Ventismar Union Parliament Bill


Roads and Automobile Traffic Standardisation Bill 1 (RATS1)

The first in a series of bills meant for the standardisation of road and automobile traffic on the continent, focusing on the standardisation of vehicle registration plates in an effort to homogenise the identification of vehicles that enter, travel or transit through the Union.

ARTICLE 1
  1. All motor vehicles that are permitted by national laws to participate in cross-border traffic within or outside of the Union are required to display a distinguishing sign of the vehicle's country of registration.
  2. The distinguishing sign for vehicles registered in a Union member state shall be incorporated in to the vehicle registration plate, according to Article 2 and Appendix 1.
  3. Member states are free to (continue to) issue vehicle registration plates without the distinguishing sign of the country of registration for vehicles that are not permitted or not expected to participate in cross-border traffic.
  4. Deciding the legality of member state registered vehicles that do not bear the distinguishing sign of the vehicle's country of registration shall be a competency of national governments.
  5. Non-member states are encouraged to ratify the standards described in Article 2 and Appendix 1.
  6. Vehicles registered in non-member states that have not ratified Article 2 and Appendix 1 must for the duration of their transit through or within the Union affix a distinguishing sign of the country the vehicle is registered in to the rear of the vehicle in a clearly visible space. The distinguishing sign shall follow standards laid out in Appendix 2.
  7. Vehicles registered in a member state that are issued a vehicle registration plate without country identifier will be permitted to participate in cross-border traffic on the condition they bear a distinguishing sign in accordance with Appendix 2.

ARTICLE 2
  1. Vehicle registration plates described by this legislation shall be known as "VU format"./
  2. VU format vehicle registration plates shall follow standards as specified in Appendix 1.
  3. VU format vehicle registration plates shall consist out of a field that contains the identification sequence. To the left of that there shall be a country identification strip that contains a country code written in a white font consisting of up to three characters of the Latin alphabet denoting the vehicle's country of registration.
  4. Non-VU member states may, if consistent with all other registration plates of that country of registration, place a symbol or flag above the country code.
  5. Member states of the Union shall place the Ventistar above their country code as described by Appendix 1.
  6. The identification sequence may only consist of the 26 characters of the English alphabet and the numbers 0 through 9. Diacritics or other Latin alphabet characters are not permitted in the country code or identification sequence.
  7. Member states and ratifying states are free to use their desired font for the identification sequence, however the font must remain consistent over all vehicle registration plates issued by the country of registration. In addition, the font must take in to account permitted symbols that look alike (such as O, 0 and Q) and make clear distinctions between them. The use of "Kenteken", "FE-Schrift", "Mandatory" and other specialised fonts is encouraged and recommended.
  8. Member states and ratifying states can use any colour font for the identification sequence, provided it forms a good contrast against the background of the vehicle registration plate. The use of black is encouraged and recommended for registration plates that are yellow or white.
  9. VU format vehicle registration plates must be legible from a distance at day or night. For this, the font must be large enough to be read at a distance and the registration plate should include a retroreflective coating.
  10. All member states shall recognise vehicle registration plates that conform to the criteria of this bill.
  11. National (traffic) laws shall apply to any circumstances this bill fails to mention or foresee.
