Well to answer your question, our military budget is "irrelevant" because we are a post-scarcity society, and consequently can throw money at the military as fast as our production systems can produce military assets. Our police budget is "irrelevant" because the military is the police, and therefore is in the same situation.

As for population? Cruciland has been fluctuating between 500m and 5b due to a combination of rapid fecundity and war-related depopulation. Reproductive technologies (ie. modifying ourselves into an r-selected species with extremely low infant/child mortality rates) and breeding programs can bring us up to about 5 billion, but by then some cataclysmic war or genocide launched by a hostile aggressor (most often a collective of eldritch abominations) forces us to withdraw somewhere (relatively) safe and replenish our numbers again. Fortunately, the strongest and highest-ranked among us almost always survive these depopulation events, as they tend to be far harder to exterminate...

It's a vicious cycle. :meh:
