An Election by November

Members of the Heavenly Assembly voted today to confirm the Government's newly revealed proposal for an early general election. The dates agreed upon for the two rounds of the election are the 24th of November and the 1st of December.

Eito - Earlier this week reports emerged from the Celestial Palace in Eito that the Chancellor of the Realm and her government had expressed a desire to call an early general election, as a consequence of recent by-election defeats and to attain a stronger mandate. Yesterday these rumours were confirmed as the office of the Great Council of State confirmed the government's intent; today, the motion was put to vote in the elected houses. Under the Sakashima Decree of 1998, a premature dissolution of the Assembly must be passed by 3/5ths of the Commons or 4/5ths of the Exemplars to be legitimate. Today's vote failed in the latter, but succeeded in the former, with 65% in support. A subsequent vote in the Exemplars to veto the motion of the Commons also failed, and thus the Council's proposal passed.

A Royal edict passed by the Commons has also established the date of the Assembly's dissolution, 31st of October, and the two rounds of the election: 24th of November and the 1st of December.

Surrounded by Federalist political magnates and addressing a crowd of gathered supporters in the public square of the Suzaku Palace after the conclusion of the session, Chancellor Seikoujo declared that the election was an opportunity for the Party to truly stand up for Shirakawans and Shirakawan ideals by 'clearly amplifying the voices of the People', and attempted to reassure critics of her decision, stating that the Party leadership would remain resolute in the face of challenges to it's leadership and that the call for an election had been made with 'total confidence' in victory.

The other parties too have quickly leapt into action. Lord Kokusō Hyōe said that as Leaders of the Opposition the Royalist Party had the democratic responsibility of uniting, 'so that we may better counter the Government's newest attempt at swindling the nation and choking out the vigor and spirit of the masses.' Wounds from the party's bitterly-contested leadership contest however appear to be fresh, as the Lady Tajima Nishi, the leading figure of the Royalist rightists and the main internal opponent of Lord Kokusō, made her own separate address to supporters. Some have taken the sharp divide in the opposition to be a sign of separatism, though Tajima herself dodged questions about such charges when interviewed on her way out of the Palace.

Lord Togoshi Keizo, a backbencher representative of the New Ziyuist party and leader of the multi-partisan, radically interventionist Fourth World Caucus, gave a speech to press following the vote welcoming the election, while criticizing the Chancellor herself. "This is a thin - thin, very thin - attempt to bolster the weak-willed Council we have now. But it's a good thing in the end, so long as the vote remains free and unaffected by the machinations of foreign powers." Togoshi's address ultimately overshadowed that of the current Ziyuist leader, Shikami Haruka, and many in the party are now wondering how long the strictly anti-interventionist crossbencher will maintain her hold on power, as the younger and bolder Togoshi, propelled into notoriety for his verbal attack on the young Yamataian Empress following her address to the Assembly as part of last years Imperial visit, increases rapidly in popularity.

Perhaps the group the most certain to gain something out of the election however is the Social Front, the third largest party, which has been slowly growing at the expense of the decaying Royalist base and ballooning in support from the youth since the collapse of the last government and Seikoujo's takeover. If divisions in the Royalists come to a head, it is likely the greatest beneficiaries will be the Social Front, with their fresh new leadership and firm support in the old industrial heartland of Uranuur.

National Coalition Formed Between the Grand National Party and the Yeongseon Future Party

Cheongi - The formation of the Yeongseon Future Party between the ziyoist Liberty Party and the populist People's Party had shaken up political establishment as the third largest party in the Commonwealth, in terms of both voter registration and representation of the Commonwealth Assembly. Although the Grand National Party leadership had expressed skepticism about the Yeongseon Future Party being successful, the growth of the party in voter membership and in polls in former People's Party states has created concerns of a potential easy Justice Party victory due to potential voter splits in the polls. This had lead to the Grand National Party to change their positions with Vice-Chancellor Go Ae-shin mentioning that she is open to an electoral alliance with the Yeongseon Future Party.

"The growth of the Yeongseon Future Party has proven that there is a movement for reform in the Commonwealth politics," she said in October 10th. "An alliance between the Grand National Party and the Yeongseon Future Party would prove to beneficial in the coming election and for passing necessary reforms for the Commonwealth."

Yeongseon Future Party Leader Yi Seung-min echoed Ae-shin's statement in November, adding "The Grand National Party and the Yeongseon Future Party both share a common support for a strong and safe Yeongseon. It's only natural for the two parties to pose an alliance that is Yeongseon first."

In November 10th, an agreement was reached between Yeongseon Future Party Leader Yi Seung-min and Chancellor and Grand National Party Leader Han Yul for the December 6th Election. Announcing that the rightist parties would be cooperating under both an electoral and a governmental coalition called the National Coalition, both leaders hoped to see a path towards victory.

"There will be differences in positions regarding policies," Chancellor Han Yul said. "But I, along with everyone at the Grand National Party, will be looking forward in working with the Yeongseon Future Party in providing a Yeongseon First policy that works for all Yeongseonins."

As Commonwealth elections operate under the First Past the Post Method, with the exception of few states such as Haeseon and Punggaang, there were already reports of GNP and YFP candidates having statewide cooperation in former People's Party states like Bongnae and Punggaang, now strongholds of the Yeongseon Future Party. In the Punggaang Gubernatorial Election, for example, YFP candidate Seo Jang-hoon announced GNP candidate Kim Hee-sun as his running mate far before the November 10th Announcement took place.

Although the mid-term election was expected to see growth for the opposition Justice Party, the Justice Party is starting to lose their opposition advantage in the polls. In most races, including swing seats held by the Justice Party, Justice Party Assemblymen are in vulnerable spots. That is not to say that the Grand National Party is sitting pretty though, their vulnerable seats are also seeing close race that could flip green. A YFP-GNP electoral alliance is expected to shake up the election, as it means that the Grand National Party wouldn't have to worry about the Yeongseon Futurers potentially splitting the vote between the two rightist parties.

Following the collapse of the Smythe Cabinet on July 31st during the Elections Booth Scandal, the government dissolved itself and called for snap elections. Smythe's party, the Orange Lodge, was all but destroyed by factional infighting after its leader, the former long-time Prime Minister James Smythe resigned his position. Smythe was implicated in a scandal regarding electoral bribes that went back well into the 2000's, a number of "whistleblowers" revealed. The Orange Lodge, a left-center party in the Confederation of Anglia, had recently passed an act legally changing the name of the nation from the Confederation of Yorcke to the Confederation of Anglia. Their big-tent center-left platform had previously appealed to a number of non-radical voters, and for some two decades had dominated Anglia's electorate, leaving the Black Lodge, the center-right party, as the minority. As the Orange Lodge failed to gain any significant representation outside of its hard-line traditional electoral districts, many predicted a Black Lodge-led government for many years to come.

However, almost all were surprised when John Henry Sheffield was declared the winner of the elections. A highly non-traditional Anglian politician from the State of Dysart et al., one of the smallest electorates in the Confederation, Sheffield's Central Party won a surprising majority and replaced the Orange Lodge in most of their districts, even usurping some Black Lodge holdings as well. The only member state of Anglia that lacks a single seat from the Central Party is the Eaorldom of the Donlands. There, the ADUP's [All-Donlander Union Party] pro-independence platform made surprising gains against their usual Black Lodge opponents. The election is an unprecedented loss of power for both the Orange and Black Lodges, who have traditionally handed power back and forth from one another since the foundation of the confederation in the 1930's. The Central Party represents a break from the norm of Anglian politics, which have often been described as "an old man's game" by many within the younger generations of Anglia's voters. Sheffield, only forty six, is a spring chicken compared to former statesmen like Smythe, who, at the time of his resignation, was seventy seven. Many believe that his surprise victory in the election is the culmination of dissent from both middle-aged and younger voters disillusioned by the tepidness of Anglia's democracy.

Sheffield's Central Party, named such for their determination to address so-called "central issues", such as corruption, budget balancing, and social issues that have been previously ignored by prior administrations, represents a radical departure in politicking for the long-time two-party democracy. The party, deemed highly populist but far from politically radical, is highly unpopular among the elderly and within military circles. Sheffield's inauguration at Yorcke today was deemed highly nontraditional, being both open to the public and incredibly plain, symbolically embodying a lot of what Sheffield's voters ostensibly believe in. During his inaugural speech, he stressed strong social cohesion in the period immediately preceding his reform, promising a large degree of social and political change, so long as the populace had the patience to see it through. He reminded those present for his speech that no city can be built in a day, and similarly no city can be torn down and built back from the ground-up in any similar time frame.

Sheffield, despite his relative youth, is hardly new to the politicking game. Previously a member of the Orange Lodge, he was a part of its "Light Dissenter" wing, which generally disagreed with the party's mainstream social beliefs that trended towards social conservatism. He left the Orange Lodge after his second election to the seat of Dysart et. al., forming the state-based Central Party. The party's performance remained poor throughout the 2000's, though it picked up in the 2012 elections, winning three states in total by 2016. However, the massive, exponential boost in the party's popularity is likely a result of both Sheffield's charismatic personality and the circumstances surrounding his competitors' demise. That is, he represents a new version of democracy that the old Lodges have failed to grasp on to.

Similarly, the Donlander ADUP has won a sizable majority in the Eaorldom of the Donlands, an autonomous region within the confederation. The All-Donlander Union Party, founded in 1972, has consistently lost a potential majority to the Black and Orange Lodges, who often form coalitions in the autonomous region to fend off the ADUP's electoral vote. Prior to 2018, the only time in which the ADUP held a majority in the region was 1980, when a referendum to demand independence from the confederation was narrowly defeated 48% - 52%. Their platform, focused on gaining further autonomy and eventually independence for the Donlands which was integrated into the confederation only a decade and a half after its centralization under Yorcke also promotes social welfare and reform. The ADUP's spokesperson, Micah Bowens, has promised open deliberation with Sheffield and his new administration, something that the ADUP has never extended to either Lodge.

National Coalition Retains Majority in the Assembly

Cheongi - The election was considered to be a referendum on the Han Yul Government, whether or not voters approve of Chancellor Han Yul's job. The Han Yul Government was blessed with economic booms, low unemployment rate, high stock market, and breakthrough researches on alternative energies. However, the Han Yul government was rocked by the Chancellor's own inflammatory comments and resignation or firing of some of the cabinet officials due to scandals. Depending on the leaning of newspapers, the Chancellor was either overseeing a productive Yeongseon or a ringleader of a circus sideshow.

The Justice Party was originally thought to be in good position to retake control over the General Court with the party citing inflammatory comments made by the Chancellor alongside resignations among some of the cabinet as evidence of the Grand National Party's inability to rule and claiming that a "pink wave" would sweep the nation. In the early part of the election years, initial pollings suggested that the Justice Party was poised to capture 44 seats in the General Court held by the Grand National Party, potentially ending GNP majority for the next year. However, scandals within the own party and the increase of voting turnout among GNP voters had closen the gap over time. The main worry for the Grand Nationals was the merger of the Liberty Party and the People's Party into the Yeongseon Future Party, creating a substantial populist challenger for the Grand National Party. There were concerns that the rise of the Yeongseon Future Party would split votes among right-leaning voters in competitive districts, prompting negotiations to be held between Chancellor Han Yul and YFP Leader Yi Seung-min. The negotiations were successful enough for an agreement to be made between the two parties, forming the National Coalition as a unified organization against the Justice Party.

After months of vicious political ads, rallies that end up with hecklers, and social media accounts making numerous predictions, election has finally come and gone in December 6th. This election was notable for having a turnout rate of 73%, the highest turnout rate for any election since the 1982 Commonwealth Election. Although most votes were counted and projected by December 7th, Habaek is still reporting recounts due to close election results in the Gubernatorial Race. The election ended with the results of 242 seats for the Grand National Party, 183 seats for the Justice Party, and 40 seats for the Yeongseon Future Party, an eight seat gain for the Justice Party.

Officials in the Justice Party were disappointed with its underperformance after months of campaigning on a "Pink wave."

"We were expecting a massive shift in politics and voter turnout," JP strategist Go In-seung said. "But the results were close and was barely a dent, the Grand National still retains a majority in the General Court and with its alliance with the Yeongseon Future Party, that gap is still wider than ever."

The Grand National Party still retains an absolute majority in the General Court and there are questions to be asked whether or not the GNP would continue its agreement with the YFP.

"Our relations with the Yeongseon Future Party will continue on as we will work together in making a safe and prosperous Yeongseon," Chancellor Han Yul proclaimed.

The only real losers of the federal race are the True Liberty Party and the Democratic Labor Party, splinter parties from the Yeongseon Future Party in protest of the merger. Both of the parties were eventually absorbed to the Yeongseon Future Party or lost seats in the election.

The 113th General Court will begin on January 10th, 2019. The 112th General Court will have until the last day of December to pass any legislations before being signed by the Chancellor and approved by the King.

Savinszar announces end of of emergency powers
Constitutional rule restored, scheduled elections to proceed



Today a royal proclamation issued by King Kagan II (Long may he reign!) and presented by Grand Marshal Kairon Savinszar, formally restored the Ahrenic constitution which had been suspended ever since the 3rd of October, 2017. The Grand Marshal, whom since this period had held the title of 'Secretary of General Affairs', had hinted last year that he aimed for the restoration of the constitution somewhere in early 2017.

The emergency government under Savinszar was called back in 2017 at the behest of King Kagan II (Long may he reign!), following the disappearance of then High-Commissary Klavigan Thal while returning from a dinner with representatives of several leading industrial conglomerates in Kaldea. While Thal's fate or location remain unknown, several dozen of suspects linked to the 'Royal and Revolutionary Army' have been apprehended by the Ministry of State Security. The 'Royal and Revolutionary Army', which reached prominence for the crushed Ixthalan insurgency in 2017, is now believed to be responsible for the disappearance of Thal. Little else has been declassified by the security services so far, as the investigation remains an ongoing process. The threat is now believed to have subsided however, and with this, several of the limitations and restrictions that the emergency government imposed have been reversed as they are no longer deemed to be necessary.

In a symbolic vote, the College of Benevolences gathered today as well to confirm the restoration of constitutional rule, which passed unanimously. Elections for the College are scheduled in the coming weeks, and will proceed as planned. Notably, more candidates have been approved to compete in several constituencies than in previous elections, leading to a potential minor shift of seats in the College. In particular, the New Dawn Society, is expected to gain some seats at the expense of the RevNats. Additionally, many new candidates are now found on the Golden Circle party tickets, replacing older members of College who served under Thal.

Savinszar will retain his position as First Councillor of the Magnanimous Council of Twenty at least until the outcome of the following election has been confirmed. Already two major bills have been prepared for the new College to vote on once installed into office, the first being a series of constitutional amendments proposed by Savinszar, the second being a series of economic deregulatory bills meant to stimulate the Ahrenic economy. These proposed constitutional amendments include greater involvement of the King (Long may he reign!) in the approval process for candidates, as well as granting the High-Commissary more independence in relation to the College. Not all proposed constitutional amendments have been released to the public however, and it is uncertain whether the office of 'Secretary of General Affairs' will remain, and what role Savinszar will take in the new government. The economic bill proposed meanwhile includes deductible tax-credits for companies, loosening protections for temporary foreign workers, as well as creating a national offices for labour dispute settlement under the auspices of the National Conglomerate. Both sets of bills have been endorsed by the Golden Circle, as well as several other parties in the united front.

Domestic observers have been overjoyed at the end of emergency government. For now it seems, normalcy is returning to Ahrenrok.

The most merciful thing in the world, I think, is the inability of the human mind to correlate all its contents. We live on a placid island of ignorance in the midst of black seas of infinity, and it was not meant that we should voyage far.

In a fiery interview today with the Achkland Morning Digest Aimi Takahashi, famous for her career as the singer/songwriter 9ine and acting in such movies as Because You Were Gone, Love Rush, and Hop Into My Heart, spoke out against the rising military ideals of the Haikade. Aimi was known to be one of the most famous stars in Achklandish pop culture before her election to the governing body of the United Republic. While speaking to her today she relays her surprise that she was even nominated by the citizens for the role of The Youth on the Haikade. Since her election just months ago Aimi has made it her mission to promote such causes as humanitarian work, women's rights, poverty, and diversity initiatives. But what has The Youth energized to take on the ideals of the Achklandish establishment today is the flagrant militarism that Aimi says "has wrapped itself around the day to day decision making of the Haikade".

Many have expressed concerns of the influence by the military industrial complex on Achlandish politics. From numerous exposes about former members of the Chamber of Peers finding themselves in high paying jobs at defense contractors such as Achkland Industrial Dynamics, Itou Defense, or Ryouichi Arms to numerous campaign contributions from the same few companies to members of the Diet. Links between the Achklandish government and the defense industry/military are numerous and evident even to the layman studying the dynamics of the scene inside Fawnnora, and Aimi Takahashi says enough is enough.

Recruitment for the Republican Armed Forces is a huge priority according to latest Defense Ministry Reports. While most of the demand for personnel is to relive those retiring and receiving hefty sums of incentives for their service, a big strain on personnel within the service is numerous peacekeeping mission around the globe at the behest of the Ordic League in war torn countries like Jyugoku. Over 20,000 troops from Achkland are deployed around the globe either in-country, on a military ship, or in the air at any given time performing various missions. While it is true that many of these missions include providing, distributing, and ensuring humanitarian aide from OL is given to peoples in need around the world, Aimi Takahashi says that it is a veil for Achklanidsh toxic military culture to spread abroad, conducting violence in our nation’s name.

“When we meet during our sessions of the Haikade, the prevailing attitude to squash any sort of problem using the military is just so great. When I first sat as The Youth during my first session, I was just flabbergasted at how much the military was mentioned. The Mother (Sayuri Kitae) who was my biggest mentor when I started on the Haikade told me, like crying, about how much the military was always thrown around as the first option for like everything. Everything from distributing humanitarian aide to dealing with terrorists it was just military, military, military. I at first just couldn’t believe it, but then I began to see that the masculine need by allot of the men on the Haikade to throw around such strength and power to just squash things was there, and it was in power. This toxicity was real, and so many within the government are ignorant to it and how much it was seeped into every day thought within our society. We have to take a step back and truly give peace and dialogue a chance when we approach things. My mission to Mongwau was about that, but sadly the way it ended the military complex ended up winning that day. No one had to die….”

Aimi’s tears were very real in this moment as she recollected the harrowing moment the Achklandish military soldier opened fire on a civilian during a protest Aimi was attending.

“I apologized to the family so much... of that man the soldier just… cut down.”

The soldier in question (who has remained unnamed by the Republican Armed Forces) was not charged with any crimes in what some say was the murder of a passionate man speaking out against neo-colonialism present with Achklandish culture today.

Aimi went on to outline her plans to reform the Haikade during here tenure as The Youth and how she intends to lessen the influence of the military and military industrial complex on decision making at the very top of the national structure. While she is just one of eight voices on the governing body of Achkland, Aimi does not let that curtail her motivation to see a more peaceful and accepting society in Achkland prevail over those who strive for constant war.

“I won’t rest until we don’t have soldiers in foreign lands committing war against other peoples. Until we don’t need a huge complex of hyper masculine men running around in uniform playing guns. It’s my mission.”

The Haikade is set to begin sessions this months on the first of April, unclassified sessions are open to the public, however seats are limited. Aimi also detailed how she is working to limit the use of the “veil of classification” used to shroud such sessions from public attendance.

New constitution approved
College of Benevolences votes in favour of proposed changes



Earlier today, the College of Benevolences has voted to amend the constitution of the Exquisite Republic at the request of Speaker Yaotl Ihctaca. The College gathered to discuss the proposed amendments which would include several institutional changes intended to ‘consolidate the republican tradition which has been expanded in the previous decades’.

Speaker Yaotl Ihctaca has responded joyfully to the results of the vote, praising the College’s progressive mindset: “This is a victory for Achtotlan and our democratic conditions. These changes will help us to uphold Achtotlaner values and maintain the continued stability of our constitutional order.”

Specifically, the amendments included the end of term-limits on the office of Speaker, which would allow Speaker Ihctaca to continue indefinitely. However, some controversy erupted over the abolition of the presidium. The presidium served as a check on the College of Benevolences, and consisted of several APRA high officials. Notably, there were several dissensions from the Achtotlaner Popular Rule Association itself. Of the APRA’s 586 seats, 527 voted in favour of the proposed amendments, six abstained, and 53 voted against.

As expected, the opposition parties also supported the proposed amendments, with only a few abstentions in the Liberal Democratic Party and the Social Republican Party.

The new constitution has gone into force immediately.

A Counterrevolution?

Hidden under the typical auspices of Revisionist Transoxthraxia’s media curtain lay a series of political developments that has hinted towards a radical change in the new, reactionary polity’s governmental order. Six days ago, tourists and underground journalists released pictures and videos of the Transoxthraxian army clashing with Transoxthraxian Special Branch (TSB) units and the Black Guard in a number of cities, including the state’s capitol, Iagyas, and its largest city, Vounomethea. Since then, more and more footage has been released, some by official opponents of the regime, such as the Republican government-in-exile, which posted a number of submitted videos via their social media accounts. But as the flames in the cities have begun to die down, an official statement was released by what can only be presumed as the remaining members of the Revisionist government, only mere hours ago.

The Haoumatavinaikerauvirazs, a position that’s somewhere between field marshal and commander-in-chief, has belonged to one Lauras Khaurniloas since the beginning of the Transoxthraxian Civil War, but only recently has the position been elevated to significant importance as a part of the Revisionist “troika” that was theoretically meant to keep the army in check. Khaurniloas, who has long been a close confidant of the charismatic Revisionist leader Klyuatra Asergoniz, appeared on international television in a surprise press conference, appearing in full officer dress, and proceeded to address the reasons behind unrest within the nation. International political commentators expected the standard Revisionist responses when it came to internal unrest, akin to the announcements that were made following the suspected 2017 Coup Attempt. However, Khaurniloas’ speech was far from standard; the fifty eight year old military man dispassionately gave a short speech about patriotism, reaffirming the Revisionist cause, assuring stability, and then proceeded to take questions from reporters present for nearly half an hour while the third member of the troika, Aitoras zho Kaulia-Gau nervously looked on.

Questions asked included the whereabouts of Asergoniz, the nature of the unrest in the cities, and the reason behind the inter-branch clashes. Most of the answers were indirect at best, but Khaurniloas mentioned that the Revisionist’s Didact, Asergoniz, had been in ill-health as a result of the unrest, and that a coup attempt by “undesirable counterrevolutionaries” was made “from within the party”. Khaurniloas ominously added, “... those responsible have already been dealt with”. Asergoniz’s absence from the press conference shows a new dynamic in Transoxthraxian political developments, as does zho Kaulia-Gau’s. The latter, while present for the press conference, was so noticeably agitated that at one point an off-screen attendant handed him a hot towel to wipe his brow. The missing Asergoniz, however, speaks volumes. She had been the mastermind behind the founding of the Revisionist Party and its very-present leader since 2014. Even when she contracted tuberculosis during the civil war, she continued to make public appearances. Could her disappearance infer a change in the troika’s power dynamics? Were the clashes witnessed a result of the army putting down a coup attempt, or was it the army seizing power for itself?

Regardless of the answer, the most shocking revelation that came from the press conference was Khaurniloas’ concrete statement when asked about the status of the Transoxthraxian royal family: “... They are, as far as I’m aware, safe from the strife that has occurred in the past few days. It is, also, the desire both of our Didact and the Council of the Five Hundred, to see the monarchy restored, posthaste…” The fate of the Transoxthraxian monarchy was one of the largest dividing factors in the Revisionist Party - in fact, one of the three factions within the RP was named the Monarchists, and a number of members of other factions, including the ruling Minimists, supported a restoration. Most notably, however, Asergoniz did not. Her disappearance, and the announcement of a restoration, are highly suspect.

Already, political commentators and the Transoxthraxian government-in-exile especially, have begun to refer to Khaurniloas as a “usurper”, despite vehement Revisionist foreign office claims otherwise.

As of the 27th of October, it seems that Khaurniloas has begun to chair a regency council, which has reported met with, and offered the crown to, a number of potential monarchs for Transoxthraxia, including members of the af Violta dynasty as well as, more controversially, members of the Second Empire’s deposed dynasty, who were dethroned in the first half of the 19th century.

Free Citizen's Party Front Runner Embraces Nuclear Weapons

Eunshi, Busang - In a potential shift within the previous Free Citizen's Party platforms and presidential candidates, the party front runner and Umhapdo-based businessman Rhee Yo-han has openly embraced the creation of nuclear weapons as part of his electoral campaign in the Free Citizen's Party Foreign Policy Debate on February 11th.

"We are a nuclear capable state. Why are we not developing nuclear weapons to better protect the United Republics?" The businessman replied when asked about keeping the country safe. "Each prior administrations have rejected developing nuclear weapons, thinking that our anti-missile defenses and individual treaties with friendly countries would keep us safe. The world is getting more dangerous than ever and we need better weapons than what we have to keep us secure."

Rhee Yo-han isn't the only presidential candidate in the Free Citizen's Party to be pro-nuclear arms. Other Presidential hopefuls in the party have chimed in with varying levels of support for nuclear weapons in foreign policy debates. Mansan Councillor Yu Ba-ri, although placing faith in the country's proactive cyber and anti-missile defense, was open to nuclear weapons as playing a role in the country's expansive arsenal. Dolseong Governor Kang Yuri expressed doubts of the usefulness of nuclear weapons but did not ruled out development of such arms. Although elements of the FCP had called for the country to develop nuclear weapons since the Go Ji-hyun Administration in 1946, they make up a small faction as the party since the Go Ji-hyun Administration continues to stress the non-proliferation of nuclear weapons.

Currently, the United Republics does not possess any nuclear weapon but does have the capability and resources to produce such weapons. The Go Ji-hyun Administration in 1947 had set up agencies tasked with researching nuclear weapons after noting its effectiveness but had abandoned research in 1949 and became a leading opponent of nuclear weapons since then. No other Presidents ever continued research into nuclear weapons, instead relying on defense treaties with HECO member states and invested heavily into cyber and anti-missile defense.

Public perceptions have also changed towards nuclear weapons. In 2014, only 36% of Gyunghwans polled supported the development of nuclear weapons. In 2020, the numbers went up to 52% in support. Experts attribute the increase of public support on the rise of tension between Gyunghwa and Revisionist Transoxthraxia after the Revisionists emerged victorious over the pro-west Republicans in the Transoxthraxian Civil War. Along with Gyunghwa hosting and recognizing the Republicans-in-Exile as opposed to Chisei recognizing the Revisionist government, the increasing perceptions of Chisei and HECO's inability or hesitation in the defense of Gyunghwa are also factors in the reconsideration of nuclear arsenals.

If Gyunghwa was to pursue the development of nuclear weapons, it would drastically change the regional balance of power as Achtotlan and Gran Altiplano are the only countries in Valeya confirmed to possess nuclear weapons. Moreover, it could also affect the global balance of power as only four other countries possess nuclear weapons (Chisei, Yamatai, Nakgaang, and Zusea) and such nuclear armed countries exert massive levels of influence on their respective regions and in the globe.

Reactions from other party front runners are mixed to negative to Rhee Yo-han's nuclear weapons comment. Democratic Party front runner Jinhae Councillor Wigung Sa-nang called Rhee's comment "a pipe dream of an idealist who thinks belligerence can make a country great again." However, Wigung did not ruled out a possible development of nuclear weapons under his administration but stated that it would only be considered if "every other options were exhausted."

Popular Party front runner Pom Ji-soo was less receptive. "The last thing this republic needs is nuclear weapons," the Assemblyman from North Ahngok stated. "Nuclear weapons are going to create unneeded tensions with our neighbors, something we cannot do in good conscious. Mr. Rhee claimed that the world is a more dangerous place so why does he want to make more bombs instead of focusing on dialogue?"

Reform Party front runner and former Governor of Busang Jeon Wang echoed Wigung's response. "I'm not sure how escalating tensions by building nuclear weapons are going to make this country safer. As much as I talk about how we need an overhaul in our system to ensure more power to the individual, our current non-nuclear weapon policy works for us."

The Free Citizen's Party National Convention will take place March 9th, 2020 in Gimjeon, Mansan. The Democratic Party will host their national convention in March 11th at Dongmok, Gyerim. The Popular Party National Convention will be held at Muju, Dolseong on March 14th while the Reform Party will hold their national convention at Hanbat, Busang on March 18th. General election will take place in July 18th. If neither candidate reached over 50% of the popular vote, second round of voting will occur in August 10th with the top two candidates proceeding forward.

King Manxiwa to cancel Royal visit following terrorist activity

His Majesty delivered his statement via a televised address this morning.


eLuhlaza - In a statement released this morning, His Majesty Manxiwa and the Royal Household confirmed today that he and Queen-Consort Sesethu would be indefinitely postponing their planned visit to Inyoka governate later this week, following clashes in parts of the island between the Royal Army and bands of sectarian terrorists. Several other planned regional visits have also been cancelled, as His Majesty and the Government meet to discuss the manner in which to handle the ongoing crisis in the South.

Terrorist activity in Inyoka is not unheard of, as many peasant clans in the region are known to harbour various bandits and revolutionaries, known to assault officers of His Majesty's Government as well as any they deem outsiders. During the civil war, His Majesty Manxiwa personally led forces of the Homeland Restoration Front into the region to quell uprisings that had occurred during the destabilising period of Republican Party rule.

Army officers in the region have reported that the current rising is atypical primarily in it's scale, and the violent tenacity of the enemy. Some 50 soldiers have been injured or killed by the bandits' ambushes in the past month, as well as dozens of innocent civilians and at least 5 citizens of our Esteemed Ally, Achtotlan. The King has praised the bravery of Achtotlaner private security forces and advisors in working with the Army to combat the terrorist threat, and has sworn to work with Premier Gadla Mwelase and other members of the Government to bring a swift end to the fighting.

The Royal statement also condemned cowards and traitors, a "poisonous minority" of army units, who have reportedly defected to or aided the terrorist forces. "There is no room for double loyalties or sympathy." His Majesty cautioned, "We must unite and face the enemy before more lives are lost."

His Majesty Manxiwa concluded the statement by assuring citizens in Inyoka concerned about terrorist activity, and dissapointed in the cancellation of the Royal visit, that order will soon be restored and that they should maintain faith in God and the Nation. Furthermore, he promised further press conferences to keep the public informed.

Constitutional Convention Blow to Prime Minister
Negotiations have reached a deadlock as delegates walked out in protest

KHORNERA, ARCADIS Negotiations in the imperial capital of Arcadis culminated in a chaotic conclusion as several delegations left the Constitutional Convention in protest. The convention came together to discuss amendments to the current imperial constitution, and particularly focused on reforming the Curia, the role of the Glorian Cult, the role of trade unions, and the degree of federalisation. The conference was off to a bad start when representatives from the Imperial Workers' Party protested that no delegates from the Socialist Party were invited. Additionally, letters of protest had also reportedly flooded the office of the prime minister before the convention had even commenced, notably from large factions of the aristocracy who were not invited for the conference.

While Prime Minister Decius Florent was willing to offer concessions on the matter of electoral constituencies and seat distribution, lowering the minimum age requirement, as well as easing the application of religious law in the public domain, it seemed to be inadequate for the opposition. While the Centre Party and the Progressive Party appeared initially appreciative of the PM's willingness to compromise, they deemed the concessions as too insignificant. Instead, they demanded sweeping changes to the make-up of the Imperial Senate, including direct democratic elections, which the PM refused. Ironically, the concessions that were offered by Florent provoked a furious response from the representatives of Faith and Fury, who accused the prime minister of "compromising on core imperial ideals and traditions.", which provoked further angry responses from other parties present. Various regional representatives also pushed for increased federalisation and a return to autonomy, which had been heavily reduced in the 50s under the fascist coalition government. It seemed a highly contentious issue however, as both the left and right could not agree on a common position. While the convention was on constitutional matters, the Dominate's membership in the Waldmar Concordat and the alliance with Zussea was also brought up. In particular, Faith and Fury condemned the organisation strongly and demanded a referendum on withdrawing from it. They found an unlikely ally in the Imperial Workers' Party, of which some members openly backed putting the issue to a referendum.

Halfway through the conference Horus Nestor, leader of the Progressive Party, staged a walk-out alongside representatives of the Duchy of Grizen, fed up with the lack of progress and what the right honourable Nestor described as "the recalcitrant attitude of the prime minister". At this point the convention began to break down as discussion moved from substantive topics on to the topic of the convention itself. By the end of the third day of the conference, the Imperial Workers' Party's delegation had also left, alongside the regional delegation of Montnoir and several independent representatives. While the prime minister attempted to continue the convention the next, by that point it had become an exercise in futility.

Senator Baron Fyodor Malleus II, delegate of the National Royal Party, voiced his sincere disappointment: "We had hoped a convention such as this would bring the various parties closer together. But it seems it has only served to drive us further apart. At the end of the day, we are one nation, and we need to figure out how to move forward as one." Prime Minister Florent commented that he "Deeply laments that the convention was unable to definitively settle the constitutional matter.", yet he added that he welcomed the criticism that was raised by the delegates in attendance, as they provided 'useful insights'. The Dominus and the imperial household itself was not available for comment, despite the fact that His Exalted Majesty was present at the opening ceremony of the convention to personally bless the attendees.

The failure of the convention represents yet another failed effort by the imperial government to mend the deeply entrenched divides in Khorneran society. Earlier at he beginning of this year the prime minister had privately met with opposition leaders in the hopes of reaching some accord. While this meeting led to several pieces of legislation, these did little to address the root of many of the issues that were raised at the convention. The Centre Party had also proposed in parliament the formation of a grand coalition, but the cabinet dismissed the suggestion immediately.

Reportedly, the cabinet is currently convening to discuss their next steps.

UPDATE: as of 17:20 today, the regional government of the Duchy of Grizen has issued a declaration that they would no longer follow any decrees from the imperial government. While they reaffirmed their fealty to the Dominus himself, the duchy's chancellor stated that they no longer held the prime minister and his cabinet to be the legitimate representatives of His will. The prime minister has not yet issued a response. We will continue to provide updates as the situation develops.

Archduke Rupprecht Wilhelm has suffered serious heart failure, and has been confined to his apartment in the Gartenhof, according to a recent announcement by the Räichshof public office. His impending passing carries enormous implications for Zusea’s future.

The archduke has bounced between hospitals for the past several weeks, as he struggled against pneumonia and other complications, brought on by a bout of influenza earlier this year. His health has steadily declined since his second heart attack in 2017, and many in the imperial household have long feared his time may come sooner than expected.

His confinement to the Gartenhof indicates that he has been moved into palliative, end-of-life care, and that funeral preparations may already be underway. Additionally, dozens of members of the House of Scharrbach have begun converging on the palace. Only yesterday, the Räichshof announced that Kaisar Wolfgang would temporarily relocate from the Volkspeer, presumably to be near his brother in his final hours, and oversee the last rites.

Archduke Rupprecht was the second of Kaisar Arkadius’ only two sons. He is the oldest candidate for the throne, and the only remaining candidate over thirty. He has been the presumed favorite ever since the death of his nephews, the Archdukes Viktor Klaudius and Alixander the Elder, in 2008, the so-called “Black Year of the Scharrbachs.” Rupprecht’s heart attack and subsequent declining health has thrown his candidacy into question, and now, it seems he will pass before his brother, the Kaisar.

Consequently, the only remaining candidates are the five great-grandsons of Arkadius, the oldest of which is Archduke Kristoph at twenty-six years. Kristoph, however, departed Zusea for Chisei after the death of his father in 2008, and seems uninterested in the throne. Certainly, living for the past decade in a foreign country will not endear him to the Septzang.

The two new favorites each arrived at the Gartenhof days ago: the twenty-one-year-old Archduke Alixander, affectionately branded as “Prince Alix” in the press, and the twenty-year-old Archduke Maximian, often called “Prince Maxi.” All the older possible candidates are women, a consequence of the family’s propensity towards daughters in past decades, and they remain ineligible: two recent attempts to open the throne to the Scharrbach women failed in the Septzang, blocked by the court’s reactionary coalition. And so, in the chintzy language of the tabloid Tauben, “we’re stuck with Alix and Maxi.” Twenty-year-old Archduke Ludwig is also eligible, but his shirking of higher education and frequent womanizing renders his chances slim.

All eyes will be on the two princes as they prepare with their families for their great-uncle’s passing. Both can also look forward to the grueling Thronerprobung in the coming weeks: a series of private, closed interviews with the Guardians of the Septzang, during which their aptitude for leadership will be ascertained individually by each legal scholar. The Guardians are frequently accused of “voting with their politics,” or legislating from the bench, but nonetheless, the election of the Kaisar is described as a meritocratic process in the Punctation, and the Guardians must abide by the law. As such, the Thronerprobung cannot be underestimated.

Cynics might assume that Prince Alix is the favorite. He captained his local Vorreiterkorps unit with distinction while in Gymnasium, proceeded from the VK into the Heimwehr like any other cadet, and even completed basic training before assuming ceremonial command of the 17th Corvish Guards Regiment. According to his few interviews, he only ever exited the army to focus on his studies and prepare for the throne – currently, he’s pursuing a Diplom in political science at the elite Große-Kronschule Tzambel, and minors in global affairs, almost a requirement for any potential heir. As such, Prince Alix, the dutiful soldier, would seem the natural favorite of the conservative bloc of the Septzang, especially the four Guardians appointed during the reactionary times of Arkadius and the Endwar.

Prince Maxi cannot however be discounted. Always a better student than Alix, he excelled at a private Gymnasium funded by the Vordic Church, and started taking university classes at the Große-Kronschule Varmach at fourteen after passing the rigorous Unterabitur. Consequently, he’s already earned one Magister degree, and currently pursues a second, in history. Unlike Alix, he’s not a soldier – his leadership of the 4th Guards Hussar Regiment is genuinely ceremonial. However, he’s published music online, and his image in the media is generally better-established than Alix. Additionally, he’s expressed fondness for the Free Zossic Labor Union (FZG), and leans left politically – he would also be the first openly gay Kaisar, at least in the modern sense of the term. He’s therefore undoubtedly the favorite of the liberal bloc in the Septzang, but they remain a minority without the support of a few moderate conservatives – who will surely play a key role in determining the next Emperor.

Although the Guardians are strictly disallowed from discussing the succession in any public capacity, the looming imperial elections will doubtless spawn rumors to be followed and leaks to be analyzed. Festival Goes Ahead Despite Legality Concerns

MIKALAVSKAYA was bustling today as people came from all over the Prajatask region to celebrate "original culture" on the first day of the very first "Native Festival," repudiating what they call the "violent enforcement of the artificial Zwylno-Prajataskajan language and customs." Among the activities at the festival were songs and dance; samplings of regional food and beverage; trivia; and games and competitions such as ax-throwing, bird-shooting, and trivia. Tomorrow, people look forward to trail riding. Notably, all signs and announcements at the festival were made in Prajataskajan, which has been officially banned since the Rebellion of the Brethren in the late 18th century by both the old United Kingdom and the Proletarian Union. A recent narrow government decision allowed localized use of Zwylnian but not Prajataskajan, predictably leading to a surge in "nativist" fervor in the mountainous region of Valourium's Northwest.

Mayor Doborov said he welcomes the festival. "We've never seen so much activity in this city. Our residents are aware of the local charms all over, but as a heavily industrial city in these drab mountains, we don't get a lot of visitors usually. The city really feels alive right now." When asked if he would enforce the ban on the use of Prajataskajan, he responded "Why? Frankly, the ban is unconstitutional, for one, and it's only been held in place by the complacency of the nation's population. Second, that would mean breaking up this festival, which has brought much needed attention to this area. Third, what may be the most relevant point, is that all these people have come to celebrated a common history and a common culture, suppressed by an authority whose job is to protect local interests across the nation. Trying to enforce the ban upon these people very well may cause a riot."

We asked Zasim Kaspiarovič, Chief of National Police, what his likely response to this event will be. Although the National Police Communications Office repeatedly warned against holding the festival, no directives were sent out to local police forces to prevent the convention of the crowds, and no personnel were sent to prevent it. "This illegal event certainly poses a threat to the unity and stability of the Proletarian Union. Ethnocentric culture has always been a barrier between members of the proletariat, and usually leads to elevated authoritarian tendencies. We are monitoring the situation very closely and will act if the situation develops unfavorably." He did not offer any further comment.

The Presidium is now set to convene on Monday to discuss preemptively summoning a Special Assembly of the Nation (SPAN) to settle the constitutional question of old languages. A SPAN is typically summoned as an extension of Valourium's judicial system, but nothing in the Constitution prevents its summoning by popular will.




Kamienskaja Discusses the Dominate Convention

ADDRESSING the Presidium Liaison Office representatives on Thursday, Kamienskaja answered many questions about the faltering constitutional convention in Arcadis. Kamienskaja first expressed concern about the lack of any Socialist Party representatives to the convention. "The most radical elements of any society are in their position because of severe grievances. Any updates to a nation's constitution should account for their situation. As the fundamental law of a country, its chief aim should be the security and prosperity of its people. Anything less is an insult to the very essence of constitutionalism." When asked if the State would take any actions to ensure Socialist representation, Kamienskaja responded "Valourium holds very little leverage with regards to the Dominate. Our diplomatic ties are minimal, and our bilateral trade is a token at best. At this time, I would not recommend that the Presidium add any agenda items regarding the Socialist Party in the Dominate, unless they want to make a statement of Valourian solidarity."

Kamienskaja also answered questions about what Valourium will do should politics become more unstable in the Dominate following the walkouts from the convention. "We continue to observe with interest the unfolding political developments in the Dominate. We have requested Almia to allow Valourian and other CODEX observers to inspect their border security and consider recommendations for the event that the border requires complete closing." When one representative pointed out that this response seems a little extreme, she explained "We do not expect a crisis or anything to erupt in the Dominate. However, the symbolic significance of a walkout from a constitutional convention reminds us that anything can happen at any moment, and that normal peace is a very modern phenomenon which we cannot take for granted."

In her closing remarks, Kamienskaja expressed hope for the further liberalization of the Dominate and a reduction in hostilities between the empire and Valourium. "We remain dedicated to the ideal of self determination for all peoples, and all workers. We also remain dedicated to global peace, without which the workers of the world have little room for development of their rights and dignity. With freer exchange between our peoples, we may see significant strides in the ideological development of the subjects of the empire."

Domestic unrest continues as opposition declares sympathies with the rogue province of Grizen

KHORNERA, ARCADIS Earlier today, opposition representatives passed a bill condemning Prime Minister Decius Florent's administration, and declaring solidarity with the Duchy of Grizen. The bill was passed unanimously by a minority of the Curia, as the government parties were not present at the moment. While of dubious legality, the Senate has immediately voted on the proposal and rejected it with a near-unanimous majority.

The government of the Duchy of Grizen, a semi-autonomous province of the Holy Kingdom and Senate of Khornera, declared several days ago that it would no longer recognise the authority of the imperial government. In a statement, Grizen's Chancellor Coriolanus Mark, stated that while they remain firmly committed to the divine authority of the Dominus, they would no longer regard the imperial institutions as holding any legitimacy. This news came after the disastrous Constitutional Convention that led to several delegations walking out in protest.

It seemed however, that the Duchy of Grizen has garnered significant sympathy outside its province. In an act of brazen protest, Curia members of the Imperial Workers' Party, the Centre Party, and the Progressive Party, arrived early at parliament before official hours. Once there, they declared the parliament opened, and without other parties in attendance passed a motion declaring support for the province of Grizen. This all happened in the span of fifteen minutes. Afterwards, security forcefully removed the rogue representatives from the premises and all parliamentary meetings were suspended for the day at the orders of the prime minister. Initially it was uncertain whether the bill was passed legally at all. While the opposition jointly were sufficient in number for the Curia to be quorate, the speaker was not present to officially mark attendance. Similarly, the move has been decried as going against the spirit of the parliamentary system, even if it did not violate the letter of the law. However, in a move that many similarly deemed unwise, the Senate decided to immediately vote on the bill. In the Khorneran system the Senate acts as the upper house which needs to approve any bill passed by the Curia. In contrast to the Curia, it is not democratically elected, but consists of clergymen, noblemen, and representatives from the provinces. In entertaining discussion of the bill, the Senate technically affirmed that the bill was passed legally in the Curia. Here, an overwhelming majority voted against the proposal that same day. Only several representatives from Grizen voted in favour, and some abstained. Despite this, the act of protest by the opposition has come as a painful blow to the current administration.

The Imperial Supreme Court will convene next Friday to evaluate whether the bill was passed according to Imperial Law.

UPDATE:

As of today, the delegations of the opposition have walked out of the Curia. The Centre Party, the Progressive Party, and the Imperial Workers' Party, did not show up at the opening of parliament, and released a statement that they would no longer participate in "the sham that is Khorneran parliamentary democracy". Subsequently, the Centre Party and the Progressive Party both joined the Duchy of Grizen.
A statement went out from the Duchy by a self-declared "Provisional Parliament of the Holy Kingdom of Khornera", declaring themselves to be the legitimate representatives of the peoples of Khornera. In that same declaration, Horus Nestor, previously parliamentary leader of the Progressive Party, was announced as the new prime minister of this provisional government.

His Excellency, Prime Minister Decius Florent, has responded harshly. In a cabinet press statement he has declared the Grizen Government illegitimate and accuses them of treason. The Curia has been disbanded by the prime minister, and an ultimatum has been issued. The Grizen Government has a week to reaffirm its allegiance to the imperial government, or actions against them will be taken. The ultimatum did not specify what kind of actions the imperial government was referring to.

The representatives of the Imperial Workers' Party are still at large.

Recent news from the Gartenhof regarding the Crisis in Khornera.

Kaisar Wolfgang XIX called for peaceful discussion and gradual reform in the Dominate today, speaking during a hastily-called press conference at the Gartenhof following the continued escalations in the Khorneran crisis.

“It is clear Our allies in the Dominate face serious internal problems, as does every nation. However, We urge all involved parties to participate peacefully and respectfully in discussions of reform. We strongly remind all involved parties that violence only ever begets tyranny.”

When asked how the Zusian government or military might respond to the crisis, His Majesty was quick to answer.

“There is nothing yet to respond to.”

Correspondents later asked His Majesty about the exclusion of socialists.

“Contrary to some press reports, social-democratic interests were represented, in the form of the Imperial Workers’ Party.”

His curt answer drew more questions, which eventually provoked elaboration.

“We are confident Prime Minister Florent had important reasons for the exclusion of the Socialist Party. We are aware that he must be struggling to contain the toxic radicalisms which arise at any moment of crisis.”

His answer drew another flurry of questions, especially regarding Zusea’s stance towards the socialists. His Majesty thereafter provided his final statement for the morning.

“Our government once again urges calm on all sides. If necessary, We hope We can provide any assistance needed to guarantee peace.”

Immediately following the press conference, the Räichskammer released a very brief formal statement regarding the separatism in Grizen and the crisis generally, which seems also to offer Zusea’s services as mediator or partner, should it be desired. The text is reproduced below.

“By the Grace of God and the Will of the Nation, We, Wolfgang XIX, Vordic Emperor and Arch-King of All the Zusian Crowns, Most Serene Worldly King of Kings, Grand Apostolic Prince of Ossintoria, etc., etc., etc.

We announce the following to all Our faithful citizens. We have observed with growing concern the events within the Duchy of Grizen, as well as the Holy Kingdom of Khornera generally, and have come to believe that the important political struggles in the Holy Kingdom threaten to spill over into treason and anarchy. We therefore strongly declare Our enduring opposition to all forms of political violence, save for those regulated by the lawful structures of the Khorneran State, in the interest of protecting the Great & Noble Khorneran Citizenry from new outbursts of destruction and tyranny.

We therefore also humbly suggest that Our Most Divine and Exalted Friend and Partner, Dominus and Son of Jupiter, Pontifex Maximus and King of Khornera, etc. etc., Ignatius VIII, might intervene on behalf of his Great & Noble Citizenry, to resolve the conflicts of the current political struggle, and to assuage the concerns of the Duchy of Grizen and other factions. Pursuant to these hopes, We humbly offer the services of Ourselves and Our Realm, whenever, wherever, and however they should be necessary, for the peaceful resolution of the conflicts in Our partner Realm.

UPDATE: The press conference and statement both occurred before the formation of the Provisional Parliament, and so there is no word yet on the most recent events from His Majesty or the imperial government.

Premier calls for emergency CODEX meeting as internal tensions rise in the Dominate



Mahesawar - Premier Lieu Thuong, in a released statement via the Foreign Office, has called for an emergency summit of CODEX member states as the political crisis develops in the Domināta Aeterna. The Premier said in the statement that the Foreign Office was also in discussions with their diplomatic counterparts in Zusea, Meriad and New Hyspania. None of the diplomatic corps of the aforementioned states have responded to the Report's request for a statement on whether they are actually in talks with the Premier over the situation.

The Ordan CODEX members of Valourium and Almia are the closest to the unfolding developments in central Orda. With the formation of the Waldmar Concordat, Amestryi and Versitina have been pressured by the anti-socialist bent of the supranational organization, in a repeated attempt to root out revolutionary socialist states in Orda permanently. However, the formation of CODEX provided a balance to continental politics as the integration of the socialist states globally allowed for the leveraging of those relationships vis a vis the Waldmar. Almia's proximity to the Dominate could result in a destabilization of their shared border as the crisis continues.

The call for the emergency CODEX meeting came immediately after the de facto secession of the Duchy of Grizen from Khornera, a constituent member of the Dominate.

With recent statements by both the Kaisar at the Gartenhof and Foreign Minister Kamienskaja, diplomatic maneuvering internationally has already begun. According to unnamed sources in the central government, there has been hints that the Premier is in discussions with Ordan Intersol members over possible courses of action.

The Duchy of Grizen's declaration as the so-called "Provisional Parliament" has led to uncertainty among policy makers over the stability of the Dominate itself. However, the Congressional Eastern Commerce Coalition have expressed their desire for "restraint" and "cooperation" with Zusea and New Hyspania. The port of Incheru in eastern Nakgaang sees nearly 60% of all trade volume between Nakgaang and Zusea, and is a major source of taxable income and economic stimulus for the city and the surrounding region, which is predominately Kyrossi.

    Senon: Amid a chorus of reactions to the ongoing developments in Khornera, Premier Almaricus Clérisseau, the Republic's representative in His Divine Majesty's Imperial Court, gave a hastily organised briefing to the Grand Assembly today following his return from Arcadis. He addressed the deteriorating situation of the constitutional reform process, and in particular the de facto secession of the Duchy of Grizen from the Holy Kingdom. The latter move, announced by Chancellor Coriolanus Mark last Thursday, appears to be an attempt by the Kingdom's progressive and liberal factions to strongarm the government of Decius Florent into further democratic concessions.

    The Grizen Declaration, which states that the lightly populated northern Duchy - bordering Meriad and Zusea - will no longer follow any decrees from the Khorneran national government, and will instead swear direct loyalty to the Dominus, has already been branded as an effective 'white glove' in the face of senate reactionaries and the entire constitutional convention by Khorneran and International commentators. Redonian figures on the other hand have played it down: on Sunday, Richardus Morel, Liberté et Justice leader and Minister for Foreign & Dominate Affairs, described the ongoing crisis as a 'wholly Khorneran matter', and the Declaration itself as a 'overly dramatic rhetorical play, but nothing that cannot be resolved.'

    However, the situation has continued to develop rapidly. Yesterday morning, the delegations of the opposition parties stormed out of the Curia Plebis before it was even formally opened, after unanimously passing the 'Nestor bill' condemning the government of Prime Minister Decius Florent and declaring solidarity with Grizen. This bill, named for Horus Nestor, Leader of the Progressive Party, was subsequently voted down by the Senate by a massive margin, but in doing so, it appears the Khorneran right has succeeded mostly only in emboldening the opposition. As of yesterday evening, the Centre Party and Progressive Party have both joined the Duchy of Grizen, and have issued a declaration establishing a "Provisional Parliament of the Holy Kingdom of Khornera", with Nestor himself serving as the Provisional Government's Prime Minister.

    Prime Minister Decius Florent has moved quickly to respond. In a cabinet press statement he slammed the Provisional Government as illegitimate and treasonous, and dissolved the Curia. Furthermore, the Khorneran government has issued an ultimatum to the Duchy and the Nestor government, giving them a week to reaffirm their allegiance, or have 'actions' taken against them.

    Foreign governments have immediately reacted with concern - the Zusian Kaisar, the Gaangi Premier and the Valourian Foreign Minister have all issued official statements on the crisis, urging restraint and calling for mediation in the dispute by the Dominus himself. Meanwhile in Redon, the news streaming rapidly out of the Crownlands has been met with a host of differing reactions. Consul Supérieur Matthieu Courvoisier and Consul Inférieur Félicité Auguste issued a joint statement on the behalf of the Republic's governing coalition a few hours following the one by Prime Minister Florent, criticising the Provisional Government for its 'reckless and illegal behaviour', but also sharply commenting that 'the safety and stability of the blessed fatherland should not be sacrificed for the squabblings of lay bureaucrats.' They called upon all factions to reopen negotiations and discuss a route to move forward.

    Today, many factions expressed their thoughts in the Grand Assembly, as they awaited the arrival of the Premier, who was reportedly delayed by security-motivated train cancellations in Khornera.
    Balthazar Marinet Boutroux, Marquis de Bégnan and founder of the Flambeaux de Jove movement of radical dominatistes, went much further than the Consulate, delivering scathing attacks on both Florent and Nestor in the Grand Assembly this morning. "Two bastard-fruits from the same tree! They are sewer-dwelling sons of oafs who defile His Holy Majesty's Crownlands with their hatred and sin. Iovis Primus looks down upon these fools. If I were there, I would strike them firmly with my shoe," he roared, before being asked to return to his seat by the speaker of the house upon attempting to remove his shoe to illustrate his point.

    Figures on the left of the Opposition have welcomed the news. The Delegates of the Humanistes Socialistes and Redon Libre, as well as the more moderate La Liberté Avant Tout, enthusiastically declared their support for the Provisional Government's plight, and criticized Florent and the Khorneran right for their inflexibility and exclusion of socialist parties from the process of Constitutional reform. They expressed hope however for a peaceful resolution, and called on the Redonian government to approach the Imperial Court and formally request His Divine Majesty to mediate, if they had not done so already.

    Finally taking the podium upon his arrival, around 11:31, Premier Clérisseau more or less echoed the position elucidated by the Consulate in the previous evening's communique, condemning the effective secession of Grizen but calling for 'faith, honour and sobriety' from the Florent government. He added that, according to reports from the Capital, it was expected that the Provisional Government would soon deliver its demands to the Khorneran government, and confirmed that he, alongside representatives from other Dominate states, had indeed made a formal petition to His Divine Majesty Ignatius VIII for his 'Most Merciful Interdiction, and Gentle Mediation, in this sensitive matter.'

    Asked by a delegate from the Estate of the Worthy whether Redon would be involved in the mediation process, Clérisseau replied:
    "This is an internal matter of the Khorneran government. While I and several other honourable representatives of Imperial subjects have made a representation to His Divine Majesty out of love for the Fatherland, and a concern for the stability and good name of His realm, it is not our place to involve ourselves in the domestic goings-on of His Divine Majesty's fief, much as he graciously allows us our great freedoms."

    Another question raised was whether the Premier had consulted the Imperial War Council about the potential of military clashes, either within Khornera or on the Dominate's borders with Almia, where reports have been made of new activity and potential troop deployments, as the CODEX states move to coordinate a response in the event of a border crisis.

Havenstad, Zeeduyn — In a statement released to the public by the Office of the Prime Minister this afternoon, Duynish PM Gijs-Jan Krommendijk expressed concern about the ongoing constitutional crisis in the Crownlands, warning that a failure to negotiate "could send the Dominate into complete chaos." The Prime Minister, who is currently abroad in Sarethan discussing fishing rights in the Angust Sea, has cut his trip short by three days, and will now return to Havenstad tomorrow evening.

In the latest step of has been widely seen as a remarkable breakdown in multilateral cooperation, the Khorneran lower house has been dissolved by the Prime Minister and the Duchy of Grizen has declared that it is no longer subject to government decrees, while continuing to pledge support of the Dominus. While this is certainly an extreme development, Khorneran politics have long been sharply divided, and the constitutional convention in February was fraught with difficulties from the very beginning. "Khorneran politics is characterized by a high degree of factionalism — political parties fun the full width of the political spectrum, right to left, and the extreme wings frequently refuse to be seen together," said Dr. Annemarieke Vreman, and associate professor of Political Theory and Practice at Apelrade University. "The prospect of the Curia sitting down together and actually making progress at the Constitutional Convention was a bit of a long shot", she said, particularly on the hot-button issues of the role of trade unions and reformation of the Curia.

While he stopped short of condemning the breakaway duchy, Krommendijk's statement expressed skepticism that such a drastic move was proportionate or likely to result in any positive developments, and he urged restraint on both sides. "This is a very deep divide, and burning bridges will only serve to split the country further. I urge you on behalf of your constituents to be cautious and to work together to prevent the Crownlands from devolving into infighting and partisan foolishness."

Deliberation was expected to conclude by the end of March, and the consensus seemed to be that the congress would indeed be reducing work hours. However, the developing political crisis in Khornera has led to a drastic change in agenda. Suggesting either an expansion of the armed forces or increased covert activity, the Small Arms Syndicate has taken center-stage as it suggests diverting the excess labor reported across all sectors to arms manufacturing. "While we continue to hope for a peaceful resolution to the crisis, our closest ally in Orda, a fellow CODEX member State, and the homeland of a significant Valourian minority, is in the hot zone should violence erupt in the Dominate," said Yaramir Harun, Chair of the Small Arms Syndicate, referring to Almia. Prakop Praškovič, Chair of the prestigious and historically powerful Syndicate of Steel, joined his colleague and called for the assembly to begin mobilizing 12,920,000 labor hours per day between United Construction Operations and the Small Arms Syndicate, expanding production and production capabilities rapidly, while also employing another 25,840,000 labor hours per day in the Syndicated Mines and the Syndicate of Steel in order to provide the materials needed for these large construction and production operations.

Fact checkers reveal that these are likely rough numbers, as the sum of the proposed labor usage is 38,760,000 labor hours per day, which would be the overall reduction in daily labor hours in the event that the workday is reduced from 6 to 5 hours, and the numerical value is equal to the total number of people in the public sector labor force. Initial surveys of the population show polarized opinions. Ambivalence appears uncommon as people respond by saying such things as "Good, I'm glad. We all knew that such an archaic State as the Dominate had to implode on itself eventually, especially with the self-destructive tendencies of capitalism," as one passerby in Amestryi said, or "What the **** are they doing? I work for the Cereal Syndicate, and my seniority is pretty low. I swear upon the gods, if I get sent to a ******* mine or a steel factory for this ********, I'm going to flip **** so help me Majarun!" Less extremely, one commentor said "I was pretty excited when I heard the NWC was considering an across-the-board workday reduction. I'll be pretty bummed if that doesn't happen now."

We reached out to the Crimson Guard for comment on the proposed surge in arms production. A spokesperson responded, saying "The National Reserve is lagging behind our own units with regards to arms and equipment. We have been noting this with concern for some time now, and we are glad to see some attention being paid to it. Furthermore, I'm sure that our allies abroad wouldn't mind some help with their own armament." When asked if any arms would be given in support to opposition parties in the Dominate, the spokesperson calmly said that the Crimson Guard had no such intentions.

Loud denunciations and new policy agendas shook the Polikom today, as the crisis in Khornera emboldens the insurgent factions of the Volzi party.

Angela von Viereck, the firebrand populist of the Altszepterbund, the conservative club, opened the quorum with an accusation of warmongering against CODEX, citing the calls for an emergency meeting of the radical alliance and the Valourian Worker’s Congress shifting production to war materials. At times, she raised her voice over shouted accusations of impropriety and extremism.

“Why should the internal affairs of our ally require an emergency meeting? Because, comrades, these degenerated vultures are circling for the kill! They surround us!”

Earlier the same day, Viereck submitted two proposals for preliminary debate, with the support of the nationalist wing of the conservative club. The first suggested allocating an “emergency influx” of $150 billion to the defense budget, which would nearly wipe out Zusea’s budget surplus. Unsurprisingly, this proposal drew sharp criticism from nearly all sides – the Marketeers and even liberals in the conservative club accused Viereck of “overblown extremism,” and the FZG argued that Zusea’s surplus should be spent on improving workers’ welfare, not the military. Some suspect Viereck might be exaggerating her own positions in order to achieve a favorable compromise. Others in the conservative club, meanwhile, pointed out that the Kaisar has not even requested a budget increase, to which Viereck replied:

“We cannot sit on our hands and wait! We must proactively give His Majesty the funds and material he’ll need to protect Zusea.”

Her second proposal, however, was even more drastic: the so-called Rapid Crisis act, which would empower the Kaisar to declare war with unilateral force on Valourium, Almia, or Nakgaang. Normally, the Kaisar must ask the Räichstag for a declaration of war – the Rapid Crisis act would empower His Majesty to forego that process, at least with regards to the three named nations. Furthermore, the act would not expire until December 2020, with options for renewal thereafter.

Despite Viereck’s intransigence, her second proposal eventually drew condemnation from her own superior, the leader of the conservative club, Hasso Gellert, who called the Rapid Crisis act “absurd and unnecessary.” Inevitably, the Polikom tabled the act, but never reached a consensus on her budget proposal. Viereck eventually shrunk her suggestion to an influx of $70 billion, which will be debated tomorrow.

However, during an interview following the closure of the Polikom, Viereck seemed to be in high spirits despite her parliamentary losses, and didn’t bother to moderate her rhetoric.

“The important thing today was to emphasize that Zusea will not sit idly by while the enemies of liberty pillage the Dominate. Recently, much ado has been made in the press about the fact that the nationalist conservatives, who I prefer to call patriots, have been winning so many elections. Well, I think the Zusian people are finally waking up again, and thank God for that.”

Hasso Gellert declined to comment.

Traitors' Parliament issues demands as treasonous provinces declare support

As if the traitors in Grizen couldn't get any more brazen in their rebellion against the rightful rule of the Dominus, they have now posted a list of demands a the 'unity conference' in the kingdom of Meriad is about to begin. That would be insulting enough, were it not for the fact that they are gaining ground even in other parts of Khornera's crownlands. Several provincial governments have reneged on their allegiance to their imperial sovereign, and have pledged their support to the traitors in Grizen instead.

Perhaps it was inevitable that the rebels would feel emboldened. After all, to invite them to negotiate only emboldens them in their delusions of righteousness. With their forked tongues and lies they have taken advantage of the grace and mercy of our Dominus. Our own leaders have been deceived by the traitors' parliament in Grizen. Decius Florent was an incompetent who brought us to this point, but he was right in calling the coterie of Horus Nestor out for what they are: traitors. The new prime-minister, Martinius-Leon seems loath to even utter the word 'treason', as if ignoring it would make it go away. His insistence on 'talking out our differences' will only buy the enemy the time they need to prepare their capacity to wage war.

But this is typical behaviour. We know Martinius-Leon from the 'moderate' wing of the National Royal Party, often congregating with the centrists, the progressives, the social-democrats. Brokering deals in the shadowy halls of the Curia halls is nothing new to him, it is what brought him to power. How he managed to deceive His Divine Majesty (long may he reign!) is beyond us.

In Meriad, once again the perfidious Zuss has taken advantage of a moment of national weakness. They too have deceived our Dominus, exploited His love for peace and tranquillity. And now, Vordics walk amongst the delegates in Meriad, yet again attempting to impose on Khornera. They will sabotage any meaningful effort to restore imperial unity, be it through typical Vordic malice, or equally typical Vordic incompetence. We would hardly be surprised if it turns out to be a combination of the two, it would not be the first time.

We now see the two-fold results of Martinius-Leon's policy of appeasement. The loathsome Horus Nestor has issued his six demands to the imperial government, and entire provinces have flocked to his rebellion. His first demand is to do away with the senate altogether, citing it as 'undemocratic'. The senate may be archaic, but it has always served a purpose, as its rejection of the 'Nestor-bill' has shown. Secondly, he demands amnesty for himself, Grizen, and any and all involved in his insurrection. This alone should be an indicator that the man understands the true extent of his betrayal, but it seems this is lost on him. Thirdly, he wants the Curia restored immediately, to take over the role of governing and the duties the senate has always carried out. It is nothing but a ploy to regain the power he gave away when he walked out of the Curia. Fourth, he wants an interim 'unity government' appointed by the Dominus. We know what he wants, he wants to become prime minister of all of Khornera, not just the little fief he has carved out for himself. Fifth, as if the first convention wasn't enough, he wants a second one. Yes, Horus Nestor wants a new constitutional convention, "freely and proportionally elected" this time. Whatever that means. Finally, perhaps most egregiously, Horus Nestor demands Ordic League supervision. He would willingly invite foreign soldiers onto sacred Khorneran soil. Foreign soldiers following foreign orders dictated in Meriad by Anglian bankers, Chiseians, Achtotlaners, Zusseans, and Almians.

If Nestor gets what he wants and usurps the office of prime minister, it would mean the end of our fatherland as we know it. He would have us sell out to the international socialist movement, inviting the hordes of rapacious Almian syndicalists into our lands. How long would he keep the Dominus around? After all, his party has raised the idea of making Khornera a republic.

And now, entire regions of the Dominus' fief are in open rebellion, declaring support for the "provisional parliament". They have reneged on their oath to their sovereign. Quitania, Cilacia, Vatium, Beauvins, and most infuriating: Altissia-Marino. The Duchy of Altissia-Marino, the Dominus' own fief, in open rebellion. What greater insult to our Lord could be imagined? We pray to the Glory that these regional traitors shall be soon led to their rightful place, dangling from the scaffolds. We pray for the Dominus and his mighty armies, that they might soon get the chance to strike down the hordes of syndicalist-loving degenerates in Grizen.

Fortunately, there are still those provinces which have reaffirmed their loyalty. It is faithful subjects such as them that restore hope in the fatherland and its people. But too many provinces are as of yet undeclared, unwilling to commit to either side. It is cowardice, that is what it is. At least our enemy stands for their principles, how reprehensible they may be. But there is nothing to respect in the traitor who remains loyal not out of love for his sovereign, but out of cowardice. So the Legionnaire calls on all provinces, all subjects, all parliamentarians, all senators, all soldiers, all generals, all priests, and all in the Dominate, to pledge themselves once more to His Divine Majesty (long may he reign!).

Fellow subjects, our nation is entering a dark time in which the character of our nation will be tested. But we will emerge on the other side of the fire, stronger, reborn. This is your nation! It belongs to the Dominus and His chosen subjects alone. There is no room for the traitors' parliament in Khornera. So, the Legionnaire calls on all patriotic subjects of His Divine Majesty (long may he reign!) in the crownlands. Take up arms! Take to the streets! Florent should have crushed this rebellion in its infancy, but he did not. We will not fail where he did!

Faith and Fury will purify our nation!

Your Excellency, thank you for taking the time out of your busy day. Recently the College of Benevolences ratified a series of constitutional amendments you proposed. Why did you feel it was time to chance the constitution?

First of all, thank you for having me. As for your question: our nation is constantly developing and evolving with the times. It is the reason why Achtotlan has managed to get on top of the world. But we need to change our political system to keep up with the times. Keep what is good, do away with what has become senseless. Governing is somewhat of a social science after all. This means that sometimes you have to change the variables to see what works and what doesn't. If it works, that's wonderful. If it doesn't, you admit that honestly and try a new approach. For us, the most important changes where these two: abolishing the presidium, streamlining local government and changing electoral constituencies. The presidium simply no longer served a purpose, so we had to remove it. Meanwhile, we have empowered local government by strengthening its connection to the central administration. We have gotten rid of the legislative inconsistencies between Principalities, and instead tasked them with the implementation of the law rather than making it. We are already getting very positive feedback from local governors and administrators.

Domestically, we have seen an incredible increase in the standard of living under the current administration, to what do you owe your success? What has Achtotlan done different from other countries?

What I personally feel has always been instrumental has been the typical Achtotlaner way of doing business. It is all about professionalism and great curiosity. As the APRA we have always tried to stimulate this in our people - which is what it is all about, you have to have faith in the people you govern -, but you have to stimulate this. So as a government you have to make available things like free vocational training for talented young people. Or the occasional stimulus package to help entrepreneurs. We are very distinct from a lot of countries in that we believe neither in letting the economy just take care of itself, or just coming up with a five-year plan. Ultimately, you have to be flexible and pragmatic. You can't just rigidly apply old doctrines and hope it pays off. Vysteka was a brilliant political theorist and leader, but he was not an economist. He wrote in wartime. What worked then doesn't necessarily work now. So we try to keep reinventing our economic policy every day. That is why we have so many pilot programs all throughout the country, finding good policy to implement nationwide.

Achtotlan is increasingly asserting itself globally, what would you consider the cornerstone of our foreign policy?

Achtotlaner foreign policy has always been based around our own collective experiences as a nation. We have always been firmly opposed to neo-colonialism and imperialism. It is why we have such an active interest in our friends in Osova, such as the kingdom of Tshaka. They have been dealt a bad hand of cards, and we know what that is like. So through commerce and investment we try to uplift those countries to get the rest of the world to see them as equals. Secondly, Valeya is our neighbourhood, and Achtotlan will always have a hand in whatever goes on there. Valeya's security is our security. If, say, fascist revolutionaries were to stage a coup in Cartageña, that affects us. We can't sit idly by then and have to act to ensure regional stability.

Undoubtedly you have seen the developments in Orda, where the Dominate is currently on the brink of dissolution. What are your thoughts on that?

Indeed, it seems Khornera is all the world is talking about right now. I completely understand of course. I have reached out to the Khorneran prime minister and offered him our sincerest sympathies and told him that if they need anything, they need only ask. Our main concern right now is that the situation escalates further. To that

What would happen if the situation in the Dominate escalates, how would Achtotlan be affected?

Achtotlaner trade reaches all the way across the globe, Orda included. We may be an ocean away from them, but we too will see the consequences. Not only that, but we have already seen how any hypothetical conflict in the region would draw in half of Ordis. Zussea is bound to be involved, and so are our friends in CODEX. The last thing we want is a global proxy war in the region. The human cost would be immense. As Achtotlan, we have already co-written and sponsored a resolution in the Ordic League, together with the delegations of Meriad, Chisei, and Hyspania, calling for moderation and constructive dialogue between all parties involved.

Do you believe there is a role for the Ordic League in the Khorneran crisis?

It is great that Meriad has stepped up together with Zussea to host and mediate talks. They are regional actors with a lot more knowledge of the situation than the Ordic League could ever have. We have always held that states are better capable of solving the problems that states face. This is no different. That said, we do believe the League can play a facilitating role. If these talks stall, it may be a good idea to ask again if we want the OL to play a role in this situation. But primarily this is a Khorneran domestic affair, the international community has no right to meddle in this situation without their explicit consent. Sovereignty is an important principle of our international order after all.

Meriad Conference falls apart as Khorneran Grizen crisis escalates
Both delegations leave with no agreement while violence erupts in Khornera

To the dismay of many, the Meriad conference to resolve the ongoing stand-off between the Arcadis and Provisional Parliamentary government, has yielded no results. Delegations under the leadership of prime minister Martinius-Leon and self-declared provisional prime minister Nestor were to meet in Meriad to find a peaceful resolution to the conflict, at the urging of the Dominus.

The conference in the Meriadni city of Járnfjördur initially seemed to yield fruitful discussion under the moderation of Julius Naumann and the other Zussean attendees. An initial agreement was reached on the topic of a new constitutional convention, although the parties were not yet able to agree on the matter on how such a convention would be constituted. Horus Nestor held firmly to the original demand that such a convention would consist of members elected proportionally and nationwide. Prime minister Martinius-Leon was unwilling or unable to acquiesce here, citing that this would "leave out prominent stake-holders of imperial society", referring to the clergy, nobility, and business and guild interests.

Martinius-Leon also extended an olive branch by promising to petition the Dominus to restore the Curia, regardless of the outcome of the conference. While representatives of the Provisional Parliament stated they appreciated the gesture, they declared it would ultimately be meaningless if no broader agreement could be reached. Halfway through the conference the delegation from the Arcadis Government presented a declaration from the throne, in which the Dominus declared that His Divine Majesty would look favourable upon the creation of a new unity government with select members of the Provisional Parliament if an agreement were to be reached. Seen as a major milestone in the peaceful resolution of the crisis, both sides agreed to work together on a joint draft statement which would lay down the points of agreement and points of disagreement.

After a brief intermission however, the representatives of the Provisional Parliament returned with amended demands to the Arcadis Government. Such demands included the promise of land and labour reform, the easing of political restrictions, elimination of aristocratic privileges, and secularisation. The Arcadis delegation reportedly expressed their surprise at this sudden shift in policy. It is unknown what caused this change in demands, although observers have noted that it is likely related to internal divisions in the Provisional Parliament. According to insiders, Horus Nestor was reportedly warned by members of his own faction not to compromise on certain key issues, and instead follow a more hard-line stance. Many have also observed that amongst these demands are many points from the platform of the Imperial Workers' Party. Since the Grizen declaration the Imperial Workers' Party has been strongly divided internally. On the left, the socialist-lite wing of Atticus Benedit. On the right, the avowedly nationalist and populist wing of Hadrian Cesare. Both have refused to join the Provisional Parliament, with Cesare referring to it as 'unpatriotic'. Both Benedit's and Cesare's whereabouts are unknown, and neither has provided any additional comment on the current conference. Of the Imperial Workers' Party, only the centre led by Clemens Felix Ellerius has taken a public stance and joined the Provisional Parliament. A possible internal power struggle may be responsible for the sudden inclusion of many social-democratic flagship issues.

Attempts were made to continue the conference, but the situation deteriorated as news came of a series of
clashes in the capital of Arcadis. According to sources, several violent confrontations played out between members of Faith and Fury and the Benedit faction of the Imperial Workers' Party. According to police reports two people were killed, twenty-one wounded, and several arrests were made. At this point the conference was temporarily suspended. The negotiations later proceeded but without Horus Nestor or other prominent leaders of the Provisional Parliament. The reasons for their absences are unknown, but is assumed to be related to the clashes in the capital. Without their presence, no progress was made on an agreement between the two delegations. Martinius-Leon and the Arcadis delegation expressed their frustration that their counterparts seemed to no longer attend the conference. At the end of the day, the Provisional Parliament leaders returned and offered their apologies, but nevertheless insisted that negotiations would cease for the day and continued the next. Martinius-Leon reluctantly agreed.

Negotiations would not resume the next day. Early on that morning (15-03-2020, ed.)
radicals staged a violent takeover of the county of Styrgia, during which six officers of the constabulary were killed, along with the county's mayor. The group responsible has identified themselves as the outlawed far-left FNS (Foederatio Nationalibus Syndicalisti), the National Federation of Syndicalists. In a statement released by the FNS, they declared the Dominate "an instrument of tyranny to be abolished through popular action as soon as possible". The FNS asserted that they recognise neither the Provisional Parliament or the Arcadis Government as legitimate authorities. According to a press release by the imperial government, efforts are being taken to ensure the restoration of the rule of law to the County of Styrgia.

In response to this development, the delegation of Arcadis urged unity between both sides in the negotiations. However, leadership of the Provisional Parliament did not show up at the negotiations as expected, with the exception of Horus Nestor. When pressed, Nestor revealed that the other members of his declared cabinet had left Járnfjördur that same morning. The conference was cancelled at this point, and both remaining delegations left the premises.

With the unsuccessful conclusion of the Meriad summit, the country looms ever closer to all-out conflict. It is uncertain if both sides will be attempting to resume negotiations at a later point. While the week-long ultimatum issued under former prime minister Decius Florent has already passed, it is uncertain if the Martinius-Leon cabinet will resort to military action in a way indicated by his predecessor. Furthermore, it is uncertain whether the insurgency of the FNS will have a significant impact on the Khorneran crisis, and whether more radical movements will follow in their footsteps.

TAKEJIMA, URANUUR, CHISEI - Though a fresh coat of paint covers them, the monolithic buildings of Marine Garrison Base Tsubaki are not new. Yamatai Imperial Marines Captain Tsugunaga Kenichi (29) leads us into his office, gesturing exasperatedly at the rattling commercial space heater that the company command team relies on during these colder months. Located in the temperate north-east regions of Chisei, Marine Garrison Base Tsubaki is just one of over three dozen military facilities across Chisei leased from the Chiseian government to house the Yamataian Mainland Defence Force (YMDF), the joint expeditionary force dedicated to the defence of Chisei and West Kuiju.

"Some of these buildings are over fifty years old by now, and they're really showing their age. In fact, this camp was built before the Endwar by the Royal Army, and was closed down in the 50s. When we took over (in 1985), the Chiseian government renovated the buildings as part of the agreement, but that was the last major upgrade this camp has had since then," Captain Tsugunaga explained to us, pointing out how the air conditioning and heating in some of the buildings were perennially breaking down, and the plumbing in some of the barracks left much to be desired.

Besides problems with basic amenities, the camp security also suffers due to its location very near to the city, which has expanded over the decades and now directly neighbours the camp on two sides. Though initially constructed to house a training unit and an artillery battalion by the Royal Army in the 1930s, the base with minimal expansion now houses three full battalions of the Yamatai Imperial Marines following the troop surge in 2019. The small size of the camp means some types of training have to be carried out at other facilities in the region.

"My Chiseian counterparts call this place the Yamataian Bed and Breakfast," Captain Tsugunaga, a company commander in the 41st Marine Armoured Battalion, laughs, "there's no range on this base, so we have to go to the locals' Royal Army Base Takejima for our rifle training. The motor pool also leaves much to be desired, and half of the battalion's support vehicles are actually housed at RAB Takejima, on the other side of town. In fact, I think my battalion spends more time at RAB Takejima than we do here at Tsubaki."

Yamataian Marine Garrison Base Tsubaki is not the only YMDF facility to face such issues, with ageing buildings and a lack of upgrading being a perennial problem faced by the joint task force across Chisei. In December 2017, an old hangar collapsed in Yasushi Airbase due to heavy snowfall, injuring five Yamataian airmen and heavily damaging two aircraft. Though equipment and technology has vastly improved over the years to ensure that the YMDF remains a potent force multiplier to assist the Chiseian Royal Army in repelling any potential adversary, the infrastructure of the camps leased from the Chiseian government still leaves much to be desired.

"The whole system was in a grey area from the mid 90s to last year," Colonel Michishige Sayori (48), spokeswoman of YMDF Headquarters, explained to us, "as part of the Agreement, Chisei was in charge of maintaining the bases until 1995. However, the YMDF was also prohibited from upgrading and expanding on existing infrastructure under the terms of the lease, so the YMDF could only do repair and maintenance work. This issue was finally resolved last year when the Chiseian Chancellor and our Prime Minister renewed the Treaty of Mutual Defensive Cooperation."

Under the new terms of the Treaty of Mutual Defensive Cooperation, renewed and amended in July last year, the YMDF would be able to expand and upgrade the facilities leased to them by the Chiseian government, though had to use Chiseian contractors to do so. In addition, an increase in the amount of YMDF forces in Chisei was also allowed, in view of the increasingly complex security environment in Escar. The Yamataian government was also allowed to lease more land from the Chiseian government for the purpose of expanding the bases. Since August last year, the YMDF and their counterparts in the Chiseian Royal Army have been conducting land surveys and studies to determine a concrete expansion plan for the YMDF facilities in Chisei to maximise the YMDF's effectiveness, readiness, and interoperability with the Chiseian Royal Army.

Following deliberations on Monday morning, the Teikoku Gikai has approved of the final plan for the full upgrading of the YMDF's facilities in Chisei, which will cost an approximate 120 billion En over five years. An additional 20 billion En for the purpose of kick-starting the upgrading process has been allocated to the Ministry of Defence budget in a last minute decision for the upcoming 20/21 fiscal year to begin on the 1st of April. Upgrades across the YMDF's facilities include expanding and improving barracks facilities, analysing and rectifying infrastructural defects, building local housing facilities to allow the families of troops to live alongside them during their deployment tours, and building new training facilities in some of the bases. In addition, plans also exist for a new drone base to be developed in Dengaku Airbase, as well as a joint armour training facility to be built in the soon-to-be expanded Imperial Army Camp Kobushi in Aoyama, Saramosir.

"We hope that with this increased budget and this upgrading plan, the YMDF's mission capabilities and readiness will be further improved and expanded," Colonel Michishige added that the current Chiseian government was also supportive of this plan, "the relationship between the YMDF and the Chiseian military is a symbiotic one in many ways, and besides defence we also do disaster relief and search-and-rescue operations alongside out counterparts here. We are thankful for the continued support of the Chiseian government and public."

For Captain Tsugunaga, he is thankful that his men will soon receive proper amenities. Marine Garrison Base Tsubaki has been flagged as a high-priority case for basic infrastructural upgrading, thanks in no small part to intense lobbying by the battalion command teams and personnel. And with summer coming to the coastal city in a few months, the men and women of the 41st Marine Armoured Battalion will finally be able to enjoy proper air conditioning.

"It's been a long fight against the red tape, but my guys are finally getting what they need," Captain Tsugunaga shows us a list of complaints submitted to him by his platoon commanders, "I personally believe that our guys deserve to at least live comfortably in return for all the good work they do out here, far away from our homeland."
