The Inyurstan delegation chatted quietly amongst themselves, discussing the competing concepts of ideology vs practical goals vs continued service to the IFC... Finally, Melissa de Vertrun stood up.

"We agree with the Maldenian delegation - on some points. Mainly that a highly reasonable plan of action from this point forward is to "recognize" - as much as my employers may hate to use that term - their status as independent states."

As Domingo E. Lim, the Maharlikan IFC delegate entered the council room, he was just in time to hear the emergency report that the central government of Palmyrion has lost control of half of its nuclear weapon arsenal to insurgents located in the country's northern region. While Maharlika recently has joined the IFC, Lim considered that the country already has decision making power within the organization. He sat down and thought on the notion he has to make. After which he made a decision, rose up and gave out his opinion: "Greetings fellow delegates, allow me to say that this is not a mere accident. This dire situation occurred as a result because of the sheer incompetence of Palmyrion's central government because I think that no moderately competent government will allow rebels to have access of at least half of the country's nuclear arsenal. As a result of their government's incompetence, not only can the rebels threaten Palmyrion's government but could also potentially threaten the IFC member states. As for the logical course of action that the organization should take, there are three points I would like to bring up. My first action is to temporarily expel out Palmyrion from the IFC. It is only logical that a nation with an inefficient and irresponsible central government will be a danger to the organization as a whole. The next action is by officially establishing North Palmyrion, as this is the most efficient method to properly negotiate with the insurgents regarding the nuclear armaments. Lastly, the IFC will let Palmyrion return only if they have disposed of their previous government and a more efficient provisional government has been established. I think that the organization should sequentially execute my aforementioned suggestions as they are the most effective method in dealing with the entire situation. Lim later dropped the weight off his feet and tried to read and analyze the previous resolution before the Palmyrion nuclear incident.

The insurgency in Northern Palmyrion. A bid to revive Palmyrion's former manufacturing and service glory that came and went during the dawn of the millennium. Test flights of a sub-orbital SSTO cargo craft as part of a joint DOTr - DTC project as part of the Royal Commonwealth's participation in the Global Aerospace Trade Association. On the personal side, rushing to get her wedding needs in order - file a temporary leave, talk with their established contacts, fly to Palmyrion, walk down the aisle and to her beau, legally and spiritually affirm their marriage, and get ready to go gentle (or, perhaps, rough) into a good honeymoon night of consummation.

And now this.

She let the words sink in as she sipped a cup of coffee and chocolate mixed in a single mug, with a face struggling to hide the grimace brought by the mind-shattering statements and, negligibly, by the heat of the drink lightly scorching her tongue. The very existence of the monarchy that the Royal Commonwealth loved and hated all the same, but embraced and supported nonetheless, was threatened. Palmyrion's standing in the IFC was also threatened. Lastly, the formation of North Palmyrion as a sovereign state separate from the rest of the Royal Commonwealth would mean the division of the Royal Commonwealth - and the Palmyrian nation wasn't one to give up their centuries-old unity that they have long treasured as a national conviction, a binding article of faith that brought closely-related and closely-interlinked cultures together to bury their hatchets and collaborate in an effort to form their own safe enclave in a merciless world of ice, fire, and everything nice.

It was at this very moment that Lorraine knew, the Royal Palmyrian Commonwealth, the very nation-state that she was appointed to represent in the IFC, fucked up.

Nevertheless, Lorraine looked at her work laptop for a while, as the government just informed her of plans to retrieve the warheads and the missiles - and, if time, guns, and divine volition willing, disable the silos "until further notice" - and Lorraine mentally and silently called bullshit on the statement "until further notice", as she was pessimistic that the conflict in northern Palmyrion would come to a full stop for good, meaning that the missile silos will have to be indefinitely disabled. "Greetings, fellow delegates. I apologize for not responding immediately on behalf of the Royal Palmyrian Commonwealth, but it was only now that our central government had come up to a semblance of a plan regarding this." she said, with a tone speaking of sullen contempt. "Let me clarify on behalf of the Royal Commonwealth that the government still has control of the warheads, ballistic missile systems, and the launch facilities themselves, but they are at risk of falling into insurgent hands as war, specifically another insurgency conflict, arises for the nth time again in northern Palmyrion. The launch silos themselves are concealed underground, among nondescript patches of land, making them hard to find in the first place. For the purpose of making it harder to find these silos, the security outposts of the silos' security forces are located far from the silos themselves - and these security forces aren't that numerous. The fact that our troops have mostly withdrawn to the coasts of the region under hopes that war has hopefully been ended in the region exacerbates the risk of these weapons systems falling into insurgent hands. Nevertheless, our central government has decided to make recovery and evacuation of the warheads and missiles to safe territory a contemporary priority in addition to disabling the silos until further notice, and according to them an operation to do so is being formulated."

"That seems like a well worded line of bullshit to be, Ambassador," the Shazite Ambassador stated in his rather forward tone. "The fact that you are government has done very little, if nothing, to cease this Insurgency in its infancy stage and has allowed it to grow to the point that it threatens not only your nation security but also bats of every other Civilized Nation out there is deeply troubling." He takes a shop of water before proceeding, "Your government has effectively failed in the manner of allowing this to continue. The Empire is annoyed at the prospect of weapons of mass destruction possibly getting into the hands of this separatist movement within your nation."

He then looks around at the entirety of the assembled delegations, "If this failure of a government is unable to keep the peace within their own borders, then maybe it is time that this Alliance steps in. The Imperial Naval Authority has already authorized the deployment of an unspecified number of SSGNs to the region to attempt to curb the threat of these weapons of mass destruction from falling into the wrong hands. These submarines will also carry strike capabilities to launched cruise missiles upon Insurgent targets to demoralize them and force them to give up, if necessary. To take the combat to the insurgents themselves. I, thus, petition this body to initiate a debate and vote on an emergency resolution to authorize the deployment of member forces to the region to help stabilize the region and neutralize this Insurgency."

The Romician delegate cleared his throat. “It seems to me this is exactly why the IFC should revamp of the military at its use. This is an exact reason I made the proposal to curb instances such as this.” He rose from his chair raising his voice “Now all of our nations have targets on them as the separtists will see the IFC as a threat to its work.”

"And how - assuming we don't choose to acknowledge the separatist's claim for independence as sovereign states free from the rule of a foreign regime - would an organizational military be superior to a joint operation by national militaries?"

"Regardless of what the IFC chooses to do, the URA will be supporting their Palmyrian allies in this state of heightened internal conflict, whether that be with militarily support, or just financial and materiel aid. If the IFC is unwilling to organize a response, then that is regrettable, but the IFC should not exacerbate this situation by giving these terrorist organizations any kind of credibility."

Sol-Mi nodded at the remarks of the Inyurstan ambassador. The two nations weren't close or agree on many issues but the Inyurstan was right a multinational joint operation was just as good if not better than an organizational military and there were alliances out there that proved it. After a few more comments were made, Sol-Mi was ready"Excuse me." the Kirishinan ambassador to the IFC stated politely as she begun to speak.

"I need to start by sharing our shock and horror at this developing situation. The Royal Palmyrian Commonwealth has not done a good job on having a realistic read on the stability of their nation to allow such a thing to occur. Furthermore at some point the Taisuist Republic of Kirishima will be seeking reforms to our admissions process and criteria. However that is for another time, at this time we need to be planing how and when we are going to respond as well as our objectives. In Kirishima eyes the main priority is clear, regardless of one's feelings about the Royal Commonwealth we need to ensure that all nuclear sites are secured and disabled. This should be our main concern even more so than the conflict itself."

"Granting Northern Palmyrion its independence doesn't necessarily just solve this problem overnight especially because we would be asking so much of one of our own members. I'd imagine for the Royal Commonwealth it would be too much would it not? The Coalition should have its priorities set on the nuclear weapons first and foremost. However, unlike what the Palmyrian delegate has stated it's quite unlikely the recovery of the at-risk arsenal can be possible. I would personally suggest the dismantling and destruction of the weaponry to be completely sure that it doesn't fall into the wrong hands. It's unfortunate that it may come to that for the Royal Palmyrian Commonwealth, however the ultimate responsibility to station such weapons in such a risky area was up to them in the first place." Prime Minister Soymian stated.

Galia Elde, the Guadalupadorian Delegate railed against her Palmyrian counterpart: "It's baffling that they'd do that! Does your central government have any thought in their heads at all? In all honestly it points to a failure in the security structure of your central government to even think about stationing silos in an insurgent-rich area. Either failure or a deliberate attempt by someone within your country's government to sabotage the collective security of the International Freedom Coalition." Elde then turned to the Inyurstan Delegate: "This Coalition needs insurance that it can act to protect and defend every one of our member-states. We need an independent military force that serves the needs of the alliance itself. The current structure of joint operations with national militaries can be a serious security risk, especially when the interests and motives the member-states involved in an operation can differ. It can put an entire Coalition-led operation into danger. My country has been burned by ulterior motives during joint operations in the past. With the IFC-PKF exists a military force dedicated to the mission of the IFC and that alone."

At this point the severity of the problem has sunk into Lorraine's psyche. Recovery of the at-risk arsenal - 100 UR-100PMs (50 with unitary nuclear warheads, 50 with 8 MIRVs yielding 500kt each) - would only be partially doable - at least what her top brass back in Palmyrion chatted via the governmental chat program. Now the operation's focus shifted from complete and total recovery of the arsenal to a three-part plan B:

• Evacuate the nuclear warheads. The warheads could be transported on heavy-duty trucks to pre-designated airfields, where they would be picked up and airlifted to safety.
• Destroy the missile delivery systems, or at least make them inoperable. Vital guidance and propulsion systems were to be destroyed to the point that nothing useful could be salvaged from them.
• Render the silos, themselves 4-6 decades old, inoperable, and seal them shut until further notice.

She now had a lot of explaining to do to the IFC Council, and after composing herself a bit, she spoke, with a slight tinge of nervousness.

"These silos and missiles have been constructed during the era of Stalinist socialist rule in Palmyrion, and have been transferred to Royal Commonwealth ownership years after the end of the 4th Civil War. When war broke out again in the region, our country tried to evacuate or at least render inoperable the facilities - warheads, missile delivery systems, silos, and the entire nine yards - but failed in every attempt. A stop-gap solution was thus adopted: Aerospace Forces security personnel working with loyalist militias commanded by the Civil Defense Force to secure the silos. However, these loyalist militias now have to guard another place: their localities. The said militias are now more pressured than ever to reliably perform their duties in the face of dwindling armories, manpower, and governmental funding." Lorraine nervously explained the backstory to the Council, afterwards composing herself again to speak a second time.

"Our government has shifted to a 'Plan B': first, we airlift the warheads, the payloads, out to safety, as they are the only ones small and light enough to be evacuated by conventional means. Second, we destroy or at least render inoperable the missile delivery systems; vital guidance and propulsion systems, accoridng to them, are to be destroyed to the point that nothing useful could be salvaged from them. Third, once the previous two are done, we seal the silos shut until further notice, but how my compatriots back in the Royal Commonwealth are gonna pull this off is all up to them. Pardon me if my explanation be insufficient, but I am simply quoting verbatim their missive to me." Lorraine added, as she took a sip of water to help in regaining some composure.

"Esteemed Delegates of the International Freedom Coalition: two of our own member-states has been attacked by the Bashriyyan government of Omar Al-Sadr. The unwarranted sarin gas attack on Hatayan soil must not be met with inaction, and requires a powerful and decisive response. A military response is seemingly the only appropriate action to ensure that future attacks on our member-states will no longer happen. The Bashriyyan government and its allies need to be put in their place by this alliance. I am hereby officially activating the International Freedom Coalition's Defense Pact commitment. Further information will be relayed to all of your staff members, and I await a timely response. Whoever can field assets into the North African region, please do so immediately." Prime Minister Myra Soymian announced

"Ladies and Gentlemen, the Bashriyyan government has been a thorn in the side of this alliance for to long. They have verbally harassed or member states for years, hiding behind their allies as a shield from any sort of retaliation. This Alliance needs to put an end to this and completely obliterate their Armed Forces. The empire will dedicate least one surface battle group and a yet unspecified number of Marines," the Imperial Ambassador states. "Until such a time as we can ensure stability and peace throughout the North African region, we will put whatever forces and resources we feel will bring an end to this regime."

The Remnant delegate rolled his eyes and mumbled to himself, "The Hatayans probably deserved it. How they got into this alliance is beyond me."

In hushed voices the Inyurstan delegation left the room. They disappeared to communicate back with Castille, and returned to the Council chamber just a short time later.
Melissa looked over to Armando, who nodded in both approval and support of what she was about to say.

"My fellow delegates, aerial elements of the Inyurstan armed forces have conducted a single sortie against the regime of Nashid and Al-Sadar - due to the former still being in power when our war planes hit the skies. In this single air sortie, we have been able to physically destroy over 35% of Bashriyya's air assets and leave the remainder of their air force largely unable to operate within the next few days. We have also dealt significant damage to a number of their naval port facilities and destroyed a vital facility in their nuclear program.

Furthermore, as of approximately 09:00 this morning Inyurstan forces, along with our Riysan allies, have launched a surprise attack against [German] forces moving to reinforce the Bashriyyan regime. Given the serious, short-term damage done to Bashriyyan air bases and naval ports our assets have dealt, this will leave the enemy unable to successfully land, mass, and reorganize their forces if they make it to Bashriyya.

Complicating the issue, is that at some point over the past 24 hours a nuclear explosion has occurred in the Bashriyyan desert. Our own air force has utilized two low-yield nuclear devices deployed in bunker-buster warheads, which caused almost no visible nuclear effects above the surface; but this explosion was much more powerful and while we have not been able to dispatch proper intelligence assets to asses the situation, almost certainly caused above-ground fallout and electromagnetic shockwave where our warheads did not.

This is the situation as we are aware at this moment."

"This alliance has come to a fork in its history. Do we stand to prevent atrocities, or do we stand by and do nothing? The Empire is tired of the Member States indecisiveness in important issues. It is time to begin the election cycle once again," the Shazite Ambassador states. "I call on the interim Prime Minister or the Speaker to begin the elections call for candidates to forth their platforms. This lack of action has gone on for too long."

Sacha Canis' head bolted up and he stared at the Shazite delegation. Canis glanced at his assistant; the only two Remnants at the Council due to the disappointingly small size of the URA's Diplomatic Corps.

"It's on then."

"Sir?" the young assistant was probably fifteen years Canis' junior, a member of one of the upper-crust of Remnant society, a kid with good Olympian stock, in some ways, he had it easier than did Sacha's own House Canis in Remnant society, because was Olympian. He'd make a good ambassador some day, but for now, he was Canis' errand boy.

"An election. And guess who cares enough to run and take over this dead organization?" Sacha raised an eyebrow at the younger man.

"You, sir?"

The Deputy Ambassador the IFC flashed a grin and just as quickly allowed his face to become passive once again, his body leaning back into his chair to give an air of nonchalance and relaxation. All Sacha had to do now was wait on the call for candidates to be brought to the floor.

"Yes. Me."

Representative Galia Elde nodded in response to Inyurstan delegate's report and then offered her own information: "The Guadalupadorian Federal Armed Forces has mobilized its rapid response units to respond to the situation unfolding in Bashriyya. I will be willing to help author an official IFC resolution on this matter, however in my opinion, responding to military actions against member-states shouldn't need a resolution to be formally enacted, since wasn't it the reason to have a Joint Military Readiness Initiative to respond to hostile acts directly?"


Myra sighed. Couldn't this have waited a bit longer and not when we're in the middle of a crisis? He thought in response to the Shazite's call for elections. The Interim Prime Minister stood up. "Although we are in the midst of a complicated and potentially catastrophic situation regarding Bashriyya, and while I personally do not agree with the statement by the Shazite Ambassador on supposed 'inaction' since we are presented with a situation that we're currently acting on, I will heed the call for elections." Myra Soymian ordered for candidates to present themselves. As the announcements started, Soymian looked around at the chamber and back. When he was initially thrust into the job by the departure of the former PM, he didn't want the job, but over the months he grew accustomed to the procedures and tasks. Now Myra felt like he could make an actual difference within the Coalition. He spoke up once more. "I also formally announce my candidacy as Prime Minister of the International Freedom Coalition."

Sacha Canis grinned wide, showing a glint of perfectly polished teeth and stood, his eyes locked on Myra. He raised his right hand, holding up his thumb, forefinger, and middle finger while keeping his ring and pinkie fingers closed on his palm in a traditional Remnant gesture. "Following up on that, I would like to announce my candidacy for the Prime Minister's position of the International Freedom Coalition."

Canis kept speaking, but reverted to the Roskian-Sinican-Common creole that was the Remnant language "It is time for the old ways of this alliance to change, for this regime to finally xiàtái, to get off the stage. Under their distant leadership, this alliance has slowly but surely fallen into disrepair. Bez kota mysham razdol'ye. Yes, without a strong and steady grip at the helm of this alliance, we have gone our separate ways, but we can regain our composure, we can regain our place in the world. The IFC can become a shining light of stability, democracy, and freedom in the world. All it needs is a new cat onstage. We can make the IFC the rènào that it once was. If only the beloruchka that have controlled this alliance's goals for so long will finally step aside and let us become great again!"

Canis sat back in his seat, his grin flashing again at Myra as he offered a nod, a simple professional gesture. It's just politics, ma'am.

The Inyurstan delegation sat back and listened to the discommodious calls for election and self-nominations in the midst of a crisis - albeit a crisis that had almost resolved itself. Suddenly, a pager in Armando's pocket went off, and he disappeared again. Ambassador de Vertrún paid close attention to Canis's speech, wondering what the man's angle was before Armando returned and whispered in her ear. A collective sigh and a quick round of high-fives and hugs flashed through the three diplomats, before Melissa stood back up to adress the council again.

"If you would excuse my interruption, I have just received an update on the Bashriyyan situation: Ali Al-Nasheed is now firmly in the hands of La Républiqua D'Inyursta, and as of this hour has been moved to a secure facility in Inyurstan territory. Additionally, we have word that Al-Sadr is standing down, and may have already fled the country."

The International Freedom Coalition wholeheartedly CONDEMNS the act of human slavery, the slave trade and all those that condone its horrors. The heinous act of slavery includes but is not limited to human trafficking, indentured servitude, serfdom, and chattel slavery. The Council of the International Freedom Coalition, hereby: 1. Affirms the natural right of humanity to live outside of bondage to another. 2. Prevents all member-states, on penalty of immediate expulsion and ostracization from the Coalition, from enacting policies that equate to the heinous act of Slavery. 3. Enacts sanctions on and cuts diplomatic ties with states across the world that practice Slavery. 4. Establishes an Anti-Slavery Task Force to combat international human trafficking, and the formal human slave trade: a.) The Anti-Slavery Task Force is to be established as an entity that falls under the direct command of the International Freedom Coalition Peacekeeping Forces (IFC-PKF) b.) The recent rise of openly slaver countries has been concerning and outrageous at the least."

Lee Byung-suk turned on the microphone and started talking.

"Hello. Representatives from all over the world. I'm here today to make it clear that we, the Seorabeol Federation, are not only officially opposed to slavery, but are also in favor of a new resolution against slavery."

He took a breather for a moment and then went on.

"Slavery has been one of the cruelest forms of behavior that humans can do for the past few hundred years. Fortunately, most countries today have abolished slavery. However, some countries have found that this kind of uncivilized behavior is still being carried out. It's deplorable. We firmly condemn this, and we strongly support this resolution condemning their uncivilized behavior."
