I think the problem IS that a specific person is managing canon.

It's meant to prevent confusion - so that people would know "who to ask" about a certain NPC. For example, imagine a new member claiming to send a fleet and six brigades to take over an NPC. What if there's currently an RP already going on there? Who would even be the one to say whether or not the specific NPC can protect itself? These are questions that in any given time a specific player should have all the answers to, in my opinion.

3. A group of oceanographers hurry to complete their study but before they can pack up, they're taken hostage by a rebel group.

I understand the point you're trying to make, but I also feel like you're ignoring mine.

I think Volkegoth's RP is historic, so there wouldn't actually be a conflict there.

Prospero was a biology/conflict rp that was pretty good, but it fizzled

2. De Facto Rule. (Either "Independent" or a nation name (Arvan would said Noronnican for example.) If this is ambiguous we can sort it out and maybe put "In Conflict")
3. Status. (Example of this would be "Absorbed into Vancouvia," "Under Occupation by Several Nations," "Rebelling Against Atnaia," etc.
4. Nations Involved. (A list of major nations with their hands in the territorial cookie jar. Maybe bold the "primary contact" if the nation is independent on de facto rule.)
5. Description. (One-three sentence description like you'd see in the RP dispatch that encapsulates the "point" of the territory's existence or overall status and destiny. This will likely be the hardest thing to standardize.)
6. RPs. (Links to all major RPs (or important news posts) of significance.)
7. Other Info. (Miscellaneous details / link to an updated factbook with information).

I'll be contacting everyone shortly about this so we can get the "owners" of the territories to pitch in with this. I'll probably delete a few territories that just haven't been used in a long time if they fail to turn in their homework before the deadline.

I think that it would definitely be interesting to have an rp location where the state is almost failed, and both MSTO and the EUSR are both trying to influence the nation while other nations can try humanitarian things. There would also be an opportunity for league peacekeepers, which could allow anyone to get involved in some character based roleplay which would be good for new players to practice their rp. I would maintain the factbooks etc but it would function as a normal rp.

Is there any other support for this?

Yeah why not, right? Although there's sort of a glut of NPC islands floating around rn so it might need something to spice it up a little.
