"On the matter we are currently discussing, I would like to communicate a NAY vote on the Resolution Number 30. While it may be hypocritical that I, coming from a country known for complications in government and bureaucracy, would dislike this resolution for the same reason. But I so solemnly believe that this piece of legislation is merely confusing for our Coalition to run functionally."

Gam Sol-Mi looked over the piece of legislation multiple times and after doing a quick count realized the vote was close at 6-5 in favor of the ayes causing her to re-examine the legislation three more times. Finally, she stood up.

"While I do believe something such as repealing this Resolution needing more than a simple majority, knowing the history of this council specifically with the vote we are currently having being tied as of my speaking at least so I think. I feel Harris-san of Ausitoria raised a point that I can not confidently answer internally in regards to getting such a majority. His is inquiry has produced two questions of my own and while I can assume the answer I rather have it made clear. Number one is a two-third majority one of the entire council or is it one those who voted. Number two, if it takes a two-third majority to remove this Resolution in order to change government structure, will it take a two-thirds majority to set this into place? Thank You." she concluded before taking her seat once more.

Harris rose like a rocket. "The charter states and constitutional convention states that the Council has legislative supremacy and hence interpretatively the ability to repeal any resolution by simple majority among voters," he explained like an express train. "There may however be more idiotic interpretations if anyone has changed the rules since Alexias Stella-" and Harris abruptly sat down again like a meteorite, thereby clearly indicating he had no further interest in that matter.

Ambassador Julli nervously rolled a clicker around in his hand as he primed himself for his upcoming speech. As one of the newest members of the Council it wasn't easy for him to do what he was about to do, but tireless work he and his delegation had put into his forthcoming reveal couldn't be wasted; and this was a prime opportunity. Summoning the strength, and at the urge of his delegation members, Ambassador Julli rose to address the Council.

"Dearest members of this Council" he began, "The concerns raised by the honorable Gam Sol-Mi are something my delegation has taken previous note of before. Being curious, a little to curious perhaps, my team dug through the records of this Council and it's related Summits and have compiled a complete record of all resolutions voted on. Of course such a tally would be massive given the older resolution numbers and to prevent headache we have only focused on those voted on since the restart of the numerals."

He fumbled around with the clicker for a mere second or two before a large spreadsheet lit up on the large screen.

"The data you see before you is merely raw numbers, so let me quickly clarify some things. First off this is by no means an official count; rather think of it as a historical record. Secondly, to save us all extra pain, only the final forms of submitted resolutions are displayed. Please keep in mind that the 'RESULT' section is the official stance taken by the acting speaker or prime minster. Finally, I would like to point out that the "TOTAL VOTES" segment only counts votes submitted. Whether or not the delegation proposing legislation is allowed to vote for their own legislation or not is ignored and this reflects only the actual votes placed. Finally I would like to clarify that this isn't without its fair share of errors. Certainly it is within my realm to be off by a vote or two, as we are all human, but the point of this tally is to point out the drastic difference in majority required for resolutions between resolutions such as Res 3 (17 votes) and Res 15 (1 vote).

I implore each delegation to skim through the data and hopefully we can all come to the conclusion that some sort of majority counter is NECESSARY given the botched historical record before you."

I have been busy with record keeping matters, and have been in conference calls with members of the Imperial Government so I am sorry for the delay in getting back over the questions put forth." He then looks over at the Austorian Delegation:

"That might be true, but we have also had Resolutions pass by a landslide victory. So it is not as difficult as it sounds. In fact, after the passing of Resolution 0, and while the Council was in Summit, there were several Resolutions that were passed with either a tying vote or just one Aye vote up from the Nay's."

As for percentages, Resolution 0 states that it is a Simple Majority. If this council so wishes, we can re-vote on this Resolution with the Three-Fourths Majority taken out and altered to 'Simple Majority' with me slightly breaking the 'No Amendments' clause at the beginning of the Resolution."

Kirishima is under the belief that a resolution needing 2/3rds majority to be replaced should have just as significant weight in applying the measure, should it be established that this governmental structure is non permanent and simply the preferred choice of leadership than this vote will be changed accordingly.

"While more streamlined, the solution presented is not one that would be any more helpful. There are still far too many unneeded positions, all of which would be better used by nations independently. The Roskian Federation must vote NAY to Resolution 30."

"As you all may know, several members of the IFC including the Prime Minister's and our my are currently locked in grand inter-alliance operation to liberate Southeast Asia from a pseudo-nazi regime operating out of Manila with grave disregard for human rights.
While we by no means ask anyone here to take up arms against the bloodthirsty empire of Asigna, we do you hope the honorable nations of the council can come together to agree that crimes against humanity are bad, and can help turn off the faucet to the war effort that is being driven against your fellow members:"

La Républiqua D'Inyursta Melissa Clara de Vertrún-Sanchez Embargo of Asigna [Resolution Number: 31] Observing that the empire of Asigna, also know as the Philippine Bayan, is currently in a state of direct war with at least members of the IFC, Recalling that Asigna is responsible for several crimes against humanity, including but not limited to mass repression and forceful expulsion of large sums of people on the basis of race and ethnicity, wanton and unrepentant attacks against civilian populaces with no strategic value, use of slave labor, support and participation in direct acts of terror and mass murder, as well as being a long-time violator of national sovereignty and the right to self-determination through heinous invasions and annexations of foreign territories, Believing that the IFC should not condone and support actors which are at war with other IFC members and are repetitive human rights violators, Affirming that this resolution does not seek to directly involve the IFC in combat or otherwise force members into a large inter-alliance war, Hereby seeks to indefinitely cease and forbid the flow of resources, monetary assets, military aid or any other assistance to the current Asignese regime. Section I: Punitive Action Hereby calls upon all members to cease and discontinue the flow of resources, monetary assets, military aid or any other material or informational assistance the Asignese regime and its accomplices, and furthermore bans all vessels of the Asignese flag or direct allies of the Asignese regime from air and seaports of IFC nations. Section II: Grounds for Removal This legislation shall be removed and/or expire if the Asignese regime ceases it's war with all members of the IFC, apologizes for its many human rights violations; or is otherwise overthrown or dissolved by any internal or external force. Section III: Affirmation This resolution does not call upon the deployment of IFC forces, does not invoke mutual defense protocols, nor make any binding legislation requiring any member partake in combat, support, sabotage or economic warfare operations against the Asignese regime and their accomplices. Gam Sol-Mi was not amused at all "The Taisuist Republic of Kirishima Votes with utmost confidence NAYon the Resolution [31]. The Taisuist Republic will oppose all similar legislature with prejudice until the IFC takes action against New Yama. While some members concern themselves with the bayan for acts mostly done in the past or are speculative. Kirishima is more concern with the rogue state of New Yama which commits atrocities on individuals who are Dorian. Something that directly concerns IFC members as Guadalupador is an IFC member. To issue such an embargo while a blind eye is passed over New Yama is ignorance at best and blatant favoritism at worse. Furthermore, we have no issue standing alone on this issue as Kirishima is the most affected by this resolution if not the only IFC member affected.

"Perhaps," The Prime Minister spoke up, "The Delegation from Inyursta could re-draft the Resolution in a manner that it would say that any nation that is hostile to the International Freedom Coalition may have an Embargo placed upon them by the Council with a motion, second and at specific number of Members stating 'aye'?"

Melissa de Vertrún was equally amused with the Kirishiman delegation. She may not have been old compared to the traditional idea of a seasoned delegate, but she was beyond old enough to recall who's country sat back during the Sunogabi Massacre while the Asignese radicals butchered ethnic Chinese - and who's country had dropped bunker buster bombs on Vashan's palace, slapped a public bounty on his head which led to his immediate deposal, and then became the leading voice for SACTO to sever ties with New Yama.

"As far as I am aware the rogue state of New Yama is not directly in combat with multiple IFC members, and I understand correctly no nation in the IFC directly or indirectly trades with New Yama. Most imporantly no nation in the IFC has made public their desire to support New Yama in times of conflict.
Asigna, on the other hand, is a completely different situation and an entirely more pressing matter...

That being said we would not be opposed to legislative action preventing any theoretical or hypothetical support of New Yama that might could possibly happen in the future."

The Remnant delegate smiled wide and leaned back as he watched the various other delegates arguing. He'd been educated well enough on the history of several of these nations to know that these arguments were based on more than just logical differences.

Either way, the Remnant delegate had a vote to give, "The United Remnants of America votes aye on Resolution 31."

Sol-Mi raised her eyebrow at the pompous attitude of the Inyurstan. "True but also last I checked those IFC members were not attacked by the Philippines seeing as the defense clause is not being enacted. I guess from this point forward an IFC member can start a conflict with anyone before asking the IFC to embargo said party. Nevertheless, as I already stated, Kirishima is prepared to stand alone on this one and encourages other nations to vote as they wish. We are aware that this will undoubtedly pass, however, unfortunately, it will be guaranteed not go down as unanimous." Sol-Mi stated sigh at the complexity of diplomacy.
