Not only that, but it's a pretty big beast. Although, this could be an issue when transporting it, especially to foreign land.

Zhouran did have a civil war after WW2. However, the people that would of fled the nation would have been those who had ties with the stratocratic monarchy.
But even before the civil war, Zhouran did have people migrating to other nations mainly for business reasons. When the Empire of Zhouran was created in 1860, the entire nation was industrialized and westernized. Entrepreneurs popped up and began doing business not just in Zhouran but around the world. Plus, since Zhouran (along with Japan) were the only nations in East Asia to fully westernize without being colonized, this also led to that colonialist attitude carried from the Westerners.
But yeah, after ww2 ended and Zhouran fell into a civil war, those who migrated to another nation would of not have the chance to return to their home nation until around the 60's and 70's.

Zhouran built industries such as shipyards, iron smelters, and spinning mills, which were then sold to well-connected entrepreneurs. Consequently, domestic companies became consumers of Western technology and applied it to produce items that would be sold cheaply in the international market. With this, industrial zones grew enormously, and there was massive migration to industrializing centers from the countryside.
Fundamental changes affected the social structure, internal politics, economy, military, and foreign relations of Zhouran. The Zhouranese Industrial Revolution began on August 8, 1860 as the Zhouranese decided to catch up with the West. The government built railroads, improved roads, and inaugurated a land reform program to prepare the country for further development. It inaugurated a new Western-based education system for all young people, sent students to the United States and Europe, and hired Westerners to teach modern science, mathematics, technology, and foreign languages in Zhouran.
The Empire of Zhouran continued to modernize the nation through government-sponsored telegraph cable links to all major Zhouranese cities and the Asian mainland and construction of railroads, shipyards, munitions factories, mines, textile manufacturing facilities, factories, and experimental agriculture stations. Greatly concerned about national security, the leaders made significant efforts at military modernization, which included learning foreign military systems, hiring foreign military advisors, and creating the modern Zhouranese military system.
On August 7, 1932, Prince Wang Su, who was also an officer in the Zhouranese Imperial Army, killed his own father, Wang Li, by poisoning his drink. During World War 2, the Empire of Zhouran had sided with the Axis against the Allies. Both Japan and Zhouran were the major Axis powers in Asia, although Zhouran only provided diplomatic support. On August 16, 1945, the Empire of Zhouran had surrendered. By August 19, the Empire of Zhouran had cut off communications with the rest of the world and became isolated. Left with no allies, as well as having a failing economy, Zhouran fell into a state of poverty and political instability.
May 14, 1947 was the start of the Zhouranese Civil War. The People’s Front, the armed wing of the People’s Party, fought against the Zhouranese Imperial Army. It all started when people throughout Zhouran protested against Wang Su’s totalitarian rule, which ended when soldiers crushed the protests. As the civil war quickly raged on, many soldiers from the Zhouranese Imperial Army had defected to the People’s Front.
On September 8, 1956, Wang Su was killed by an officer from the Zhouranese Imperial Army. The Empire of Zhouran collapsed and the Zhouranese Imperial Army surrendered. With the Zhouranese Civil War finished, Xia Peng, who was commander of People’s Front soldiers near Ouyang, established the People’s Republic of Zhouran on September 9, 1956. He was chosen as the President of the State Presidium.

The real Broz Titos of the orient are the likes of Sukarno who managed to unite a multicultural nation as a secular (mostly?) republic.
And about Duterte.... Terten managed to revise history to the point that he made the periods of Philippine history pre-2041 as "poor Philippines". Of course, not everyone buys that.
