Charter of the OCWI

This is the IC thread of the Secretariat of the Organization of Communist nation in the Western Isles (OCWI). The Secretariat is headquartered in the Center for International Communism, inside the campus of the University of Victor Caligan. The Secretariat is composed of the Secretary-General and representatives of each member-state. Observers are also free to send representatives.

1. A resolution to be put to a vote must have the second of at least one member
2. For voting purposes, a simple majority vote of the Secretariat, including the Secretary-General, will allow the passage of a resolution, unless a different number of vote is required by the Charter. Where the Execom is present and acting as such, in the Secretariat, the same rule will be observed.

Aleksee Kollontai confined her attention to her notes, although she would glance at people in the room, nodding and smiling from time to time whenever a familiar face came about. The private conference hall of the Organization of Communist nations in the Western Isles (OCWI) was not as imposing and grand as the one she previously worked in, the World Assembly. Her new office, as she thought it to be, was a lot smaller and more intimate. It had a modern design, ample lighting and finished in a neutral white color, pierced only the projects and the emblem representing the hammer, sickle and brush in the center behind where the Secretary-General would sit.

Kollontai previously headed the country's observer mission there, but was called back home to serve as the Representative to OCWI. While other more inexperienced diplomats would have been horrified at that thought, she found satisfaction in knowing that the government needed her, and no less than Comrade Brandon Snow asked for her to go back to Caligangrad. It was a relief. She could spend more time with her family, while serving as an important element of Comrade Snow's campaign to strengthen relations with communist nations in the region. He could not have made a better choice. Kollontai was an institution in the Ministry of Foreign Affairs.

Pretty soon, the people settled and prepared for the first meeting of the Secretariat.




"Comrades, may I introduce myself. I am Aleksee Kollontai, Permanent Representative of the People's Democratic Republic of Velah. On behalf of the Velahi government and people, I would like to welcome everyone to the newly constituted Secretariat of the OCWI. We look forward to working with you all for the betterment of socialist and communist solidarity and cooperation in the region."

"The Execom has tasked me to temporarily chair the Secretariat until the new Secretary-General has been chosen. It would have been the first items on the agenda for today, but Velah has asked that it be tabled and come after the Secretariat tackles the membership application of the United Republic of Great Britain."

"A pleasure to meet you, Comrade Kollontai. My name is Austin Boufair, the Head of Chitownese Foreign Affairs. You can call me Austin, I don't bother with titles or last-names-only business, at least with my own name. Of course, I am caught a little off guard by this request as I had been told that the first order of business was to choose the Secretary-General, but it is not a big deal. I think it is a reasonable decision to add a new member first, as that means we will have another opinion in choosing the Secretary-General."

Anne Smythe, head of both the United Republic and the Republican Party, and therefor de-facto leader of her nation, had decided to be present herself when her nation was to be accepted into the OCWI. The plans of the women in her mid-40s regarding the idea of international communism weren't really precise yet; but the rough idea was simple: Spread the Republican Ideology. The main difference to mainline communism was that the Republicans believed a Dictatorship of the Proletariat was impossible; unsustainable due to the natural process of elitism. Therefor, the aim of the state and the ruling elite should be to make the "Leadership of the Proletariat" as accessible as possible...

"I'd like to thank both the Representatives of the PDR Velah and Chitownia for trusting the Republic enough to be part of the International Representation of Communism... thank you, Comrades."

"Of course. We in the OCWI are looking to recruit new member-states to our organization and it we are thankful for your interest in joining. That being said, we cannot just admit you without a discussion first."
Austin glances over to Aleksee Kollontai and gives a questioning look.
"Or can we? After all, Comrade Smythe did request to join almost immediately after the Charter was signed."
Austin turns to Anne Smythe and grins hopefully at her.

Kollontai nodded. "Velah would like to thank Chitownia for its understanding and for accommodating our request relative to the changes in the agenda."

She then turned to Anne Smythe, "your Excellency, thank you for your statement. Velah again sends its warmest regards to your Excellency, the Republican Party and the United Republic of Great Britain. We are happy to have you here with us today. While certainly much is to be said at how diverse our perspectives and policies are, we believe that all socialist and communist countries have an obligation to come together in friendship and solidarity, to help spread the ideals of socialism, and champion the liberation and progression of the proletariat."

Looking back at the Head of Chitownese Foreign Affairs, Comrade Austin, she continued, "As this is the first meeting of the Secretariat, I think there is room for clarification and improvement of our rules. I think the expectation from the Charter is that once we receive the formal intent of a country to be admitted, the members of the Secretariat can take turns giving statements either for or against the applicant. After which the formal vote follow."

She paused for a few seconds and looked down to her notes.

"As we invited the URGB, Velah natural vouches for its admission."

She then looked up and fixed her microphone. Turning to the Chitownese delegation, she said. "If there are no other statements, Velah would like to motion that the Secretariat vote on the admission of the United Republic of Great Britain as a full member of the Organization of Communist nations in the Western Isles, or OCWI."

Austin grins and replies, "We wholeheartedly agree. Welcome to the OCWI, Comrade Smythe. We hope you will find this organization to be helpful in connecting your nation to others with similar beliefs. Now, I suppose we should have a swearing-in of sorts, to make it official."

Austin jams a hand into his briefcase and fishes out an envelope. He opens up the envelope and inside is an official-looking paper.

"I hope you don't mind, Comrade Kollontai, I took the liberty of making our oath. If it is deemed suitable, we will use it in the future, but I am open to revisions."

Austin then turns to Ann Smythe.

"Repeat after me. 'I, Ann Smythe, do vow to be helpful member of the Organization of Communist nations in the Western Isles, to accurately represent the ideas and beliefs of my nation, to assist in the spread of Communism and Socialism, and to respect my Comrades in the OCWI.'"

"Agreed. At this juncture, the Secretariat invites the Member-States to provide their proposed nominees, if any, or to indicate whether they will be supporting another member-state's nominee."

Kollanti paused and gestured to one of her assistants. "At this juncture, the Chair would like to recognize Uran Nuryshev, Deputy Permanent Representative of the People's Democratic Republic of Velah to the OCWI. He will introduce the Vehali nominee for Secretary-General."

"Thank you madame Chair" Nuryshev said in the intercom. "Comrades, I have been tasked to introduce the Velahi nominee for office of the Secretary-General of OCWI. Velah understands the important role the Secretary-General will play, in supporting the Execom, and ensuring that the policies and projects it has identified will be properly executed. As head of the Secretariat, he or she will also be responsible for moderating the discussions of this honorable body, and ensuring that order, courtesy and diplomacy are always observed during its proceedings. He or she will also be the spokesperson and chief administrative officer of the organization, and as such must possess the necessary communication and leadership skills to realize the goals and objectives for which OCWI was founded.

We, from Velah, are fortunate, because we know that we have the person capable of discharging those tasks mentioned, and more."

Nuryshev paused and looked at Kollanti with a smile. He then proceeded with his speech.

"Aleksee Kollontai is a seasoned and respected diplomat in the People's Democratic Republic of Velah. Kollanti rose through the ranks of the Ministry of Foreign Affairs. She entered the foreign service in 1985, where she got to work under the Consular Service, Protocol and Political, Press and Information and Foreign Economic Relations branches of the Ministry. She would eventually be named as Ambassador-at-Large for the Western Isles and then Assistant Minister for the Western Isles. Prior to her current stint as Velahi permanent representative to the OCWI, she has served admirably as head of Velah's observer mission to the World Assembly. In that capacity, she ensured the promotion of friendly relations between Velah and the World Assembly as an institution, including other WA states, especially those in the socialist and communist blocs. On top of that, she was the first woman to achieve the position of Assistant Minister, the WA representative, and is currently the most senior woman with the rank of Ambassador Extraordinary and Plenipotentiary.

In her many years of serving as a representative of our motherland, Ambassador Kollanti has shown excellence and dedication to her work. Her tours has led to the promotion of relations with other countries, the signing of trade deals, and greater diplomatic cooperation between Velah and her international partners. As a senior minister, she has demonstrated that she is capable of crafting sound policies that not only strengthened Velahi interests, but called for greater international coordination and cooperation.

Beyond doubt, we are confident that she will perform exceptionally as the Secretary-General, and for the enumerated reasons and a whole lot more, we unreservedly nominated her for the post."

Austin gave a wide smile to Kollantai and Nuryshev.

"That was a very moving speech, and I am tempted to vote on behalf of Chitownia for Aleksee Kollontai. She appears to be a very capable person of handling the responsibility of being the Secretary General. However, since I am to represent my nation's opinion as best as I can, I cannot do that. Great Leader Jones has made it very clear to me that he wants a Chitownese officer nominated. And thus, I present to you Grand Chamber Delegate Daniel Wellek."

Daniel stepped forward and waved to the representatives.

"Wellek was elected into the Grand Chamber by a massive popular vote in 1996 and has been serving since. He is one of the most highly regarded delegates in all of Chitownia. While pushing for a more communist society in Chitownia, Wellek made sure to keep as many civil and political freedoms as possible. The Chitownese government may be communist, but we are no dictatorship. He kept us in line when policies were proposed that would push us closer to a totalitarian government than we wanted to be. That being said, he is still wholeheartedly communist and will therefore represent the OCWI as accurately as any."

Austin sat down.

Daniel, with a slight Chitownese accent (think European mixed with Southern American, it's kind of hard to explain), chuckles, "There has to be a little competition, no?"

President Smythe applauded both Candidates, and then stood up herself: "I believe that the Republic and the Republican Party will refrain from nominating a candidate of it's own for... practical reasons.", she laughed. "Obviously, both Candidates are experienced in their respective fields. Sadly, Mrs. Kollanti is more experienced though, I feel. The Republic votes for her as Secretary-General."

Austin looked disappointed, but Wellek didn't seem to mind. Daniel Wellek had mastered the art of stoicalness in the most important of times.

"Well, I'm afraid that settles it. Comrade Kollantai, it appears you are the first Secretary-General of the OCWI."

Realizing that his disappointment could be interpreted as him not supporting Aleksee Kollontai, Austin immediately quickly added, "I don't mean that I don't support you, Comrade, I wholeheartedly believe that you will lead this organization to greatness. You are extremely qualified, probably a bit more so than my friend Comrade Wellek."

Daniel Wellek grunted and a minuscule smile broke on his face, but otherwise continued to show little emotion.

"I was just hoping that a Chitownian might be elected, that's all," Austin continued. "Ah, well. I suppose the coin doesn't always land heads-up, now, does it. That's a Chitownese saying, I'm sure you can infer the meaning. I must ask, however, will our nominees be allowed to stay and participate in OCWI discussions and votes and such? I do believe that Comrade Wellek has a valuable opinion to add."

Kollanti was beyond surprised. The sound of the applause inside the room slowly faded, while she could hear her heart, beating faster and faster. From the outside, she was just staring blankly into the chamber, until Nuryshev gently shook her.

"Congratulations Comrade, Velah rejoices in your election!"

Kollanti blinked. After a brief pause, she smiled and held the hand of Nuryshev. Slowly, she stood up, while the latter helped her gain her posture. Kollanti then looked to President Smythe, smiled and then bowed. And then she turned to the center and bowed again. She then took her seat, still trying to digest the development.

"I would like to thank" Kollanti said in a gentle, but sincere tone, "Comrade President Smythe for seconding my nomination and for supporting the Velahi bid for the Secretary-General's post."

She turned to Austin and Wellek and gave a gentle smile. "Of course, I would like to thank Chitownia for bringing forth the nomination of Comrade Wellek. He is a proud and distinguished revolutionary, and I look forward to working with him, as with the rest of the member-delegations in the OCWI."

"As I have been elected Secretary-General, please note that Comrade Nuryshev will be temporarily replacing me as Acting Representative to Velah to the OCWI."

Kollanti continued. "With regard to Comrade Austin's question. Definitely, Comrade Wellek is welcome to participate. As you may all know, the Charter provides each member-state to provide an permanent representative to the Secretariat, who will function as the main representative of each member-state to the organization, as well as several other retinues to assist the permanent representatives."

The Kobnian high delegate rose from the others who had accompanied him to Caligangrad.

"My comrades, I thank you for your kind invitation to speak before the OCWI. My name is Susilo Mukul. Since the founding of the People's Republic of Kobnia and overthrow of its former capitalist oppressors we have sought to isolate ourselves from the rest of the world. It was thought at the time this the only way to prevent the decadence and corruption brought on by international capitalism. We sought to make a utopia of pure Communism. Though we have made our nation into a worker's paradise, we realize now that it is not right to remove the nation and people from their brothers and sisters in international Socialism and Communism. Together we are stronger than looking inwards to our own borders. We must unite!"

He paused and looked around the room at the other delegations and then to Secretary-General Kollantai.

"Therefore, Comrade Secretary-General, I ask that the Organization of Communist Nations in the Western Isles consider the acceptance of membership of the People's Republic of Kobnia!"

Kollanti nodded and clapped enthusiastically. After the delegations settled down, she thanked Susilo Mukul and relayed the gratitude of the organization to their country for expressing a firm commitment to socialist and communist solidarity in the region.

"If are no responses from the delegations present, I think we can proceed to vote on Kobnia's admission."

"Seeing as we have only 3 nations currently in the organization, and that we wish to grow this organization into a large one, I believe it is in our best interests to admit Kobnia into the OCWI. They have also demonstrated a communist attitude, so I see no reason to deny them acceptance," said Austin.

Nuryshev then took the intercom. "Madame Secretary-General, as Velah has been the endorser of the People's Republic of Kobnia's admission, the People's Democratic Republic of Velah would like to reiterate its earlier support and vote in favor of granting Kobnia's application."

Kollanti nodded. "Comrades, with two affirmative votes, out of 3 in the Secretariat, I am pleased to announce the entry of the People's Republic of Kobnia into the Organization. Congratulations comrades!"
