7:02 am, September 17th

The sun slowly crept it's way over the horizon, shining it's light down onto the streets of Salish Bay, the capital of Tawwassen. A soft breeze blew in off the ocean, as small fishing boats pulled out of the harbour for the days work. The city itself was still in the process of waking up, early morning commuters making their way towards the bullet train that ran throughout the city, and connected the various suburbs nearby. Some others stumbled from bed into the small restaurants and cafes lining the surprisingly empty roadways, while others went out for a brisk jog through one of the man parks that surrounded the Capital.

A few young men and women, wearing the uniforms of the local militia patrolled the waterfront quarter of town, talking among themselves as they scanned the crowds of citizens. Normally, only a handful of militiamen and women would be seen in the District surrounding National House, Tawwassen's Capital Building, but today, security was on high alert, and a number local volunteers had been mustered to make sure nothing out of the ordinary took place.

National House, official the National Convention House of the Confederacy of Tawwassen, had been a hub for businessmen and activists alike before the Revolution. Anthony McGuinness could remember those days well... The days when the Maple Leaf flag had still lined the halls he now walked. He'd first visited the convention center was a teen, attending a Model United Nations conference, and was immediately captivated by it's beauty. Even now, at 36 the view of the Salish Sea from the windows inspired him, the dawn light glinting off the waves lapping the shoreline.

He marched with purpose down the halls of the building, towards the main entrance, his black boots clapping against the polished floor. He was dressed in his military uniform, shiny black boots, crisp green camo fatigues, and a black beret adorned with a blood red rose. His shoulders displayed the rank of Vice-Commander, the second highest rank in the Tawwassian military. As he passed by a window, a looked at his reflection, adjusting his hat.

"You look fine, Tony." McGuinness' wife, Ginny piped up, walking beside him. She was wearing a white skirt and black dress shirt, with a red shawl over her shoulders. She spoke with a faint Irish accent.

McGuinness shrugged, pealing himself away from his reflection and carrying on, "First impressions are everything. Don't want to get off on the wrong foot do we, eh?"

"Don't worry yourself..." Ginny sighed, "Comrade Jingyuan seems a reasonable fellow, I'm sure you'll get on famously."

"You never really know." McGuinness stated coolly, "He's a Centrist... And an Authoritarian for Christ's sake." The two came up on a door, where two guards stood at attention. "He has some sympathies for Socialist Ideals, we know that... But he seems like a tough case to crack." The reached the guards by the door, and McGuinness saluted them, "Have our guests arrived yet?" He asked them.

"Should be here any minute, Comrade." The Guard respond.

McGuinness nodded, "Ma will make a good ally..." He said almost to himself before turning to his wife, kissing her forehead, before walking through the door and out into the front of the National House, hoping that Ma Jingyuan would arrive shortly.

"Is that so?" McGuinness raised an eyebrow, "Even the Obama's call themselves Democratic Socialists, so perhaps I was right all along?" He let out a soft laugh, "Of course I'm joking... Welcome to Salish Bay, comrade! I hope you're journey here was comfortable." He stuck out a hand for Ma Jingyuan to shake. "But course, we're burning day light. Care to follow me inside?" McGuinness gestured for Ma to follow him, guiding the foreigner into the National House and through the various corridors until they came upon a small conference room. It looked out west over the harbour, and the ocean beyond it. In the center of the room was a short table, with a few chairs scattered about it. On the center of the table were two kettles, own with Coffee and one with tea, along with a few biscuits.

"Please, take a seat." McGuinness asked, pulling out a chair for himself at the table. "Now, for why I have invited your here... It's quite simple. Our nations are similar in a number of ways, almost as many as we are different. But we believe that global cooperation and understanding is key, we are stronger together after all. And with all the forces of the world that would so eagerly tear us apart, it's always good to have a friend." He reached for the kettles, pouring himself some coffee, "We hope that we can better understand each other after this meeting... Perhaps come to some sort of agreement on the trade of resources or what not. Or perhaps a treaty, or alliance. A You watch our back, and we'll watch yours sort of military pact. Is this agreeable to you?"

Given your historic relations with the PRC I doubt they would oppose an alliance much. And I'm given to understand you do not have particularly hostile relations with Communist China, so I don't believe even the more Patriotic of our Chinese population would be against us working together. What about your people? Would they have and issue with working alongside Libertarians?"

"Well, I think, that they wouldn't have any problems. Freedom party capitalists could probably be upset, that we are going deeper and deeper in socialism, but I don't really care about them. I have cemented my popularity in society anyway. Anyways, do you have any complaints about my ruling system?"

The Tawwassian President chuckled, "Likewise, I have reason to believe our more right-wing parties would throw a fit, but that's but a minority of the National Congress." McGuinness shrugged, wiping coffee drippings from the corner of his mouth as he leaned forward. "Funny how it's the Capitalists who love to wave the moniker of 'Freedom'... Freedom to what? Freedom to oppress and exploit those weaker than yourself? Freedom to steal wealth you have no right to earn?" He snorted, looking out the window.

"But naturally, there are things about your government I do not agree with, as I'm sure there are things I've done that don't sit right with you." McGuinness sighed, "We here believe that Socialism cannot be the product of state mandated wealth redistribution... That would merely be to replace one corporate overlord with one forced upon you by the government. Sure, one may care for you more than the other, but liberation cannot be legislated into existence by bureaucrats. Workplaces must be handed over to the people who use them, to share in the full fruits of their labour, and not the scraps left over when the Corporate Suits or Statesmen have finished picking the corpse of their produce clean. This is true socialist liberation, comrade... Freedom without fine print. I mean no offence, my friend... I'm sure you have similar complaints with how we run things in Tawwassen."

McGuinness leaned back in his chair, sighing and pinching the bridge of his nose, "I'd be lying if I said I am particularly fond of the idea. When I hear the word Gulag I'm not instantly filled with visions of extensive human rights... Am I wrong to assume these are essentially torture camps?"

Party knows, what's best for her citizens. Also, may I ask you, how your government is dealing with laziness? Also, is there a death penalty?"

Also, is there a censorship in your country, or not?''

However, there is a lot more censorship in other fields- For example, a video, a song, a comment, and even a website might be blocked in our country, if government thinks, that content is degrading for people. Yeah, it is quite against civil liberties, but in the end, we only want the best for our country citizens. Also, they are free to criticize us, if they think, that we are going too far. And of course, we will not block a website, who will criticize us. (unless in special circumstances)"

I would be difficult for me in good conscious export oil or coal overseas, including to you. What are you policies, regarding ecological preservation?"

Recently, we have started an urban planning program, which proposes cities to produce at least some part of their food themselves. There are also programs of greener buildings and roofs, which also work as an excellent temperature regulators.''

He took out an tablet from his briefcase and, hitting several buttons quickly, "Perhaps we could work together on that front as well... Put forward some sort of mutual research programs to look into renewable energy solutions?"

Moments later, a younger woman in bustled in, clutching a piece of paper. She bowed respectfully to both men, and McGuinnes rose from his chair to do the same. Taking the piece of paper from the woman, he thanked her as she made to leave, "Ah." The Tawwassian President said, taking his seat again, looking over the document. "Care to take a look, Comrade?" He asked, sliding the paper across the table. It read as follows.

SALISH BAY ACCORDS


The following agreements, signed in friendship and good faith between the respective leaders of The Confederacy of Tawwassen and The Democratic People's Republic of Xibei-San-Ma, hereby ratifies the following:

Trade:
  • The Confederacy of Tawwassen will trade with Xibei-San-Ma rare earth elements and minerals, including gold, silver, copper and iron.
  • For these goods the Democratic People's Republic of Xibei-San-Ma will trade with Tawwassen an equal value of agricultural goods, notably grains and other wheats unavailable in Tawwassen due to a lack of arable land.
Defence:
  • The Confederacy of Tawwassen and he Democratic People's Republic of Xibei-San-Ma hereby vow to defend one another from foreign threats through military action if necessary.
  • The respective Armed Forces of The Confederacy of Tawwassen and he Democratic People's Republic of Xibei-San-Ma will undertake annual joint training exercises to build camaraderie and trust, as well as to ensure each nation has the capacity to defend their respective sovereign borders.
Research and Education:
  • Both signatory nations shall organize a student exchange program, to further build camaraderie and a sense of global community, as well as to educate students on foreign cultures and peoples.
  • Both signatory nations agree to share research on renewable energy sources, to promote environmentalism and to combat climate change.
