I checked the obvious places and can't see a rule about posting before having space on the map, maybe i missed it, but whilst I am still waiting on Van since I only applied a day or two ago

We extend no "residence" rights or privileges to people who are in the region but aren't on the map. So you're right, we do not have an explicit rule about not posting when you're in the waiting period, but we also don't have an explicit rule about not posting when you're in a different region. They're both in the same class, and it's common sense not to legislate to people who the law doesn't apply to.
However, I could see how some confusion would arise, but I do not think a rule clarifying this belongs in the Constitution, when the Constitution explicitly is for member nations' rights. An EO is kind of in the same vein. Maybe some kind of general memorandum would be most appropriate, just announcing to people "Hey if you're not on our map, don't post on our threads."
