Amatoly looked at Pervan and shrugged: "I agree with you.Imperialists and fascist have to be stopped at all costs and our Workers Council is ready to cooperate with any movement that supports democracy and equality. And I hope, Premier, that you didn't accuse me of holier-than-thou attitude. I am not a leader or even a politician, I am simply delegate of my people, mostly cattle ranchers and car industry workers. Calling my atituted "holier-than-thou" while standing here and agreeing with the men who calls himself "First Worker" like he is some kind of platonic ideal of a worker is silly and you don't strike me as a silly man, despite your polished medals. And as for comrade Lundkvist I already said that we are going to help her people as long as she guarantees that her government will be democratic and include diversity. That's what our Comittee outlined, and I cannot agree to less then that. "

Tamara whispered into Hamo's ear: " As for military cooperation I must say that we have pretty unique military tradition back in the territories. Our militia is quite non-hierarchical abiding by the doctrine of "armed people". As such experts in modern, high-tech kind of warfare are more are more appreciated. If you are interested we might arrange some kind of personel exchange programme, or even programme of mutual technological exchange."

Hamo sat back down and thought about the Makhnovist tradition.

"That's actually quite similar to what we have in the cantons. While slightly more hierarchical, we promote democratic election of officers and dialogue between members. We train our militiamen and women to be deadly on the battlefield, but also to be skilled at de-escalating combat, and we educate them in philosophy also. I would be willing to have some form of exchange program."

Tamara's face lit up: "Yes that' exactly kind of policy we employ. Democratic election of army commanders and thorough education of our citizen in military matters with philosophical ideology that promotes peace. I will arrange meeting of our respective defence delegations right after this summit."

She spoke to Dotler: "I think John Hevy plan can be strategically valid in some instances. However, we don't define ourselves as a "nation" since both Marx and Bakunin regard nation as a concept of burgeois state opression. We always tend to emphatise and cooperate with people directly and we seek to aid those who are oppresed seeking liberation regardless of the government regime. Of course, I don't think all statists or even capitalist are equally hostile to our endaveors. Our primary enemies are fascist and totalitarian regimes, and I believe we can agree that socialism without democracy cannot exist, and that it deviates into totalitarian tyranny sooner or later. For present, we are prepared to endorse this doctrine with a caveat that totalitarian countries are going to be explicitly classified as red in our foreign politics."

Turning his eyes towards Amatoly, First Worker Orol Marx "I believe you may have just proved the Premier's point by assuming the innate superiority of your political system over that of Altpeak purely based on the name we use for our head of government. However, first among equal workers for the purpose of a united response to Capitalist aggression just doesn't have the same ease of communication as First Worker for some reason".

Then, turning to address the other leaders he said "I support Comrade Dotler's motion. I would also like to extend to our brother nations of the Comintern Pact an offer of military aid in training and equipping your armies. We understand and applaud those nations who place healthcare and education as higher priorities than their military however, it is also necessary that all Communist nations must, for the time being, be able to defend themselves and the wider Proletariat from Capitalist Bourgeois oppression."

"First Worker, would you be in favor of arming the working classes in fellow nations as some of us have done? A professional army is well and good, but an armed and trained public force works wonders for the defence of revolution. Pervan stood up quickly and snapped sharply, "I do not appreciate you mocking my service to the defence of my nation's sovereignty, Anatoly. You call yourself an anti-imperialist while simultaneously imply I'm silly for fighting imperialism? I lost many good friends to the capitalist war-machine. It truly hurts me that you hold this view."

"But putting that aside, I do agree with comrade Dolter's suggestion. In Tegrad, we have diplomatic relations with many different types of countries." He cleared his throat before continuing: "However, we hold it sacrosanct that we will never communicate with nations that hold an imperialist foreign policy. Those who aggressively threaten our way of life can never be a friend of the Tegradian people!"

Bjørk Lundkvist sat at her computer in her London home, checking emails. A new message caught her eye; it was titled "Invitation to the First Comintern Summit of Nations". Lundkvist immediately recognised this, as her socialist movement had recently joined the Comintern Pact as an observing party.

A little bit of background information: Bjørk Anna Kristina Lundkvist was not your ordinary socialist. 2 years ago, she had successfully escaped Det hellige nordiske rike, one of the most oppressive fascist regimes in Europe where people were rounded up and sent to camps if they did not meet the government's definition of a "Nordic master race", or if they spoke against the practice. After arriving safely in the UK, Lundkvist formed the Nordic Socialist Resistance with one primary goal in mind: to put a stop to the oppression of innocent people in her homeland.

The location of the summit presented somewhat of a challenge for Lundkvist. She lived in the UK; the meeting was to be held in the capital of Emericia, located in the Far East. Lundkvist couldn't travel there by train because that would require passing through Germany or Italy, and both nations were friendly with the Nordic regime. If caught, she would surely be detained and extradited to her homeland, where she faced certain death. And taking a flight was not an option either, since Lundkvist was absolutely terrified of flying. So she had to make do with the next best option: attending the summit via video conference.

Bjørk Lundkvist typed her reply to the invitation and sent it:
Greetings,

I am honoured to be invited to the First Comintern Summit. I would love to attend it in person, but I am extremely uneasy with flying and there are no train routes connecting London and Kirov. So I have decided that it would be best for me to attend the summit from home. Would it be possible to set me up with a 2-way video link? Many thanks!

"My conversation with comrade Hamo gave me and idea. Since we have already devised a kind of common foreign policy I would like to suggest that we maybe hold military exercises together. We have a lot to learn from each other when military is concerned and this might be a really prime stuff if we are to plan our mutual defence strategy later."
Tamara drummed her fingers along the edge of her coffee cup and observed other delegates.

On the other side of the table, Anatoly turned to the Marx and spoke: "You are mistaken mister First Worker, I never assumed that based on your honorary title alone, but also on the reputation of government corruption and authoriatharianism that surrounds political system of Altpeak. When I say that our workers are not going to endorse tyrannical rulers I am simply relaying democratic will of my people, not sowing any kind of dissend our pretending to be holier than anybody. I am sorry if I hurt your feelings in any way Premier Pervan, I fought against foreign and domestic opressors too, and I don't hold myself in higher regard than other workers because of that fact. For me it wasn't a matter of choice but a matter of survival.
I am but a servant to the workers of Free Territories, and your implication that I have holier-than-thou atitude just because my people aren't ready to support totalitarian parties is just as insulting.

Pervan got back up, and glanced at the Makhnovian delegation, before stating: "If you are not willing to cooperate with anti-imperialist, communist members of the Comintern Pact, then I must question your motivations for being here. I for one see no room for divisive factionalism in this alliance,".

He then continued: "I thoroughly respect your territories right to administer your own internal politics, as I am sure all members of this Pact do as well. When all is said and done, this Pact is not a forum for debate regarding domestic policy, but a place where we can organise a unified, socialist opposition to global capitalist hegemony."

He took a sip of water, before resuming: "We can debate internal politics once we have defeated the greatest evil of imperialistic capitalism. Until then, we must not turn on each other, but instead cooperatively work together in order to create a better future for all people. If we cannot manage this, then we have done the capitalists a huge favour. We have defeated ourselves."

Pervan sat back down, as Commissar Wolenski rose: "To respond to comrade Hamo's good point about training and arming the international working class. In Tegrad, we have the Workers' Defence Force, a part-time civilian paramilitary force, which is also the largest branch of our military. An armed working class is essential to put revolutionary thought into practice. We thoroughly support the notion of training and arming the workers of the world."

Anatoly rose from his seat, smirking and puffing at his e-cigarette: "I am profoundly glad, Premier that we can agree upon those notions. I want to defeat global capitalist hegemony as much as you do, and I am sure that you would never condone any regime of opression. I would like to repeat suggestion that was put forward by comrade Tamara. it would be beneficial if we organized common millitary drills in order to learn from each other and develop common defence strategy. As for your question of why I am here I can only repeat the answer I already gave you: I am here to aid progressive socialist people in a war against fascist, capitalists and any other kind of corrupt and oppresive government."

Standing up, First Worker Orol Marx first addressed the Makhnovin delegation "Comrades, if all you are here for is to insult other nations and tout yourselves as the shining example which all others must follow then I suggest you leave. This is not the place for such self-aggrandising statements. This is where we are to discuss how to achieve all of our ultimate goals: the introduction of a new Communist world in which capitalism and imperialism has no place. While I wish I could deny corruption in Altpeak's government, and perhaps one day I will be able to, this is not the place to discuss it".

Then the First Worker sat down and Commissar Georgy Rodimtsev stood and addressed the Kihdis delegation "The Proletarian Republic would be entirely in favour of the arming of the Working Classes and would be perfectly willing to supply the arms required to do so as well as the training to use it. While Altpeak maintains a mixed conscripted-volounteer standing army, due to its greater effectiveness in long term and overseas deployments, it has no objection to arming the Proletariat of another nation".

Anatoly replied to the First Worker Orol Marx: " I would like IT to be noted that there is difference between insults and ideological critique. I never intendet the former, and I am always ready to give and receive latter because I think open dialogue and criticism is necessary if we waNt socialism to strive. I would be happy, comrades if you openly criticised some mistakes that we have made in the Free Territory.
With that in mind I'd like us to move to constructive propositions and leave ideological debats for some other summit.There is a constructive proposition, we are putting forward and which is waiting to be discussed. I would like to know which of the representatives would be in favour of common military exercises, preparation for which would start next month."

A large motorcade, decorated with flags of Gorbatov; pulls up infront of the Kirov National Assembly. Whilst a black T-98 Kombat armoured car pulls up infront of the stairs going towards the entrance to the building; To which the security detail of the delegation begin to exit out from their vehicles, forming a perimeter to ensure the safety of the delegation. After the perimeter had been established, Premier Konstantin Voroshilov exits his armoured car, joined also by his Vice-Premier and Chairman of the Proletarian State Assembly, Former Defense Minister Adrik Petrovsky. The head of Gorbatov's security detail approaches the delegation, "Sirs, a representative of the Summit has informed us that it has already begun; I suggest that we begin our approach to the building."

"Very well...Let's not keep them waiting then.", exclaimed Premier Kozlov, as he and the delegation began to approach the entrance of the Kirov National Assembly.

Whilst the Gorbatovic delegation and its somewhat large security detail approached the building, Premier Voroshilov notices the assortment of flags that represented the country that were in the Summit. One particular flag catches the eye of the Gorbatovic Premier, a flag clad in black with a white text, and also a skull and crossbones. Vice-Premier Petrovsky notices the flag as well,"Hmm? Anarchist? It seems odd to see such radical revisionist willing to cooperate with nations such as ours."

"Ah yes, but we must focus at the matter at hand during the Summit, as though they may be revisionist, we must focus on developing a closer understanding of the other nations in the Comintern Pact.", replied Premier Kozlov, as they entered the Kirov National Assembly.
"The modern revisionists and reactionaries call us Stalinists, thinking that they insult us and, in fact, that is what they have in mind. But, on the contrary, they glorify us with this epithet; it is an honor for us to be Stalinists for while we maintain such a stand the enemy cannot and will never force us to our knees.."

After taking notes while others spoke, Hamo stood up to speak again.

"I do agree that joint exercises would be an excellent program for us. I just have to know where and how the exercises would be? Would there be Comintern facilities to construct, or would members be willing to loan bases for joint practice?"

"Altpeak would agree to and is in favour of joint training exercises" says the Commissar for Defence "We sould also be willing to let Comintern forces use our military bases and training cntres to conduct such exervises".

After brief discussion between Tamara and Anatoly, Anatoly rose: "We are more than ready to host first of the military exercises in one of our facilities in Lower Zaporozhia. The terrain is flat with a lot of forests and swamplands, great for infantry and motorized warfare. Our largest facilities can accomodate up to 10 000 personel alltogether. Maybe some other representatives are willing to some larger scale base. So for now there are two applications, maybe we should discuss our proposition and that of the Altpeak and vote on them."

Standing up once more, Georgy Rodimtsev said "The AFA maintains four training facilities which I believe would be suitable. There is the Kaibar desert facility, a vast expanse of desertic steppe, ideal for training in both mobile warfare and infantry endurance. Then there is the Zezhdina mountain facility. Unlike the Kaibar desert, Zezhdina is thickly forested with both high and low altitude mountain regions. In the winter snow falls up to 90cm high in many parts of the Zezhdina mountains meaning it can also be used as a winter warfare training facility. The Rodna river facility has a mix of open country, lakes, marshes and copses of forest making it the best for combined arms training as well as being the largest, able to train 280,000 troops at a time. The final facility is the Nugrad urban warfare facility, designed and built to train troops for urban warfare and also the smallest, only capable of training 45,000 troops at most. The Kaibar and Zezhdina facilities can train 140,000 and 190,000 troops at a time respectivally. These are our four largest individual training facilities".

"Now when we heard it, we believe AFA facilities would serve Comintern purpose better than ours. With that in mind we are withdrawing our suggestion and are in support of Altpeak facilities since they are so way out and awesome. We are ready to contribute 5000 of our troops with 20 tanks and 50 AFWs to the joint military drill. Also, having our first joint exercise in Altpeak has certain tactical advantages. It can send a strong message to the rebels in the GER."- smiled Tamara.

After the meeting started

A rather thin and tired looking man in a military uniform quickly pushed through the door and crashed into a chair. An assistant strolled in after him and dropped a cup of black tea beside him. The first man sipped the tea and turned to the rest of the leaders gathered around the table. He withdrew a packet of papers and put them beside his tea. He smiled briefly before introducing himself.
“Apologies for my slight lateness, I am the President of the Supreme Soviet of Victores, Aleksandr Arminius. I was held up by a meeting with my fellow party members”.
“Now where are we?”

Tamara, finishing her reply and turned to the belated candidate sitting behind her:
"You can use my notes Comrade Arminus. I have been jotting down the procedeengs. If you can read my hand-writing that is." She pushed a bunch of scriblings across the desk towards Alexandr, and took out a package of bubble gums, popping one of them into the mouth.
