International Freedom Coalition

Hello members; I'm thrilled to announce the beginning of the bidding process for our new IFC capital city, seeing as our longtime Secretary General, Bratislav, has left the alliance and therefore invalidated our Musrum campus. Any full member of the IFC is free to submit an application, which will be filed and examined before an open and free vote in several days. Best of luck, and long live our proud coalition. :)

IFC Compound

Please provide an image, map or diagram of the proposed IFC HQ:
Image

Please describe the compound in what length you deem fit:
A building former commissioned by both the Federal Commonwealth government and local government for mixed use it was quickly mothballed after construction due to excessive costs for operating such small numbers of staff. When fully running and staffed it will be cheaper than most modern buildings in terms of energy and carbon footprint. The pair of 250,000 square foot triangular buildings are built for collaboration, much like the newest public schools, which is seen as a perfect space for the IFC. With large spaces meant for both large and small scale group work. However, there is allotted spaces for sectioned off spaces for more sensitive or private meetings or alone time. The campus has several helipads on both the roof and the joint green space is able to be modified for up to two additional pads. All windows are double paned and double spaced bullet resistant, with several areas equipped with bulletproof, glass. This allows for extensive natural light and for secrecy to be maintained.

Access from the main roads lead to underground parking spaces which are protected by reinforced steel gates that are equipped with dual guard houses with independent ventilation. If a rouge car manages to bypass the gate there is set road spikes to force a slow speed, and a row of quick-raise billiards. Communication is provided by 24/7 monitored and guarded hardwired connections directly into the secure Milnet. Wireless connections are routed through two to three military communications satellites, normal cellular service is available though not recommended for sensitive data. The entire building is built to be easy to evacuate in case of an emergency, due to government requirements. As such there are multiple exit points from any location on campus and the entire internal network is capable of being either removed or destroyed in less than an hour. A side effect of this is that wiring and renovations to the network are easy as most sections of wire are very modular and the servers built for compatibility and security.
What neighborhoods surround the proposed site?
The campus is situated on the edge of the central business district, and on its northern side gives way to middle class residential housing that gives way to lower class and suburban sprawl. All other directions lead to the busy CBD which houses the financial centers, upscale housing, and much of the cities fine arts.
Please give a brief description of these areas:
the CBD is home to the cities rich, from celebrity to business mongel. It houses the various concert halls, art galleries, and museums of the city. The northern side is where the city is mainly housing and light commercial, it quickly gives way to the highway and suburbs.
Will the design require any major construction, renovation, or landscaping before use?
The only construction would be installation of networking equipment from each nations, if they choose to deploy their own, that is compatible with the current gear. Aside from that it can begin to be moved into in just two weeks to allow time for training and drilling of domestic and international security personal as well as the construction of additional landing pads in the central green space if desired.
If so, what is the budget and timeframe to do so?
Roughly 50,000 Pillows and two weeks.
Do you envision specific IFC agencies or departments also having offices or headquarters in the candidate city?
Unless extraordinarily different in mission, or needing massive quantities of space no. There is sufficient space inside for many departments.
If so, which ones?

As a member and potential host, do you hereby agree to abide by the terms and conditions set forth under the IFC Charter, respect the jurisdiction of the IFC courts, maintain the sovereignty of all member nations posted at the HQ, and take it as your duty to protect and defend the headquarters from enemies of the alliance?

IFC Compound

Please provide an image, map or diagram of the proposed IFC HQ:

Please describe the compound in what length you deem fit:
-The Algarvia headquarters is an attempt by the brightest architects and urban planners in Wagondia to synthesize the values of urban innovation and modernity with the natural space and calming fluidity of a riverside neighborhood. Some of the world's most groundbreaking sustainable design has come to prominence in the many offices, institutes, lecture halls, and conference centers on campus, melding steel and glass with the luscious cloud forests and tall grass hills of the wild landscape. One of the most extensive wastewater recycling systems in the hemisphere and a vast network of on-site solar and wind power facilities allows for a zero-waste campus with emissions neutralized through native habitat replenishment. Everything from the bird populations restored to the acres of wildflower meadow to the wide range of locally-sourced cuisine offered to all personnel was designed by experts in the field, just as the IFC draws from the world's foremost intellectuals and policymakers in its pursuit of the values of democracy and freedom so sacred to Wagain life. Perhaps more than anything, the campus is of the city as much as it is in the city, allowing foreign dignitaries and staff the opportunity to explore and live as locals while contributing their unique perspectives and traditions to an urban area which thrives on the virtues of diversity and open-mindedness. Staff have access to an entire city of parks, waterfront beaches, distinct cultural events, and timeless heritage, all connected with some of the most efficient public transport in the country. Within minutes, local light rail, water taxi, and underground connections will have campus staff in downtown Santa Catalina, or the nearby Bonifácio Airfield, though all the essentials of a connected and fast-paced modern lifestyle are within walking distance of the campus and its on-site lodging, dining, and recreational facilities. Top quality security ensures the ability of personnel to fully embrace their relaxed but lively surroundings, especially in being able to walk anywhere on campus free of harm, and intimately connected with the natural light and warm air that conventional offices so often seal off from their workers. Even while not defending liberty or crafting cutting-edge strategies from our wealth of research space and academic partnerships, workers can engage in any one of dozens of free leisure activities like rowing, sailing, swimming, cycling, or gardening on our extensive green-roof grid. Local practitioners of the arts use on-site studio space to guide staff in more creative pursuits and host martial arts, aerobics, and dance courses. Every profession of use to the cause of democratic prosperity, from immunologists seeking a worldwide coordinated disease response to lawyers settling border disputes and engineers developing joint military technology, will find ample resources for their craft at the Algarvia campus, which has both highly specialized equipment for the most discerning tasks and unprogrammed social space for adaptive group use. Secure communications links with global destinations and field offices means that an army can be commanded from the comfort of a meeting room, and with the kind of on-site logistics, planning, and intelligence gathering services which condense the best of human thought into every determination. At Algarvia, no human being is left behind as the most impressive collection of humanitarian infrastructure in history seeks to amend each of the world's maladies through careful experimentation and modeling which can anticipate the needs of the IFC far in the future. Here, it is possible to receive and analyze data on a wheat blight in Kenya, test samples delivered from local biotech companies, construct a more resistant genetic makeup, and manufacture it for export, all while staying in constant contact with authorities on the ground, sourcing ideas from a world class academic records service, raising and supervising relief funds as they pass through a global financial system, and yet never leaving the confines of the most concentrated human command center ever built. From cleaning oil spills through our Medawar Institute environmental hazards department to drafting a global rally cry using the premier speechwriting staff at our Bitencourt Press Center, an IFC headquartered in Santa Catalina will find that they have a world of ideas at their fingertips, and the perfect location from which to combine their diverse experience into a solid course of action for a better future for all peoples.
What neighborhoods surround the proposed site?
-The campus is located in the Algarvia neighborhood on the south bank of the Rio Jequitinhonha (see This map for a complete neighborhood map), bordering the neighborhoods of Calibano, Felisburgo, and Picarouba. This microregion, commonly known as the South Main, is one of the oldest residential areas in Santa Catalina, immediately across the river from the city center and the green, misty slopes of Monte Formosa and its foothills. Algarvia is one of the smaller neighborhoods, but it is densely packed with stone row houses and older apartments. The businesses tend to be original, small-scale stores which have been handed down family lines over several generations, in particular artisan breweries, bookstores, and flower shops. The Santa Catalina Yacht Club is within walking distance, as are the famous Felisburgo fish markets, the open-air Berberini Cabaret, and the Asturian Gardens, a beautiful urban park which was given as a gift from the crown of Spain. The Laurindo School is an influential artists community which operates from Algarvia and emphasizes the relationship between man and place. Locals tend to be upper middle class and work in government or retail, or students at the nearby Washington Luis University. The concentration of youth creates a vibrant cultural scene which is further amplified by the presence a large Northern Italian community (leading some to refer to Algarvia as 'Little Milan'). There are more nationally-ranked restaurants per capita than in any other neighborhood, the most prominent being the century-old Solomon's Table, which still maintains its own vineyard in the heart of a sleek urban corridor.
Will the design require any major construction, renovation, or landscaping before use? Yes
If so, what is the budget and timeframe to do so? The budget will be approximately $3.4 billion dollars, though it will be entirely funded by private contributions, university endowments, city and state treasuries, and nonprofit institutes and organizations throughout the country. All construction and renovation should be done within two months, as it is already nearly done.
Do you envision specific IFC agencies or departments also having offices or headquarters in the candidate city? Yes, as many as can comfortably fit the campus and use the facilities of the city

Image

Please describe the compound in what length you deem fit:
The Crystal Palace, about 600 x 150 m, is located on the south end of a long lake within the new central park being reclaimed from the sea.

The palace is on two levels above the ground; continuing three levels below with a wide atrium surrounded by additional offices, with a car park beneath, and further facilities over a further four floors underneath that for the IFC HQ, with a supercomputer, a private underground railway station on the east side, and a private underground submarine base on the west side in case of emergencies. The submarine base also connects to the new Ausitorian HQ.
Image

Image

What neighborhoods surround the proposed site?
The New Central Park, the West End, Ariadneton, and the Hanging Gardens

Please give a brief description of these areas:
The New Central Park has benches, trees, a lot of grass, is 16 by 7 km long, and has a long lake (8 km) with a “library” underneath it, and a river running through on the north end. The park stretches from the building to the east, north, and west, and a km to the south. Note the park to the north is still being reclaimed, with completion envisioned within one year.

Beyond the park, on the south side, parallel to the building, lies the historic waterfront known popularly as “the west end”, complete with neo-gothic Ariaton Docklands Station; an area of mixed architecture, divided into theatres, restaurants, music centres, the Alexandrian Arts University, and various offices; with the historic waterfront running away down the coast to the west; and away to the east, the Ariadneton city centre. About five miles to the north-west lies the Hanging Gardens Complex (which will include two very large planned skyscrapers, with greenery along the sides).

This is a prime spot, a once-in-forever “rezoning” of the sea for use as a park. Therefore the land can only used by the IFC on the strict condition that no further building work above ground is carried out without planning permission. It is indeed a great honour the IFC would be allowed to use the site - if the IFC does not move to the location, it will be used as an ice cream fountain instead.

(If the IFC does select this location for their capital, then the Ausitorians will conduct another identical building 300 m to the south for the dispensing of ice cream. It would hardly be any good for the popularity of the IFC if the IFC were to stop children from getting free ice cream, would it?).

Will the design require any major construction, renovation, or landscaping before use? Interior renovation.
If so, what is the budget and timeframe to do so? The cost would be $10 billion, mostly for high-grade electronics and the secret underground facilities; the time taken would be 2 months.

Do you envision specific IFC agencies or departments also having offices or headquarters in the candidate city? Offices, or HQs if desired.
If so, which ones? All. There is sufficient office space for hire to host ten thousand IFCs if necessary.

As a member and potential host, do you hereby agree to abide by the terms and conditions set forth under the IFC Charter, respect the jurisdiction of the IFC courts over IFC affairs, maintain the sovereignty of all member nations posted at the HQ, and take it as your duty to protect and defend the headquarters from enemies of the alliance?
Yes.

*ATTENTION ALL MEMBERS*
All bids are in; the campaign has begun!

Thank you to all those who have submitted an official bid for capital candidacy; we will now enter the first stages of examination and questioning before the voting process begins. This is meant to offer deeper insight, especially comparatively, on each of the candidate cities, and offer an opportunity for bidders to defend their submissions and highlight special areas of excellence. I encourage you to post any questions here so your fellow voters have a chance to read and review them to reach independent conclusions, and to allow the candidates a public response. As for those with cities in the official race, you are still allowed to post additional material, though I ask you to not campaign for votes outside of this thread (especially through telegram appeals; all campaigning should be explicitly public and open for scrutiny).

Questioning form (for added visibility):

A: Nowhere is the recognition of the need for bureaucratic space more keen than the capital city of a large empire, and the IFC should find that Santa Catalina offers all the necessary amenities for both a large body and a large vision, both within our Algarvia campus and in the surrounding neighborhoods and nearby city center and government district. As a former urban university campus, the Algarvia site is already well equipped to handle the stresses of tens of thousands of employees and visitors, including space for living, dining, socialization, and sprawling administrative facilities. Prior to its conversion, the university was able to accommodate 48,000 students and faculty, mirroring the urban density and efficient use of space in many other large research universities in Europe and America. After renovations, including the ongoing repurposing of waterfront hotels into extra living space, the capacity is projected to reach 57,000, with either vertical or horizontal expansion still very possible. In the rare case of absolute star overflow, the city government has taken the care to register all large abandoned or foreclosed properties in the surrounding neighborhood and city center, and plans are on standby for the flash conversion of these locations into functioning apartments, administrative sub-offices, or storage facilities. Several local companies and universities have also offered their space for collaborative occupation, and there is of course always the billowing infrastructure of the Imperial Government, built to handle such a momentous load, spread throughout the city. As for supporting infrastructure and labor, the Santa Catalina metropolitan area is home to around 5.1 million residents, and in located in the urban triangle of Wagondia with tens of millions more within a few hours' high speed rail travel: it should be very easy to not only fulfill the need for each of those professional sectors, but do so with the best resources and people possible. As a blossoming tourist destination and center of the national retail boom, the city has plenty of space for visitors and experts who would be happy to be contracted for IFC work, though there will likely be no need given the immense rang of facilities located within the city proper and the Algarvia Campus alone. Already, there exists an alpha-city level market for telecommunications and media services, spearheaded by the world headquarters of the Wagain General Media Group (WGMG), one of our premier companies and employers and one of the few international media conglomerates with truly global reach and a network of connections and assets that supersedes many national governments. As for legal services, it is important to note that Santa Catalina is the seat of the Wagain Supreme Court, whose gravity on the national and global scale has attracted an advanced legal framework specializing in the kind of administrative and international law which a trans-continental foreign policy powerhouse must be able to readily field. There are special budgets and facilities for both legal and media services on campus, which, with the sponsorship of these august bodies, is beyond sufficient for streamlining the affairs of one of the world's largest international organizations. Domestic, catering, and utility services follow this same model of expert management, world-class facility access, and careful organization, which enables the seamless maintenance of anything from hosting a major diplomatic event to an unexpected surge in demand.

Q: Would your nation be willing to accept free movement of labour from all other member nations that request it?

A:Indeed, we are open to free movement of labour and support a more fluid immigration policy which will allow for free pursuit of work and economic opportunities both at the IFC headquarters campus and elsewhere.

Subject: Evacuation Procedures [Top Secret and Confidential]
Addressed to: All Candidates

Q: What are the available options for emergency evacuations? What scenarios have been considered?

A:Concerning emergency services, the city of Santa Catalina finds itself once again prepared to handle even the most severe manmade and natural disasters, and rapidly respond to a broad range of threats. With the Emperor sleeping just down the river in Leopoldina Palace, and the Prime Minister even closer, there is an incredible concentration of security and emergency services personnel and equipment to firstly prevent but also respond to any perceived threat. This includes staff who specialize in researching the most cutting-edge terrorist and criminal strategies in order to combat them on every level, including cybercrime and biowarfare concerning hundreds of filed and tested volatile compounds. Capital ordinances require the staff and security services on campuses as large and vital as the Algarvia one to train intensively and demonstrate maximum efficiency and rapidity during dozens of simulated events operated by certified military trainers and counter-terrorism specialists from our local intelligence agencies. As a first line of defense, there is a lengthy network of underground shelters and tunnels which will link through walking paths and light rail the major government buildings in the area. That way, the premier protection units and advanced security arsenals of both the PM and Emperor can be dispatched to Algarvia in anticipation of any suspected incident, and can aid in mass staff evacuations should a need arise. Military forces are garrisoned on nearby Garajuva Island, which maintains three scramble teams specially trained in rapid reaction protection of high-profile targets, and Pessoa Air Base maintains both advanced radar and air defense capabilities, and services airborne patrols at all times, to react instantly to air hostilities. Lastly, special procedures have been drawn up to allow for a secondary evacuation onto the Rio Jequitinhonha itself, using the high-capacity ferries and river boats docked along the waterfront and on reserve at the neighboring River Transit Authority. Standard security amenities like reinforced walls and vehicles, facial-recognition security cameras, bulletproof glass, ID-entry and background check programs, fireproofing and fire doors, and sprinklers, gas and smoke detectors, biohazard tracers, and alarms, are outfitted in every building and throughout the subsurface system.

Q: In view of the Prime Minister's statement that the capital should preferably be able to accommodate in excess of 50,000 officials (allowing for expansion from the current number, about 10,000 from the executive (c. 500 per government agency and office), and including about 5,000 for the Senate (c. 50 per member)):
1. What is the total capacity of the particular site?
2. What is the availability of room for expansion?
3. What is the availability of supporting infrastructure and labour, both (a) in terms of direct support (i.e. media activities, legal services, domestic services, catering services, and utility services) and (b) in terms of potential support (i.e. the total numbers of people within a 2 hour commute, divided by grades A1: Higher managerial or professional, A2: Intermediate managerial or professional, B1: Supervisory or clerical, junior managerial, and/or semi-professional, B2: Skilled manual workers, C1: Semi-skilled and unskilled service sector workers, C2: Semi-skilled and unskilled manual workers)?

A: Ensuring adequate personal are both able to be accommodated and housed is of utmost importance to us. After all, what good is a headquarters which isn't large enough? Already there exists enough housing units available across all income levels to meet ever increasing demand within the city, additionally the city itself is expanding. While 10m people already make Moscou home we project that we will quickly rise to over 12m population over the next decade alone! The city is already flush with talent from all fields, be it legal or hospitality. Moscou is filled with various high quality law firms specializing in corporate law, international law, domestic, and various other specialties. The question for Moscou is not how or if it can take the strain of mroe than 50,000 new residents and support staff but when? The city and it's people stand more than ready to fulfil the needs of any job.

A:The program for allowing in labourers from across the world is already extensive. With ease of entry and immigration prized at the highest levels of government we are already well prepared to offer expedited visas to the various IFC nations. We are willing to offer it without requests for it for any IFC nation, in fact we shall begin work on preparing it no matter the results of this selection. Afterall, closer relations with allies can never hurt.

Q: What are the available options for emergency evacuations? What scenarios have been considered?

[blocktext]A:The city of Moscou is prepared for any eventuality. The very diversity of the city forces it too. Fire and police departments regularly drill in chemical, nuclear, and biological first response. Seven out of ten Moscou hospitals are equipped to deal with any sort of mass attack from the very beginning, with others only dependent on the on duty staff of the moment. The regular commissioning of nuclear powered seagoing vessels have allowed first responders the ability to practice, and their record is spotless. The fact that the city is also a hotspot of education, and finances have also lead to top tier cyber defences, which are already capable of dealing with almost any potential threat without breaking a sweat. In case of conventional attacks such as an enemy bombing campaign which has somehow breached national boarders and regional air defences the intricate subway stations and tunnels allow for space for civilians and any officials caught in the open plenty of safe spaces to retreat too. While this is a highly unlikely event there are preparations for a full or partial evacuation of the city. Should there be a need for officials to be removed, the various government and military bases and facilities in the region are prepared to offer mixed ground, water, and aerial evacuation from any point in the city. Should a full scale evacuation off all people be needed, officials are marked as level-6 priority and as such are removed from the city immediately upon recovery. All civilians are rated at a level-4 and are removed as soon as available transit has been found. In practice, this is primarily the public high speed rail, and subway lines running non-stop to remove civilians as well as any temporarily commandeered aircraft. While the exact details of a full scale evacuation are rather scarce, due to the uncertainly in planning for one, current models plan for any local or foreign officials being fully evacuated from the city in two hours. Civilians would be fully evacuated in 24-36 hours. If officials are not entirely accounted for detailed search and rescue will be mounted as possible in locations of frequence and last known.

1: Preliminary estimates are that the facility can hold up to 300,000 Personnel, with the applicable support staff.
2: Expansion can be accomplished through building new floors on top of the already existing superstructure. This is common practice within the Empire and can be accomplished with little to no effect on the day to day operations of the Alliance, although a short-term solution would be to just expand sleeping quarters for staff into the Hotel Facility in the secondary building.
3: Air traffic can bring any support staff to the facility within a one-hour timeframe and can the aforementioned support staff can be housed within the facility for whatever time period is deemed needed.

Free movement is inserted into the Constitution of the Empire, as long as the nation of origin applies for a Visa (either temporary or permanent work visa) and is accepted. Acceptance normally is authorized within a 36-hour timeframe from application date.

Evacuation can be achieved through air travel or boat ferries. Optimal evacuation of important personnel can be achieved within a 1-hour timeframe. Multiple aircraft are always on standby at a close facility. Evacuation of support staff can be achieved within a 3 to 4-hour timeframe. All Eavacations from the facility are done by air or boat, as no road is able to reach the facility.

1. About 55,000 combined, counting each building.
2. There is little room for large-scale expansion, though in such a case, if needed, the Dorian government could purchase several existing surrounding buildings to expand the IFC HQ at no cost to the organization.
3. There is a wide variety of availability in labor and infrastructure support concentrated within mixed use areas of the HQ itself and surrounding areas. Public Transportation Infrastructure is state of the art as a large and dedicated subway station with connections to both the International Airport, and Train Terminals, which runs 24 hours a day on a average schedule of 5-10 minutes for each train. Several bus stops around the perimeter of the HQ can provide much needed transportation at 15 minute intervals. The HQ also features three dedicated helipads for the sole use of transporting high-profile IFC officials to the HQ.

If in the event of an emergency evacuation, there are several ways the HQ can be evacuated efficiently: A ground evacuation undertaken by a specialized unit of the Federal Army can effectively clear the streets and evacuate personnel by way of the airport, and air transportation. The Three Helipads can be easily put to use to evacuate high-profile personnel by helicopter. Mass evacuations can take place through commandeering of the public transportation system (buses and subways.) The city's first responders are always on call to assist in evacuating the HQ, and are well versed in biological, nuclear, chemical, fire, natural disaster, and civil unrest response. The HQ is also connected to a large network of subterranean railways deep underneath the ground intended to evacuate both IFC and Guadalupadorian Government personnel to fortified bunkers outside the city if in the event of a catastrophe in which evacuation systems above ground are incapacitated or destroyed as in the event of a thermonuclear attack on Divouga.

A:
1. There is office space at the site for up to 60,000 people.

2. There are extensive commercial sites available in the vicinity which can be hired, with up to a million people able to be sited within ten kilometres without a significant effect on market rates, although prices are relatively high. Similarly up to a million people might be housed and provided with offices within ten kilometres without a significant effect on market rates, although prices are again relatively high. For reference, the central Alexandrian allowance received by Ausitorian civil servants in the vicinity averages at $30,000 per annum, and the minimum wage in the area is $20,000 per annum, although there has been a push towards a living wage of $25,000.

3. (a) Media services can easily be found on a commercial basis from the c. 400,000 located within 30 kilometers of the site, legal services can easily be found on a commercial basis from the c. 500,000 lawyers located within 30 kilometers of the site, domestic services can easily be found from among the 3 million estimated to work in the industry, with similar numbers involved in utilities, and there are c. 40,000 restaurants within 30 kilometers of the site. The site is provided with two backup power generators.
(b) A1: 10 million, A2: 12 million, B1: 18 million, B2: 8 million, C1: 12 million, C2: 5 million.

A:
Evacuations can be made by helicopter, both from the adjacent parklands and from a disguised underground hanger, by submarine, by boat, by underground railway, by a network of underground passageways, by VTOL aircraft, by airship, by amphibious aircraft, by maglev, by rocket, by disguise, and, of course, by armoured or unarmoured vehicles above or below ground, depending on what exactly the threat is and where it is coming from.

In any event the site is equipped with sensory equipment for facial recognition and detection of proximate weapons, and is bulletproof. The below-ground areas are also protected against nuclear fallout and electromagnetic, biological, or chemical weapons; and hardened against earthquake bombs. Alexandria is surrounded by Ausitorian military bases, and hosts a number of naval dockyards, but it is an open city against nations abiding by the conventions of war.
