There are evidences that mounting to the possible attack on somewhere in Aeyriss or in Bahtar for example, where the second summit will happens. Since the summit will be involved with a lot of nations, the coalition decided to put up a united intelligence agency that deals with coalition-wide problems.

This can be connected to the upcoming second summit RP, as the possible attack is the prequel to the summit RP.
