Ventismar Union Parliament Bill
Ventismarien Immunisation Effort (VIE)
Finding that the immunisation of children and adults across the Ventismar Union is not only a right but also a duty in regards to public health safety, the Union of Democrats would like to propose the following legislation that will enforce strict regulations regarding immunisation of the Ventismarien population through the use of tried and tested vaccines against dangerous illnesses that we wished were from the past.
Immunisation Programme
- All citizens and residents of the Ventismar Union are to be immunised through the administration of high quality vaccines, as stipulated by previous regulations concerning pharmaceuticals, by healthcare professionals at no cost to the person being vaccinated.
- Local health departments within the Union are to notify parents and those that are not immunised in a timely fashion, and urge them to make an appointment for immunisation.
- All newborns in the Union shall be immunised on four different occasions against hepatitis B, diphtheria, whooping cough, tetanus, poliomyelitis and haemophilus influenzae B before they reach an age of 12 months.
- All newborns in the Union shall be immunised on three different occasions against streptococcus pneumoniae before they reach an age of 12 months.
- All children in the Union between the ages of 14 and 16 months shall be immunised against mumps, measles, rubella and neisseria meningitidis C.
- All children in the Union between the ages of 3 and 4 years shall receive additional immunisation against diphtheria, whooping cough, tetanus and poliomyelitis.
- All children in the Union between the ages of 8 and 10 years shall yet again be immunised against diphtheria, tetanus, poliomyelitis, mumps, measles and rubella.
- All female children in the Union between the ages of 12 and 14 years shall be immunised against the human papillomavirus.
- It is up to member state's own governments and medical services to decide which vaccine is administered when and in combination with what vaccine(s). Provided member states follow the stipulated ages of immunisation and diseases to be immunised against that are described in points c through h.
- Failure to immunise children is to be interpreted as willful neglect by member states, and is to be prosecuted by member states according to their criminal law codes regarding child abuse.
- Failure to immunise oneself or one's children is to be regarded as endangering the public and public health by member states, and is to be prosecuted by member states according to their criminal law codes.
Introduction of the Ventismarien Immunisation Travel Document
- The Ventismar Union shall publish and distribute a formal travel document that lists the immunisation of a Ventismar Union citizen.
- Member states will recognise this document as a lawful document, and will abandon any national documents they may have that fulfil a similar purpose and goal before 1 February 2019.
- Member states will open whatever documentation and information they have regarding their citizen's immunisation, and share this information with the relevant Ventismar Union authorities before 1 October 2018.
- The Ventismarien Immunisation Travel Document (VITD) shall be published, printed and distributed using funds from the 2018 Ventismar Union budget. The cost for publishing, printing and distributing this document for all Ventismarien citizens is to be estimated at 750 million Aurei.
- All Ventismarien citizens shall receive their first VITD free of charge before 1 January 2019. New or updated VITDs will be available at local governmental buildings designated by member states as a point of distribution; against a fee of 25 Aurei.
- Being in possession of a VITD shall not be compulsory for citizens that do not intend to travel outside of the VU customs area.
Non-VU citizens entering from outside the Union
- Non-VU citizens entering the Union require a document, similar in function to the VIDT in order to gain admission to the Ventismar Union customs area through air, land, naval and other border crossings.
- Non-VU citizens entering the Union that possess such a document must have undergone immunisations against all the illnesses described in article 1 points c through h. Additionally these immunisations must not have expired and be described in the document they provide.
- Failure to present such a document or any other proof of immunisation that is lawfully certified by a registered medical doctor is regarded as an offence that disqualifies individuals from entering the Union's customs area.
- The above mentioned regulations also apply to the citizens of parties that hold special relations with the VU (e.g. visa free travel); regardless of what these special relations may be.
- These regulations will go in to effect on 1 October 2018, and will not affect holders of a valid visa acquired before this bill has passed or those with a valid visa that are still in the VU after 1 October 2018.

- Failure to immunise oneself or one's children is to be regarded as endangering the public and public health by member states, and is to be prosecuted by member states according to their criminal law codes.

Ventismar Union Parliament Bill
Joint Action for Research in Ventismar and Investment Simplification (JARVIS) Bill
On the eve of the AI revolution, a joint effort is required to make Ventismar the capital of artificial intelligence in Sunalaya, extensive investments sponsorised by the public sector are the way to install the VU in the world leadership in technology, attracting new investments and opportunies.
Competitive calls for proposals
- The Union will provide grants for a total amount of 3 billion Aurei to research and innovation projects.
- Competitive calls will be open to legal entities from any member state, while legal entities from countries having trade agreements with the VU will be eligible for grants given that at least two thirds of the amount awarded will be invested in the VU territory.
- A specific commitee to be integrated into the VU administrative body will be formed to oversee calls and requests.
- Companies receiving VU contibution undertake not to relocate outside the VU until at least 12 years after the deal with VU institutions, under penalty of complete reimbursement of the amount received.
- Weapons and military technology shall be excluded from the allocation of funds.
Financial support to AI startups
- A VU program will be established to financially subsidise Ventismarian startups working in the field of artificial intelligence in the VU.
- The field consists in AD/Sales/CRM, Automotive Technology, Business Intelligence and Analytics, Commerce, Conversational AI/Bots, Core AI, Cybersecurity, Financial Technology, Health Care, Internet of Things, Robotics, Text Analysis/Generation and Vision or equivalents.
- The yearly budget of the program will be 750 million Aurei.
- Startups receiving VU contribution undertake not to relocate outside the VU at least until 12 years after the deal with VU institutions, under penalty of complete reimbursement of the amount received.
Funding of scholarships and academic research
- The Union will allocate 500 million Aurei every year to fund scolarships for deserving students graduating in Automation Engeneering, Computer Engeneering, Data Science, Mathematics, Physics and Statistics.
- Further 500 million Aurei will be allocated to fund academic reseach in the above-mentioned branches.
- If the budget for scholarships allocated for a country exceeds the demand, the exceeding part shall be redirected to academic research in the same country.
Commitment to invest in research and development
- Each member state commits to reach an expenditure level on research and development of at least 4% of their GDP by 2022.
- Each member state commits to facilitate and speed up the innovation process by loosening the existing restrictions on research and testing of AI powered technologies.
- Member states will not implement new specific taxes on robots or AI powered technologies, existing taxes shall be repealed no later than 1st January 2020.
Requalification and unemployment
- The VU will fund training courses and re-training projects for workers in sectors threatened by automation.
- The Ventismarian Parliament encourages the national governments to address the issue of loss of jobs due to technological progress with adequate social security measures.
Financial coverage
- The Fund for Artificial Intelligence and Automation will be established to cover the above mentioned expenditures.
- Such fund will be financed by the annual VU budgets, the overall expenditure will be 4.825 billion Aurei, 4.75 to be spent on the investment programs and 0.075 to cover the new administrative burden.

Ventismar Union Parliament Treaty
Agreement on the VU Budget Contibution of Associate Members (AVUBCAM) Bill
Definition of the VU budget contribution of the only current associate member state, the Republic of Pantorrum.
Budget contribution
- In accordance with the Ventismarian Union Financial Perspective 2019 Treaty and the Accession of the Republic of Pantorrum as an Associate Member State Treaty, the VU sets the contribution of the Republic of Pantorrum to the VU budget at 0.85% of its gross domestic product.
- The contribution set by this treaty shall be considered in force from now on until this treaty is either repealed by this parliament or dismissed by one of the involved parties.
Status of Pantorrum
- The Republic of Pantorrum will be treated as a member state in relation to the application of the terms defined by the Financial Perspective document of the current year.

Ventismar Union Parliament Bill
Ventismarien Education and Research in Technical and Applied Sciences Bill (VERITAS)
This bill will aim to further facilitate technical and applied sciences in the Ventismar Union by supporting academic institutions, their staff and students through financial means, as well as by providing a platform where academic institutions can further cooperate.
1. VERITAS Organisation
- The Ventismar Union Parliament shall allocate a percentage of its funding on a yearly basis towards the subsidising of the VERITAS association, whose aim shall be to connect universities that teach technical and applied sciences, as defined by appendix A and by the association itself.
- The VERITAS association shall evaluate academic courses they deem relevant as a 'technical' or 'applied' science, and shall create an application process for Ventismarien universities to join the association and to have their courses be evaluated.
2. Financial Support
- The Ventismar Union Parliament shall allocate a percentage of its funding on a yearly basis towards the financial support of students that conform to the requirements in point b.
- Ventismar Union citizens enrolled in either a:
- Bachelor of science (BSc.) or bachelor of engineering (BEng.) programme that is recognised by VERITAS as a technical or applied science
- Master of science (MSc.) or master of engineering (MEng.) programme that is recognised by VERITAS as a technical or applied science
at a university that is a full member of the VERITAS association, shall be entitled to a grant.- The grant, that is to be awarded on a yearly basis, shall be equally distributed among all the applicable students.
3. 2019 Budget
- The Ventismar Union parliament shall allocate 15,000,000 Aurei of the 2019 budget to the VERITAS association for them to conduct their operations in 2019.
- The VERITAS association shall be free to take on private sponsorships and donations to further bolster their budget.
- The VERITAS association shall be entitled to appeal to the VUP for a one time budget increase for extra-budgetary programmes.
- The Ventismar Union parliament shall allocate 9,018,975,700 Aurei of the 2019 budget for the support of students that conform to article 2, so that each student in 2019 shall have 3700 Aurei in the form of a grant.

This amendment aims to extend voting windows in the Ventismar Union Parliament during nationally recognised holidays and weekends.
Amendment to Timing of the Votee. The time limit to vote for a bill or amendment shall not include weekends or nationally recognised holidays.

Ventismar Union Treaty
Ventismarian Union Financial Perspective 2019 (VUFP19) Amendment I
VU policies are getting more and more demanding for national budgets as the normative structure of the Union grows, member states often have to deal with unexpected expenditures sanctioned by the VP with detrimental consequences on the financial stability of national governments. Hereby we want to set a threshold to the spending of the VU for the year 2019, in order to allow member states to allocate in advance the necessary resources.
2019 budget
VU member states will pay an amount equal to 1% of their GDP to the Ventismarian Union.- The VU expenditure threshold is defined as the sum of 1% of the GDP of member states, the separately defined contribution threshold of associate members and the VU own resources.
- The VU will rely on the contribution of members and own resources to carry out its functions, the VP will not be able to
ask member states for further fundingallocate funds exceeding the VU expenditure threshold unless by amending this Treaty.- The share of support of either a member state or an associate member is defined as the ratio between the contribution threshold of such country and the combined contribution threshold of all member states and associate members, all of the amounts are to be considered in absolute terms.
- The estimated demand of external resources is defined as the difference between the allocated budget for 2019 at the date of 14st January 2019 and a conservative estimate of VU own resources for the year 2019 provided by the VU auditors.
- Member states and associate members shall pay to the VU, on the fifteenth of each month, one-twelfth of a quota of the estimated demand of external resources equal to their share of support.
- The Ventismarian Central Bank will print Aurei to cover intra-year shortfalls, the change in M0 due to this procedure shall be reversed by 15th January 2020.
Budget allocation
- It's duty of the Ventismarian Parliament to distribute the budget between the spending chapters of the VU.
- Member states opting out from a policy will not be refunded any amount of money, spending corrections can be negotiated for the next Financial Perspective.
- The final demand of external resources is defined as the difference between the 2019 final expenditure and the 2019 collected own resources.
- The deadline to spend the available resources is December 31st, 2019,
the unspent budget will be redistributed to member states proportionally to their contribution to the budget.in presence of a discrepancy between the estimated and the final demand of external resources, it shall be paid off no later than 14th January 2020 through transfers from or to member states and associate members proportional to their respective share of support.
Safeguard measures
- Bills and treaties lacking adequate financial cover shall be considered inadmissible by the Speaker of the VP.
- Expected or yet to be exacted own resources are not eligible to be indicated as financial cover.

2019 Ventismarien Space Agency budget allocation bill (VSAB2019)
The Ventismarien Space Agency (VSA) has made fantastic strides in the advancement of Ventismarien science and technology in 2018. This bill aims to secure part of the 2019 budget to continue the exploration of space by Ventismar.
2019 Budget
- The budget for the Ventismarien Space Agency shall amount to 11,205,807,834.14 Aurei in 2019.
- The allocated budget shall be spent as follows, in millions of Aurei:

Ventismar Union Parliament Bill
Establishment of Ventistat (EoV)
Correct governance requires accurate information of Ventismar's people, society, economy and financial situation. This bill aims to formally establish a pan-Ventismarien statistic gathering institution called Ventistat that, though funded by the Ventismar Union, operates independently to ensure unbiased information reaches both the government and public.
Ventistat2019 Budget
- The Ventismar Union Parliament shall, on a yearly basis, allocate a yearly budget for Ventistat.
- Ventistat shall be tasked with gathering information and reporting on the following to secure funding:
- Population
- Consumer prices
- Economic growth
- Income
- Unemployment
- VUP Election Polls
- The Ventismar Union Parliament can task Ventistat to research specific areas of interest, in addition to the above mentioned areas of research.
- A petition with the signatures of at least 10% of Ventismar Union citizens that are eligible to vote can task Ventistat to research a specific area of interest, in addition to the above mentioned areas of research.
- Ventistat shall publish all their findings open to the public, on a website.
- The Ventismar Union Parliament shall allocate 485,000,000 Aurei to Ventistat for them to conduct operations in 2019.

Preemptive Initiative on Security and Stability (PISS)
A bill for the declaration of support by the Ventismarian Parliament on member states pursuing counter nuclear measures and active deterrents to active threats due to the current hostile climate.
Declaration
- This parliament, president, speaker, member states and the executive apparatus of the Ventismarian Union declares its full fledged support for member states that wish to pursue counter-nuclear measures
- This parliament, president, speaker, member states and the executive apparatus of the Ventismarian Union declares its full fledged support for member states to create and maintain a nuclear deterrent
- This parliament outright condemns the threats that international actors present to international discourse and peaceful organisations and states
- International happenings have forced member states to assume preemptive defensive measures and this parliament offers its full support to those that wish for it
Contributing to Security and Stability of Member States
- The sum of 10bn Aurei shall be set aside into a fund, namely the "Security Fund", by the budget authority and the Central Bank in order to help aide member states in their pursuit of an effective defensive security apparatus
- The Security Fund shall be readily available to member states and will contribute to at least 50% of any given project by default.
- Contributions by the Security Fund can be increased or decreased upon request by member states, at which point it shall be decided by the Ventismarian Commission if this request is granted
Technology Sharing Protocol
- In order to reach a parity between members, members may request technological advances from other members, facilitated by the Ventismarian Union. These requests are to be accepted at the behest of the subject member state

The Trident Treaty (TTT)
A treaty for the collective nuclear security of core member states of the Ventismarian Union to be agreed to by member states and ratified by the Ventismarian Parliament
Protection
- Member states agree to collectively protect one another in the form of helping research, construct, and maintain anti-nuclear measures across the union
- Member states shall commit to constructing an anti-nuclear shield across the union with a budget of 5bn Aurei via the Ventismarian Union
- Member states shall agree to commit military assets in order to help set up and maintain the anti-nuclear shield
Universal Nuclear Objectives
- Should a member state find itself under a nuclear attack from a hostile, members of the union with nuclear capabilities are mandated and required to retaliate as if their sovereign nation were attacked. A nuclear attack on one member, is a nuclear attack on all
- Should a member state find itself under a nuclear attack from a hostile, all members of the union are mandated and required to declare a state of war between themselves and the attack nation(s)
- Nuclear capable states in the union shall create a joint nuclear defence board in order to coordinate and deliberate on events and procedures
