"Friends and neighbors, Europe stands alone. The Americas and Japanese have turned their backs upon us, and so we must strengthen the DEU's position in world trade. To do this, we propose the expanding of the Periphery Partnership Program to beyond Europe's immediate periphery, so that the possibility of strategic partnerships across the Atlantic, Sub-Saharan Africa, Eurasia, and the Pacific can become possible. We firmly believe that this is necessary for our economic survival. And rest assured, the ability to reject an ERA draft remains just as it does with Periphery Partnerships (OOC: 48 hours)."

DEU Extended Relations Accord (ERA)

I. The DEU, in order to secure the economic and political interests of the member states internationally, extends the ability to create "Extended Relations Accords" with foreign states beyond the geographical periphery of the DEU.
II. Following the precedent set by the DEU Periphery Partnership Program, gives ERA signatories special trading status which would make possible actions such as the loosening of the common external tariff on certain sectors in exchange for other concessions to EIM members by the foreign signatory (unless the draft ERA text is rejected by an EIM signatory within the time limit of debating).
III. Extends the ability of the DEU Assembly to negotiate memorandums of understanding to states beyond the periphery.
IV. Reasserts that just as was the case with the Periphery Partnership Program, ERA signatories remain unable to join the DEU unless they meet the membership criteria (ie must control territory in Europe).
V. Reasserts that under no circumstance can the CEBP be violated.

"We wish to propose the following two DEU Extended Relations Accords. We believe that these are the most important DEU economic proposals since the Periphery Partnership with Persia, oil agreement with Zackaroth, and formation of the DEU EIM itself. These agreements will open large new consumer markets, and guarantee a long term source of raw materials for European industry. All while making provisions for the protection of European employees and businesses from competition. With these agreements, the DEU shall truly become a world leader in economics."

Trans-Atlantic Extended Relations Accord (ERA)

1. The North American Federation and the DEU EIM agree to remove all tariffs across all areas of trade between them.
2. Enables an import/export quota system on specific industries which can be implemented by either signatory in order to prevent unintended economic spillover costs.

Magella-DEU Extended Relations Accord (ERA)

1. The government of the Magellan Republic will remove their tariffs on DEU machinery, motor vehicles, and plastic products.
2. The DEU EIM will remove the common external tariff on raw and refined material, and chemical product imports from Magella.
3. The DEU and Magellan Republic sign a memorandum of understanding recognizing the legitimacy of unification of the Argentine states as part of the Magellan Republic following a successful referendum to this effect.

Note: Magella-DEU ERA still pending Magellan final approval, however the NAF agreement has been agreed by them already.

The Rewilding Europe Initiative (REI) will be the greatest environmental policy implemented by the DEU. Rewilding is large-scale conservation aimed at restoring and protecting natural processes and core wilderness areas, providing connectivity between such areas, and protecting or reintroducing apex predators and keystone species. Once keystone species and predators are reintroduced and ecosystems are functional, natural processes can occur without a need of human management.

REI's mission is to make Europe a wilder place, with more space for wild nature, wildlife and natural processes. Animals such as the Eurasian brown bear, European bison, Eurasian wolf, lynx, wild horses, vultures and a plethora of other species will be reintroduced to Europe's wilderness in order for the wilderness of Europe to be rebalanced after hundreds of years of human interference in Europe's forests, mountains, grasslands and plateau's.

The Rewilding Europe Initiative will consume approximately 4-5% of the DEU's total budget, with the Italian government already willing to increase its donations to the DEU to help partially cover the cost of the Initiative.

European Rewilding Network:
The ERN will be an online network set up to connect areas in the continent where rewilding efforts are taking place, including both the core Rewilding Europe locations as well as many other sites with externally run projects. Promoting the sharing of knowledge and experience between the many projects and locations will be the main goal of the network.

Rewilding Europe Capital:
The REC will be the first ‘rewilding enterprise’ funding facility that provides financial loans to new and existing businesses that catalyse, support and achieve positive environmental and socio-economic outcomes that support rewilding in Europe.

European Wildlife Bank:
The EWB will be a tool Rewilding Europe uses to help bring back more natural numbers of the original native herbivores in rewilding areas. European brown bears, wild horses and European bison are examples of the species that will be involved in the European Wildlife Bank. European Wildlife Bank will be a database for all the animals in the bank. This includes information on births and deaths in all relevant areas across Europe, the start and end dates of contracts, the yearly availability of animals, and the demand for animals from new rewilding areas.

European Safari Company:
The ESC will be a dynamic online booking platform dedicated to offering authentic and personalised nature and wildlife-based travel experiences. Heavily committed to providing clients with access to wilder nature, local cultures, spectacular landscapes and unique wildlife experiences, the European Safari Company will differentiate itself through its strong connection and support for rewilding and nature-based economies. European Safari Company will support and connect locally based partners with unique experiences for travellers.

The Tauros Programme:
The auroch is the ancestor of all cattle and therefore the most important animal in the history of mankind. It is also a keystone species for many European ecosystems, but was hunted to its extinction in 1627. However, its DNA is still alive, but distributed among a number of the ancient original cattle breeds. 'The Tauros Programme' will aim to bring back the aurochs as a functional wild animal, by back-breeding the closest relatives of the original aurochs. Grazing the landscapes of Europe, the auroch once played a vital role in maintaining biodiversity. Today, nearly four centuries after the animal’s extinction, pioneering efforts by Rewilding Europe will hopefully see this beneficial herbivore brought back to life.

Headquarters:
The Headquarters of Rewilding Europe will be located in the city of L'Aquila, the capital of the Italian region of Abruzzo, home to the large wilderness of the Central Apennines which is home to the endemic Marsican bear, wolves, wild boar, red deer, roe deer and semi-wild horses. This area has been chosen as the headquarters for the REI due to the plan for the Central Apennines to be one of the REI's first major rewilding areas.

REI's 'rewilding vision' for the Central Apennines, with similar visions for wilderness across Europe such as the Massif Central in France, Western Iberia in Spain and the Southern Carpathians in the ADE:

These should be achievable without changes to the DEU budget, however an increase in the budget may be worth discussing in the near future as ERAs do reduce revenue somewhat."

1. The DEU EIM will remove all tariffs (except for industries which members request exemptions from) across all areas of trade with states within Francophone Africa should they abolish slavery.
2. Enables an import/export quota system on specific industries which can be implemented by either signatory in order to prevent unintended economic spillover costs.

DEU Foreign Aid Council; Reconstruction and Emancipation

If approved by the DEU Assembly, this proposal will enable the DEU Foreign Aid Council to;

1. Spend funds on humanitarian relief spending within the PSAN territories of Nigeria.
2. Spend funds on humanitarian relief/food aid for Niger following the strains placed upon the economy due to the Nigerian Civil War and possible foreign-sponsored attack upon crops within the country.
3. Spend funds on humanitarian relief within areas captured by the French Confederation or the Freedom Fighters of Mauritania (FFM).

DEU Scientific Research Trust project; Medfly biological warfare response

Following reports of an unexplained surge in Medfly populations in already vulnerable Niger, the DEU can provide a response to this possible act of biological warfare by means of specially sterilized medflies into the affected areas and their surroundings. This would be carried out by the DEU Scientific Research Trust, which would be deployed to the country to further investigate the situation and deploy this remedy.

"We have called this meeting to submit a new proposal which will aim to integrate the Western European Airspace Monitoring Directorate into the DEU as an opt-in project, following the precedent set by the incorporation of CETO. This is of immense importance given the indiscriminate use of ICBMs and other such weapon delivery systems against civilian targets, as was seen in the conflict between South America and Zackaroth. We also plan on submitting a new budget given that many recent opt-in projects are not adequately reflected, and due to decreased revenue from the EIM's common external tariff following the signing of ERA and Periphery Partnerships, however this will come at a later date."

Continental Airspace Monitoring Directorate (CAMD)

I. The Western European Airspace Monitoring Directorate (WEAMD) will be renamed the 'Continental Airspace Monitoring Directorate (CAMD)' and incorporated into the DEU.
II. The CAMD will no longer be exclusive to Western Europe, and instead be a DEU opt-in project which is open to all DEU members.
III. The HQ of the defunct WEAMD will be relocated to Strasbourg and enlarged under the CAMD banner.
IV. All signatories must pool and share their advanced warning and monitoring abilities, and must intercept all incoming threats to Europe regardless of their specific intended targets.
V. The requirement to help intercept threats on behalf of the continent as a whole does not require a declaration of war against the source/country where the threats originated from.

The New Eurasian Federation calls for a meeting of the DEU Assembly.

"We have called this meeting to submit a new proposal which will aim to create a joint large scale maritime surveillance and first response force to monitor and protect the waters surrounding the European Continent. These waters include the North Sea, the Arctic Ocean, The North Atlantic east of the Mid Atlantic Ridge, the Black Sea, the Mediterranean Sea, and the Baltic Sea. Due to the rising tensions with South America, the increased use of submarines in naval warfare, and the dependency of the continent upon Maritime Trade we within the Federation believe this is a necessary and prudent course of action. The budget and force count of this force will be determined by the nations who opt-in for this program and will be established at a later date."

The DEU Maritime Defense and Surveillance Force (MDSF)

I. The MSDF will maintain an active patrol of all European Surface Waters utilizing Maritime Patrol Aircraft based in Opt-In nations. These aircraft will be of a singular design choice in order to have a single standard of data that will be transmitted by aircraft. These aircraft will maintain a watch using both visual and electronic means and will remain in flight for an extended duration.
II. The MSDF will operate a small surface fleet of patrol vessels and destroyers that will monitor the major trade routes and intercept vessels that are violating European borders or appear to be conducting illegal operations. These ships will NOT be posted on the full extent of the border and will be reserved for the protection and surveillance of heavy traffic areas.
III. The MSDF will operate a small force of subfighters and attack submarines that will maintain a watch over the North Atlantic to keep a watch for any submarines or subfighters that attempt to enter European waters.
IV. The MSDF will maintain an underwater monitoring network meant to detect submarines. This network will consist of sonar units spread on the seafloor from Iceland to the Canary Islands in clustered groups to best cover the ocean floor and likely areas that could be traversed by submarines.
V. The MSDF HQ would be centered in Riga with port facilities being hosted by Opt-In Nations
VI. The MSDF would use fighters and subfighters as a response force to any attempted breach of European waters with support from land based instillation and destroyers within the MSDF fleet. The MSDF would stand relieved of combat duty once the National Navies assume control of the combat area.
VII. The MSDF will establish a Joint Submarine Research program with the goal of creating Lancer Type Submarines for all of Europe and a Generation 3 Subfighter. Any European nation that contributes technology or resources to this program will have full production rights over any craft or vessels developed under the program.
