The Soviets had a space platform for launching nukes from space already, so just replace it with some nukes and do some tinkering and you have a platform to launch tungsten rods from space.

True, although personally I find the idea of an orbital Casaba Howitzer more interesting. Admittedly, it's hard to say if it's MT or not, seeing as many of the details are classified, but I imagine that it's probably possible with modern technology.

Small border incident/skirmish/incident at sea that would mainly deal with the aftermath. Could also serve as part of a build-up to a larger conflict if needs be.
