Foreword
Currently, the APSIA has no international meeting place. In order to help build better relations, it is necessary for the organization to have an area on the globe to meet at, preferably in unclaimed territory. This act's purpose is to establish an area for the several hundred nations of APSIA and their ambassadors to arrange and meet.

Propositions

1. This act establishes an international meeting spot for the APSIA, titled the APSIA Headquarters
   
   1. The location of the meeting spot is on the island of Tasmania, located under the continent of Australia
      
      1. The coordinates being N -42°, E 147°
      2. The APSIA Ministry of Geographical Data is responsible for marking and recording this location on the global map
   2. A collective of buildings is to be established on the southeastern coastline of the island
      
      1. An international court is to be established, and within it international criminals may be tried
      2. A general assembly building with several meeting rooms is to be established, and within it APSIA ambassadors and diplomats may discuss varying issues
      3. A Council building is to be established, in which ambassadors for nations on the Council of APSIA may meet
      4. A residence building, in which diplomats and ambassadors may reside and have access to food, water, and a bed to sleep on
      5. Other buildings may be built as needed, but must be presented as a bill
   3. The costs for the APSIA Headquarters are to be covered by the APSIA international treasury

Tasmania is a good place because it is a neutral ground. Nobody owns the land so it's a good foundation to build up upon.

I don't know, it's just the first big city that I think of that isn't taken, New Delhi and Rio de Janeiro come to mind as well.

We shouldn't use Svallbard, if h joins a politcal party then it will make us semm biased. Moscow's is near Europe anyways, it's closer to you than Tasmania is.

He says that he does not plan on ever joining a party, and if he did, it would be Centrist. I vote for his capital, Honnigsvag (Reykjavík), as does he.

Why don't we put it in Greenland or something? The whole point of NGU suggesting Tasmania was because it isn't taken. If we want to, the capital could just change in between our capitals every two months.

We should put the HQ in Corsica, it's unclaimed, and since it's near Europe, Africa, and somewhat near Asia I think it has an ideal placement. Especially considering the majority of countries are in Europe.

I like this, especially since the UN building is in NYC and Caspia is basically NYC, so the UN building could be the APSIA building.
