It's deliberately not dependent on specific aliens, just ones matching certain criteria. it could also potentially be made smaller. No multiversal stuff, though, I think?

It might be simpler to make it Nayba survivors fleeing from a reality in which the aliens did take over the Earth.

Alternatively, it could all be the work of one particularly questionable AI.

Hover tanks are a type of hovercraft, presumably. Hovercraft are not aircraft, they are an amphibious vehicle. They do, however, have pilots, as opposed to captains or drivers.

But, uh, yeah, hovertanks are fine so long as one abandons any pretenses of realism, in which case one should just switch to far less finnicky antigrav systems.

Go with antigrav. If you want realism, then you also have to deal with the effects, consequences, and immense difficulties of strapping nuclear jets to a tank. Trust me, that will end in nothing but headache. If you have the capability to bullshit it, then do so.
