Backstory
Horatio Mercator is, by far, one of the most fascinatingly twisted characters in the History of both the Isles, and by extension all of Ausozera. A Common Man. An Bourgeois Industrial. A World Conqueror. A Slaughterer. A Statesman. A Statesman that ruined his nation for potentially two centuries. The Achievements, and Non-Achievements of Mercator are uncounted.
The Life of this person that should change the face of his nation and the world forever started in a commoners house, on the 28th of August, 1779 (19th Mabon 1010 in the Isle'ish Calendar), under the rather boring name “James Baker”. The Parents were farmers. As the youngest son, James was bound to become beggar one day, with no chance to inherit any parts of his parents non-fortune. His life was predestined, if not for a small incident that hit his young life at the delicate age of eleven.
In the year 1790, the Isle'ish were in a Revolution again. The Death of Charles of Essex had brought uncertainty: Did his Son Charles have the claim to the title “Rex Insulae”, or was it the Dead Kings brother, Edward ? War was to decide. James, without much hesitation, joined the “Regiment of Wessex Dragoons”, a local unit of Militia that had been raised along dozens of others to defeat the “Unlawful” King Charles. The War was short, only three years in length. The young soldier, serving in multiple engagements, caught the intention of the newly crowned King Edward in 1793.
A prepubescent boy fighting alongside the King's Cavalry ? Unthinkable for many. Edward, who was otherwise known as “Edward the Slayer” felt sympathy for him when he heard of the strange news. James changed his name to the more noble-sounding “Horatio Mercator” when he was adopted by his King, and was in the following years educated by the finest Generals of the Kingdom in the Arts of War.
Horatio did not care. He would never become the most brilliant General, nor the most brilliant Statesman. What Horatio could do though was rally the people around him, make them work together. “Viribus Unitis” was his motto. A motto that he would soon put into practice. In 1821, Horatio, after many years of service for his mentor, slit Edwards throat.
This “Murder of King Edward” was the inciting moment for what is often called “The Most Glorious Revolution in History”. Fifteen years of war followed. Fifteen years of war between Horatio, and the entire World. He would crown himself King in 1827, and found the “Isle'ish Royal Army”, which, at it's height during Horatio's reign, was probably the most feared Army in the entire world. Horatio never had a particular reason for his Revolution. For his Usurpation. Something that would haunt him till his death...
In 1861, Horatio hit the same fate as his mentor. He was murdered by the person that would afterwards call himself “Horatio II”, albeit in the fields of battle. His death has been the centerpiece of many romantic paintings, the most famous of which bears the title “It all reverts to naught”, one of the two lines usually said to have been his last words (The other being the more poetic “Now here me lie, a fool for sure, no greater than me was before.”)
In 1865, four years after his death, his last will was read. It only filled three pages: All his personal possessions (Which were few) were to be assembled in a Museum; A rather pathetic philosophical essay in which he reflected about his life; And a request, the foundation of a new medal. It was to be intended as the “Opposing Piece” to the “Death's Head”, the Medal Horatio had given out during his life time for his most accomplished soldiers. This medal was supposed to be a “Blank Medal”, with no insignia on it, given to those who made achievements not in War, but in Peace.
Criteria for the Blank Medal:
I.) The Award is given to up to three individuals or an organization
II.) The individuals or the organization have to have been peacefully and without arms involved in:

III.) If the measures taken by the individuals or the organization were indirect, they can still be awarded the Blank Medal, but direct measures will get preferential treatment.
IV.) If the measures taken by the individuals or the organization were unsuccessful, they can still be awarded the Blank Medal, but successful measures will get preferential treatment.
V.) The cut-off date for measures enacted by the individuals or the organization is 50 Years, meaning that measures before the 1st of January, 1965, will not be taken into consideration.
