Armando Villanueve leaned over whispering in the ear of his peer. Vertrún listened and nodded her head in agreement, understanding Villaneuve's intuition and sharing his concerns.
She then spoke up to the council:

"If the Remnants did ideed plan to attack the Romans, why would they declare war first? What advantage would declaring war serve from a strategic, operational, or tactical level?
Why would they randomly declare war then do nothing as opposed to just engaging in a Pearl Harbor-styled surprise attack?"

[Shazbotdom]

The prime minister looks over at the Inyurstan Delegation, "That is what I would like them to explain. And I am curious as to how a rogue element of their military would think that they would have the power to declare war upon another sovereign nation, without prior approval from their government. There are a lot of unanswered questions that seem a bit fishy. And if this is a rogue group within their military, would they allow the IFC to assist in the arrest of these people and try them within our own Judiciary as this pertains to two members of this alliance."

[New Roma Republic]

Heat rose in Nakashima's face as the Attache made his outburst. "Gods damn it man!" he whispered to the Attache. He motioned for a guard to come over; in turn, he motioned for two others to follow him. When the guard arrived, Nakashima whispered to him "Please take this man to my office and make sure he doesn't leave and no one seems him until I get there." The guard nodded and escorted the Military Attache out of the chamber.

Nakashima stood up and cleared his throat "My apologies to you Mr. President, Mr. Prime Minister, and to the rest of this chamber. That man was instructed to not speak, I will deal with him accordingly."

By the Gods, this one is a loose cannon... Myra thought as Nakashima's Attache was led out of the council chamber. ...though I do understand his worries.
"Well now that the outburst is all done, I must ask President Drake a question: How long is it going to take for your intelligence assets to track down the perpetrator? And how do you know that they would be feeding you the correct information? I mean it must be quite a deal if your own systems have been compromised especially if the Prime Minister is correct (however unlikely) that there is a fifth column within your military or government." Myra asked, waiting for the translator to catch up.

Drake nodded and put a hand up towards Nakashima, offering a sad smile. "Apology accepted. Tensions and emotions obviously run high with situations such as this. In addition, I should be apologizing to you for this confusion being allowed to escape my nation and affect your home."

Drake waited a second for the Prime Minister and Dorian to ask their questions, waiting for translations to come in as he adjusted his tie, tightening it to appear a tad more professional. "I will admit that I truly don't know who would do this, or why. However, due to the sphere of influence that my nation exerts, it would not be difficult for a Governor-General or similarly-privileged member of my government or military to produce a seemingly legitimate announcement such as this. While that may sound like a potential issue to others, note that officials that rise to heights such as those are supposed to be above questioning their loyalty. There's in total a couple dozen of these officials, and while my intelligence services will need to investigate everyone fully since anyone could have achieved this deception, the easiest outcome is some high official wanted to goad Remnant and Roman into war. It could even be to disrupt the presidential election, which is now only two months out, to in some way impact my reputation or my lead in the polls. To answer you directly, Mr. Prime Minister, I would decline a joint investigation coming into my nation for the simple fact as it would only create more chaos and unease. My countrymen are confused about a potential war. They do not need an IFC investigation in the headlines to cause more unease."

Drake stretched his neck, pinching his nose as he did so, a quick show of weakness and fatigue from a man who'd been awake and working far too long. But as quickly as his facade broke, it was back, projecting his calm confidence, "As for the comments made by the delegation from Inyurstan, they are correct. If I had wanted war, I would have just invaded the Romans had I good reason. That being kept in mind, I have no good reasons. The Romans and Remnants have enjoyed a mutually favorable relationship, so what reason would I have to throw that away?"

"Then I suggest, Mr. President, you get down to finding whoever declared this war. I wouldn't want this to escalate any more than it currently is" responded Nakashima. "I am sure the Caesar will approve help to find the perpetrator."

"Attention Membership of the IFC," the Prime Minister stated as he stood up and made his way to the podium, "as the Empire has been working at restructuring the alliances that it is a part of, it is the decision of Ministry of Foreign Affairs for the Empire to step down as Prime Minister of the International Freedom Coalition." He clears his throat, "due to this change in Imperial policy, we will be officially stepping down as prime minister effective the 8th of January, 2018 on the Gregorian Calendar. I am officially naming Guadalupador as the Interim Prime Minister of the IFC until such a time as elections can be held. Thank you, and may this alliance prosper until the end of time."

Guadalupadorian Delegate Myra Soymian's eyes widened in shock upon Moorston's announcement that he would become Interim Prime Minister. He looked around the chamber at the rest of the delegates before focusing his view back toward the outgoing Prime Minister. After a few seconds of what seemed to be absolute silence following Moorston's statement Myra leaned toward his microphone to speak: "I-I uh, accept the position bestowed upon me by the currently outgoing Prime Minister and I will start working to develop a transition team immediately." Myra waited for the translator before he continued. "At this time, in the interests of this Coalition I will be resigning as the Guadalupadorian Delegate, as to not draw possible notions of collaboration or puppetry with the Federal Union of Guadalupador. I hope to serve every member-state of this alliance, not just my motherland. As Prime Minister Moorston just said: 'May this alliance prosper until the end of time.'" He practically only had three days to put together such a team before he became the interim PM and there was a lot on his plate that Moorston left for him. Soymian rather felt the Shazite PM dumped every problem of the IFC down on him in that moment. There were very pressing issues besides even calling for elections, he had so much work ahead of him once he went back to his office.

The Roskian Ambassador stood, before taking off his glasses and carefully placing them on the table. Before him was a packet of papers, signed with the Presidential Seal of the Roskian Federal Republic.

"It is my solemn duty to inform you that the Federal Republic of Roski will be terminating its membership to the International Freedom Coalition on the 28th of February, in the year 2018. For the new Prime Minister, Soymian, I have the official withdrawal papers pressed here. A resolution in the Roskian Republic declared the intentions to leave, and our populace has voted 56% in favor of leaving this organization."

The Roskian Ambassador stood, before taking off his glasses and carefully placing them on the table. Before him was a packet of papers, signed with the Presidential Seal of the Roskian Federal Republic.

"It is my solemn duty to inform you that the Federal Republic of Roski will be terminating its membership to the International Freedom Coalition on the 28th of February, in the year 2018. For the new Prime Minister, Soymian, I have the official withdrawal papers pressed here. "While we are sad to see you go," the former prime minister stated, "we hope for peace and prosperity for your people and your leadership."

He nodded at the Shazbotian delegate.

"At this time, the first Joint Military Readiness Initiative Facility in Port Nakrev, within the territorial borders of the Roskian Federation, may continue to be used, however under a lease. The Department of Interior Economics has decided that too many jobs are reliant on the continutation of the JMRI Facility, and therefore it should remain available to the uses of the International Freedom Coalition.

It has come to my attention that the Government of the Roskian Federation would like to make one final resolution proposal before it takes its leave. I do not yet have the full details of this resolution, but as soon as I do, I will most certainly present it to the floor with haste."

Now Interim Prime Minister Myra Soymian took to the chamber and sat in his designated seat in front of the delegates. He shuffled around a few papers and folders and listened to the Delegate from Roski. "It is with a heavy heart that I accept Roski's pending withdrawal from the International Freedom Coalition, and with a heavier heart to accept your resignation, friend." The Prime Minister then continued on listening to the Delegate's statement on the Joint Military Readiness Initiative. "Hopefully we can work out a fair lease with the Government of Roski in regards to the Port Nakrev facility. Once again, it's a shame Roski is leaving after so many things your country has provided this Coalition."

This resolution has been authored by the President of the Roskian Federation. My nation would like this principle voted on as soon as possible.

Memberstates are prohibited to join any other organization which requires that organization to be placed in higher standards than the International Freedom Coalition." Section IV: Immediate Action Any and all memberstates currently in external alliances which take priority over the International Freedom Coalition shall be given 90 days to re-prioritize their alliance, or be ejected from the International Freedom Coalition. These alliances include, but are not limited to, the Imperion Coalition, Santiago Anti-Communist Treaty Organization, United Left, and others. Any and all memberstates currently in external alliances which interrupt the behavior of like-minded states within this alliance shall be given 90 days to restructure their economic and political agreements, or be ejected from the International Freedom Coalition. These organizations include, but are not limited to, the International Anti-Terrorist Alliance, Capitalist International, and others. Section V: Repeal and Update Protection This article shall not be repealed or changed without a 60% (3/5) majority of a 50%+1 or higher turnout. Lesser turnouts are to be declared null and void. He looked the Remnant Ambassador, "I did what I could, given the circumstances. If the membership assisted, we wouldn't have this issue. And if the membership is going to turn on us in this manner, the Empire will not have any of it."

Myra pinched the bridge of his nose in frustration. "Order. We will have order, I suggest that the Delegate from the United Remnants withdraw his statement. Now on to continue the voting process..."

The Roskian Ambassador shook his head. "For those of you in the Imperion Coalition, why does this clause exist within your charters?

An organization shaped by mutual defence policy is worthless if that policy can be counteracted by another organization's existance. Let us look at recent transgressions that prove this alliance, if one may still call it that, to be weak.

Within the last quarter, an attempt by the Roskian Government to support a friendly democracy, among the principles of this organization, was foiled by the support of the Imperion Coalition against said democratic government. Ordinarily, this would not affect Roskian Policy, no state was willing to initiate full conflict over this issue, one side would have backed down. However, the memberstates of the organization are also in this organization, and they supported this monarch, contrary to the principles of the alliance, and against the will of other states within this organization. The organization was forced to take a backseat as yet another democratic state fell.

Within current policies, an IFC intervention in the state of New Yama, formerly totally incorporated into Guadalupador, is also prohibited, as this state is backed by the Santiago Anti-Communist Treaty Organization, of which memberstates, namely Inyursta and others, are part of. The Mutual Defence Clause present within SACTO would then be used against us, as Inyursta, who currently has access to military facilities such as Joint Military Readiness Facility One, within my national borders, could initiate a series of sabotage attacks across various states in the International Freedom Coalition.

The loyalty required, such as is required in the Imperion Coalition, is not even required in this alliance, which means it will continuously be forced to take a back seat as groups counter to our ideas and founding principles will continue to abuse our strength and power.

Within other organizations, the International Anti-Terrorist Alliance was used against the Roskian Federal Republic in 2015 as an attempt to push counter and hostile ideas against my state, after a large vote declared, falsely, Roski was a state-sponsor of terrorism.

The International Freedom Coalition has, in the words of the President of my nation, been whored out to the highest bidder, its influence assaulted in broad daylight, and those who demand the International Freedom Coalition to go one way or the other go "Who, me?" when called out.

The failure of this resolution to pass will certainly mean death to this organization, as well as an incident in which another friendly democracy collapses, and the International Freedom Coalition takes a back seat. This organization, as it stands, is the laughing stock of the entire world, and we sit here twiddling our thumbs as autocrats, fascists, and communists continue to take over this world.

We must take action, and this action must begin with internal review."

He sat down. Did this really need to be explained? Oh wait, it was members of those alliances who had assaulted the organization in broad daylight that questioned this. I guess that figures.

"Uhhh yes... not um officially. B-but supported nonetheless by certain states." A timid voice spoke out from the entrance of the chamber. The small woman walked down the aisle to her seat, formerly Myra's seat. "I guess I will introduce myself: My name is Galia Elde. Appointed by the Grand Premier of the Federal Union of Guadalupador to be the new IFC delegate following the current Interim Prime Minister's resignation as Guadalupadorian delegate. It is an honor serving with each and every one of you." She adjusted her hair and sat down.
