Yep, pretty much all units listed in my factbook are amphibious to some degree, though this encompasses both surface and subsurface operation. We have no surface ships that are solely such; everything must be submersible.

The Mecharussians do have a surface navy, but it's not its own branch, instead being attached to the Army. And it consists pretty much purely of ekranoplanes designed to rapidly respond to an incoming Frenkish surface fleet and suppress them until the Aerofleet arrives.

So I see how some of us are underwater nations and that's cool. But this question refers to those of us who are interstellar/intergalactic/multiuniversal Empires. How is it wise to garrison naval, as in floating, units on the surfaces of your own worlds? And why, then, would one retain a floating navy in a FT setting in general? Units who can go underwater or are waterproof have clear advantages, but devoting an entire section of your military to such things seems like a waste of resources when competing space empires can go: "You have floating navy? I take my spaceship and fly away, lollollol."

While not technically part of Excidium Planetis, the nation of Tenzeni utilizes a Navy with surface warships. It is mainly used against the competing nations on its planet (some of which have not achieved spaceflight) and in patrol of its waters much like a Coast Guard. When you are monitoring oceanic trade lanes, you don't need a whole starship flying around.

Also, it is a matter of practicality. Excidium is somewhat Hard FT, so we don't really have battlecruisers capable of atmospheric flight (too little power to weight ratio). We can, however, construct ocean-going battlecruisers, which can float on the surface.

The Imperium doesn't maintain any Naval Battleships either, there's only so much point to them when anything can be blown up from orbit, and massive, in-the-middle-of-the-ocean constructs are so hugely impractical that there's rarely anything worth capturing out there that wouldn't be better handled by throwing Dropships at it. On the other hand, it makes a nice deployment zone for hostile forces, so, on Imperial Worlds, theres Weapons Platforms every so often in the Oceans.

On that note, we don't really have any Atmospheric-Capable ships either. I mean, no, a Rassvet Dreadnought isn't going to break-up on entry, they're very well built, but it's not exactly going to be capable of getting off world either, even if the Planet is horrifically devastated by the fuck-huge and extremely massive battleship crashing into it.

We don't really have any reason to possess an oceanic navy. If there's something we want to capture on the surface of a planet that can't be effectively attacked by ground units, we typically just use aerofighters and Lightweight-Class Atmospheric Assault Ships to pound it with munitions until its crew/operators surrender or it is no longer strategically useful to the enemy. If it's hiding on the bottom of some annoyingly deep ocean trench, a few starfighters could theoretically be modified to go beneath the surface and mess with us. If it manages to still hold on and it's really bugging us, we just blow up the planet and call it a day.

Actually, that would be more like Plan A now that I think about it.
