My population is 100% military staff, the entirety of the Austro-Hungarian kriegsmarine corps and their families. This mass conglomeration of ships is virtually unstoppable, as rather than operating like a conventional navy, the place we defend is already at sea, and it has cannons longer than a school bus.
Our government is made up of a council of admirals, and, since Emperor Otto I is 6 years old, Kaiserin Zita serves as head of State and Church. The official religion is Roman-Catholicism, though there is no religious persecution by the state, and other religious affiliates are allowed citizenship.
