What are your current space capabilities?: Combined capabilities amount to just about everything
- A number of Orbital Space Stations (up to 77, mostly small, a few larger ones)
- Can launch satellites (already have many, up to around 700, mostly smaller ones)
- Conduct manned and unmanned missions (long and short term)
- Conduct colonization missions (with a number of already experimental attempts)
- Conduct research missions
- Space Research Stations
- Launching of Space Shuttles
- (and many more unlisted)
Why does your space agency wish to join the ISF? They wish to work with others for further exploration into space and better scientific opportunities to be gained through cooperation with other agencies.

So looking over this launch vehicle, this should be classified as "Post-Modern Tech". The Hall thruster is currently in the developing stages, with the only tests being in Princeton and JPL. There is no way a modern spacecraft would have a hall thruster on it. Also, it should be noted that the Hall thruster is ONLY good for long-distance travel as it builds up speed over time (like all other ion propulsion engines). You would be better off using a LOX/LH2 vacuum chemical engine

Actually, a Hall Effect thruster was actively deployed on the ESA's SMART-1 lunar probe in 2003, and are frequently deployed for satellite stationkeeping. It's well within MT capabilities here, especially since the OP defined "MT" as up to 10 years in the future.
It's true that a Hall Effect thruster wouldn't make sense for a manned LEO transport though.

Manned missions to Mars are well within MT capabilities with the right funding. If Nixon hadn't axed the budget and NERVA went ahead we could have been there by the 90s.

2. Are you a Future Tech (FT) nation? ie. Is your current tech level far more advanced than current RL levels?

End of A Legacy: Okstovskaya Waves Goodbye to First Lunar ExplorerArticle by: Ms. Jännisön Verkylk
Lompo-8 separates from the payload stage, 9 minutes into the flight, colorized.
The Lompo Team sends back it's farewell message in a form of an "instrument MIDI", as Lompo-8, the first ever lunar orbiter, prepares to destruct on Langrenus crater tomorrow (Nov. 18). This day will send the Great Adventurer to a final good night sleep after more than 60 years of serving the Motherland and the world, forever changing what we think of and learn about the lone guardian, and further revolutionizing science and the space industry.
Dr. Walter van Dyke, the mission director, emotionally conveyed, "This little machine was like our only daugther. She is a major part of our hearts and minds, especially for me," during a live conference last Tuesday. "It's going to be a bitter-sweet moment for us, but it's also going to be a heartbreaking moment," added Xiu Zhao Lu, the Principal Investigator for the RLPA (Roaming Lunar Particle Analyzer).
Going back to time, the Lompo-8 was built with a purpose to serve as a solar orbiter, the route was also to include a flyby to the far side of the Moon as a gravitational assist. It was revealed that, in official blueprints and specifications, the probe would not survive the intense heat due to the lack of a heat shield, of which prototypes were a failure.
The probe was launched to space inside a Polux 1K two-stage rocket in the 17th of May, 1957; the same day as the 36th Okstov Socialist Victory Parade. Lompo reached the Moon 4 days later, at a distance of 1,673 miles above the surface, amd at the same moment the first photographs of the natural satellite were sent to Earth. Orbital injections were delayed for 11 minutes due to a temporary thruster malfunction at the time of 14:27.
The spacecraft designers were surprised on how well all instruments work in pristine conditions, not to mention the very small fuel capacity, which was supposed to last for only 4 months. "We didn't even predict a single time that this guy (the probe) can conserve that much fuel, despite the fact that it was equipped with one of the most fuel-consuming engines at that time," said Carl Zhufer, the former Program Director.
Lompo-8 is the eighth spacecraft produced as a part of the LOMPO Programme (hence its name), the 153rd produced in OGASA's full history, and the first successful mission of the space agency.
The de-orbiting period will be set at the time of 16:35. Transmission of all remaining data available will start in 17:00; the song 'Aud Lang Syne' will be played through the MISM instrument a few minutes before the estimated time of impact (17:09)
