Also, who should be given access? Just your co-OPs (Guad and Congreve) or the whole Council? I am personally in favour of the former, but in case they think they cannot be active enough, the latter is possible.

I think it should be kept limited to as few people as possible, so doing it with just co-OPs (unless the need arises for more) seems like the best option.
