But rather, if we members are not satisfied with our leaders (with a valid reason. I hate [insert nation] is not) we can have a vote to get them out of office. This is so we are more democratic, and also we don't have idle leaders who do nothing and waste our time.

I don't have plans to become USN's leader, but I will not stand for my alliance to be led by an unpopular tyrannical leader.

Well just add in some check and balance mechanism where the elected President have to be accountable to a committee or Congress or something. It doesn't have to be IC, we can hold this in OOC function as well, amend the Charter, done.

Instead of a GAC, I think you're thinking more like a field marshal or a theater commander. Not a bad idea.

I can't host it for the fact that I'm leaving for China in two weeks.

Also, the URA would never host a summit for an alliance. That would show bias.

I'll just host the IFC, USN, SACTO, and NC summits all at the same time. That should work.
