Well, the Mediterranean fleet basically had been neglected by the administration anyway since it had "other matters". Not to mention a lot of the equipment of the fleet was World war II grade. (I mean, have you seen the makeup of the fleet? It was filled with minesweepers, destroyers.... i actually copied the ORBAT from the Nazi amphibuous invasion force used in Norway only with a few sub standard Nimitz like clone carriers, but i forgive myself since i didn't bother to change the ORBAT because i made that back in 2013 or 2014, i don't remember, probably when i first came to LCR's rps)

It'll be for nations of any form of government, but those with human rights abuses won't be allowed in. In addition, it has a high standards and nations may have to wait a while before being accepted in, though they can be classified as "Unofficial Yujing Pact Partners".

A single carrier usually heads up a carrier group. The U.S. Navy operates 10 carrier groups, therefore 1 carrier is roughly 10% of the USN's total surface force.
