There are three primary tiers of membership in the alliance, with each serving different roles or purpose. First and foremost, the highest and, ideally, the most common, are the Group of Contingents, whom are described as fully-fledged members of the Royal Union. They are expected to behave civilly and courteously, with the interests of the entire alliance in mind when conducting themselves both within and outside the alliance. They are also expected to show some level of dedication to the alliance such as meaningful activity or involvement in affairs. In return, they will receive the benefit of protection and be allowed to join the government cabinet. If they fail to meet these criteria or expect when joining that they will not be able to be active, they will be demoted to the Group of Associates. This is the second tier of the group, and generally differs little from the Group of Contingents. However, they are not allowed to join the cabinet and are not reconsidered representative of the alliance as a whole. If they conduct themselves badly though on the global stage, they are liable to be suspended or barred from the alliance entirely. The final tier are Observers who, as non-members, bear representation in the alliance. However, they possess no power to propose or vote on resolutions.
