"Mr. President, the Daeconese delegation will delegate this question in regards to the restriction of commerical travel and interaction to and with the Auspicious Republic of Xiaodong, as part of the resolution currently up for debate in the Council of Esquarium. In regards to the context surrounding this resolution, commercial interaction in the context of Xiaodong includes businesses, tourists, governments, organisations and individuals. Is this correct?"

Taras Pashkov rose.

"Mr. President, we approve of the proposal at hand. In addition, I suggest that we add a clause that mandates that this chamber recognize the Senrian Genocide."

He had a sip of water.

"In addition," he added, "if we recognize the Senrian genocide, we can give the Xiao a choice for how to return to the common market: either they can investigate the massacre that has happened there in accordance to EC principles and hold fresh elections with international supervision, or they can reinstate the Treaty of Keishi and pay reparations to the Senrian government."

Ambassador Rama Singharattanapan later responded to Tara's Pashkov, who suggested that we add a clause to the proposal to recognise the Senrian Genocide.

"Mr President, the Toksanese Commonwealth agrees with the delegate of the Christian Republic in regards to the atrocities of the Senrian Genocide. If true, which appears to be so, the Auspicious Republic of Xiaodong would be in violation of the Esquarian Charter of Human Rights and would have committed war crimes. The Commonwealth Government believes in a free and stable Borea, and we believe that Xiaodong must be pressured to reroute their path to become a true and free democratic state. Therefore Mr President, the Toksanese Commonwealth would like to add the following amendment on top of those proposed by the Christian Republic;

6. The Council of Esquarium urges the Auspicious Republic of Xiaodong to reinstate and abide by the Treaty of Keishi."

Moments later, Ambassador Singharattanapan drank some cola and rearranged his manila folders.

"The Toksanese Commonwealth yields the floor Mr President."

Mr. Pashkov rose.

"Mr. President," he began, "the fact of the matter was that the Senrian genocide was committed long before the foundation of the EC. A symbolic resolution at the very least carries some weight, so that this Council can recognize the genocide that Xiaodong had committed against Senria."

He had a sip of a cup containing some liquid called "dihydrogen monoxide."

"As for your proposed amendment, this is why I suggest a choice for how to return to the Common Market: it can either investigate the recent events to the satisfaction of this house, or it can reinstate the Treaty of Keishi and pay reparations to Senria," he said.

"After all, it is in the economic interest of Xiaodong to continue its participation in the Common Market [of the EC]: to cut ties with the Common Market would seriously harm its economy, especially its financial sector. Thus, if we give them the choice between an investigation of the recent events in Xiaodong, or reinstating the Treaty of Keishi, I'd imagine that they would much rather do the former than risk the latter."

[Aucuria]

The Aucurian delegate stood up and began to speak.

"Mister President, the Aucurian Republic stands wholly in favor of the proposal by the Christian Republic of Luziyca and agrees in principle with the addition proposed by the Toksanese delegation. However, we would like to propose that the proposed amendment be rephrased to read in a way that we believe more wholly encompasses the desires expressed by the Luziycan delegation:"

6. The Esquarian Community hereby recognizes the veracity and the scope of the Senrian Genocide, and urges the government of the Auspicious Republic of Xiaodong to reinstate and abide by all terms of the 1933 Treaty of Keishi.

7. This resolution shall remain in effect until the government of the Auspicious Republic of Xiaodong wholly complies with the terms within.

"The Toksanese Commonwealth agrees with the more comprehensive amendment proposed by the delegation of Aucuria, Mr President, and withdraws its previous amendment to make room for such provisions."

"Mr. President," he began, "We agree with the comprehensive amendment proposed by the honorable delegate from Aucuria, and we shall withdraw our amendment to make room for the amendments tabled by the Aucurian delegation."

The Namorese observer stood.

"Mr. President, while the People's Republic of Namor shares the member states' concerns with recent developments in Xiaodong, we would like to point out that the original resolution addresses recent atrocities in Borea, namely the Xiaodongese government's response to post-election protests in the country. While we recognize the veracity and scope of Xiaodongese atrocities in Senria, we believe this issue should be addressed in a separate resolution concerning Xiaodongese war crimes unless the scope of the resolution at hand is redefined to include all atrocities in Borea regardless of the period in which they were committed."

[Ainin]

Cazeneuve stood up shortly after the Namorese delegate had concluded his remarks.

"We can't help but agree with the delegate of Namor on this matter," he began.

He continued. "The Draft Resolution on Recent Atrocities in Borea," he stated with strong emphasis on the word 'recent', "should be kept relevant to recent atrocities, not those of the 1930s."

"Mr. President, the delegation of Montecara strongly concurs with the spirit of the resolution and fully supports efforts made by the Community to support the rights of the Xiao people. We also concur with the statements made by the honorable observer of Namor relating to the scope of this resolution.

We do have some concerns over resolves 1, 2, and 3, as there is no clear prior statutory authority that enables the Council of Esquarium, acting alone, to issue directives to Member States. These concerns might be addressed by making this resolution a joint resolution with the Parliament, which as the other component of the EC legislature has the authority to comment and vote on acts of law. As the remaining resolves all pertain solely to internal functions of the EC, there is no legal barrier to their implementation as currently constituted.

We offer the following suggestions for amendments and clarifications, along with an incorporation of the last resolve offered by Aucuria:"

Whereas every person on in Esquarium has the right to participate in free and fair elections,

Whereas the recent elections in the Auspicious Republic of Xiaodong were conducted in an atmosphere of fear and uncertainty conducive towards of accusations of electoral anomalies,

Whereas a pacific the peaceful demand of the Xiao people for the investigation of anomalies, consistent with Xiao and international law, was met by state authorities with extreme force,

Whereas over two hundred unarmed citizens peacefully exercising their pacificrights under national and international law and custom were murdered in a wanton massacre by state authorities,

Whereas such behaviour is fundamentally antithetical to the laws, values, and sensibilities of the Esquarian Community and the Member States and citizens thereof,

The Esquarian Parliament and Council of Esquarium resolve to enact as follows:

1. With a view towards to ensuring the protection of the safety and rights of civil society leaders within the Auspicious Republic of Xiaodong, the respective competent authorities in all Member States are directed, with all deliberate haste, to restrict commercial interaction with the government of Xiaodong while it refuses to investigate recent events to the satisfaction of this House the Parliament and Council.
   
   
2. All Member States shall, with all deliberate haste, suspend or cancel any export of war materiel, high technology, and luxury goods to Xiaodong while it refuses to investigate recent events to the satisfaction of this House the Parliament and Council.
   
   
3. All Member States shall, with all deliberate haste, confiscate or suspend withdrawals in of the assets of Xiao officials implicated in connected with the aforementioned events.
   
   
4. The President of the Esquarian Community is hereby directed to authorise the Esquarian Secretariat to suspend the Auspicious Republic of Xiaodong from all participation in the Esquarian Common Market of the Community while it refuses to investigate recent events to the satisfaction of this House the Parliament and Council.
   
   
5. The President of the Esquarian Community is hereby directed to file a formal diplomatic protest with the government of Xiaodong in his capacity as representative extraordinary and plenipotentiary of the Community.
   
   
6. This resolution shall remain in effect until the government of the Auspicious Republic of Xiaodong wholly complies with the terms herein to the satisfaction of the Parliament and Council.

"Mr. President, I would like to draw the attention of the Council to the fact that that the Esquarian Court of Human Rights has not yet had judges appointed to it, and is therefore presently unable to carry out its duties under the Treaty of the Esquarian Comminify and the Esquarian Charter of Human Rights. I therefore recommend to the Council that an election be organized according to the provisions of the Treaty of the Esquarian Community: namely, that each Member State should nominate at most one candidate and the five seats should be filled by means of approval voting."

"So ordered. There shall be a nomination period for judges to the Esquarian Court of Human Rights, lasting forty-eight hours. If less than five nominations are submitted by the end of the nomination period, it will be extended until five nominations are received."
