Compulsory Language Courses for Foreigners

Postby Odrium » Sat Nov 12, 2016 5:23 pm

Public opinion in Odrium discussing new amendment of Federal Imigration Law, according to which all applicants need to provide proof of knowledge of one of offical language in country, when applying for permanent residency permit. Federal Government promises financial support for organization of langauge and integration courses, hoping this act will contribute to integration of immigrants and decrease gaps in society.
Federal President use veto right asking for language courses not be compulsory or to make exceptions for people who do not right of returning back to their country. President warns also that this may lead to violation of human rights.
Since Odrium has three official languages, some federal units claims that government should clearly distinguish that cultural diversity of Odrium should be pointed out in law.
How is issue regulated in other nations ? Can this be understood as violation of human rights ?

In Kuronami we created a bridge language when we were founded to better integrate the two different cultures and origins or our people. It worked very well to making a better unitary Empire for us than continuing using multiple languages. It makes sense to have citizens learn a single language to better work and thrive in society and have extra languages be studied by school children to help them thrive in a increasingly global society

Not really nessescary or talked about in Carena, given we get virtually no East Asian immigrants since travel out of East Asia is strictly forbidden.

All new citizens get the Binary Language Pack installed into their mind-code at the time they are ported into Decepticon bodies.

Foreigners who are not citizens don't have to know Binary, but we make no accommodations for other languages outside of the confines of the Immigration Department and the diplomatic office. These people must also either begin the citizenship process within three months, or go away forever after that amount of time has accumulated. (The time can be used all at once, or in a series of visits. Either way, the cumulative maximum stays the same.)

In Valgora, immigrants must show proof of knowing Valgoran or they have to take language courses before being granted permanent residence. The language classes are free. Any immigrant's children are also expected to be fluent in at least two languages.

The 2 primary languages in Kannabyss are Japanese and English, and Latin is a common elective. Generally speaking one would be able to get by fairly easily in Kannabyss speaking English or Japanese at least moderately and the government provides free lessons to approved immigrants on all islands of Kannabyss. These lessons are not mandated, however an immigrant who refuses to live harmoniously with society based solely on pride would be dealt with swiftly.

As per Imperial Proclamation #42, all foreigners staying in the Empire longer than 3 months are required to learn either English or Latin. Failure to comply leads to life-exile and state confiscation of all property and ownings.

Idea with free courses is very good.

In Purpelia knowing the language, customs and laws of our nation is the bare minimum we expect from people before they can even be considered eligible to apply for a permit to live here. And there are no work visas or anything like that either. You either learn all we want you to learn and pass all our tests or we won't even consider allowing you to stay other than as a tourist. And there is absolutely no support given to people in this matter. Learn it all on your own or don't bother. We are not going to waste money on foreigners.

And no, we do not accept refugees.

Purpelia does not reflect my actual world views. In fact, the vast majority of Purpelian cannon is meant to shock and thus deliberately insane. I just like playing with the idea of a country of madmen utterly convinced that everyone else are the barbarians. So play along or not but don't ever think it's for real.

We have similar laws in Nordic Nations but we use the basis of compulsory "literacy" of a language. We're proud to have a 100% literacy rate because of literacy teams that go to homes and teach the local language.

Learning a language within a month is an extremely unrealistic expectation, though. It usually takes at least a year, sometimes more depending on the complexity of the language and how much time they dedicate to studying

It is currently the law that any common person who intends to be resident within the Kingdom must by his sixth month be able to hold a basic grasp of the English or Latin languages. Diplomats and aristocratic foreigners are required to understand and speak either English, French or Latin.

Any foreigners who wish to gain permanent residency status (and eventually citizenship) must demonstrate a working knowledge of at least one of our three official languages: English, Japanese, and Russian.

There are free classes that may be taken that will assist them in learning any of these languages.

Conversational level in one of our five official languages is required to become a citizen, although permanent residency and other recognized statuses do not require any language.

Most refugees and migrants achieve fluency before they are eligible to apply for citizenship though, while we have five official languages, different regions make use of different languages. Most migrants come from West Africa, Latin America, and Europe, and tend to already speak one of the five official languages at a fluent level.
