DEU Extended Relations Accord (ERA)
I. The DEU, in order to secure the economic and political interests of the member states internationally, extends the ability to create "Extended Relations Accords" with foreign states beyond the geographical periphery of the DEU.
II. Following the precedent set by the DEU Periphery Partnership Program, gives ERA signatories special trading status which would make possible actions such as the loosening of the common external tariff on certain sectors in exchange for other concessions to EIM members by the foreign signatory (unless the draft ERA text is rejected by an EIM signatory within the time limit of debating).
III. Extends the ability of the DEU Assembly to negotiate memorandums of understanding to states beyond the periphery.
IV. Reasserts that just as was the case with the Periphery Partnership Program, ERA signatories remain unable to join the DEU unless they meet the membership criteria (ie must control territory in Europe).
V. Reasserts that under no circumstance can the CEBP be violated.

"Emancipation" Extended Relations Accord
1. The DEU EIM will remove all tariffs (except for industries which members request exemptions from) across all areas of trade with states within Francophone Africa should they abolish slavery.
2. Enables an import/export quota system on specific industries which can be implemented by either signatory in order to prevent unintended economic spillover costs.
DEU Foreign Aid Council; Reconstruction and Emancipation
If approved by the DEU Assembly, this proposal will enable the DEU Foreign Aid Council to;
1. Spend funds on humanitarian relief spending within the PSAN territories of Nigeria.
2. Spend funds on humanitarian relief/food aid for Niger following the strains placed upon the economy due to the Nigerian Civil War and possible foreign-sponsored attack upon crops within the country.
3. Spend funds on humanitarian relief within areas captured by the French Confederation or the Freedom Fighters of Mauritania (FFM).
DEU Scientific Research Trust project; Medfly biological warfare response
Following reports of an unexplained surge in Medfly populations in already vulnerable Niger, the DEU can provide a response to this possible act of biological warfare by means of specially sterilized medflies into the affected areas and their surroundings. This would be carried out by the DEU Scientific Research Trust, which would be deployed to the country to further investigate the situation and deploy this remedy.

Continental Airspace Monitoring Directorate (CAMD)
I. The Western European Airspace Monitoring Directorate (WEAMD) will be renamed the 'Continental Airspace Monitoring Directorate (CAMD)' and incorporated into the DEU.
II. The CAMD will no longer be exclusive to Western Europe, and instead be a DEU opt-in project which is open to all DEU members.
III. The HQ of the defunct WEAMD will be relocated to Strasbourg and enlarged under the CAMD banner.
IV. All signatories must pool and share their advanced warning and monitoring abilities, and must intercept all incoming threats to Europe regardless of their specific intended targets.
V. The requirement to help intercept threats on behalf of the continent as a whole does not require a declaration of war against the source/country where the threats originated from.

The DEU Maritime Defense and Surveillance Force (MDSF)
I. The MSDF will maintain an active patrol of all European Surface Waters utilizing Maritime Patrol Aircraft based in Opt-In nations. These aircraft will be of a singular design choice in order to have a single standard of data that will be transmitted by aircraft. These aircraft will maintain a watch using both visual and electronic means and will remain in flight for an extended duration.
II. The MSDF will operate a small surface fleet of patrol vessels and destroyers that will monitor the major trade routes and intercept vessels that are violating European borders or appear to be conducting illegal operations. These ships will NOT be posted on the full extent of the border and will be reserved for the protection and surveillance of heavy traffic areas.
III. The MSDF will operate a small force of subfighters and attack submarines that will maintain a watch over the North Atlantic to keep a watch for any submarines or subfighters that attempt to enter European waters.
IV. The MSDF will maintain an underwater monitoring network meant to detect submarines. This network will consist of sonar units spread on the seafloor from Iceland to the Canary Islands in clustered groups to best cover the ocean floor and likely areas that could be traversed by submarines.
V. The MSDF HQ would be centered in Riga with port facilities being hosted by Opt-In Nations
VI. The MSDF would use fighters and subfighters as a response force to any attempted breach of European waters with support from land based instillation and destroyers within the MSDF fleet. The MSDF would stand relieved of combat duty once the National Navies assume control of the combat area.
VII. The MSDF will establish a Joint Submarine Research program with the goal of creating Lancer Type Submarines for all of Europe and a Generation 3 Subfighter. Any European nation that contributes technology or resources to this program will have full production rights over any craft or vessels developed under the program.
