes that this proposal is a product of abrupt vote stacking, which wishes to undermine the veto powers of the selected nations outline by the Singaporean delegation.

As such events are occuring, we are fully adamant in the action that we will be looking forward to voting against every act that this so-called group of vote-stacking nations wishes to propose.

To fulfill its self interests, and to prove to the world that Bengal is not a lackey of the Western Powers, but rather an independent and sovereign nation, the Kingdom of Bengal votes Yes to this proposal.

But it yet maintains, that all nations are not equal, and the larger and powerful ones should do more to maintain stability around the world

Zackaroth would like to put forward a new bill, or rather an amendment to an existing bill. As you all may be aware, a few years ago the West Bank decided to vote to join Zackarothian Union. It was once apart of the sovereign state of Palestine, as outlined by the CSN's Two State Solution. However, this had led to confusion to about one of the points of the bill, namely point 6. Point 6 states: Establishes and Guarantees East Jerusalem as a zone of Palestinian influence. However, Zackaroth feels this point should be amended to include Zackarothian influence as well. The people of the West Bank, while proud Zackarothians, also consider themselves people of Palestine and thus feel as they should have a stake within one of their holy cities, and not represented by a now forgien government that failed them. As such, Zackaroth has put forth the amendment to the Two State Solution Bill.

The Two State Solution Amendment


Summary: The result of a historic summit to bring about an end to the Israeli-Palestinian Conflict.
Effects:

1. Restores the borders of the State of Israel to their 1947 status, and establishes the Israeli Capital in Tel Aviv.
2. Allows the State of Israel to occupy the Golan Heights.
3. Requires Israeli forces withdraw from all Palestinian territory guaranteed by the 1947 borders.
4. Declares the formation of a 'State of Palestine' within the 1947 Palestinian Territories territories, whose capital shall be based in Gaza.
5. Continues the demilitarized zone and stationing of CSN Peacekeepers in Jerusalem established by the Jerusalem Agreement, and extends it's borders to include Bethlehem as shown in the 1947 border map.
6. Establishes and Guarantees East Jerusalem as a zone of Palestinian and Zackarothian influence. Duties will be shared by both nations under the watch and guidance of the CSN.
7. Establishes and Guarantees West Jerusalem as a zone of Israeli influence.
8. Establishes and Guarantees Bethlehem as a zone of Christian influence.
9. Recognizes the sovereignty of both the Israel and the Palestine.
