DEU EIM Trade Regulatory Office reform

The DEU EIM Trade Regulatory Office is hereby granted powers to charge and administer a licensing fee upon foreign trade entering the European Internal Market, with all revenue going to the DEU. The DEU EIM TRO is also made responsible of collecting common external tariff revenue.

The DEU is also authorized to negotiation the following addition to preexisting Periphery Partnerships and ERAs;

[the foreign country] will facilitate rapid processing of perishable products, and eliminate customs procedural/administrative/bureaucratic/technical delays, arbitrary licensing requirements, import deposits, price controls, localization/nationality requirements, and countervailing regulations/duties/taxes.


Successful negotiation of this clause will not require an approval vote by this Assembly.

Integrated Trading System

The European Internal Market is one of the most successful and prosperous trading areas in the world, with the member-states of the Democratic European Union reaping the benefits of free flowing goods, services, capital and people. The EIM, acting as a hybrid single market and customs union, has become the preeminent global economic regulator whilst also using strategic Periphery Partnerships and Extended Relations Accords to open foreign markets to European exporters. In order to continue advancing this progressive trade agenda that benefits all of Europe, the EIM must be supported by a new Integrated Trading System that adopts the extensive concessions won by our expert ERA negotiators within the European Internal Market itself.

I. The European Internal Market shall be regulated by the Integrated Trading System, based in Strasbourg to ensure close cooperation with the European Standard Bank, DEU Assembly and European Senate as required.
II. The Integrated Trading System will protect the free movement rights of the European Internal Market.
III. The following barriers to trade shall be eliminated within the European Internal Market under the auspices of the Integrated Trading System; unequal export subsidies, arbitrary licensing requirements, import deposits, price controls, localization/nationality requirements, anti-dumping and countervailing regulations/duties/taxes.
IV. The European Internal Market will represent equality in bidding for national public procurement.
V. All member-states of the European Internal Market shall be mutually afforded most favored nation status. This means that all DEU EIM signatories must be treated with reciprocity, and that any trade concessions made internationally must also be available within the EIM.
VI. The Integrated Trading System will also possess a Dispute Resolution Mechanism; should any member-state have a perceived grievance or question of compliance legality within the EIM, an impartial Dispute Arbitration Commission will consider the matter. The Commission will be subject to an Oversight Committee, and possess wherever possible judges from each member-state appointed based upon qualification. Judges will be required to swear an oath of neutrality. Both the claimant and defendant have the right to appeal any judgement through the Commission, however the DEU Assembly can act as the highest level of appellate if the majority of member-states are supportive of hearing the case.

Various trade reforms

While we have been unable to negotiate agreements that perfectly encompass the vision of the expanded ERA PLUS terms, we have managed to secure significant concessions on a reciprocal basis. Consequently, we support the ratification of the following agreements;

Australia ERA amendment:

- Australia will facilitate rapid processing of DEU perishable products, and eliminate customs procedural/administrative/bureaucratic/technical delays, import deposits, price controls, localization/nationality requirements, and countervailing regulations/duties/taxes in relation to trade with the European Internal Market.

- The DEU EIM will facilitate rapid processing of DEU perishable products, and eliminate customs procedural/administrative/bureaucratic/technical delays, import deposits, price controls, localization/nationality requirements in relation to trade with Australia. The European Clearing Union, Corporate Responsibility and Labor Protection and Europe's Geographic Origin and Indications Policy are not to be impacted by this agreement.

Bengal ERA amendment

- Bengal will facilitate rapid processing of DEU perishable products, and eliminate customs procedural/administrative/bureaucratic/technical delays, import deposits, price controls, localization/nationality requirements, and countervailing regulations/duties/taxes in relation to trade with the European Internal Market.

- The DEU EIM will facilitate rapid processing of Bengali perishable products, and eliminate customs procedural/administrative/bureaucratic/technical delays, import deposits, price controls, localization/nationality requirements in relation to trade with Bengal. The European Clearing Union, Corporate Responsibility and Labor Protection, and Europe's Geographic Origin and Indications Policy are not to be impacted by this agreement.

There will be a three-year transition period for both signatories, however the rapid processing of perishable products will commence with immediate effect.

EAC ERA

I. The EAC will remove its tariffs on all trade with the DEU EIM.

II. The DEU EIM will remove the common external tariff on all trade with the EAC.

III. In order to avoid unintended market failures, both the DEU EIM and the EAC reserve the right to impose import/export quotas.

IV. The EAC and Europe shall produce targets and implement policies in compliance with the Reykjavík Convention on Climate Change as shown in the CSN.

V. The EAC and DEU EIM will sign a regulation on anti-dumping.

VI. The EAC and DEU EIM will accept free and fair competition principles across all markets which are not state-dominated.

VII. The EAC will abolish exchange rate and capital controls in relation to the EIM economy.

VIII. The EAC will recognize and allow charge-free non-discriminatory usage of the European Financial Transaction Communication Network.

IX. The EAC and DEU EIM will facilitate rapid processing of perishable products.

DEU EIM Trade Regulatory Office reform, II

The DEU EIM Trade Regulatory Office will be empowered with the ability to impose import deposit requirements.

San Martinia ERA amendment

- San Martinia will facilitate rapid processing of DEU perishable products, and eliminate customs procedural/administrative/bureaucratic/technical delays, import deposits, price controls, localization/nationality requirements, and countervailing regulations/duties/taxes in relation to trade with the European Internal Market.

- The DEU EIM will facilitate rapid processing of San Martinian perishable products, and eliminate customs procedural/administrative/bureaucratic/technical delays, import deposits, price controls, localization/nationality requirements in relation to trade with San Martinia. The European Clearing Union, Corporate Responsibility and Labor Protection, and Europe's Geographic Origin and Indications Policy are not to be impacted by this agreement.

Co-founding of the Arctic Commerce League

The DEU and FUNA together proclaim the establishment of an Arctic Commerce League, with membership exclusively confined to Europe and North America. The League will be tasked with determining safety conditions for maritime passage of trade vessels through the Northwest and Northeast Passages, and it will give preference to European and North American interests. All traffic will register with the League in advance. The League will maintain a force of ice breakers, maritime patrol vessels and search and rescue aircraft. Satellites will also monitor ice flows in real time. An entrepôt is required at each end of the Passage in order to administer freight handling, administration and charging of an access tariff. North American shipping would thus be directed through Nanortalik upon their exit from the Northwest passage or Murmansk/Tromsø after the Northeast passage, while European traffic would stop at either Vladivostok or Anchorage to verify cargo and pay the respective toll. Ships that are not North American or European can use the passages, but will be subject to further scrutiny to ensure that all regulations on trade are being followed. The League will also give priority to DEU and FUNA vessels over others in the event of a backlog developing. Revenue from the toll will be used on the League's administration costs, operation of the organization's maritime assets, and then a divided to the member-states of any surplus. This initiative will boost regional employment, give Europe and North America greater influence in international trade, and boost commerce links between our economies.

While this is the primary scope of the Arctic Commerce League, we could also look at using it as a means for common development of Arctic resources, scientific collaboration, and geological exploration in the future.

The Germanic Union wishes to propose to the European Technological Consortium a delay on the current 6th Generation Fighter Project by up to 5 years to allow all parties related to development more ample time to get out a finished project. Rather than a fighter that may face some difficulties due to it being rushed.

Next, a new Periphery Partnership:

I. Ukrayinae will remove its tariffs on all trade with the DEU EIM.

II. The DEU EIM will remove the common external tariff on all trade with Ukrayinae.

III. In order to avoid unintended market failures, both the DEU EIM and Ukrayinae reserve the right to impose import/export quotas.

IV. Ukrayinae and Europe shall produce targets and implement policies in compliance with the Reykjavík Convention on Climate Change as shown in the CSN.

V. Ukrayinae and the DEU EIM will sign a regulation on anti-dumping.

VI. Ukrayinae will abolish exchange rate and capital controls in relation to the EIM economy (Bancor system controls remain at the international level).

VII. Ukrayinae will recognize and allow charge-free non-discriminatory usage of the European Financial Transaction Communication Network.

VIII. Ukrayinae will facilitate rapid processing of DEU perishable products, eliminate customs procedural/administrative/bureaucratic/technical delays, import deposits, price controls, localization/nationality requirements, and countervailing regulations/duties/taxes in relation to trade with the European Internal Market.

Poland Periphery Partnership

While Poland will not become a member of the DEU, it is important that universal ideas on energy and environmental policy continue to be progressed across our continent. There can be no free-riding, and negative externalities which threaten us all must continue to be addressed collectively.

For that reason, France proposes that Poland join the regulatory framework of:

Climate Stabilization Compact
European Environment and Sustainable Production Commission
European Air Pollution Agency
Continental Waste Coordination
Ozone Protection Regulation
Anti-Acidification Agreement
Zero-Emission Vehicle Initiative
Rewilding Europe Initiative
The Energy Union and European Energy Scheme

Poland, while not viewing membership of EuroCharge to be of benefit given their existing such domestic policy, has also agreed to allow DEU citizens to pay at EuroCharge rates when seeking to charge electric vehicles in Poland.

As was the case with Lusophone's Periphery Partnership prior to DEU membership, Poland will establish a Permanent Representative to the DEU in Strasbourg. This will not include Assembly voting rights.

It is the view of France that these arrangements are clearly of benefit to all countries in Europe, and so we endorse this proposal.

Lucia Romero, a San Martinian representative, approached the podium and addressed the delegates of the DEU.

Good day to you all. I would like to thank the Permanent Representative of France to the DEU for the invitation to speak in this chamber. I am here today representing San Martinia with a partnership in mind, if you all accept.

As you all undoubtedly know, Reykjavik Convention guidelines mandate our nations to reduce greenhouse gas emissions, which have been inarguably linked to global climate change. DEU member-states have pioneered these efforts, most notably through the Zero-Emissions Vehicle Initiative. This initiative launched a hydrogen-based transport economy across the European continent, utilizing hydrogen fuel cell vehicles.

However, much of the hydrogen fueling this transportation revolution is produced from oil sands, which are concentrated in Canada and Puertollano. The mining and refining processes required for this fossil fuel are extremely environmentally damaging, even compared to conventional fossil fuels. Most significantly, it involves the release of greenhouse gases and other toxic elements into the air and water of these sites. In effect, the environmental damage of Europe's transportation sector is being transferred to those nations, potentially doing more harm than good.

There are alternatives. Electrolyzers, for instance, can convert water into hydrogen. However, they are often prohibitively expensive, and due to great energy requirements, not economically viable for large-scale hydrogen production. That is, except for in San Martinia. Geographic circumstance has blessed this nation with the Atacama Desert, which receives the highest rates of solar irradiation in the world, and the Patagonian region, which consistently leads the globe on wind speeds. This is the focus of the San Martinian Green Energy Plan: a concerted effort to invest into solar and wind electricity production and transmission infrastructure. As a result, electricity production from solar and wind resources is extremely cheap, so much so that hydrogen production from this energy is similarly cheap. In fact, it is economically competitive with its fossil-fuel based counterparts.

Despite this, the initial capital costs are still high. Therefore, I believe this proposed agreement will benefit both the DEU and San Martinia greatly.


DEU-San Martinia Hydrogen Investment Agreement

I. Modifications to the San Martinian Green Energy Plan
  • San Martinia will add a hydrogen project to its Green Energy Plan, to include:
    • Hydrogen Production Plants with Electrolyzers, which will convert excess electricity into hydrogen gas
    • Hydrogen Liquification Centers at port facilities to allow for shipping of the fuel
  • San Martinia will commit to the conversion of all excess electricity produced from solar and wind resources brought into operation following the finalization of this agreement into hydrogen
    • With excess electricity defined as that which is not required for consumption or storage needs

II. Investment and Hydrogen Trading
  • The DEU will agree to invest into the San Martinian Green Energy Plan
  • San Martinia will agree to pay back the debt incurred from such investment with hydrogen

III. DEU Oversight of Funding
  • DEU investments into the San Martinian Green Energy Plan will be held separate from other investments
  • DEU approval must be received prior to use of these investments on any projects
  • The DEU will be allowed to conduct on-site observations of progress on approved projects
  • The DEU will be granted access to expenditure reports concerning appropriate investments
