"The DEU has achieved much in various policy areas, bringing our nations all closer together, however there has been little to no such integration in terms of sports. European sportspeople and teams are often fierce rivals, and yet there is no single pinnacle event at either the continental or global level for them to compete at. We seek to address this by proposing the Euro Games."

Euro Games

I. The Euro Games will be an annual tournament within which European sportspeople and teams compete for Euro Medals - these will include placings for first, second, and third in each participatory discipline.
II. The Euro Games will include special divisions for parathletes, which will receive the same standards of provision and coverage as those for able-bodied participants.
III. The Euro Games will be offered free-to-air to all broadcasters in the DEU, and will also be live-streamed. Broadcasters in non-DEU countries must bid for rights to coverage.
IV. A Euro Games Commission will determine the sports offered at each tournament, and are responsible for ensuring transparency and fair practices when determining qualification standards and placings; this also extends to violations of rules and regulations, including performance enhancing drug use.
V. Host countries must be DEU members, unless otherwise approved by the governments of all participants and the Euro Games Commission. Nations wishing to host the Euro Games must opt-in, and hosting rights will rotate in alphabetical order (English language).
VI. A national can be disqualified from hosting if they lack the required facilities and security to perform the event safely and professionally, or disqualified from hosting and participating should a sizable portion of participants from that country be deemed in widespread violation of Euro Games regulations.
VII. A DEU Oversight body shall ensure that the integrity of the Euro Games Commission is maintained.
VIII. As the Euro Games will be funded by the DEU (but not at cost to those who do not opt-in), donations and sponsorship will not be permitted to ensure that bribery and corruption are not present at any stage.
IX. If a DEU member-state does not opt-in, but athletes and teams from that country wish to participate, they may play under the flag of the DEU. This will not be extended to those whose nations are disqualified.

Personal Information Protection Directive

I. Citizens of all DEU nations are to be guaranteed responsible use and management of their personal information and data held by companies, employers, and the governments which are present within the DEU EIM.
II. Personal information and data can only be provided with the consent of the individual, unless as part of a criminal record transferred under the EIM Joint Law Enforcement Protocol.
III. The commercialization of personal information and data without the informed consent of the individual is banned with the EIM.
IV. Personal information and data should be extended adequate levels of protection from misuse.
V. Potential violations of the PIPD are to be evaluated by the newly-created DEU Privacy Protection Agency, which shall have the power to prosecute and fine those responsible.
VI. If all best efforts were made by an entity to legitimately comply, however a violation occurs due to interference with malicious intent by a state, state-backed actor, or well-resourced non-state actor, then leniency may be applied to the entity and instead sanctions may be directed against those responsible.
VII. Transnational/Multinational enterprises which serve DEU EIM consumers must comply with this legislation, even if they are not based in Europe.
VIII. All individuals have a right to be forgotten, which requires the deletion of all personal informational and data held on them, unless they have a criminal record or a mitigating factor is provided to the Privacy Protection Agency.

European Council for the Advancement of Technologies

I. ECAT shall be incorporated into the DEU as an opt-in project which seeks to support the research and development of European military technology.
II. ECAT will determine which areas of military technologies receive funding and attention based upon the majority decision of its opt-in members.
III. Nations who do not wish to contribute to a particular technology initiative may abstain, however in turn are not permitted to produce/manufacture that particular invention or innovation.
IV. All designs which are created as a result of ECAT are held in commons for all nations which opt-in.

The following proposal creates the European Gender Equality Commission (EGEC), which will be headquartered in Strasbourg.

The aim of the EGEC is to promote gender equality in all areas of life for Europeans through studies to identify areas in which DEU governments are suggested to improve gender equality either through legislation or other means. No government is forced to follow through with the suggestions given by the EGEC, however many governments within the DEU will find the suggestions useful for improving gender equality and ultimately improving quality of life for everyone in their respective countries.

As well as advising governments, the EGEC will also promote gender equality through education, offering to fund gender equality programmes and lectures at schools and universities across the DEU to improve gender equality from the outset for future generations, shaping the future of Europe as a place of equal opportunity no matter ones gender.

I. The European Committee for Entertainment, Media, and Information is established with the objective of supporting cultural exchange and free movement of information and entertainment.
II. News agencies may apply for sponsorship from the Committee should they receive a validity and ethics evaluation, subject to an Oversight Committee review, in exchange for syndication of content across the continent. Political content is not permitted, to ensure integrity and impartiality of the DEU over such a sensitive area of state sovereignty, however developments at the DEU Assembly may be reported.
III. The Committee shall host a multi-platform broadcast service in the languages of all member-states, to enable Europeans to follow current events of their neighbors. The same restrictions on political content apply as set out previously.
IV. Entertainment content with cultural significance from member-states may similarly be promoted by the Committee.
V. All content promoted, created, or sponsored by the Committee much have a statement disclosing potential conflicts of interest, and be advertisement-free.

The French Confederation does also wish to propose a new project for the European Council for the Advancement of Technologies. The recent Battle of the Euro Sea has demonstrated the vulnerability of surface vessels to air and missile attacks; France, for one, does not wish to see our aircraft carriers on the bottom of the ocean in this post-modern age of warfare. Together, we can pool our resources and keep pace with other great powers globally - including the Japanese and North Americans.

We propose the creation of a new fleet escort ship, optimized for air and missile defense, capable of interoperability with European partners. The design could include the facilitation of a specially-designed mobile ABM-launcher, or similar directed-energy weapon, depending on cost and technological advancement. The ship would also include dedicated surface-to-air missile launchers, and a communications suite able to link into intelligence and positioning data from AWACS, satellite, and the radar/sonar screens of allied forces. Other countermeasures would include an electronic warfare hub, decoy and flare launchers, and Azimuth propulsion.

We wish to amend the Geographic Origin and Indications Policy, to including the following new requirements;

"Materials used in the production process of goods must be clearly identifiable alongside their own nation of origin if requested. Should a product contain more than 45% of components from another country, or a fewer quantity but more integral/vital components be from a third country, further geographic indications/origins may be required before licencing is approved if so determined by the Trade Regulatory Office."

In addition, we propose an amendment to the EIM protocols, allowing for a common countervailing duty on a floating basis unless otherwise exempted under ERAs or Periphery Partnerships, or by this Assembly.

Finally, we propose an emergency trade disruption protocol which would impose high levels of non-tariff barriers, including but not limited to port handling, usage, and berthing costs.

Annual war game for signatories to the European Defense Community

A fictitious nation, the Kingdom of Dahshur, has been governed in isolation by an autocratic dynasty for several centuries. The nation's insular economy is dependent upon low-value raw materials mined through use of manual labor, with the majority of private enterprises suffering from extensive corruption under a class of privileged nobility. The ongoing African Cold War has exposed the Kingdom to both foreign militia and illegal armaments, in the process radicalizing many of the lower and middle class. On May 14 2025, twelve thousand protesters took to the streets; the demonstration quickly devolved into a full scale rebellion, and the state's royal guard was ordered to resist the uprising. Over the past two weeks, skirmishes have grown larger as foreign militia entered the fray and the royal guard suffered from desertion. A radical socialist faction has also been reported by DEU intelligence sources, backed by an unknown state actor. The rise of a communist dictatorship in Danshur would directly threaten Europe's security, due to the potential for launching missile attacks against the Mediterranean coast.

Violence has continued as the Kingdom begins to split itself apart, with the bloodiest day culminating in the execution of the entire royal dynasty by the socialists and a repelled attack on European embassies. A pro-democracy movement with the support of many in the capital has called upon the DEU to safely evacuate European citizens from the conflict and act as peacekeepers in order to prevent further violence, however the socialists are expected to resist any such intervention due to their acts of terror against the royal elite being expanded to include the 'criminal' urban civilian bourgeoisie.

Key Details:

I. The European public SUPPORT DEU action to prevent further bloodshed and evacuate foreign citizens.
II. ROYAL GUARD HOLDOUTS, under the command of a leading Danshurian noble, continue to fire upon civilians indiscriminately.
III. SOCIALIST EXTREMISTS are committing war crimes against those linked to the deceased royals, the nobility, or who own businesses in the capital.
IV. Naval capabilities would be limited as DANSHUR IS LANDLOCKED, however the Nile does offer a limited capability for supply shipments, evacuation of civilians, or special forces operations.
V. The DEU EDC would have complete AIR SUPREMACY.
VI. A socialist stronghold has been proclaimed approximately 5 kilometers south of the capital, at the PROTECTED HISTORIC RUINS of Mazghuna. Destruction of the protected site would damage Europe's reputation internationally, and it is believed that human shields are present.
VII. Royal Guard Holdouts ARE WILLING TO NEGOTIATE if Europe facilitates mediation and pro-democracy supporters WILL COOPERATE, however the socialists REJECT ANY COMPROMISE which preserves the nobility or private control over more than half of the country's mining industry.

With this information in mind, the DEU intervention must meet several objectives to be considered a success.

Intervention Objectives:

I. Prevent the occupation of European embassies in the capital by socialist or royalist forces.
II. Evacuate European civilians from the conflict.
III. Provide stability by means of peacekeeping forces.
IV. Deliver humanitarian assistance to besieged civilians.
V. Attempt to achieve peace by facilitating negotiations between the three factions.
VI. Establish a forward operations base at the Red Pyramid, secure from hostiles.

LABYRINTH (classified)

The DEU resolves to foster cooperation of its member-states in regards to forging an automated SIGINT sharing system, code-named LABYRINTH.

I. DEU military aircraft (including UAVs), naval ships & submarines, space-based assets, and ground-based listening stations/surveillance facilities are to monitor radar emissions, communications, and electronic warfare signatures within range.

II. Records of all SIGINT attained through the above means are to be forwarded to the DEU's Strategic Intelligence Agency (SIA), which shall include representatives from all nations, for advanced collation, referencing, and cross-analysis.

III. SIGINT obtained by the DEU member-states may be excluded from LABYRINTH if it meets any of the following criteria;

A) The SIGINT was acquired as a result of a high-level intelligence asset which could be endangered by information sharing.
B) The SIGINT was given to member-state by one of their close allies or strategic partners, who would oppose the sharing of such information.
C) The SIGINT would violate the domestic legislation of any member-states.

IV. The DEU will not share SIGINT reports or analysis from the SIA with third parties (non-member states or non-state actors).

V. SIGINT may be withheld, should it relate to a potential security threat from another member-state.

In addition to this proposal, France moves that the Joint Law Enforcement Protocol be amended to include the establishment of a common judicial database which would include criminal records, known associates and affiliations, locations, and evidence related to criminal acts. This is important for ensuring effective policing measures against international crime within the EIM, and also be useful for anti-terrorism activities.
