Approach this from a game-mechanical standpoint. The more overpowered it is, the fewer in number it has to be/the more restrained it has to be, etc. I mean, I allowed Neo to make his Aphroarch pretty much a living goddess. Tech restrictions are almost nonexistent.

But seriously, that sounds like a great idea, if rather limited in scope. Alt-Vistora has like 800 million people, whilst everybody else seems to be going for sparse groups.

Thousands of tiny, fragile, short legs introduce a thousand engineering problems and solve very few. They are inefficient, they interfere with each other's movement, they would have a difficult time supporting the weight of a tank, they are prone to breakage--much more so than a sturdy tread, they are needlessly complex (a big no-no in engineering), their support base lessens with every breakage which would eventually reach a critical point, and they probably look dumb as hell.

No millipede tank for me, dank you very much.
