DEU-UR Space Debris Agreement3rd February 2024
The following proposal seeks to agree in writing, an agreement between the DEU and the UR, to both commit to minimising the creation of space debris, whilst simultaneously committing to actively combatting existing space debris.
Space debris is one of the most prominent issues facing not just Europe and the ESA, but the global space industry. It is both strategically and economically important that outer space, particularly in earths nearest vicinity, remains a clear and safe space to ensure the future of space exploration and activity as well as preserving existing infrastructures in space such as the ISNS satellite navigation system.
Representatives from the UR are themselves strongly committed to this agreement, and have already made an agreement of a similar nature with the FSR, ensuring that the global space industry, despite being made of nations that may oppose each other and seek to jeopardise one another, will cooperate on the important issue of space debris, further revealing the importance of this agreement successfully passing.

DEU EIM Refugee and Asylum Policy
I. A "Refugee and Asylum Policy Cap" shall be created, set at a rate of 500,000 successful cases per year. Families applying shall be given priority and processed together within this cap to prevent the possibility of separation, however 100,000 of the total 500,000 shall also be guaranteed to individuals.
II. The Bureau for Regulated Migration shall be established and charged with overseeing the filling of this cap. The Bureau's head office will remain in Strasbourg, but will be authorized to operate field offices in EIM member-states on the frontier of the continent, in addition to Algeria, Egypt, Libya (if approved by the Libyan government), the Nigerian Federal Republic, Mauritania, the Central African Republic, and any future potential humanitarian crisis locations. Field offices in areas of current distress or those still recovering from disaster will create a process for application processing in these areas, meaning that fewer individuals are likely to try and travel to Europe at their own risk. Offices in Algeria, Egypt, and Libya would similarly serve to deter any attempts at crossing the Mediterranean.
III. The total cap of 500,000 will be broken down and distributed among member states who are willing to accept refugees and asylum seekers only; no DEU member will be forced to accept migration should their government oppose it.
IV. The Bureau will aid national authorities in the processing and vetting of all asylum claims to ensure European security is not jeopardized.
V. A DEU oversight committee will monitor the Bureau's performance to ensure transparency and effectiveness.
VI. The DEU Assembly can vote to modify/amend the cap at any time.

Spyglass
The DEU CAMD and MDSF shall jointly administer an over-the-horizon radar system, codenamed Spyglass. The first installation shall have a range of 3,000km for maritime traffic/5,000km for aerial targets, and be located in France. Other such installations would follow, with Mauritania, Ireland, Greece, Egypt, and the Soviet Union (which has several facilities of this type already, and we hope that the USSR would be willing to partner with the rest of the DEU in this area of expertise) being other potential sites. Further facilities would also be attractive south of the Pyrenees were any nation there to join the DEU in the near future, and the islands of the Atlantic. There is even potential for deployment in the Caribbean, Falklands, or French Guiana to give a clear view into South America itself. However, those would be endeavors for even a decade into the future - the priority shall be on the Atlantic and immediate European periphery to secure our continent from attack.
