I'm pretty sure that'll happen once the festival opens and the activities begin. Right now everyone is still arriving/preparing and we are all in different places. I'm not quite sure, Birtonia, on two accounts:
One, this is not a diplomatic event. Yes, we have Yoshio there and it is part of a state-visit-vacation, but that slot is already filled. I have nothing against him being on a vacation, like Krugeristan's Golahman, but not on a diplomatic tour.
Two, guards. To quote the rules:

A maximum of one bodyguard per person is permitted, but please keep it reasonable. If you wish for more, then say so in the notes-section and I know to provide you with a bodyguard of the SDF.

One of the Cura Condendi is fine, you'll get a SDF-Escort, too, but not four 'basically cops', no matter how militerized Birtonia is. Sorry.
